DAYTONA BEACH Government
officials across Volusia County are
showing strong opposition to proposed
rate increases by Florida Power and
Light and Progress Energy.
The utilities say money is needed to
invest in more efficient systems to keep
costs down in the future.
The Volusia League of Cities passed a
resolution July 23 opposing the
increase.
The resolution document stated the
increases "would give FPL a 12.5 per-
cent and Progress Energy a 12.54 per-
cent rate of return to investors when
many businesses and governments are
barely surviving."
Mary Swiderski, executive director of
the League, said customers would have
to pay for an increase many times over.
"Cities will have to pay more. Schools
also eat up a lot of electricity as well as
special districts such as fire districts,"
she said. "'All of these costs will be passed
on to the citizens who will also have to
pay more for their own electricity."
These increases will mean higher
taxes to pay for
services, she said.

Florida residents and
businesses affected by the
tornado and severe storms
that hit Volusia County on
July 24, can apply for low-
interest disaster loans from
the U.S. Small Business
Administration, SBA
Administrator Karen G.
Mills announced.
Ms. Mills made the loans
available in response to a
letter from Gov. Charlie
Crist on
July 28, requesting a disas-
ter declaration by the SBA.
The declaration covers
Volusia County and the
adjacent counties of Bre-
vard, Flagler, Lake, Marion,
Orange, Putnam and Semi-
nole in Florida.
"The SBA is strongly
committed to providing the
people of Florida with the
most effective and cus-
tomer-focused response
possible to assist home-
owners, renters, and busi-
nesses of all sizes with fed-
eral disaster loans," Ms.
Mills said. "Getting our
businesses and communi-
ties up and running after a
disaster is our highest prior-
ity at SBA."
"Loans up to $200,000
are available to homeown-
ers to repair or replace
damaged or destroyed real
estate. Homeowners and
renters are eligible for loans
up to $40,000 to repair or
replace damaged or
destroyed personal proper-
ty," said Frank Skaggs,
Director of SBAs Disaster
Field Operations Center in
Atlanta.

representatives will be on
hand at the Disaster Loan
Outreach Center to issue
loan applications, answer
questions about the SBA's
disaster loan program,
explain the application
process and help individu-
als complete their applica-
tions.
The center will be located
at Lighthouse Pointe Com-
munity Center, 155 Spring
Drive, Port Orange.
It will be open from 9 .m.
to 6 p.m. Monday Friday; 9
a.m. to 1 p.m., Saturday,
Aug. 8 (one Saturday only)
and from 1 to 5 p.m., Sun-
day, Aug. 9 (one Sunday
only). The center will close
Friday, Aug. 14 at the
close of business.

row up to $2 million to

Volusia County kindergarten registration open now for 5-year-olds

Volusia County schools are
now registering students for
kindergarten.
For details, parents should
call the elementary school
closest to them.
To register a child for
kindergarten, the child must
be five years old on or before
Sept. 1, 2009.
Parents or guardians must
provide a birth certificate or
other legal evidence of date of
birth; immunization records
signed by a physician; a
record of a recent health
examination conducted by a
Florida physician; and proof
of residence.
When the school year
begins on Aug. 24, kinder-
garten students will have the
opportunity to get to know
their teacher and new routine
in a small group setting on
their first day.
Each of Volusia County's 45
elementary schools will
implement a "staggered start"
for kindergarteners on the
first three days of school. With
the staggered start, students
will receive individualized
attention, enabling them to
become familiar with their
surroundings and school pro-
cedures.
Approximately one-third of
the class will attend on Mon-
day, Aug. 24, one-third on
Tuesday, Aug. 25 and one-
third onWednesday, Aug. 26.
All kindergarten students
will begin attending classes
together on Thursday, Aug.
27. Parents will be notified by
their school regarding which
day their student will attend.
School begins at 7:55 a.m.
each day.

