Troiano named High Springs Police Chief

HIGH SPRINGS Weeks after citizens met with a
panel of police chief candidates, the City of High
Springs has selected Alachua County Sheriff's Office
(ACSO) Lieutenant Jim Troiano as the town's next
chief.
A formal agreement was hammered out by Tuesday
when a special commission meeting was called to
discuss the matter.
Troiano was hired with a five-year contract and a
$75,000 per year salary. The long road to a new police
chief followed the sudden death of High Springs Police
Department (HSPD) Chief Ray Kaminskas in
September.

The City of Newberry has
reached its peak, too.
A recent analysis of
Newberry's water system
capacity revealed that the city
is "at or exceeding its water
system capacity," said Brent
Heath of Jones Edmunds and
Associates engineering firm at
the City Commission meeting
on Monday.
Heath said notices from
the Florida Department of
Environmental Protection
(DEP) that Newberiry had
exceeded its water, flow
capacity spurred the city to
hire Jones Edmunds to study
the city's water capacity.
Newberry's water capacity
is at 1.44 million gallons per
day based on the company's
capacity analysis report,
Heath said.
"We were at a capacity of
1.37 million gallons per day,"
Commissioner Bill Conrad
said. "That led me to believe

but incidents of violence and drug dealing have led to concerns that the popular hot-spot may
be a hot bed for trouble.

ALACHUA An area of Alachua
recognized for its high crime rate has recently
come under fire by residents and the Alachua
Police Department (APD).
The area, located at the intersection of NW
154th Avenue and NW 133rd Terrace, is known
by locals as "The Tree" because people gather
under a large oak tree to relax. Some people use
the tree for legal activities such as board games
and friendly conversations, but rampant drug-
use and violence near the tree have some
residents concerned.
On,Feb. 16, Demario Robinson, 21, was
beaten up near the tree, and his mother said she
is fed-up with the violence.

experience with ACSO and
two and half years with the
Department of Corrections.
"I expect to bring my
twenty-two and a half years
of experience in which I've
had the opportunity to work
in almost every single facet
of law enforcement," said
Troiano.
Among his top priorities
in the new position are to
increase the technological
tools at HSPD, fighting
drugs within the community
and working with citizens
and business owners to
determine ways the
department can serve them
better he said.
"I demand
professionalism, and I'm big
on appearance and
community involvement,"
said Troiano.
In a community where
money is tight, making
changes could be costly, but
Troiano said he did not want

accomplish these goals,"
said Troiano. "We need to
look at one year, five-year
and ten-year goals and using
grants to do that."
And the new chief said
getting involved with the
community is important for
the agency.
"We in law enforcement
generally do a poor job of
telling the community who
we. are and what we do.
"I plan to be extremely
motivated in working with
the media," Troiano said
adding, "the media is the
voice and the community is
our eyes and ears and we
certainly can't do this job
alone."
Working with the media
likely will come naturally
for Troiano who spent
several years as the public
information officer with
ACSO.
With about 13 full-time
officers, five reservists and
four dispatchers, the new
chief is walking into a
department with
considerably fewer staff
members than he worked
with at ACSO.
"I believe it is a daunting
task.
"I'm a working chief and
I'll be out there working
calls and doing my
management responsibility."
Part of the new chief's
responsibility will be
working with HSPD
Lieutenant Gordon Fulwood
who served as interim chief
and was competing against
Troiano for the top position.
He'll have no problem with
that, Troiano said, adding,
"I think [Fulwood] is an
asset to the department and I
want to work with him and
will and be working with
him closely.
"I want to provide my
vision and leadership to
[Fulwood] so we can
collectively move in the
direction I want to take the
agency."
He also said he thinks
he'll be able to work well
with his former employer
ACSQ, although he has a
pending lawsuit against the
department which came
after Sheriff Sadie Darnell
demoted him from a
position at the jail to a
Patrol Division lieutenant.
The suit will continue on,
the new chief said.
"I want my good name
restored," he said.
And Troiano added that
he has friends at the
Sheriff's .office who hold
command positions and is
confident both agencies will
be able to work together in
the best interests of High
Springs' citizens.
"I pledge that we are
going to do the right thing
here," Troiano said.
Troinano has previously
been considered an ideal
candidate for the Sheriff's
job although he has not run,
and said Wednesday that he
promises he will not be
running in 2008.
"My focus right now is
on High Springs, not on the
Sheriff's seat," he said.
Troiano will officially
assume the new position as
High Springs Police Chief
on March 17.

