Nighttime lane closures instore for U.S. 441 near 1-75

By CRAIG COX
Today Reporter
ALACHUA The resurfacing of a 2.8-
mile stretch of U.S. 441 near Interstate 75
is set to cause nighttime lane closures
beginning next week.
The $3.3 million project will require
lane closures between 6:30 p.m. and 6:30
a.m. as crews remove and replace existing
asphalt between the CSX railroad
overpass and Northwest 167th Boulevard.
Sidewalks will be added under 1-75 to
connect the east side of the city with the
west side, and sidewalks along the
corridor will be made wheelchair
accessible. Traffic lights will also be

upgraded and synchronized to improve
traffic flow on U.S. 441.
Traffic will not be impacted by the
sidewalk and traffic light improvements,
which will occur during the daytime.
The project is expected to be complete
by early fall, barring any unforeseen
conditions such as cold temperatures or
rain, according to the Florida Department
of Transportation (FDOT).
The FDOT held a public meeting Jan.
31 to answer questions from residents and
business owners about the project.
Eight people attended the meeting, but
the only major concern about the project

NEWBERRY It's the longest
running farm show in the state of Florida
and it's right here in Newberry.
The Newberry Farm Toy Show, hosted
by the Newberry Lions Club, was held

Saturday in Oak View Middle School's

and dealers, said Don Davis, a member of
the Newberry Lions Club.

NEWBERRY A $39,000
deficit at Diamonds Sports
Park is expected to be
alleviated by spring
registration revenue, said City
of Newberry Parks and
Recreation Director Richard
Blalock. The Alachua County
School Board contracts with
the City of Newberry to
operate the facility.
The deficit is not a

reflection of lack of support
and registrations, but a
technicality that occurs every
year around this time because
of the fiscal year calendar
setup.
The fiscal year for the City
is October to September. The
park calendar begins in
January and ends in
December, Blalock said.
And the park is expecting
a strong spring registration

Alachua Elementary

prepares for area growth

By ASHLEY CAIN

HIGH SPRINGS A new
CVS pharmacy is being
constructed on U.S. 441 near
downtown High Springs, across
the street from the longstanding
Cain's Drugs pharmacy.
Started by owner Gerald
Cain, Cain's Drugs has been in
business for more than 30 years,
said Howard Eckenrode, store
manager.
Even though the
independently owned pharmacy
has only two stores, Eckenrode
said they're not afraid of the
corporate chain, which has more
than 6,200 stores nationwide,
moving in across the street.

ALACHUA COUNTY TODAY LOCAL NEWS THURSDAY, FEBRUARY 07, 2008 A:

Understanding dependency tax exemptions

Special to Alachua County Todacy
When filing our taxes, we
all usually get to take- an
exemption for ourselves called
personal exemption. We can
also usually claim an exemption
for our spouse. These
exemptions serve the purpose of
reducing our taxable income so
that we have less income
subject to tax and may increase
the amount we get in our return.
In addition to our personal
exemption, we can also claim
an exemption for other people
we care for under certain
circumstances. These are
known as dependency
exemptions. There are two
types of dependency
exemptions: qualifying child
and qualifying relative. The
other people who we are trying
to claim as dependents must fall
into one of those two
categories.
A qualifying child is
someone who is related to us by
blood or marriage. The child
can be 18 or younger at the end
of the year or up to 23 years old
and a full-time student or any
age if permanently and totally
disabled. Usually the child must

have lived with you for more
than half the year, with a few
exceptions such as divorce,
birth or death of the child or
kidnapping. A child who is
away at school is considered to
be residing with you. The child
cannot provide more than half
of their own support for the
year.
Sometimes a child is the
qualifying child of more than
one person, which often occurs
in cases of divorce or
separation. To claim the child
you must be entitled to claim
him, usually as part of the
separation or divorce
agreement.
Depending on your income
and the age of the child, having
a qualifying child can make you
eligible for the Earned Income
Tax Credit, Dependent Care
deductions or credits and the
Child Tax Credit. It can also
affect your filing status and
entitle you to a higher standard
deduction.
The other type of dependent
exemption is for a qualifying
relative. A qualifying relative is
either someone who is related to
you by blood or marriage that is

