At the center of both cases is Alachua
City Manager Clovis Watson, Jr., his
retirement benefits and allegations that he
is a dual office holder.

lump sum retirement value from $1.2

Hipp Construction

building permit error

Hipp Construction has been operating in the City of Alachua
for more than 25 years, but recently a 2005 building permit was
called into question.

By CRAIG COX
Today Reporter
A business operating in the
City.of Alachua for more than
25 years has recently come
under scrutiny because of
unclear permit issues and a
hazy beginning.
However, most of the
controversy surrounding Hipp
Construction could have been
put to rest if someone had
simply asked the owners
about the situation, said
Virginia Johns, president of
the company.

One of the main points of
controversy surrounding Hipp
Construction stems from a
building permit issued to the
company in 2005.
The building permit
allowed Hipp Construction to
adjust the operation's control
room elevation. However, the
company was not required to
submit a site plan, which has
caused some residents to
question the legality of the
adjustment.
According to Johns, the

ALACHUA COUNTY TODAY LOCAL NEWS THURSDAY, JANUARY 31, 2008 A3

Lowe's makes final

Road closure NE of city of Alachua

preparations for

Alachua location

By CRAIG COX
Today Reporter
ALACHUA The City of
Alachua is well on its way to
becoming the home of a new
Lowe's, thanks to the approval
of 11 variances requested by
the company at a Board of
Adjustments (BOA) meeting
Monday at City Hall.
Plans are being finalized to
build the 171,000-square-foot
Lowe's near the intersection of
U.S. 441 and N.W. 147th
Drive.
However, the design of the
store conflicts with the City's
Land Development Regulations
(LDR's), so the company
needed to have 12 variances
approved to move forward with
the current plans.
The BOA granted 11 of
Lowe's variance requests, but
the Board denied a request by
the company to eliminate
sidewalks around the store. The
BOA said the elimination of
sidewalks would not conform
to the City's goal to become a
safe walking community.
"I think sidewalks are
something we intended to have

in place for a reason," said City
Commissioner Jean
Calderwood. "The sidewalk
between the two connecting
driveways, I think for safety
purposes, is absolutely
essential."
A Lowe's representative
said the company was willing
to donate money to a City
sidewalk fund instead of
building the sidewalks around
the store, but the BOA decided
to complete more research
before approving the proposal.
Although no major changes
were made to the architecture
of the building, the BOA
approved several changes to the
property, including the
reduction in the number of
automobile and bicycle parking
spaces.
The BOA also approved the
elimination of landscaping
between parking spaces to
allow for wider sidewalks
leading to the store.
Lowe's is scheduled for
completion in early 2009, with
an average build time of 180
days.

HIPP" Hipp plant confused with one located near Food Lion
Continued from page Al

company was not required to submit a site
plan because the operations of the facility
did not change.
"It was very minor as far as what we were
changing," she said. "We didn't need a site
plan, because we weren't doing anything
different from what we were doing all along."
When Johns was informed the building
permit may be questionable, she said she was
more than willing to provide the proper
paperwork.
"We talked to the city and said if we need
to do something different for the 2005 permit
we would be glad to provide what they need,"
she said. "But, at the time, I met with the
Planning Department and the Building
Department, and I told them exactly what we
would be doing, and they gave me the
permits."
Although Hipp Construction should have
completed a site plan for the 2005 expansion,
the company is not to blame for the mistake,
said City Manager Clovis Watson.
In a letter to Virginia Johns on Dec. 27,
2007, Watson wrote "Since it is the City's
responsibility to inform your company that a
Site Plan would be required for this

development and since we neglected to do so,
the burden for this mistake rests solely on the
City and not with your company."
The City will re-evaluate the Hipp
property to make sure no major safety issues
are present, but the company will not be
punished for any mistakes discovered relating
to the 2005 permit, Watson said.
"We pride ourselves in being fair to our
local businesses," Watson said. "It would be
unfair and inappropriate for this community to
question a company that has been housed in
the community for some 30 years."
Hipp Construction was not required to
have a building permit when the company
moved to Alachua, because in 1975 businesses
did not go through the permitting process,
Johns said.
The High Springs Herald implied in a Dec.
6 article that many residents opposed the
approval of the original Hipp Construction
permit in 1981.
In the article, City of Alachua resident
Robert Rush was quoted as saying "I
understand how it will benefit this
businessman. I just want to know how it will
benefit the citizens of Alachua."