Adjustment Act up for renewal
Area cities weigh in on issue

NEWBERRY An act that keeps
Gainesville from annexing unincorporated
small cities in Alachua County is up for
renewal and the majority of the county's
cities are voting against it, Newberry City
Manager Keith Ashby said at the Newberry
City Commission meeting on Monday.
All cities within the county have to
come up with a consensus on whether to
keep the Boundary Adjustment Act or not,
Tallahassee officials said.
The cities of Alachua, Hawthorne,
Waldo, and Archer have already voiced
their decision to eliminate the act, Ashby
said. Gainesville, High Springs, and
Newberry still have to make a decision.
"Gainesville has not weighed in on
this," he said, "and they're the 800 pound
gorilla."
If the county keeps the Boundary
Adjustment Act they will have to come up

There is only one legal option, Mayor
John Glanzer said at a Newberry City
Commission meeting earlier this year. The
county would have to set up a situation
whereby a specific date in 2012 or 2014, all
enclaves will have to be incorporated into a
municipality.
The enclaves that are left are people that
don't want to be a part of the city, Glanzer
said. Asking -communities to enclose all
enclaves into a city "has opened up a can of
worms."
The city can force annexation of
enclaves by a referendum, in which
residents would vote for it, but this option is
very difficult, Glanzer said.
"If we do away with the Boundary
Adjustment Act we will see issues of
Jonesville coming more west," he said.
"Because of the Act, the growth has
stopped at 241 south."

joked. "He likes his flannel
shirts. I always had to ask him
to put on his uniform shirts."

In his flannel shirts, Ronnie

integral part of the Alachua
municipality.
"Ronnie taught me a lot
to be 'one big
about streets and roads," an
employee said at his retirement
party. "I really looked forward
to go out to work because I
knew that's the only way I'd get
to see Ronnie eye to eye," he
joked.
After his retirement, Ronnie
hopes to stick around to
continue to see the city grow.
"When I started in Alachua
it was very small," he said. The

and future growth because no one can come
beyond the line, Glanzer said.
The Boundary Adjustment Act was
passed in 1990 as a measure to consolidate
and do away with fighting between Alachua
County and Gainesville, Newberry's city
attorney Scott Walker said.
Alachua County is the only county in
Florida that has this act, Glanzer said. In
Broward County all cities must be part of a
municipality. And all other counties go by
state legislation.
Mayor Glanzer wants all Newberry
commissioners to voice their decision on
whether to keep or abolish the act by March
6.
"I'll tell you right now," Commissioner
Monty Farnsworth said. "I think we should
abolish it."

per semester. But the program could easily
double in size with the construction of the Perry
center, according to Dr. Anne Kress, SFCC
Provost and Vice President for Academic Affairs.
"What makes biotech unique is that it leads
into so many different types of opportunities for
graduates," Kress said.
Students graduating from the biotech
program go on to varied futures, both in
education and in the working field said Dr. Kelly
Gridley, the programs coordinator.
"We have some students who have gone on to
co-author publications, others have accepted jobs
with companies here in the corporate park and
some have continued their education in medical
and science fields," Gridley said. The
enthusiastic Gridley said she was looking
forward to expanding the program to accept more
students.
The Wednesday afternoon meeting was the
precursor to future curriculum planning sessions
said Charles Clemons, vice president for
Development at SFCC.
"We're trying to get ahead of the game by
working with the companies to determine what
their needs and expectations are of our
graduating students," Clemons said.
While the curriculum undergoes a review, the
start of construction on the center which will
become home to the biotechnology program is
getting closer.
It is estimated that classrooms and biotech