not a qualifying child (i.e. too
old) or someone who lived with
you all year as a member of
your household.
A qualifying relative who is
related by blood or marriage
does not have to live with you
as long as they meet the other
requirements given below.
Usually this is an elderly parent
or grandparent who still lives in
their home. However, a member
of your household who is not
related to you cannot be a
qualifying relative if the
relationship violates state law.
Therefore, a girlfriend or
boyfriend that lives with you
(either same sex or opposite
sex) cannot be claimed as your
qualifying relative. In addition,
a qualifying relative must have
less than $3,400 in gross
income and you must provide
more than half of the qualifying

relative's support for the year.
A qualifying relative is only
good for the dependency
exemption. To qualify for the
other credits, such as the Earned
Income Tax Credit, it must be
your qualifying child.

Cain's banking on personalized service

"We're hoping it won't
affect business negatively,"
Eckenrode said.
"We're hoping people see
there's another choice."
One way the independent
pharmacy hopes to stand out
from the increasing competition
is by focusing their store on the
diabetic niche, offering
specialized products such as
home health care aids, diabetic
shoes and special counseling
for the diabetic patient.
"For an independent
company to survive in today's
market, they have to have a
niche, and diabetes is our
niche," Eckenrode said.
Eckenrode said the store
chose to focus on diabetes
because it's one of the most
prevalent diseases in the
country,, and diabetes also
covers a wide range of other
medical issues such as high

blood pressure, high
cholesterol, hypertension
and inore.
In February, Cain's
Drugs will introduce
additional services, from
featuring a section for
customers who've had
mastectomies, to offering
diabetic customers
accurate meter readings to
take to their doctors.
Eckenrode said the t
company had been
planning to add the new
features for some time,
even before they knew of
CVS's impending
construction.
One thing Cain's CVS

are coming in," Brandenburg
said. "Some schools in the
county are actually
experiencing a decline in

students, but we want to be
prepared for the growth in our
area."
The school can currently

hold about 475 students, but
after completion the school will
be able to educate about 600
students, Brandenburg said.

The $2.6 million building:
was primarily funded by state
funds that were set aside
specifically for school
construction, he said.
The architect for the project
was able to reduce costs and
construction time by using a
uniform design throughout the
school district.
Although construction has
continued during school days,
Brandenburg said teachers and
students have not experienced
any problems with noise or
traffic.
"They planned it pretty
carefully for the safety of our
kids," he said. "That's one of
the advantages of dealing with a
company that has built schools
before."
The construction company
brings trucks onto the property
before school starts, and they
use a side entrance to avoid
interfering with buses and
parents picking up students, he
said.
The construction company
has asked for a school calendar,
and they plan to delay
construction during FCAT
testing days to avoid bothering
students.
The classroom building is
the first of three phases planned
for the school. The second and
third phases will be the
remodeling of the main building
and cafeteria.
Each phase is expected to
take about a year to complete,
and funding for each phase
must be raised separately,
Brandenburg said.
"We're all just really excited
about getting the new building,"
he said.

oldest 'existing school in

Hoffman says rezoning is improper

Commercial, Neighborhood with only one

"This is improper use of commercial
neighborhood," Commissioner Joe Hoffman
said.
The new zoning allows for the development
of buildings such as convenience stores and
barber shops near the Gilchrist County line.
There's a small convenience store in the
unincorporated area of the county, just north of
the rezoning location. Adding a new convenience
store development would create competition for
the Newberry store that was already there,
Hoffman said.

Discussions at previous meetings brought up
the question of who the business would serve.
County Road 232 runs into Gilchrist County and
was considered by some to be too far for
Newberry residents.
"But in reality there are over 800 homes in
that immediate vicinity that reside in
unincorporated Alachua County," Mayor John
Glanzer said.
Despite arguments from some citizens, the
legislation was passed and it is up to 232

Congress established the Bureau of Internal
Revenue, now known as The IRS.
Ever consider what "The IRS" means when put
together?
THEIRS.