However, Rush said in a recent interview
with Alachua County Today that the plant he
was referring to in the early 1980s commission
meeting was not the Hipp plant.
Although Rush said he could not
remember the name of the controversial plant,
he did recall the plant was located on U.S. 441
near the current Food Lion location.
"I remember a commissioner saying
'We've got the Hipp plant on the south side of
town and now we've got this plant on the
north side,' Rush said. "So, it was not the
' Hipp plant. I'm quite certain."
Also, another asphalt plant was on the land
when Hipp Construction first moved to the
property in 1975, so the community did not
complain about the company moving to the
City, Johns said.
City of Alachua residents should
remember that Hipp Construction strives to be
a respectful neighbor, Johns said.'
"We've been there for a long time, and we
try to be such a good neighbor," she said. "A
lot of people who live close by don't even
know there is a plant there. It is certainly not
an eyesore for the community."

said. Now the discussions are
being opened for the public to
express their opinions.
"I have not received one call
of opposition, and there have
been many calls," Ashby said.
The approximately $2.4
million facility will double as an
archery training and recreation
center for the Newberry
community. Easton has already
committed $1.5 million to its
construction.
It will have a significant
impact on economic growth and
tourism in Newberry.
The center will attract
participants and guests from Pan
American Countries, Europe, the
Caribbean and North America.
"They will fly into Miami,
Atlanta and Jacksonville. They
will spend their hard earned
money in our region. They will
generate multiple hotel room
nights during their stay," Ashby
said. "The spin off will have an
effect across the economic
spectrum."
The city also hopes the multi-
use facility will bring additional
physical education and recreation
programs into local Newberry
schools' curriculums, but the
principal focus is for Olympic
training.
Some citizens are still
skeptical about the purposes of
the facility.

there was going ti be room at the
facility for senior citizens.
"This is the one piece of

said.

All residents will have a
chance to share their opinions at a

But if it is raining or snowing, or

ALACHUA COUNTY TODAY LOCAL NEWS THURSDAY, JANUARY 31, 2008 A7

ADKINS: Local used novel
Continued from page A]Local landmarks used throughout novel

enforcement and the Cedar Key
community started the idea that
he hopes to carry into a seven
novel series, with "The Oasis
Project" as the first edition.
The main character in the
new book, Slade Lockwood, is
a 20-year veteran of the LAPD,
who returns to Cedar Key to
find himself. A new
investigation leads him on a
journey that actually helps him
discover who he is.
People have identified .with
the reluctant hero
characteristics of the main-
character, Adkins said. Slade
shows "the intestinal fortitude
of the human being."
The lead character is a blend
of all the good cops Adkins has

known from his time working
as a police officer on the Ft.
Lauderdale Police Department,
and as sergeant with the LAPD
and GPD.
Many writers start a book
and jump around from chapter
to chapter, but for Adkins the
story "just flowed from page to
page."
"The characters just kind of
whispered in my ear," Adkins
said.
Local residents are excited
to read about an area they know
and can relate to.
"One reader told me he
drove to the locations in the
book to make sure they were
real," Adkins said.
Detective Sergeant Scott

Wilkey, a fan of "The Oasis
Project" and avid reader
himself, said, "I liked the
character development and the
use of local land marks. It
reminded me of a Clive Cussler
novel."
Despite the praise he has
received, Adkins is still taking it
all in.
"It has been humbling,"
Adkins said. "I walked into a
friend's house and my book was
on the counter. I. said wait a
minute, that's my book."
Showing your book to the
world and letting people judge
it can create anxiety, but Adkins
advises future writers to stand
by their convictions.
"There was only one point

when I was apprehensive, when
my publisher said 'the book is
coming out in two weeks',"
Adkins said.
His next local book signing
is Feb. 23 from noon to 2 p.m.
at Cracker Boys Country Caf6
located at 5605 S.E. US Hwy
301 in Hawthorne.
Readers can order his books
on Amazon.com, bookstores
and his web site