NEW SMYRNA BEACH Tedd Jako-
mas, aka the Bike Man, doesn't want to
give up doing what he loves, but he
doesn't have a choice.
For the past 20 years, Mr. Jakomas, 86,
and a team of volunteers have been fix-
ing up old bikes to give to needy chil-
dren and adults.
But now, Mr. Jakomas' blindness has
degenerated to the point where he can
no longer manage the operation.
"I can't keep up with it," he
said. "It just bugs me. I feel bad
people aren't going to get The
bikes. But, I just can't do it any- and (M
more."
Even though it has become a for th
hardship for Mr. Jakomas, he Fishi
hasn't stopped yet.
Mr. Jakomas, his wife
Andrea and the other volun-
teers will keep fixing bikes for
the rest of the year so that
there will be enough bikes for children
on Christmas Day.
But first, they need bikes.
All of the bikes Mr. Jakomas works on
are donated, some by local police
departments, the rest by residents who
have cleaned out their garages or
bought something newer.
The number of donated bikes has
dwindled and Mr. Jakomas is trying to
stock up the bikes for the upcoming
Southeast Volusia Kiwanis Fishing
Derby in November and his annual
Christmas Day bike giveaway.
"If you've got a bike, this is your last
chance," Mr. Jakomas said. "This is our
last hurrah."
In the two decades that Mr. Jakomas
has been working on bikes, he has
donated nearly 20,000 bikes to 51 area
agencies, including Halifax Urban Min-
istries and Gifts of Love.
That doesn't count the nonstop
phone calls or people showing up on
Mr. Jakomas' doorstep looking for a
bike.
"People don't realize how involved it
is," Mr. Jakomas said. "The phone rings
seven days a week. It's like being in real
estate."

Gifts of Love, a food bank in Edgewater.
"We have a waiting list," Mr.
Dougherty said. "People come back and
thank us. They use the bikes to look for
jobs or go to work. They just can't afford
them."
Mr. Dougherty said Mr. Jakomas has
always been available for the communi-
ty and his work will be greatly missed.
"It's going to leave us with a hole," he
said. "Without (Mr. Jakomas), it would
be impossible."
Before becoming "the bikeman," Mr.
Jakomas worked in real estate before
retiring. Part of his early volunteerism
included working in the Guardian Ad
Litem program, a group that represents
underprivileged children in court cases.
It was there that Mr. Jakomas met two
brokenhearted young boys who had
lost their bikes after their mother sold
them for drug money.
He approached then New Smyrna
Beach police chief Denver Fleming
about donating bikes confiscated by the
police to the boys.
They took it a step further and got
permission to donate all confiscated
bikes to Mr. Jakomas to fix up.

teers work one day of the week
out of a small warehouse off
idled Industrial Park Avenue (also
bikes donated by the New Smyrna
Beach Police Department).

While Mr. Jakomas said his
volunteers are willing to keep
working on the bikes, nobody
has the time to take over the
responsibility of running the entire
operation. He is hoping someone in the
community will step up so the bike
donations won't have to stop.
'Anyone who wants to try it, I will be
glad to train them," he said. "You've got
to be so dedicated to it. It would take a
special kind of individual. It is the epito-
me of volunteerism."
Looking back on the past 20 years,
Mr. Jakomas said he's been very blessed
to do something so helpful to the com-
munity.
"It's been just unbelievable," he said.
"It's been an experience. I've been
rewarded in many ways, but I don't do it
for that."

