license requirement for shoreline
fishermen has drawn strong criti-
cism from some in St. Lucie County.
Come Aug. 1, those fishing at
Florida beaches or saltwater shore-
lines will need a buy a license to do
so.
"It's just totally outrageous," said
Bruce Hrobak, who owns Billy
Bones Bait and Tackle in Port St.
Lucie.

For St. Lucie County offi-
cials, it wasn't much bet-
ter inside the emergency
operations center dur-
ing the 2004 hurricanes
than it was outside in
the storm, former coun-
ty administrator Doug
Anderson recalled last
week. .
During the storms,
both generators failed
and air conditioning,
showers and toilets did-
n't work, he said. And
that's besides the center
lacking beds and only
having a small kitch.n.
"We slept on the floors
and under desks, literal-
ly," Mr. Anderson said.
"It just made our jobs
that much more diffi-
cult," he said.

It's the first time the Florida Leg-
islature has required residents fish-
ing from the shore, or a structure
affixed to. it, to purchase a fishing
license.
The license costs $7.50, and goes
on sale July'15.
The news has sparked controver-
sy across the state, prompting crit-
ics to dismiss it as an effort to boost
a lagging economy at the public's
expense.

shrinking incomes, critics say the

versy that drew national
coverage, a St. Lucie
County teacher hopes to
return to her job as a
kindergarten teacher at
Morningside Elemen-
tary School, she said last
week.'
Wendy Portillo, ; the
teacher, was suspended
-from her job in June
2008, shortly after she
asked students in her
class,to vote on whether
another pupil should be


removed for disruptive
behavior.
The St. Lucie County
School Board last week
unanimously rejected a
recommendation from
Superintendent Michael
Lannon and a recom-
mendation from an
administrative law
judge that Ms. Portillo
be placed on an annual
contract.
After her one-year
suspension ends in
November, Ms. Portillo
will be eligible to return
to work and have

appears as though Port St
Lucie must raise property
taxes or choose between cut-
ting the Police Department in
half or closing the Parks
Department, Mayor Patricia
Christensen said last week.
"I don't mean to use this as
a scare tactic," said the mayor
on June 12 during Coffee with
the Mayor. ."The next few
weeks are going to be very dif-,
ficult."
Exact details on cuts or a tax
increase won't be available
until city manager Don Coop-
er completes a proposed


budget, she said. That was
expected to take place this
week.
At issue are original esti-
mates that figured property
values would decrease by 15
to 20 percent, she said.
However, it appears the
devaluation will be 25 per-
cent, reducing the city's rev-
enue by about $5 million,
Mayor Christensen said.
Alternatives will be dis-
cussed during a City Council
budget retreat in July, she said,
adding it won't be a happy
meeting.
One alternative is a pay
freeze. But unions represent-
ing different groups of city
employees have yet to be will-

ST. LUCIE COUNTY A group of
adopted and foster children got the
opportunity to learn art from well-
known artists last week.'
But they weren't the only ones
learning from the experience.
"I love to work with them because
1I learIn a lot,''-said-JaFfEs Gibson, one
of the instructors and an original
Highwayman painter. "You never
finish learning about art. You always
learn something new."
Mr. Gibson said the children fol-,
low a step-by-step process he pres-4
ents, but in the end, they incorpo-
rate their own creativity.
And that helps him look at things
in different ways, he said.
For nearly 50 years, Mr. Gibson has
created Florida landscape paintings.
He and a group of other black arts
were dubbed the "Highwaymen,"

On a more positive note,
she said, progress is being
made on the final extension of
Crosstown Parkway and the
Becker Road interchange with
Interstate 95 is expected to be
completed by August.

Beach erosion plan raises concerns

FORT PIERCE A plan
to trap eroding beach sand
and use it for the south side
of the inlet raised concerns
about the inlet's north side
last week.
Those concerns were


voiced when St. Lucie
County officials and repre-
sentatives of Jacksonville-
based Taylor Engineering,
held a public meeting on a
study in relation to beach
erosion at the Fort Pierce
Inlet.
Taylor Engineering is
studying a plan to dig a


hole in the bottom of the
inlet that would essentially
serve as a trap for sand
eroding from the beach. It
would alleviate problems
of sand building up in the
inlet and possibly reduce
the frequency of need to
replenish the beach.
Kenneth R. Craig, an


engineer with Taylor, said
sand from that trap would
be used to re-nourish the
beach,
Currently, the beach is
re-nourished every other
year, using sand from a
shoal. But eventually, that
sand will run out, he said.
Additionally, the belief is


the trap would provide a
source of good-quality
sand for the beach, he said.
But several people raised
concerns that the sand trap
would result in more ero-
sion from the north side of
the inlet, which is popular
for surfing and the location

THE OYSTER CASE
What gave the very first Rolex
its unique character-and what
perpetuates its superiority
today-is the way in which the
case, the crystal and the crown.

