disposal of wastewater sludge is becoming
a big problem in Archer. Some refer to
sludge as "biosolids," which are the
byproduct of the treatment of wastewater in
a wastewater treatment plant, such as that

HIGH SPRINGS Specific conditions
that would likely resolve the City of High
Springs' objections to a local cat sanctuary
have been laid out, said City Attorney
Thomas DePeter on Thursday. Although
neither the High Springs Commission nor
County Commission has reviewed the offer,
DePeter said it was the culmination of staff's
interpretation of concerns expressed by City
Commissioners.
Steven and Pennie Lefkowitz, whose
eight-acre enclave at 21023 NW 168th Line
is surrounded by the City of High Springs,

ALACHUA The City of Alachua has-
applied for a United States Department of
Transportation (DOT) grant that will help
offset the.costs of the City of Alachua Transit
System (CATS).
CATS was started on Sept. 11, 2006 to
help match job seekers with prospective
employers in the City of Alachua, and to help
elderly citizens get to medical appointments
in Gainesville. The transit system was also
designed to take traffic off of U.S. Highway
441.

(GRU).
. But to Archer residents it's simply
"sludge," and they're tired of it.
For 26 years GRU has been leasing
Whispering Pines Ranch in the city of
Archer to dispose of its sludge.
Now a permit that would allow the
multi-service utility giant to continue the
disposal of Class B sludge on open fields is
up for renewal, and Archer residents are
fighting back, Archer City Manager
Douglas Dryman said.
"We understand that you have to
dispose the sludge, but we want it to be
done in a proper manner."
Currently, GRU treats its sludge by
spreading it across the approximately 1,400
acres of field in Archer and allowing it to
heat up in the sun to kill pathogens and

ALACHUA After a more
than six-month stalemate with
Alachua County officials over
one of the City of Alachua's
proposed annexations, the
matter has seemingly resolved
itself.
Alachua County staffers
had previously said they were
going to recommend
challenging the annexation of a
16-acre portion of land
connected to the McGinley
Industrial Park. But County
attorneys have apparently said
they would recommend the
County Commission not
pursue a lawsuit against the
City of Alachua over the
annexation, City officials said
Monday.
Alachua County officials
previously expressed concern
that the annexation would
violate the Boundary
Adjustment Act, so they
requested the City of Alachua
not annex the property.
According to the Boundary
Adjustment -Act,
unincorporated areas cannot be-
completely enclosed by a city,-
because doing so would create,
an "enclave."
Alachua County officials
said the annexation of the
McGinley property would
cause a portion of
unincorporated land between
N.W. 120th Lane and U.S. 441
to be cut off from the rest of
Alachua County.
However, the annexation
does not violate the Boundary
Adjustment Act, because the
portion of unincorporated land
is not completely enclosed by
the City ofAlachua, said David

ALACHUA Stop and
imagine for a moment that you
cannot read. You can't read
the news, your bank
statements, legal documents, a
book or even an email from a
friend.
The ability to read, in
many ways, is the ability to
gain knowledge. And that's
the reality of which a handful
of volunteer tutors at Alachua
Elementary are harshly aware.
The problem is, only a
handful of volunteers have
been showing up to tutor some
35 third-graders who are
reading at well below grade
level.

Society will host the First Annual
Alachua Stone Age Fair on Saturday,

fair will be at the Alachua Woman's

be an educational show, modeled after
the Loveland, Colorado Stone Age

the highway. Although plans
have not been finalized, Moe's
and Domino's are on track
according to Anne Metz of
Metz and Company which deals
in commercial brokerage and
leasing.
The big question from many
people in the area is whether or
not Starbucks will be staking
claim to any of the newly-
available spaces. And that
question will remain
unanswered. Metz said the
renowned coffee house had
been shown the property, but
added, "To suggest there was
any commitment from
Starbucks would be erroneous."
The space may be a good fit
for Starbucks as Metz noted the