In the letter, South Daytona
Mayor Blaine O'Neal said,
"This rate increase will exas-
perate the financial hardship
facing Volusia County and
many of its cities."
Daytona Beach passed a
resolution opposing the pro-
posed increase on July 15.
Bob Coleman, regional
director of external affairs at
FPL, said the money is need-
ed for investments to keep
fuel costs down.
Mr. Coleman made a pres-
entation at an Ormond Beach
City Commission meeting
recently. The City has not
placed the resolution on an
agenda.
"Since 2003, we have saved
customers about $3 billion in
fuel cost because of invest-
ments in efficiency of power
plants," Mr. Coleman said.
Mr. Coleman said an
increase would allow con-
struction of more efficient
power plants.
"If you build a house," he
said, "we hope you spend a
little extra money to put in a
high-efficiency air condition-
er. In the long run you'll save
money. It's the same with us
except instead of a $1,200 air
conditioner, we need a $1 bil-
lion dollar investment."
Mr. Coleman said
improved efficiency would
actually lower costs to power
users.
"Under our proposal," Mr.
Coleman said, "the 1,000 kilo-
watt-hour bill would decrease
from approximately $109 in
Dec. 2009 to $104 on Jan. 1,
2010."
He said the estimate
reflects the expected reduc-
tion in the cost of fuel as well
as improvements in efficien-
cy.
FPL is requesting a 30 per-
cent increase on the base rate
portion of the bill. The cost of
fuel is passed directly to con-
sumers.
In a telephone interview,
Mayor O'Neal said that while
the 1,000 kwh bill in Jan. 2010
may be $104 with the
increase, it is projected to be
$116.47 by Jan. 2011, accord-
ing to a document that FPL
provided to the Public Service
Commission in June.
Mr. Coleman said the
increase for 2011 includes a
"subsequent year adjust-
ment" and an estimated
increase in fuel cost, which
will probably change. The
subsequent year adjustment
includes $2.84 for operations
and 72 cents for upgrades to
three nuclear units.
Progress Energy
spokesman Tim Leljedal said
the company has made
recent large investments in
power plants, such as con-
verting a plant in St. Peters-
burg from fuel oil to natural
gas.
"We will continue to make
investments to provide safe
and reliable power and it will
require additional funding,"
he said.
Mr. Leljedal said the utili-
ties have been operating
under a base rate agreement
that expires at the end of this
year.
The Florida Public Service
Commission will have hear-
ings on the rate requests
August 24-28, August 31 and
Sept. 2 and 4, said spokesman
Todd Brown.
The meetings will be open
to the public, but there will be
no opportunity for a public
hearing. Video and audio will
be available on the agency's
Web site, www.pcs.state.fl.us.
Mr. Brown said input from
the public was received in
meetings held throughout
Florida in June.
PSC staff will make recom-
mendations in October, and
the commission will vote on
Nov. 13.

Police: Beware of several scams .
making their way around area

Editor's note: This is a continuation of
a two-part series that began last week.
Citizens should be aware that crimi-
nals can find an opportunity to turn
them into victims nearly any circum-
stance! Right now there are several
financial scams being operated that are
particularly evil. These scammers are
taking advantage of the troubled eco-
nomic times and the technology that is
readily available.
No. 4: "Instant Credit Repair" Scam
- The scammer offers to challenge all
negative credit entries and have them
removed from the victim's file. A fee is
charged and payment must be made in
advance. The scammer does challenge
all negative entries; and they are in fact
removed. However; this is a normal
procedure for all credit reporting serv-
ices receiving a challenge to a negative
report. Once the negative item has
been verified as accurate it will be
replaced in the victim's file. The
"instant" fix has been reversed and the
victim's money is gone. Solution: Use
any extra money to pay off debts and

no "instant" fix for past problems,
timely and consistent payments on an
agreed upon time table is the only true
repair avenue.
No. 5: "Work at Home" Scam Ads
for persons to stuff envelopes, assem-
ble items, or ship products are also
plentiful. They ask a victim to send
money up front for supplies and ship-
ping costs; promising they will be reim-
bursed based on their productivity.
The scam is that there is no reimburse-
ment coming, the victim may not even
receive any "supplies." Their money is
gone. Solution: Once again; if it is too
good to be true; it isn't true! Never take
a job that requires you to pay them!

them to do a job, not the other way
around!
No. 6: "Rent or Lease Property"
Scam The scammer locates an
address that is actually available for
rent or lease. They advertise the prop-
erty as if it is their own on Craig's List or
a similar Internet site. The victim
responds and provides their personal
credit, social security and banking
information during the "application"
process for a credit check along with an
application fee. The scammer may
approve the victim and request a
cashiers check or money order for first,
last and security. The scammer takes
the money and disappears. The true
property owner has no idea their prop-
erty was used in this manner and the
victim's money is gone. Later the scam-
mer may use the personal information
they obtained for other identity theft
scams, compounding the damage
done!
Solution: Be cautious to whom you
release your information. Sophisticat-
ed scammers are becoming more
clever every day; finding new ways to
separate victims from their money. In
any real estate deal, meet face to face
and verify who you're dealing with!