In a topsy-turvy election year, this may be the
only thing that actually makes sense.
Face it, if the months of the year were a game of
elementary school dodgeball, January would be the
last month chosen.
But really, is January that bad?
I think January has been taking a bad rap for
much too long.
The argument can be made that a little more
respect and a lot less derision is due the first month
of the year. Being first isn't easy and following the
biggest act of the year in Christmas is no easy task.
Looking on the bright side, January doesn't bring
hurricanes, heat waves, flooding or mosquitoes the
size of Bigfoot. Can this be said of the fickle months
of June, July, August, or September?
And time does march on. Today we can breathe
a sigh of relief that January 2008 is history. And as
for January 24 owning title to the dreariest day of the

But I nominate a special designation for the most
dreaded day of the year April 15.
While Congress may have given the IRS its legal
teeth in the month of January, it is in the month of
April that we feel the bite.
Maybe January isn't so bad after all.

Yes. she's anguished by the fallout

So, he grew up on a farm where

years ago. Willcox is in the same

I know farmers now who have had

Williams, Police Chief of
Lake Placid Police
Department; Capt. Jeffrey
Hollis with the Lee County,
Sheriff's Office; and Lt.
Charles Reed with the West
Palm Beach Police
Department.
Several citizens favored
certain candidates more than
others, like Wilton Dolton, a
High Springs resident for 24
years, who said he hoped
Fulwood would get the job.
"I've known him since I
came here," Dolton said.
"He's definitely a people
person."
When asked what
qualities the High Springs
Police Department hopes to
see in their future police
chief, Officer Michelle Kemp
said she would like to see
someone who is dedicated to
the job.
"I'd like to see someone
who's fair, honest and
concerned for the citizens as
well as the police officers,"
Kemp said.
After the meet-and-greet,
candidates approached a
stage and each was asked to

share with the citizens what
he would bring to the
position of police chief.
Troiano, who has served
22 years with the Alachua
County Sheriff's Office
(ACSO), said he would bring
his commitment, dedication,
honesty and integrity to
"make our organization your
organization."
Troiano also expressed his
hopes of starting an advisory
board that would seek
opinions from members of
the business, social, civic and
religious organizations of
High Springs for insight.
"It's our responsibility to
use the eyes and ears we have
out there in the community,"
Troiano said.
Spector, who served in Ft.:
Lauderdale Police
Department for 26 years, said
he would bring his
"professional standards as a
police officer" to the
position.
"I'm a fairly well
rounded, experienced and
ethical guy," Spector said.
Ross and Williams said.
they. would be dedicated and
involved with the community
if selected.
Reed, who served 29
years with the West Palm
Beach Police Department,
told the citizens they
wouldn't find anyone more
dedicated or loyal to the job
than he.
"Every officer on the road
is an American hero, but they
don't often get the credit they
deserve for the sacrifices they
make," he said.
Burch connected to the
audience when he said he
worked with former police
chief Ray Kaminskas as an
officer at the Clearwater
Police Department, and said
he would be a familiar face to
all citizens if appointed.
"I would bring you a
visible chief," Burch said.
"I wear my uniform five
days a week, and would bring
a visible, approachable
leadership to your agency."

Fulwood, who has been
acting interim police chief
since Sept. 1, 2007, said he
could bring his current
experience as police chief to
the position.
"I know our community,
and if appointed as your
police chief, we will continue
to go above and beyond the
call of duty," Fulwood said.
One thing all candidates
noted in their speeches was
the turnout of the citizens at
the event.
"This is the largest
turnout that I've ever seen for
a police chief selection, and it
means a lot that you care to
be here," Burch said.
As for who will become
the next police chief, Drumm
said any one of the
candidates iS a strong
contender.
"I could have pulled a
police chief out of the top 20
candidates, and any one of
them could have done a good
job," Drumm said.
Fulwood, Troiano, Hollis,,
and Williams were all
interviewed Thursday prior.to
the event, with the remaining
candidates continuing
interviews on Friday.
Other decision makers on
the police chief panel include
retired High Springs Police
Captain Arvey Bass, High
Springs resident Yvonne
Andrews, Hawthorne Police
Chief Jack Donadio, and
resident Tom Weller.
Drumm said he and the
panel hope to have reached a
decision on the future police
chief within the next week.