Rolling Oaks Plaza, located
next to Hitchcock's Market, is
also getting the attention of a
variety of businesses. Bob
Gates who coordinates
construction for Professional
Plazas, LLC, said he's been in
talks with a half-dozen or more
businesses interested in the
Rolling Oaks site.
"I'm very excited about how
the plaza is turning out," he
said.
Among the businesses Gates
has commitments from are
Quality Drycleaners, a nail
salon and El Toro Mexican
restaurant which is currently
located on 13th Street in

located behind McDonald's. A
construction supply warehouse
recently opened its doors just
south of the Turkey Creek
neighborhood.
Just last year, One51 Place
apartments opened the doors to
hundreds of residential units
near the Hitchcock's plaza.
At Progress Corporate Park,
meanwhile, construction crews
stood up the massive concrete
walls on Pr6gress Two and
Three, two office and research
buildings being bankrolled by
several of the park's owners.
Also on tap for the Corporate
Park is a retail building which
will include a p'diddles cafe.
The seemingly endless
stream of commercial
development along Alachua's
441 corridor is changing the
face of this small town of 7,000
people. Nearly all that exists
now of a highway once lined by
cow pastures and pecan trees
are stories of yesteryear.
While the real estate market
sees reduced home valuations,
Alachua is seeing resurgences
in commercial development -
especially along the 441
corridor, an area targeted for

City of High Springs has offered several proposals
more than 400 cats and other animals since
2002.
The Lefkowitzs were granted a special
exception for a private animal shelter in
August 2007 by the Alachua Board of County
Commissioners, to which the City of High
Springs quickly filed an appeal, resulting in an
ensuing lawsuit with the couple.
Many complaints have been made over the
years by neighbors and city officials.
Neighbors have complained of a strong
odor emanating from the property, and city
officials worry this could be a public health
threat.
City officials are also concerned over the
couple's practice of burying deceased cats on
their property, which is only 300 feet from the
City of High Springs' drinking water well.

Paul Myers said.
GRU follows all regulations
for the disposal and treatment of
Class B biosolids set forth by the
Environmental ProtectionAgency
and Department of

The living conditions of the cats have also
been reported as questionable by some. The

boxes are changed regularly and their cages
are appropriate housing.
In order to resolve this problem, the City of
High Springs has offered several proposals to
the couple.
DePeter said the proposals include
constructing an animal housing structure with
floors, walls, and water and sewer connections
and discontinuing the burial of deceased cats
on the property.
The City also wants the Lefkowitzs to
follow additional Humane Society guidelines,
which include cleaning the animal housing
structure daily and constructing a more
accessible road to the property.
DePeter said if the Lefkowitzs choose to
comply 'with the City of High Springs'
proposals, the City will annex their property
into High Springs and provide all services,
including law enforcement, water and sewer
services.
A joint meeting will be held on Feb. 11
between Alachua County and the City of High
Springs in hopes of resolving the problem, at
which time any counter offers from the
Lefkowitzs will be considered.

continues to have its concerns
about the proposed permit and
GRU's desire to purchase the
ranch from its current owner to
use indefinitely.
"If we purchase the land, we
plan to continue use for long term
practice," Hutton said.
And that is what Archer city
officials and residents are afraid
of. They hope to develop land
around the ranch into residential
neighborhoods.,
"But how often will people
want to' move into these
developments if there is a sludge
operation next door? This type of
operation, long term, will not be
conducive to development in
Archer," Dryman said.
Archer city officials have
gone on record as being opposed
to seeing the permit approved and
specifically asked that they are
able to speak in opposition when
the county commission meets
about the issue.
GRU collects sludge from,
cities all over Alachua County, but
disposes that sludge in Archer.
Residents claim that this is
just another form of
environmental racism.
"Those communities don't
have to live next to this facility.
We do," Dryman said. "Those
communities want to grow and so
do we. Does that mean we should
see our future mortgaged so that
the other cities in the county can
grow?"
But GRU insists that the work
they're doing could be a benefit to
everyone.
"It's been a good relationship
for the farmer and us because
using biosolids as a fertilizer
reduces the amount of chemical
fertilizers needed," Hutton of
GRU said. "We feel it's a very
beneficial use and just makes
sense."
Resolution of this battle will
not be made until additional
testing is completed on Class B
sludge and its safety. A hearing
before the Alachua County
Commission on the matter has not
yet been -scheduled, but is
expected to occur in the next
several months.