Dr. Philip Day, former chancellor of San Francisco City
College and former president of Daytona Beach Community
College, currently Daytona State College, is facing charges
including misappropriating public funds in California.
In view of Dr. Day's possible improprieties in California, a
close check of Daytona Beach Community College records,
for the period of 1990 to 1998, when Dr. Day was president,
would be advisable.
Why can't they do something
with Paige Road?
Quite a few motorists that try to avoid the traffic on State
Road 44 use Paige Road.
We have several businesses use the road for their truck
deliveries, which doesn't help with the condition of the road.
They grade it quite often, but after a storm the potholes are
so deep it could really cause some damage to your vehicle.
I would think the businesses would and should pay to
have the road paved since they have their exit signs at the
back entrance of their property exiting on to Paige Road.
In memory of Tommy Darcy
We would like to thank several important people who
assisted my family during the tragic motorcycle accident
and eventual death of our son, brother, nephew and uncle
Tommy Darcy in May.

and nurses at Halifax Health Daytona Beach who made

I don't get what is behind them.

Meeting set on dogs on beach issue
People of Ormond-by-the-Sea, the beach advisory board
is having a meeting at 5:30 p.m., Tuesday, Aug. 11, at the life-
guard headquarters, 515 S. Atlantic Ave., Daytona Beach.
They will be discussing dogs on the beach.

they are not reporting the correct news, so people are
switching to television news channels.

Positive thoughts do have power
Given the current economic downturn, it is very easy to
feel hopeless and question how much impact one person
can make.
The constant news of unemployment, home and
business foreclosures, and rising costs, isn't helping
matters either, so how can a person break through this
pessimism and take action?
Recently, I was made aware of a human rights project to
help people in China, and I started to see a shift in my
thinking.
The project is called One Million Minutes of Meditation.
It is a worldwide initiative to raise awareness of the
plight of Falun Gong practitioners in China, who face
severe persecution each day they refuse to renounce the
practice.
For those, who are unfamiliar with this practice, it
consists of five sets of Qigong exercises and meditation
that increase energy and reduce stress. Practitioners often
refer to themselves as cultivators because they not only try
to improve their physical health through exercises, but
also, make improvements in their moral character. In
essence, there are three main principles, which are
universal, truth, compassion and tolerance.

If cadets are caught lying or cheating, they are kicked out
of the service.
Why does that not apply to Washington, D.C. politicians?
Money could be spent better
The Pentagon with all its might has the best Navy, the best
Air Force, the best trained Marines, the best equipped Army,
an up-to-date Coast Guard and the most elaborate
Embassy. They are vying each other to see who gets the
biggest amount of money for their pet programs.
Does the average taxpayer want to know the cost of all this
action?
Do they care where their tax dollars are squandered? The
amount of money to maintain the Pentagon amounts to
more than a trillion dollars a year. Does the average taxpay-
er even know what a trillion dollars is?
It boggles the mind. We are sure some of the money given
to the Pentagon could be saved.

U.S. needs to get out of Iraq
Here is the most sensible item we have read.
A U.S. advisor in Iraq declares victory and moves out. He
recommends this for the next year, 16 months ahead of
schedule.
Why wait? Why not pull out immediately? We are not
fighting a war.
There are no battle lines. There are no objectives to win
and take over.
All we are doing is stamping out fires as they arise.
Keeping this action going for another 16 months could
wreck havoc on our troops and personnel assigned to Iraq.
Many more could be killed and wounded both mentally and
physically.
Why do cops ride dangerously?
I have noticed the motorcycle cops in this area always riding
side by side. The motorcycle manuals state that riders should
ride staggered.
Twice in the past month, I saw two Port Orange officers riding
right next to each other on Herbert Street by Silver Sands Mid-
dle School at the curves. One of the officers was riding very
close to the middle yellow line. A car traveling in the opposite
direction was very close to the yellow line as well.
This officer could have been farther to the right, but the other
officer was about three feet from him.Why? I know they are well
trained, but there is no excuse to ride like that. Is there some
benefit to riding that close? I don't think so. They are not in a
parade.
I have seen patrol officers on U.S. Highway 1 traveling 55
m.p.h. riding the same way. I am hoping one of these officers
will respond with a reason. Their superiors should put a stop to
it. They need all the space they can, so they can ride safely.

loved ones say closest to
Mr. Rossmeyer's heart was
his family, including his
wife and his five children.
Many say Mr. Rossmeyer's
passing leaves a huge hole

Possible swine flu
case identified
The city of Port Orange was
notified earlier this week that
an 8 year-old child in the city
of Port Orange's summer pro-
gram at Silver Sands Middle
School has a potential case of
the H1N1 swine fluvirus. The
city and the school board are
taking all necessary precau-
tions to disinfect the school as
well as providing many
opportunities to wash hands
and use hand sanitizer.
The symptoms of swine flu
in people are similar to the
symptoms of regular human
flu and include fever, cough,
sore throat, body aches,
headache, chills and fatigue.
Some people have reported
diarrhea and vomiting associ-
ated with swine flu. Like sea-
sonal flu, swine flu may cause
a worsening of underlying
chronic medical conditions.