RETIREMENT: Dual office case thrown out like many others

the state made the change.
City Attorney Robert Rush said the
state made a unilateral move without
ever contacting the City.
"The State can't take away benefits
without giving someone the right to be
heard.
"Every citizen has the right to due
process, that's constitutionally
guaranteed," Robert Rush said.
Smith had been requesting a hearing
before the Division of Administrative
Hearings (DOAH) on behalf of
Watson, but the Division of Retirement
said the matter needed to be taken up
by the State Retirement Commission.
-The DOAH process would mean the
Division of Retirement's decision
could be reviewed by an administrative
law judge rather than the State
Retirement Commission which
operates under.auspices of the Division
of Retirement.
"The point of the [State Retirement]
Commission .is if you think you have
been put in the wrong plan initially,"
said Rod Smith in 2007 interview.
But Smith said that's not what
happened with Watson. The City,
Manager was initially in the Special
Risk Class from his days as a police
officer, which is where he should
remain according to Attorney Smith.

"Mr. Watson's retirement has
dropped by an excess of $380,000
because of this decision."
While the City of Alachua battles it,
out with the Division of Retirement,
another case has been laid to rest by
Circuit Court Judge Robert E.
Roundtree, Jr.
Roundtree granted the City of
Alachua's motion for summary
judgment on a case which alleged
Watson was holding dual offices. In
that case, activist Charles Grapski
alleged that Watson was and the City
of Alachua were violating a state law
which prevents people from holding
dual offices.
Attorney Robert Rush said the
Roundtree basically ruled that there
was no case to hear.
"There was the allegation Mr.
Watson was holding two offices and he
wasn't.
"The City clarified the terms of his
employment to make it clear that he is
only holding one job, receiving one
paycheck and one set of benefits.
The case now has the fate of so
many others brought by Grapski and
members of the Alachua Leadership
Alliance, thrown out of court.
The case could be appealed to a
higher court although Grapski hasn't

'been successful doing so in the past.
Grapski still leads a pending case in
which he and others .argue the City
failed to comply with public records
laws and improperly uses its consent
agenda.

SKATE PARK:
:Continued from page Al

Hours limited to dawn to dusk

'area according to Billy Whitworth of Alachua.
'Whitworth said the skate park is a welcomed
addition that will keep him from driving his
:son Trei, nephew Robert Lawson and their
friends back and forth between High Springs
and Gainesville.
Racing on a wooden board attached to
four small wheels is a balancing act in and of
itself, but include a couple of ramps, rails,
stairs and a picnic table and disaster seems
to abound.
"Safety is always a concern," Whitworth
said.
"I used to really worry about Trei's

safety, but these kids are actually really good
at skating.
"I've seen plenty of scrapes and twisted
ankles, but this is what the kids want to do
and I would rather them be here where I can
watch them rather than out on the streets
somewhere," he added.
High Springs has a smaller skate park and
Gainesville's Westside Park has a larger one,
but none are nearly as large as Alachua's.
The industrial skate park sits atop the
foundation that once was the floor of the
Rolling Green Academy school. Among
those taking advantage of the new park are

Alachua Recreation Director Hal Brady
said he hopes the park will not become
overrun with bikes because that is not the
intent, but some usage by cyclists such as
BMX biker Alex DeLoach wouldn't be
stopped unless it became a problem.
The skate park comes in conjunction with
a spray park which Brady said he's hoping
will be completed by the end of March. Both
were funded to the tune of about $290,000.
The City of Alachua contributed $145,000
and the State of Florida-awarded the City
with a grant for the other half.

The ramps and equipment at the skate
park has cost and estimated $80,000, while
$27,000 was spent on demolishing two
existing buildings and another $44,000 on a
new concrete slab.
Rules and regulations for the park are in
effect, not the least of which includes hours
limiting usage from dawn to dusk.
A date for the official grand opening for
the park has not yet been set.