on-one basis, many students have no
volunteers to help them along.
"Imagine the pride you will feel from
helping just one child achieve what he or she
needs to compete in and contribute to today's
world," Chapman said.
Now in its third year, the volunteer tutoring
program has been successful over the years in
getting increasing numbers of students
through the state-mandated testing criterion.
In the first year, 71-percent of children who
were tutored were able to pass the tests while
in the second year, that number jumped to 88-
percent. Chapman is counting on volunteers
to step forward and ensure' the statistics
continue to improve this year.
Anyone interested in volunteering need
only undergo a limited background check to
protect against sexual offenders.
Chapman is encouraging business leaders
and employers to urge their employees to
participate in the tutoring program. Anyone
wishing to sign up or learn more about how
they can help with the tutoring,is asked to call

its first year. When the grant
ended in September 2007, City
officials decided to continue the
service with no interruptions.
This year, the City is
requesting $120,950 in 'federal
funding and $61,525 in state
funding, said Patricia Lee, a
grants specialist with the City of
Alachua.
City officials want to use the
grant money to buy a new bus
and create new stops alorig the
route, Lee said.
However, Alachua is not
guaranteed any grant money for
this year, according to Gwen
Pra, FDOT District Rural
Transportation Coordinator.
The City of Alachua will
find out by April 1 if they
received the grant for this year,

The search for a new police
chief started following the
unexpected death of former
High Springs Police Chief Ray
Kaminskas, who passed away
from a heart attack on Sept. 1,
2007 at the age of 57.
Kaminskas, a former police
chief of St. Pete Beach, brought
many changes to the police
department and was thought of
as a mentor and friend by many
employees.
He was appointed to the
position following the
retirement of Chief Tom Wolfe,
who served 36 years with the
High Springs Police
Department.
"Kaminskas definitely
raised the bar in his
department," Drumm said.
"We're really looking for
someone who could meet or
exceed his performance."
Since Kaminskas' death, Lt.
Gordon Fulwood has been
serving as the interim police
chief for the city.
While Fulwood
acknowledged that his
experience as interim police
chief is beneficial toward his
candidacy for the position, he
ve-cent gas tax may lead to increased ridership
and the grant money will be
distributed by July 1, said Pra.
"[CATS] appears to be
consistent with the terms of the
grant program," Pra said. "The
City did do a good job in
putting the paperwork
together."
The grant program has a
$380,000 budget, and the funds
must be distributedbetween 18
counties in Florida, Pra said.
One of the issues that may
affect whether Alachua receives
the grant is that CATS has,
experienced low ridership.
In December, the transit
system took 182 riders between
Alachua and Gainesville, Lee
said. CATS averaged six riders
each day in December.
"Although ridership is not
where they want it to be, that
doesn't mean it will not be
sufficient for this grant," Pra
said in an interview. "Clearly,
you want positive numbers.
But, that doesn't mean
passenger highs and lows will
affect the grant."
The December holiday
season may have caused a
decrease in the number of riders
in December, said Alachua City
Manager Clovis Watson, Jr.
Another factor hindering
CATS ridership is the limited
route and scheduling of the
buses.
"It's difficult to get
everyone where they need to
go, but it's a start," Watson said.
City officials expect transit
ridership to increase in the
future, because a 5-cent gas tax
became effective Jan. 1, which
may put a higher burden on
low-income families, said
Alachua Commissioner Jean
Calderwood.
"I expect now, more than
ever, that this transportation is
going to be needed for the
working folks," Calderwood
said.
Although CATS has
experienced low ridership, City
officials said they believe the
transit system is a good step in
the right direction.
"Without the Commission
as a whole, this project would
have never gotten. off the
ground and become, what I
consider, the success it is now,"
Caldeiwood said. "We knew it
was going to take some time to
get [CATS], up and running."