Water system mainte-
nance slated
The Port Orange Utilities
Department will be perform-
ing routine water quality
maintenance on its water dis-
tribution system.
The procedure is scheduled
to begin on Monday, Aug. 10.
This treatment is done to
improve water quality.
The treatment and flushing
will be completed by Mon-
day, Sept. 21.
During this six-week period
the city will be changing the
disinfectant residual to free
chlorine.
The water will be of the
highest standards and safe to
drink. However, some cus-
tomers may notice a slight dif-
ference in the taste of the
water.

family has not personally
done any traveling, you
never know where people
have been or with whom
they have come in
contact with or what they
have been exposed to in
the course of everyday
life. If we do not remain
diligent in the fight to
keep these dreaded
diseases out of our
society, they will return.
In the United States
children are routinely
vaccinated against 14
diseases including
measles, mumps,
German measles,
chicken pox, whooping
cough, polio, diphtheria
and tetanus. Yes, there is
a (non-medically based)
school of thought that
vaccinations are not
necessary any longer.
During the period
between 1989-1991,
55,000 newly cases of
measles were
documented in the
United States. Eleven
thousand of those
children were
hospitalized; 120 died.
There were over 100
million additional dollars
spent in direct medical
costs related to these
measles cases.
Another (non-medical)
school of thought points
to autism as a result of
the vaccines. First, there
has been no scientific
proof to substantiate
that. In fact, there are at
least five documented
studies throughout the
western world that show
no link from vaccines to
autism. The timing of
autistic symptoms (age 0-
1 years) and the
administration of the
MMR vaccine (measles,
mumps, rubella 1 year
and over) do not
coincide. Scientific
studies have shown that
autism is gene- based. As
Down Syndrome is linked
to older female
pregnancies, autism
studies point to genetic
flaws in older males.
When it comes to our
children, we must
become educated and
know what can happen if
we choose not to
immunize. Besides
putting their health at
risk, a sick child causes
extra expense to the
family budget. If the
child needs to be
hospitalized, the hospital
expense will increase
$2,100 -$5,000 in direct
relation to the disease.
Vaccines are given at
an early age so that the
targeted germs cannot
take hold in infancy. All
vaccines are much safer
than the actual disease.
Side effects from
receiving an
immunization are
primarily mild, local
reactions (soreness or
redness at the injection
sight) or a low grade
fever.

MARTIN COUNTY With
picturesque streets that lead
to pristine beaches, quaint gift
shops where hand-painted
artwork dance in the win-
dows, nature trails that
appear to never end, fine
stores and luxury communi-
ties tucked away off winding
roads with manicured land-
scapes, Martin County is a
feast for the senses.
And some of its most allur-
ing offerings are in Stuart, its
prize-winning central city,
Hutchinson Island, famed for
its sparkling beaches and
Sewall's Point, a tiny water-
front community.
In recent years, Stuart has
gained the attention of visit-
ing media representatives,
who named it one of the best
places to live in America, con-
firming what locals have long
known.
In 2008, America In Bloom,
a national nonprofit that pro-
motes neighborhood beauti-
fication, named Stuart "Amer-
ica's Most Beautiful City."
Its quaint downtown area,
lined with outdoor cafes, art
galleries and gift shops, are a
bite-size sampling of the city's
many charms, which include
antique stores, museums and
historic sites.
Among the attractions is
the Lyric Theatre, a bustling
playhouse built in 1926. The
arts feature prominently in
the city, which often hosts free
outdoor concerts.
The city's reputation as a
top fishing venue has gained
it another title: saillish capital
of the world. Charter a boat,
drop a line from a pier or
wade into the lovely waters.

views are great.