Each Rolex Oyster begins its
existence in the form of a block
of stainless steel, 18kt gold or
platinum. The quality of these
materials is constantly checked
and analysed. For Rolex,
each metal is a precious metal.
Powerful processes are used to
sculpture the distinctive shape
of the Oyster case from this
mass of metal. Such power is
necessary to the extent that the
case modeled must itself be
exceptionally solid to protect
the miniature masterpiece that
it will contain: the Rolex
movement. No less than 150
operations are required to
stamp and machine each*
Oyster case. When these
operations are completed, the
case is identified by means of
two numbers: the number of
the Oyster model and its serial
number, which is unique. On
all the current Rolex models,
the crystal is cut out of a syn-
thetic sapphire. Created in a
-laboratory, .this translucent
monocrystalline material is
extremely hard and virtually
scratch-proof. Each crystal is
cut out of the synthetic sap-
phire, then undergoes meticu-
lous shaping and polishing.
The Cyclops lens-also of sap-
phire--is then added, and this
lens facilitates reading' of the
date by magnifying the numer-
als by two and a half times.

Diane Gallagher, coordi-
nator of volunteers for
Children's Home Society,
said Mr. Gibson has worked
with the children for sever-
al years.
Many of them, shd said,
have never done much art-
work outside of the camp.
"They have to find that
art in themselves," she said.
"He (Gibson) brings it out
every time. He has them
start from a blank canvas."
While one might expect
that a room full of children
would be noisy, that's not
the case at art camp,
because Mr. Gibson keeps

the attention of the chil-
dren focused on the art, she
said.
"It starts out quiet and it
remains quiet," she said.
Mr. Gibson said he sees
potential in some of the
children for becoming pro-
fessional artists. He point-
ed to several of them, say-
ing he recognized talent in
their works.
Among those was Mellisa
Santiago, 13, of Fort Pierce,
who said she has attended
art camp for the last four
years.
"It's really fun," she said,
adding that Mr. Gibson has
helped her a lot in learning
about art.
Each year she attends the
camp, she said, the art is
"getting easier to do."


The children also get
opportunities to learn
other forms of art.
Judy Coffman of Port St.
Lucie taught children how
to make bracelets from
beads.
"They have a lot of fun
and camaraderie," she said.
She also has them play
artist bingo, where their
bingo cards had names of
artists in place of the tradi-
tional numbers.
"I tell them about every
artist," Ms. Coffman said.

To the editor.

Florida Power & Light Company would like to express our
sincere appreciation to the people of Indian River and St. Lucie
counties for your support and feedback during our recent
open house about the Florida EnergySecure Line.
The purpose of the open house was to explain our plan and
hear from the local community about the Florida EnergySe-
cure Line and its proposed corridor that would be constructed
along the eastern portion of Florida.
We are truly grateful for your involvement and input.
FPL is investing to make our infrastructure stronger, smarter,
cleaner and more efficient. Currently, our state is faced with a
challenge: the infrastructure required to deliver natural'gas to
power plants in Florida is at or near capacity.
If approved, the proposed Florida EnergySecure Line would
help ensure a reliable supply of natural gas for the production
of clean power for our state and customers, securing this vital
source of energy for generations to come.
The Florida EnergySecure Line will also deliver a much-
needed, positive economic impact in the form of jobs and local
tax revenue for your community and others across Florida.
In Indian River and Okeechobee counties, for instance, an
expected 355 total jobs would be generated.
In St. Lucie County, an expected440 total jobs would be
generated.
Statewide, the project would have a positive impact on more
than 7,500 jobs.
Indian River and Okeechobee counties would also receive
more than $33 million in total property taxes over a 40-year
term. .
St. Lucie Countywould receive more than $48 million in total
property taxes over a 40-year term.

Transportation needs

The Treasure Coast needs a more efficient means of pub-
lic transportation. How\ can anyone with no money and no
job and no car even try to get to an interview or to work?
The public transportation that exists is weak and shuts

Keep criminals in jail

How many times do we have to learn of violent felons
once'released from prison, immediately return to their lives
of crime?'-
How many times do victims have to complain, before our
so-called representatives decide to reform the legal system,
which is clearly out-of-control?
We just heard of a report of two convicts who never
should have been released. They have been caught by
police after robbing a 94-year-old woman who might have
been, but for the grace of God, seriously injured.