Chapter Two b Kay HivelI

It truly was a monkey on the gallery rail. Sarah had never seen
a real monkey, only pictures of them in books. But where did it
come from and how did it get up so high?
The monkey began to chatter at Sarah. Then, with another grin,
it waved goodbye and dropped down onto the gallery out of sight.
Sarah raced down the narrow steps. Poppa, Mamma and Gabe
were working in a flower bed by the lightkeeper's cottage. Sarah
was so excited she could hardly talk. Finally, she was able to tell
her family about the monkey.
Poppa took off his cap, leaned back, and looked up at the top of
the lighthouse. Nothing was up there. The whole family walked
around the lighthouse. No monkey could be found.

Gabe was disappointed. For this 8-year-old boy, life on Lighthouse
Island was boring. While Sarah liked to play with her dolls or go
down by the water, Gabe complained that he had nothing to do.
He said it would be fun to have a monkey for a playmate.
Because they did not find the monkey, Sarah was embarrassed.
She just knew a monkey had been on the railing, but she wasn't
sure her family believed her. She could see doubt in their eyes.
Finding no monkey, Mamma and Poppa went back to work in the
flower bed. Gabe took a small stick to play fetch with Prince. Sarah
just wanted to get away from everyone so she decided to go pick
berries. On the other side of the island was a berry patch. Mamma
had filled two baskets yesterday. So, taking a basket from the
kitchen, Sarah started for the berry patch.

Mamma reminded Sarah to be back before noon and to stay
away from the water. Sarah did not worry about getting lost. She
could see the lighthouse from any place on the island. In darkness
or in fog, she could see the light. On a pretty day, she could see
the daymarks.
Sarah was glad to think about something besides the monkey.
She liked picking berries, and she liked eating what Mamma
made with them.
Soon she reached the berry patch and began picking. At first, it
was hard to get much fruit in the basket. Because the berries
were so sweet, she ate more than she collected to take, home.
The bushes were filled with berries. Sarah could stand in one spot
and pick all she wanted. She set her basket on the ground by her
feet and used both hands to pull the berries off the bushes. Sarah
S" was eager to take them home. Maybe, she thought, Mamma
would let her help in the kitchen and they could make a pie.
Soon, the basket was almost full. Sarah reached to gather two
last handfuls. But just as she bent over to put them in her basket,
a hairy brown hand reached out of the bushes by her feet and
: grabbed some of the bright shiny berries. Before Sarah could do
anything, the hand disappeared, and the monkey that Sarah had

Family Ties Season M
If you were around in the 80s,
you definitely remember the show
"Family Ties," with a fairly liberal-
minded couple, Steven and Elyse
Keaton (Michael Gross and
Meredith Baxter), who have three
very different children -- Alex
(Michael J. Fox), Mallory (Justine
Bateman), and Jennifer (Tina
Yothers.)
The most prominent character
in this show is Michael J. Fox, who
plays the character of Michael
Keaton, the young ambitious
Republican who is obsessed with
the Republican Party. Michael
Keaton's hero is Richard Nixon,
and his goal in life is to become
independently wealthy.
Underneath this semi tough
exterior is a nice, but insecure
young man. His parents and
seemingly everyone else of course
disagree with his obsession,
promoting the message: How can
anyone be a sane person and vote
Republican? That's just for the
selfish greedy people.
His parents understand life,
after all, they were hippies.
You can see that even though
Michael J. Fox is the star, he's
actually the brunt of all the jokes,
thus there is a huge political agenda
being pushed. If we are to believe
the show, Republicans are greedy
unreasonable and uninformed
people, just like Alex. And just like
Alex, they are people whose hero
was responsible for Watergate and
supported the Vietnam War. They
are all uneducated; all they know is
how to make money and, if need
be, cheat to do it.
Does it sound familiar? It's the
same story being fed by the media
on a consistent basis, while no one
says anything about low taxes, free
enterprise, or morals.
But the show is one of the
funniest that was ever produced.
It's no wonder that when the young
Canadian actor joined this show, he
was a virtual unknown, and living
quite poorly. By the time the show
ended, Michael J. Fox was one of
the biggest stars in Hollywood, and
had done various successful films
such as Back to the Future. The
show also introduced him to his
present day wife and gave him a
permanent family tie. Sadly, he
suffers from Parkinson's disease.
In this third season, they add
another cast member to the
television family. Little baby Andy
Keaton, 'played' by Brian Bonsall
joins the cast
The DVD set is a nice one and
contains all 24 episodeof the third

hilarious season. It's an enjoyable
show; just be aware of the political
agenda behind it.