labs will accommodate 200 students in the first
phase of construction which will be kicked off
with a groundbreaking ceremony in May 2008.
With construction expected to last 12 months,
Clemons said the college would look to move in
around June 2009 and open the doors for students
two months later for the fall semester.
The opening of the $6.8 million SFCC
Alachua campus would meld biotechnology
research in Progress Corporate Park with the
training of students for related jobs in the
emerging field. Although focus at the Alachua
branch is biotechnology training, core academic
and other classes would be offered there as well.
The centerpiece for the branch will be a
24,000 square-foot building divided into
classrooms and biotechnology labs according to
Clemons.
The Charles and Nancy Perry Corporate
Training Center honors the project's single
largest donors, the Perrys. Charles Perry, who
served on the Endowment Corporation Board for
many years, died in 2005, when planning for the
Alachua branch was still in its infancy.

Thanks to High Springs community
I want to thank all who planned and participated
in the High Springs Community School gymnasium
re-dedication ceremony. I really appreciate the
honor. It was great to see former teachers, staff,
students, and people from the community and my-
family. The HSCS band played excellent music and
the lunchroom staff prepared a delicious cake.

"The Tree" (Looking for Justice)
No matter who is the owner of this property,
"The Tree," I still have great concerns.
There are children as young as 14 years old
under "The Tree" daily not in school.
Why?
Police say they patrol this area. Do they not see
these children?
The news reporter stated it's an area where older
people hang out.
I can't tell.
I know the people that hang out under "The
Tree" are supposed to be there just to let their hair
down after a long day's work; those that do work.
At the cost of may be one day, someone's life.
I'm sure clubs are available somewhere inr
Alachua.
The Sports Pub is located in downtown Alachua.
Spindrifier is located off of Highway 441 and I-
75.
Oh, but there's no local place in Alachua but
"The Tree."
Something really needs to be done about this
incident. Maybe it's time someone starts caring
about life instead of where they 're going to hang out
today.
This incident could ha e easily' been a person's
life (my son).
This problem should have been addressed a long
time ago before this violence got so out of control.
If this "Tree" was located anywhere else in Alachua,
other than this area, it would not be a problem

Training". to create the three-
course curriculum.
Santa Fe High School was
one of the first schools in the state
to offer the new curriculum,
which prepares graduates for
entry-level positions in industry
or research institutions.
Graduates of ,the program may
also continue their education at a
community college or four-year
university.
Thursday's ceremony will
allow the community to learn
more about the program, and
students will demonstrate some
of the skills they have learned.
Program coordinators invited
local biotechnology industry
leaders to the event as well.
The instructor for the
program, June Camerlengo, will
be at the event to answer
questions about the curriculum.
"This [program] gives the
industry a chance to see a new
pipeline of employees, which
directly ties into the economic
growth of Alachua County," said
Tamara Mandell, education and
training coordinator at the Center
of Excellence for Regenerative

issue in a comprehensive manner. We just

Tree and that causes a bit of concern. We
want to be fair to everyone in addressing
these issues," the city manager said in an
interview.
APD Chief Robert Jernigan said the
police department is increasing patrols near
The Tree, because police presence alone is
a major deterrent for criminals.
Jernigan cited a previous hot-spot for
crime in Alachua, known as The Hill, and
he said residents should have faith that the
crime will be reduced near The Tree as
well.
The APD increased law enforcement
near The Hill, and officers got the owner of
the property to clean it up, Jernigan said.
"We will do whatever is necessary to
make the area safe," Jernigan said,
"because we don't want people down there
assaulting each other."

wildlife, for the kids and the

proposed ordinance on March 10, 2008 at 7:00 p.m. The hearing will be held
in the Commission Chambers of the City Hall, located at 15100 NW 142
Terrace, Alachua, Florida.