Ineffective judicial system

The Florida Bar is as ineffective as most lawyers and civil
judges. The Florida Bar's printed policies and procedures
are useless, as the bar often sides with the greedy lawyers as
they brings lbusinress for the state and these morally bank-
rupt lawyers-know it. .
Sad but true, the state of Florida prefers to do business
with celebrity tax, evaders and scum-like unscrupulous
lawyers, thieves. V. 1
Apparently, it does not matter how inane or serious a law-
suit is, it's how and who will prosper, without drawing too
much anention to the underhanded injustices who are

absent homes are five
times more likely to be
poor.

Nearly 40 percent of
jail inmates lived in
mother-only households

Teens without fathers
are twice as likely to be
involved in early sexual
activity and seven times
more likely to get preg-
nant as a teen.
Not having a good
relationship with a father
is associated with a teen
having friends who .
smoke, drink and use
marijuana.
Paternal involvement

with a higher likelihood of
the student doing well in
school. This was true for
biological fathers, stepfa-

Eric.Seibenick is trying
to help men become
better dads. He is a
program specialist for the
Father and Child Connec-
tion program, adminis-
tered by the Early Learn-
ing Coal iti(in o'fSt. Lucie
County.
Mr. Seibenick used to
work with survivors of
chlud abuse, but nowhe
hopes that working will
men will help prevent the
spiral of abuse.
"The Father and Child
Connection Program
provides activities where
men can come together
with their children to
enjoy quality time and
. gain valuable father
skills," he said. '
The program also offers
a nurturing father course,
where men meet weekly to.
take a deeper look at how
they were raised, their
parenting skills and how


to nurture healthy family
relationships.
The program is offered
free to men living in St.
Lucie County, thanks to
funding from the Chil-
dren's Services Council,
and is open to fathers,
stepfathers, uncles,
grandfathers and
boyfriends of single
mothers.
"I tell the men, 'Only.
you know yourself. Do you
want your daughter to
come home with a man
like you? Do you want.
your son to grow up to be
a father like you?'
"This is meant to be 100
percent preventive and
even if you've blown it,
you can still make it
better/Your family doesn't
have to be in a crisis.
There's no time like the
present," he'said.

Be careful what you delete

delete things?
Jthappens all the time. I
go out to help someone
learn how to use his or her
computer, and one of the
first things he or she asks is,
"Ho\\ do I get rid of that?"
It's frustrating!
.Usually, I respond with a
little canned speech about
howif I was king, I'd have
the delete key removed
from the keyboard And .
then the games start.
Invariably, .the person
who ivants me to show him
how to delete stuff then
points to obvious trash
(such as spam) and hits me
with the loaded question,
"What about this? Shouldn't
I be able to delete this?"
- Well, yes. Deleting
obvious litter pnd trash
from your system is fine.
But what I have a problem
with is arbitrarily deleting
files for the sake of saving
space, housekeeping or
cleaning up. Unlike 10 years
ago, space isn't an issue on
modern machines.
Here's an example of
something I encounter all
the time. My student and I
will be navigating through
the "my documents" folder
or some other folder on the
hard drive (or perhaps even

important it is to backup
your data so that it is saved
in the case of a computer
failure. With computers, the
data or information stored
on it is sacred, often more
valuable than the hardware
itself, and the habit of
deleting files goes against
the very grain of what,
computers were built for in
the first place.
Something happened to
me recently that proves
how the machine's ability to
remember even trivial stuff
from years ago can save the
day.
I was asked by a friend to
help him create a new logo
for his Web site. I had a
good idea of what he had in
mind and had worked on a
similar image back in 1998.
It's been more than 10 years
since I worked on that
image, and it has been
several years since I did any
graphics work. I started
working on my friend's new
logo, and the more I worked
on'it, the more I realized
that I had done this image

and with just a glance at the

need that anymore. How do
I get rid of it?"
I cringe and casually
reply, "You don't. You leave it

the book for why he should
remove this file and how he
has absolutely no reason to
keep it. After more question-
ing and closer examination
of the file in question, my
'student is often surprised to
learn that the file he was
about to delete was not what
he thought it was.
And therein lies one of the
biggest dangers: sometimes
system files are named
similarly (for many reasons)
to user files, and deleting a
system file (even acciden- .
tally) can have disastrous
consequences.
Another thing to consider
is what the primary func-