Paris Hilton and Nicole Richie's
Fifth and probably last season of
"The Simple Life"
Paris Hilton and Nicole Richie
star in this reality show. Just in case
you don't know, Paris Hilton is the
20-some-year-old rich heiress of
Hilton Hotel fame. Nicole is the
daughter of Lionel Richie, the
famous pop-singer. As you can
imagine, they've both grown up as
extremely wealthy young girls.
In the Simple Life V, they're
camp counselors.
The season starts offwith them
restoring their friendship after there
public feud during the Simple Live
IV.
It seems like in this show they
portray girls who've both gotten a
little older, but at the same time as
wild as ever. They don't mind
teaching vulgarity to young
children, destroying part of the
camp, including cutting the
director's desk apart with a
chainsaw. It's all funny, but I'm
little concerned with the image
these shows portray of themselves.
Having spoken with quite a
few cast members of this show, I'm
not sure that we could really call
this show reality television. It isn't
quite as real as it seems. I also
wonder if both Paris and Nicole
really want to promote themselves
as such any more especially after
their individual stays in jail last
summer and they've both toned
down their wildness quite a bit
The shows are funny, but I
don't consider them appropriate for
family viewing, as some of the
language and content is
inappropriate for children. Also, if
you do decide to watch, again keep
in mind that this is just a show and
not reality.

Ask Your Dentist by DouglasM.
Adel, D.D.S.

Dental sedation optionsI

Q: Is denial anesthesia safe?
A: The use of anesthesia to
sedate dental patients is a safe,
effective practice that can ease
anxiety and make the experience in
the dentist's chair more
conmfrtable. Dentists are trained
for this and use various types of
sedation safely on millions of
patients every year. Here are some
of the techniques they might bring
to bear when treating you:
*Novocain is a local
anesthetic, which means it numbs
the immediate area of treatment.
The dentist will inject it into the
treatment area by needle and will
use it for procedures like cleaning
out and filling a cavity, treating an
infected gum area or preparing
teeth for crowns.

*Topical anesthesia is applied
generally with a swab and kills
pain on skin surface.
*Nitrous oxide is a gas,
sometimes called "laughing gas,"
that creates a feeling of euphoria.
You will be fully conscious under
its effect.
eMore complicated proce-
dures may call for general
anesthesia, which is the use of
drugs that will make you
temporarily unconscious. Newer
general anesthetics will leave you
conscious but with no memory of
the procedure.
The American Dental
Association has guidelines for the
use of anesthesia. Talk with your
dentist about them.

B4 ALACHUA COUNTY TODAY RELIGION THURSDAY, JANUARY 31, 2008

Privileged with the presence of God

* Special to Alachua County Today
The Nativity of Jesus Christ first
appeared on December 25, on a
calendar for the Western Church in
the year 336. The Eastern Church
first celebrated Dec 25 as the date of
Christ's birth in
Constantinople in 379.
And both the Eastern
and Western church
kept the Sunday after
Christmas as a day of
fasting, prayer and
penance. Why would
they do that during at
season that is supposed
to be a time for
Srejoicing?
The reason is-just
. like today-the church
was in a secular The Ven..
environment which Leasure
promoted toleration for All Saints
everything. And, even Church, G
though Emperor A parish o
Constantine recognized Aparish
Christianity as a Christian
religion, itwas only one Church
of the many that were
accepted and protected by the State.
So, the Christian church decided not
only to keep the Nativity of Christ
holy, but to extend it to the entire
season, keeping it separated from the
pagan festivals of saturnalia that were
going on in late December. No truly
committed Christians would be in
Church on Christmas and then go join
in on the pagan festivities the next
day.
In an attempt by the evil one to
destroy the future of the Christian
Church, there were 10 waves of
persecution that lasted for almost 300
years. However, these persecutions
didn't hamper the spreading of the
Gospel of Jesus Christ; in fact, it grew
faster and stronger. The Early Church
Father Tertullian wrote, "...the blood