Sheriff Sadie Darnt

Seat belts save lives

Guess what? There is one
thing you can do every time you
ride in a car that will increase your
chances of arriving safely by more
than 90-percent.
Do you know what that one
thing is? If you guessed buckling
up, you are right!.
Everyone who is riding in an
automobile should wear a seatbelt.
Kids, if you notice your mom

or dad isn't wearing their seatbelt,
remind them how much you love
them by asking them to put it on.
The same goes for your brothers
and sisters or anyone else in the
car.
Remember, you and everyone
in the car should buckle up on
every trip, no matter how short it
is.
Do you know what Florida
Law says about child restraint?

(1Xa) Every operator of a motor
vehicle as defined herein, while
transporting a child in a motor
vehicle operated on the roadways,
streets, or highways of this state,
shall, if the child is five years of
age or younger, provide for
protection of the child by properly
using a crash-tested, federally
approved child restraint device.
For children aged through three
years, such restraint device must

be a separate carrier or a vehicle
manufacturer's integrated child
seat. For children aged four
through five years, a separate
carrier, an integrated child seat, or
a seat belt may be used.
Take the extra time to buckle
up and make sure your children
are properly restrained. What we
do to prepare may save our lives or
our children's.

Hannah Montana scores
huge locally as well as
nationally, which is no surprise
since this show does present
the "Best of Both Worlds."
The show stars Miley
Cyrus, the daughter of Billy
SRay Cyrus. And Miley's on-
screen dad is played by none
other than her real father. Jason
Earles plays Miley's brother,
and Emily Osment plays Lilly
Truscot, Miley's best friend.
While Miley goes to
school, no one realizes that
indeed she is the huge pop star,
Hannah Montana, because she.
in disguise.
Ever since the show aired
on Disney Channel last March,
it has been one of the biggest
success stories on Disney.
People love it, and Miley has
been on the cover of many
teenage pop star type
magazines. Millions of people
have tuned in. One has only to
visit the local Wal-Mart store
to see posters and promotional
items about her.
I remember just two years
ago, doing an interview with
Billy Ray Cyrus, when he
talked about her activities,
"She is in L.A. right now,
working on a different project.
She's probably going to have
her own show soon... She is
really serious about her acting
career."
She's become huge since
then. Just check out the
magazine section in your local
grocery store and see
magazines like Popstar,
Tigerbeat and you'll see
Miley's face on the cover. For
all intents and purposes, she
has replaced Hilary Duff as the
new face of the "tween"
generation. I even know of a
young man named Caleb, who
is such a fan, that he bought a
star in the constellation of
Sagittarius galaxy and named
it the Miley Cyrus' Star.
If you haven't seen the

Hannah Montana Show, you
can catch four of them on the
recently released Disney
DVD. The show is wonderful
and entertaining and has
become a huge success in 122
countries. (Makes me wonder,
where it isn't shown, maybe
North Korea!).
The DVD set comes with
four different episodes ,of
Hannah Montana. It has some
extra featurettes including two
music videos by Miley Cyrus.
There is also an episode of
"That's So Raven," (It doesn't
have anything to do with
Hannah Montana). And
perhaps the biggest extra is a
featurette hosted by Jason
Earles, Where he talks about
the 10 biggest Disney Channel
star feuds, dealing with
everything from Lizzie
McGuire to Kim Possible. I
have no reservations
recommending this DVD to
any family.