The misunderstanding has
occurred because the City of
Newberry has regulated its
water system capacity by
average flow rate rather than
peak flow rate, Heath said.
DEP measures capacity with
peak flow rate, which is how
much can be pumped per day.
"These analysis rates
we're getting aren't correct,"
Conrad said.
Somewhere in Newberry's
history they must have used
average flow rate when they
were studying the city's water
capacity, City Manager Keith
Ashby said. The last time the
city has had a study was at
least 5-7 years ago.

the wrong measurement for

water system capacity, they
will have problems with new
developments and increased
water use.
"As growth expands,
required storage continues to.
increase," Heath said.
If you measure clearly at
peak requirements, then
Newberry has new
developments they promised
water, and they don't have
water for them, Ashby said.
This occurred because the
maximum daily flow should
be the number the city uses
when approving subdivisions
and developments, Heath
said.
Because the developments
have not received final
development agreements the
city has time to fix the
problem.
The city has a current
water use permit that would
allow them to add another
well, Heath said. The addition
of a well will deal with the
immediate problem.
A new well would cost the
city $750,000, Ashby said.
He said financing for the
well could possibly come
from a combination of state
and federal sources. We are
not disadvantaged so. we do
not qualify for the large
grants," he said.
However, under the State
of Florida's "pay-as-you-
grow" plan, Newberry can
charge new developers a fair-
share fee for using the city's
utilities.
The city has a concurrency
policy, in which new
developers tell the city how
much water they will need,
and the municipality
determines the developers'
fair-share of cost for using the

But for a small city like
Newberry, getting new
infrastructure development,
like a well, should not be a
problem, Heath said.
In the meantime,
Newberry is working on
fixing past mistakes, Ashby
said.
Sometimes people get
upset because the city has to
spend money to buy studies
like the capacity analysis
report, but nothing comes out
of it, Ashby said. This time it
was important and it helped.
"This is a report that
probably has been needed to
be done for a number of
years," planning director
Lowell Garret said.

Distracted driving
Driver inattention is a major
contributor to highway crashes. The
National Highway Traffic Safety
Administration estimates that at
least 25-percent of police-reported
crashes involve some form of driver
inattention. Driver distraction is one
form of inattention, and is a factor in
more than half of these crashes.
Distraction occurs when a
driver is delayed in the recognition
of information needed to safely
accomplish the driving task,
because something within or outside
the vehicle draws his attention away
from driving. The presence of a
triggering event distinguishes a
distracted driver from one who is
simply inattentive or "lost in
thought"
Inattentive driving plays a part
in one out of every four motor
vehicle crashes. That's more than
1.5 million collisions a year more
than 4,300 crashes each day. Many
accidents are caused by actions as
simple as tuning the radio or as
innocent as glancing at a dog on the
sidewalk. Carelessness or
inattention even for a second to
change the radio station causes
more accidents than anything else.
A report by the National
Highway Traffic Safety
Administration indicates that
inattention caused 68-percent of
rear-end crashes. Other kinds of
crashes backing up, lane changes
and merging usually caused by a
driver not recognizing an obstacle or
by a driver failing to pay attention.
Using a cell phone while driving
increases your chance of getting into
a crash by 400-percent! Your best
defense is to pull off the road and
stop in a safe place before using
your phone.

Roy Williams, longtime resident of the
Santa Fe/Alachua community,' passed away
Saturday, February 23, 2008 at E.T. York Care
Center following a long illness. He was 93.
Mr. Williams was a member of St. Johns
United Methodist Church.

Williams of Alachua; son, Roy L. Williams of
Alabama; daughter, Carolyn Ann Tilley of