Jo

A
;a
of
E

of the martyrs is the seed of the
Church." Once the persecutions
ended and the Church became a
tolerated religion, it was placed in the
precarious position of becoming
"politically-correct" like the
surrounding society. The Gospel of
Jesus Christ is not
politically correct and
for it to exist in such a
society and remain
untainted is a very
difficult task.
Aperfect example
of the Gospel being
offensive to the
politically correct
would be the miracle
of the Nativity. The
words that the Virgin
Mary said when told
)hn E. that the Holy Ghost
shall come upon her
,nglican and the power of the
inesville. Highest shall
the overshadow her,
piscopal "Beholdthe handmaid
of the Lord, be it unto
me according to thy
word" Or, when she
greets her cousin Elizabeth, saying,
"...for He [God] hath regarded the
lowliness of his handmaiden." 'This
was not politically correct-first, she
is a humble, devout woman and
considers herself a servant of God.
Second, she chose to risk social
ridicule, possibly losing her life for the
privilege of giving birth.
The Gospel says that, "she was
found with child of the Holy Ghost."
What a miracle-the Eternal has
taken up residence in the temporal.
The body ofthis humble and obedient
woman became the dwelling-place of
the King of kings. She became a "fit
habitation" within which Christ
would dwell, and in her womb was
the hope of Salvation, the light of the
World, the Creator of the universe.

The created became the tabernacle of
the One who always was, and is, and
ever shall be.
We are reminded of the creation
story in Genesis, a perfect garden
where all life was to begin but evil
entered in. In Mary was the figure of
another garden but this one was
closed to the entrance of evil because
of her Faithfulness and obedience.
Her willingness to be an outcast, to be
ridiculed, to be shunned, resulted in
the possibility of another Tree of Life
being planted among mankind for our
restoration with God.
Few vessels in all of Scripture
were privileged with the presence of
God. There was the Ark of the
Covenant which held the manna from
Heaven, the Word of God, and the
Staff of Aaron-the symbol of his
heavenly authority. This sacred object
was a type ofthe Virgin Mary? In her
was the bread of Life, the true manna
which came down from heaven. In
her was the Word of God, "In the
beginning was the word, andthe word
was with God and the word was
God...and the Word became flesh. In
her was the Scepter of all authority,
the King of Heaven, much greater
than the rod ofAaron. In Mary there
were not just physical objects,
consecrated for Holy and sacred use,
in her it was God incarnate. Is it any
wonder that the Blessed Virgin
proclaimed, "Behold fvm henceforth
all generations shall call me blessed "
(St. Luke 1:48)
The miracle of the Virgin Birth is
a stumbling block to the wisdom of
this world. The incarnation of God
through the willingness of a devout
Jewish girl is a wonder too great to
imagine, but it was the fulfillment of
the prophecy in Genesis, as God
spoke to the serpent "And I will put
enmity between thee and the woman,
and between thy seed and her seed. It
shall bruise thy head, and thou shalt

bruise his heel." (Gen 3:15). The
seed of the serpent spread throughout
the world with a single intention, i.e.,
dilute the Faith of God's people so
that a vessel to house the presence of
God would never be found among
men. But such a faithful vessel was
found in Mary. thus the head of the
serpent was bruised by a second and
more faithful Eve.
Thankfully, the miracle does not
end here. Christ has Ascended, and
through baptism we become vessels
of the T-Inlv Ghnt In the mined

mansion of man's soul a new birth is
possible through the grace of God and
by Faith. Redeemed by the blood of
Christ, the presence of God resides in
the fallen nature of mankind. St. Paul
reminded the Corinthians, "know ye
not that your body is the temple of the
Holy Ghost which is in you, which ye
have of God, and ye are not your
own? (I Cor. 6:19) Let us keep our
hearts prepared to receive the grace of
God, through the Holy Ghost, with
faithfulness and obedience.