Saved by the sacrifice of Christ

Special to Alachua County Today
It is difficult to understand
what it must have been like to live
in a culture that sacrificed animals
in the name of God. The history of
the children of Abraham is filled

with animal sacrifice,
making it clear that
without blood
sacrifice there was no
covenant with God.
Saint Paul, in his
letter to the Hebrews,
reminds Christians of
this ritual
slaughtering of
animals under the old
covenant; taking an
animal that was
perfect by Jewish
Law, and slaughtered
it outside the camp of
Israel. The blood was
collected and the
priest would sprinkle

tabernacle with it seven times, and
then bum the animal's body.
While the fire burned, the priest
would add cedar, hyssop, and
scarlet thread, in accordance with
God's word. After everything was
consumed, the ashes were taken
and stored. If anyone became
defiled according to the Law, the
priest would add the ashes to
ceremonial water, and then
sprinkle the defiled person, and
they would be purified.
We see the usefulness of ritual,
the need for religious ceremony,
and at points, the instructional
value of the Old Testament
Covenant. To go to a priest and be

sprinkled with purifying water and
told that they were clean was
comforting to a person who had
sinned and felt defiled, or unclean.
This purification water contained
the blood sacrifice of a pure
animal, the

inesville. The Epistle to
th.e the Hebrews was in
episcopal large part written to
remind the infant
Christian Church
that these symbolic religious
ceremonies were effective, but
only so far as they were intended
to be, namely, water sprinkled to
"purify the flesh." In other words,
the defilement of the body, by its
participation in sin, could be
washed with holy water, but the
heart and mind were not touched
with this water. Water cannot
reach deep enough to cleanse the
soul or free the memory and guilt
associated with sin. The Old
Covenant ritual, though deeply
meaningful, was limited in its
ability actually to do what was
needed most, the cleansing of the
stain of sin from the conscience.

As we experience the
discipline of Lent and the ritual of
Holy Week services, we must be
careful that our symbolism is in
accordance with God's Truth.
What is it that we believe during
this period of the Church year?
We believe that the Christian Faith
is as dependent upon sacrifice,
blood, ashes and sprinklings as
was the worship of Israel. We do
not shy away from these things
because they are from the rituals of
Abraham and Moses; we embrace
them, because they are the
revelation of God Almighty to
mankind in Christ Jesus.
As we look at the Cross, we
see the Man nailed upon it. The
Cross is the Eternal Altar of
Sacrifice. The Son of God, the
unblemished Lamb, is the
innocent sacrificial victim.
Anyone who calls upon the name
of Jesus is purified by His blood.
Our Altar is the earthly symbol of
Heaven's inner court. The Cup of
Wine we share is the poured out
Blood of our Lord it is the
purification water that He has
taken and blessed with His own
life. Christ is our substitute, our
sacrifice. This purification water
is not just sprinkled but it is taken
into us for the cleansing of our
conscience. The Cross that stands
veiled over the Altar is a witness of
our sins it knows the penalty and
speaks of a punishment but it is
silent; it does not accuse those who
embrace its perfect victim, Jesus
Christ.
The blood of this sacrifice is
not limited as the blood of an

where the conscience, which was
once enslaved to sin, is now freed
to serve God.
The Gospel is this through
the blood of the everlasting

where only God has seen the
burdens of our heart. He has

Ask Your Dentist by Douglas M.

Dental concerns for diabetc

Q: I'm a diabetic. Are my dental
needs different from those of non-
diabetics?
A: Yes. Regular dental checkups
are important for everyone. But they
are even more important for people
who have diabetes, a disease that can
lower a person's resistance to
infection and slow the healing
process. Those two factors leave
diabetics more prone to gum disease,
also called periodontal disease. Some
of the signs of that disease are gums
that have swollen, turned red or
tender and that bleed easily.
Loosened teeth are also a sign of gum
disease.
Diabetics are more susceptible to
gum disease for a number of reasons.
Generally they develop more plaque,
the film in which colonies of bacteria

develop. This may be because
diabetics generate less saliva to help
wash plaque away. Diabetics
generally also have a higher sugar
level in their oral fluids, which affects
plaque build-up. They are also likely
to have reduced circulation, which
can hinder the flow of nutrition to the
gums and slow healing.
Studies have shown that patients
who carefully control their diabetes
under the advice of their primary
physician have less trouble with gum
disease. Nevertheless, close
monitoring at home for any changes
in the mouth and regular visits to the
dentists are essential for diabetics. If
you are a diabetic, talk with your
dentist about the extra steps you
should take to preserve your oral
health.