I searched my "docu-
ments" folder and found.a
folder with the name of the
project I had worked on
'more than 10 years ago.
Within that folder was my
finished project, but more
importantly, there were also
scraps of graphics that I had
created before, piece by
piece, arid then assembled
into the final image. What'I
wanted was the scraps, and
I still had them!
Now, instead of having to
create, piece by piece, new
elements to go into this new
logo project, I had all the
pieces from my previous
project still available,
exactly as I left them years
ago.
I was able to use these
elements to create a new
logo for my friend and by
re-using the scraps, able to
save myself hours of time
on the project.
In a nutshell, don't get in
the habit of deleting files on
your computer in a fit of
housekeeping. You never
know if or when you might
need those files again.

TREASURE COAST-The
Treasure Coast Food Bank,
an organization that works
to eliminate hunger and
reduce food waste in Indian
River, Martin, Okeechobee
and St. Lucie counties,
received a $7,500 donation
from the Wachovia Founda-
tion.
The donation will help
fund the food distribution
program to approximately
170 agencies in four coun-
ties on the Treasure Coast.
"Some parts of the food
bank's service area have
been hit very hard by sky-
rocketing unemployment
and foreclosure rates," said
John Meehan, executive
director of The Treasure
Coast Food Bank.
"Imagine providing gro-
ceries to 44,000 Treasure
Coast residents every


month and another 155,000
meals and snacks for chil-
dren, seniors, the ill and
impoverished at soup
kitchens and homeless shel-
ters.
"We are grateful to the
Wachovia Foundation for
giving us some additional
resources to help meet the
nearly 100 percent increase
in demand for food assis-
tance," he said.
More than 2 million
pounds of foodwere distrib-
uted to the hungry in 2008,
providing approximately 1.3
million meals. The Treasure
Coast Food Bank also works
with local, state and nation-
al agencies during times of
disaster. ,

tem and the National Baseball
Hall of Fame is inviting people
of all ages to "Step Up to the
Plate @Your Library."
The program promotes the
importance of information
literacy skills and increase
awareness of the library as an
essential information
resource.
People of all ages are
encouraged to use the print
and electronic resources
available at their local library
to answer a series of trivia
questions designed for their
age groups: 10 and under; 11-
13; 14-17 and 18 and older.
Available in English and
Spanish, questions are
inspired by the history and
diversity of baseball.
Everyone who successfully
completes the program will
be eligible to win a trip for two
to the Baseball Hall of Fame in
Cooperstown, N.Y.
The program is underway
and runs through Sept. 1.

Famed composer
coming to Stuart
Composer Stephen
Schwartz, responsible for
such Broadway hits as
"Wicked," "Pippin" and
"Godspell," and movie
musicals including "Poca-
hontas," is coming to Stu-
art for' the world premiere
of the junior version of his.
musical "Geppetto and
Son." .
The show,/based on the
story of Pinocchio, will be
presented by StarStruck
Performing Arts Center at
the Lyric Theatre on July
17-18'. Mr. Schwartz will
remain after the opening
performance for questions
from the audience.
Jennifer Jones of
StarStruck and her hus-
band, Peter, went to New
York in April to work with
the composer.
"Peter and I were asked
to 'juniorize' the show," Ms.
Jones said. "The music is
phenomenal and the lyrics
nothing short of extraordi-
nary. Peter played the
piano and Stephen and I
went though the show from
beginning to end, taking it
from two acts to one and
making it more conducive
to children."

Sculptor brings steel, aluminum to life

FORT PIERCE As a
boy, David Langley want-
ed to be a reconstructive
surgeon. His grandfather
worked in a steel mill and
lost two fingers. The
young grandson, only 7,
wanted to be able to re-
attach them.
He went to Palm Beach
County Community Col-
lege as a pre-med student
and continued his sci-
ence studies at Florida
Atlantic University. He
took art classes to relax,
and his knowledge of
anatomy and physiology
transferred into his
painting and sculpture.
Although he was
accepted into an osteo-
pathic medicine pro-
gram, another family
member, his mother,
influenced his decision
to focus on his art.
"My mom has lupus,"
Mr. Langley said. "She
was in so many hospitals
and she almost died. She
told me to do what I
loved."
In 1987, Mr. Langley
became the first person
at FAU to receive a degree
in sculpture. The Fort,
Pierce resident has made
a substantial name for
himself in the arts, with
paintings in a special
exhibit at the Louvre in
Paris and commissions,
including a current proj-
ect, a large sculpture, for
the Art in Public Places'

resents youth celebrating

For Mr. Langley,
designing art work for a
park meant something
children could relate to.
"I wanted something
fun, with a lot of color

and cut outs of children.