reviewing the Urban Services Report (USR) filed
by the City of Alachua on June 8.
The County later retracted their acceptance of
the annexation, but City officials decided to go
ahead with the process in "good faith."
County officials claim the McGinley property
was actually annexed in 2001. However, due to a
wording issue, only a portion of the property was
officially armexed into the city.
The USR created for the 2001 annexation did
not contain the proper legal description of the
annexation, but a map attached to the USR clearly

"It would be our position that the larger piece
was annexed in 2001, but the county decided it
wasn't annexed," Theriaque said. "There is no
previous case in Florida where the legal
description and map didn't match."
Still, Monday's hearing was intended to
resolve any concerns that the land wasn't
properly annexed in 2001 and to solidify the
City's case in the event Alachua County does in
fact pursue legal challenges to the annexation.

The Lamb of God who taketh away the sin of the world
Special to Alachua County Today
"There standeth one among you, whom ye know
not."
Today, we can look at those words of John the
Baptist and realize that what he is saying is a harsh
denunciation of his fellow Jews. John, a prophet of
God, is preaching to the children of Israel, not to
Gentiles. "There standeth one among
you, whom ye know not."
John is at the Jordan River, about to
lead the people into the promised land of
God. He is calling the people to cross a
more eternal dividing line, one which
means the difference between life and
death-this dividing line is the soul. John
is a messenger whose job is to point the
way to the Father, through the Blood of
the Lamb, Jesus, bringing them new life
and deliverance from death.
John faces a daunting task. The The Ven.
people do not even realize that they stand Leasure

John the Baptist saw the Incarnate God standing
before him at the river Jordan, and Simeon
proclaimed in the Temple, "Lord, now lettest thou thy
servant depart in peace, according to thy word: For
mine eyes have seen thy salvation, Which thou hast
prepared before the face of all people; A light to
lighten the Gentiles, and the gloty of thy people
Israel. (Luke 2:29-32) These events show us that
God was not hiding Himself nor trying to arrive
secretly in Israel.
God chose to reveal Himself in Israel for a
reason-He had been preparing them for His coming
since the Fall in the Garden of Eden. The signs were
there for thousands of years; look at all of the
prophets that had been sent to warn Israel and get her
people back on the path of righteousness. There was
more than John's voice crying in the wilderness.

There were sacrifices given every year as a reminder
of God's coming near to mankind. Israel was chosen
because it had been given the invitation and warning
more clearly than any other nation on earth. God was
not hiding from man, He was anticipated more than
any earthly king, but the final messenger proclaims,
"there standeth one among you, whom ye know not. "
John the Baptist was the final
prophet; his was the final voice to
silence the evil intent to hide God from
mankind, the voice preparing them for
the coming Deliverer. When He
arrives, it is only John the Baptist who
recognizes Him. What does this say to
us today?
Is it that we will not see whose
presence we are in? In those items of
worship, from the ministry to the
Scriptures, we confess that Christ
makes Himself known to us. He is not

present to heal us, to teach tis, to
Anglican commune with us, and to save us from

religious beliefs as the most devout
Jew who heard John at the Jordan
River? The Son of God has come, we confess He is
coming again, and we admit that the Spirit has been
sent to lead us into communion with Him, right here
and right now. So, what are we to do with the time
we have been given?
I urge every faithful believer to be humble
enough to pray that the eyes of their heart would be
opened as they were with John the Baptist. I pray that
every faithful witness of Jesus Christ would be like
this messenger and proclaim to the world to "Behold
the Lamb of God who takes away the Sin of the
World." I urge all faithful believers to examine their
heart and acknowledge the blindness that clouds our
understanding, and see as if for the first time, the One
who stands in our midst. Let your prayers and your
praises be genuinely raised up to the One who has
come to deliver you from any bondage that holds you
captive in this life.