Our time in the wilderness
Special to Alachua County Today A good prayer

during this time of Lent is, "0 Lord, who for our
sake didst fast forty days and forty nights: Give us
grace to use such abstinence, that, our flesh being
subdued to the Spirit, we may ever obey thy godly
motions in righteousness, and true holiness, to
thy honour and glory, who livest and reignest
with the Father and the Holy Ghost, one God,
world without end. Amen. "
This prayer draws our attention and helps us
to concentrate on the fact that it is grace, which
motivates and strengthens us in our religious
duties. The Gospel of Saint Matthew, chapter 4,
tells of our Lord's temptation in the wilderness.
The place of this temptation is intentional, since
the wilderness is both an actual location and a
symbol used repeatedly throughout Scripture.
In the Bible, there are more than 300
references to the wilderness. It is a place of
isolation and hardship but it is also a place
where God's grace is revealed in marvelous
ways. Remember Moses. When he was run out
of Pharaoh's court, he became a refugee in the
wilderness. His future was uncertain and he had
few provisions. In this place of isolation and
hardship, while tending his sheep, an angel of the
Lord appears in a flame of fire in the midst of a
bush, and God calls Moses to be His deliverer.
The first signs of redemption for the people of
God come to Moses where none but the voice of
God might be heard.
When David, another deliverer of God's
people, was anointed to be King, his training for
this lofty position over Israel was spent in the
wilderness of En-gedi, where he was hiding from
the wrath of Saul, who was the King of Israel.
David expressed his thoughts of God's provision
and grace in times of trouble, recorded in Psalm
55: "Oh, that I had wings like a dove! For then I
would fly away and be at rest. Lo then would I
wander off and remain in the wilderness. "
It is not a coincidence that the first thing
Christ did after His baptism was to be led to the
wilderness where God would sustain Him and
prepare Him for fulfilling His Father's will.
Christ's deliverance was to be from more than the
oppressive hand of a worldly ruler; it was a
deliverance from the power and chains of sin
which enslaved every person born.
The wilderness symbolizes a time and place
of great testing, but it is also a place of God's
leading. It is a place of God's provision, and it is,
more often than not, the threshold to spiritual
development. But many Christians incorrectly
think of the wilderness as a place of abandonment
and spiritual destruction, in spite of the
overwhelming evidence to the contrary.
One must admit that there are countless
carcasses strewn across the sands of the
wilderness, but their
remains are an important
I testimony-a warning

Christians have now set out upon a Lenten
pilgrimage lasting 40 days. This is precisely why
the Gospel of Saint Matthew, chapter 4,
demonstrates that, in the life of Christ, sustenance
in hunger, temptation, loneliness and isolation,
comes only by the grace of God and not the arm
of the flesh.
No serious Christian expects the Lenten
season to be pleasant. We enter this season,
drawn by the Spirit of God, into a wilderness of

Santa Fe High School student named to national honor band
Special to Alachua County Today
Tamara Vaughn's amazing
talent on the trumpet continues
to be her ticket to new places.
The Santa Fe High School
sophomore will be traveling to
Indianapolis, Indiana later this
month to perform as part of the
2008 Honor Band of America.
The Honor Band is part of a
national festival sponsored by
Music For All, an organization
dedicated to expanding access to
music programs in schools in
communities. Only 100 talented
young musicians from around
the nation were chosen through
a rigorous audition process to
perform in the Honor Band.,
"To be selected from among
their peers for membership in
this national ensemble is a great
achievement honor," said Scott
McCormick, president and CEO
of Music for All. "The 2008
Honor Band of America
members are ambassadors of'
America's music programs, as
well as their states, schools and
communities."
"It's going to be so much fun
to travel to another one of
America's big cities, a new
place in a part of the United
States where I've never been
before," said Vaughn. "The
icing on the cake will be
bonding with new friends from
all over the country as we do
what we all love to do best-
make great music!"
Last year Vaughn traveled to
Virginia, where she won first
place in the Junior Division of
the National Trumpet
Competition. She will return to
the competition this year to
compete in the Senior Division.

amazing and talented band

Vaughn has been playing the
trumpet for six years and has
racked up numerous honors in
that time. She is a member of the
.Santa Fe High School Band, and
was selected as the principal
trumpet in the Alachua County
High School I lonor Band for the
last two years. She was chosen
for the 2008 All State 9-10
Orchestra. She's also the
principal trumpet in the Alachua
County Youth Orchestra.
"I'm so proud to represent
all my ensembles at the
festival," said Vaughn. "It's
going to be a great experience,
and I'll be able to share what I
learn with my fellow band and
orchestra members when I get
home."