with you. I am recuperat-
ing from major surgery.
A cat scan for bronchitis
that wouldn't go away
revealed a 5.5cm (2.2 inch)
aneurysm in my ascending
aorta, that could explode
at any time causing
instant death. N'o symp-
toms, just a decision I had
no choice in. Thanks to
the head cardio/tho-
racic/vascular surgeon at
Vero Beach Medical
Center, I made it through
what turned out to be a
worse scenario than
anticipated.
Right now, I am
extremely weak. Please

husband Bill's, favorite
dinner; standing rib roast.
Of course we know
prime rib is a no-no on a
low-fat diet, but it is
Father's Day. I have to
admit, if his health would
be threatened, he might
think you're trying to
finish him off. If not, let's
throw all caution to the
wind and go for it!
Prime rib is an easy
dinner. Hopefully, the
stores will have a sale for
Father's Day. Try to buy
the small end and if
possible, trim as much fat
as you can without ruining
the shape of the roast.
Serve it with scalloped
potatoes, a vegetable, if
you choose, a wonderful
salad and dessert.
Remember to honor
your husband, father and
the father of your children.
Happy Father's Day to all
you wonderful, responsi-
ble men out there. We
need more of you.

PRIME RIB OF
BEEF*
2 to 3 servings
per pound


You can buy a roast with
or without the bone. I
prefer it with the bone.
. Purchase at least a 2
rib roast
Garlic powder
Salt and pepper
Au-jus mix
Place meat fat side up in
roasting pan. Sprinkle
heavily with garlic powder
and pepper and lightly
with salt. Roast uncovered
in a (preheated) 325-
degree oven to desired
doneness. Do not add
water. Use a meat ther-
mometer for accurate
results.
RARE: 23-25 minutes
per pound, 130-140
degrees
,MEDIUM: 27-30 min-
utes per pound 160
degrees
WELL: 32-35 minutes
per pound, 170 degrees
Prime rib is always
served au jus, rather than
with a typical gravy, and
rightly so; it just seems to
taste better. Prepare the
purchased au-jus mix
while the meat is cooking.
To cut, lay meat on its
side and cut between ribs
for thick slices or de-bone
and slice as you choose.
Prime rib means prime
meat. Usually what is sold
in the supermarkets is'
choice and called, stand-
ing rib roast.

When you use
evaporated skim milk
or skim milk, you will
need to add the full 4
tablespoons of flour.
If you are using whole
milk, 3 tablespoons of
flour will do.
To make this even
lower in fat, use a
butter substitute.
6 medium potatoes
1 medium onion
Salt and pepper
3-4 heaping table-
spoons flour
4 tablespoons butter
or butter substitute
Milk, either regular,
low-fat or skim
Peel potatoes and cut
into thin slices. Halve
the onion and cut into
thin slices. Place ih an
aerosol sprayed baking
dish in three layers.
Start with potatoes,
then onions. Sprinkle
with salt, pepper and
flour; dot with butter.
Continue layering,
ending with potatoes.
Add milk until it comes
almost to the top of the
potatoes.,
Cover and bake in a
350-degree oven until
milk is absorbed and
potatoes are fork'-
tender, one hour to one
hour ald 15 minutes.
-Remove cover for the
last 15 minutes for
browning.
NOTE: You can
prepare this dish in
advance and cook half-
way. Finish cooking
when ready to serve.

After losing the first game
to Martin County, the girls
won four games straight,.
beating Jensen Beach 15-11,
and Martin County 11-6 in a
double header on May 30.
They then faced off against,
an undefeated team from
Port Salerno on June 1, and
won 4-3, behind the pitching
of Desirae Page.
The championship 'game
was held against Port Salerno.
The game was 3-2 until the
bottom of the fifth inning,


when Port Salerno scored five
times to go ahead 8-2.
With their last at bats, the
Port St. Lucie girls scored nine
runs in the top of the sixth to
go ahead 11-8.
After one out in the bottom
of the sixth, Port Salerno bat-
tled back to score two runs.
With one out, the tying run
on third and and winning run on
second, Ashley Rosado struck
out the final two batters to
help the team capture the
championship.