Gomer Pyle Season 3
' If you ask anyone who
knows the military what is the
most elite branch of the
military, they'll undoubtedly
say "the Marines." They are
put .through the most rigorous
training and are ready to do
whatever it takes to protect the
country.
However, if you watch
Gomer Pyle, you might
wonder about that. The show is
mainly about two characters -
Gomer Pyle, played by Jim
Nabors, and his drill Sergeant
Vince Carter played by Frank
Sutton. Gomer is the most
lovable Marine you could
imagine, though he's a total
goofball. He has absolutely no
idea what is going on, but he
believes the best of everyone
and everything. He's almost
like a Forest Gump type of
individual.
Then you've got Sgt.
Carter, who is his superior, but
somehow doesn't quite know
what to do with this Marine
he's stuck with. All in all, the
situations they find themselves
in are quite hilarious. You can
have a lot of fun watching this
- just realize that it is only
comedy.

One of my all time
favorite, police drama
television series from the .
60s and 70s is Hawaii Five- t
O starring Jack Lord (Felix
Leiter in Dr. No) as Steve
McGarrett. Opening .the
show is that classic intro of
the guys in the.canoe in the
open sea with the
thundering sound of drums.
All 24 episodes of the third
season are included in this
DVD set.
I highly recommend this
DVD set it's family
friendly and family safe and tu
beside that, it's fun and the
whole family can enjoy it.
The Second Season, Volume
1 of Gunsmoke on DVD
From the mid-50s to the
mid-70s, one television series
endured for 20 years. It was
the Emmy Award winning
show Gunsmoke, starring Jim
Arness as U.S. Marshall Matt
Dillon.
This is one cowboy show
that not only emphasizes good
verses evil, it also stresses
compassion. I can see why the
series lasted for 20 years -
it's really a great family show.

HIGH SPRINGS The
Florida Arbor Day and Martin
Luther King Celebration will be
held on Saturday, Jan. 19 from 10
a.m. to 4 p.m. at Catherine Taylor
Park, 210 SE Douglas Street, in
historic High Springs. This event
is themed "Bringing the
Community Together" and
proceeds will fund the
construction of bathroom
facilities at the park. Admission
is free.
The event, sponsored by the
City of High Springs, and local
businesses Lee's Daycare Center,
Byran's Auto Detailing, with
support from Project for Public
Spaces, the High Springs Farmers
Market and the High Springs Tree
Board and will feature an
extensive list of activities. High
Springs Fanners Market vendors
will be onsite with fresh produce,
plants and trees for sale.
A second High Springs
Community Garden project site is
located across the street from the
park and will be available for
preview. The City of High
Springs Tree Board will sponsor a
Tree Identification Walk, Plant-a-
Seed workshop for. kids, slash
pine seedling giveaway, and
provide Master Gardener,
Arborist and Forestry experts.
Nominations for "Scenic Lane of
the Year" may also be submitted
at the event.
L. Millard Vaughn
L. Millard Vaughn passed away on January 9,
2008 at his residence in High Springs. He was
88.
Mr. Vaughn was born and lived his life in
High Springs. He was a member of New Oak
Grove Baptist Church and was the treasurer there
for 32 years. He proudly served in the U.S. Air
Force where he participated in the 9th Air Force
376 Bombing Group in the WW II European
Theatre. He enjoyed fishing and coin collecting.
Survivors include his wife, Faye Vaughn of
High Springs; a daughter, Lynne (Craig)
Kurimay of Perry, Florida; a son, Tim (Dana)
Vaughn of High Springs; and five grandchildren.