Monterey Grill a

PORT ORANGE Eating out at Monterey Grill is a
treat that you don't have to feel guilty about.
The restaurant, located in the Shoppes of Yorktowne in
Port Orange, is "inspired by the freshness of California."
That means plenty of unique breakfast, lunch and din-
ner choices that are healthy yet satisfying.
"Everything is homemade and fresh," said Jason Jurss,
general manager. "We only get ingredients from the
farmers market fresh."
The freshness is evident when you order. On my recent
visit, I tried the fried zucchini ($5.99) for an appetizer.
The zucchini was lightly breaded and was certainly a
unique way to kick off the meal.
All the menu items at Monterey Grill are fried in
peanut oil.
"There is no trans fat," Mr. Jurss said.
For my main entree, I tried the coconut fried shrimp
with a side of sweet potato fries ($12.99). The ten shrimp
had plenty of coconut lightly breaded on the outside and
came with an orange marmalade.
The sweet potatoes are just one of the many sides you
can order from, including french fries, farmers market
vegetables, parmesan mashed potatoes or a baked pota-
to.
You can also add a side Monterey salad or spinach
salad for $2.49.
My companion ordered the chicken marsala pasta,
which included fire-grilled chicken, mushrooms,
caramelized onions, and marsala cream sauce.
The chicken and marsala sauce had a rich flavor and
were mixed together with a large serving of penne pasta.
For dessert, we ordered the mocha mud pie, which is
coffee ice cream surrounded by an Oreo cookie crust and
topping, with hot fudge and toasted almonds.
You can get either a half size or regular size, depending
on how much your sweet tooth can handle. It is a very
rich dessert but you will find yourself reaching for that
'one last bite' several times over.
Other entrees Monterey Grill is known for are the
Tilapia Piccata, Monterey Chicken and crab cake trio.
"The crab cakes are good," Mr. Jurss said. "I've had

Monterey Grill opened in 2007 and has steadily grown
a customer base, Mr. Jurss said. Looking around him on
a busy Wednesday night, he said he could name a major-
ity of the people in the restaurant.
"We take care of our guests," he said. "The guests are
No. 1. We really have that hometown feel. That really mat-
ters to us. We are very blessed to be busy during this
time."
In addition to their lunch and dinner menu, Monterey
Grill also serves brunch until 2:30 p.m. Choices include
eggs benedict, omelets and waffles, all made fresh when
you order.
"(Our brunch) is not your typical buffet," Mr. Jurss said.
"It's very popular. The items are all very California."
Monterey Grill has an espresso bar and takeout is avail-

hydrolyzed yeast and
hydrolyzed protein. Read
the labels. It's almost
impossible to get away from
this stuff.

RICE PUDDING
regular, low fat or
fat free
I created this recipe years
ago since I couldn't find a
recipe creamy enough.
1-1/2 cups cooked rice
4 cups milk (regular, low
fat or skim)
1 3-ounce package vanilla
pudding (cook and serve,
not instant)
2 tablespoons sugar or
equivalent amount of
sugar substitute
Few shakes of cinnamon
Dash of nutmeg
1/2-cup raisins
1 teaspoon vanilla
It is best to cook rice
pudding in a double boiler.
If you don't have one, be
sure to use a flame tamer on
regular stoves, or cook at a
very low heat, keeping a
close watch; it always seems
to stick a little.
Place all ingredients
except raisins and vanilla in
a saucepan. Cook, stirring
frequently, until mixture
comes to a boil. Lower heat
to simmer and cook,
uncovered, until thickened,
about 15 minutes. Add
raisins and cook 10 minutes
longer. Remove from heat;
add vanilla.
Serve warm or cold with a
sprinkling of cinnamon and
a dollop of cream.
MANDARIN ORANGE
CAKE (NIB)
regular or low fat
Adele Plofsky sent me this
recipe quite a while ago and
asked if I could make it low
fat. I did and if it tastes any
better high-fat I might eat
the whole cake.
1 package yellow cake mix
without pudding
11-ounce can mandarin
oranges with juice
3 eggs, an equivalent
amount of egg substitute
or 4 egg whites
1/2-cup canola oil or
substitute applesauce
1 tablespoon grated
orange peel (optional)
FROSTING
1 8-ounce can crushed
pineapple with juice
1 small (4 serving size)
package vanilla instant
pudding
1 8-ounce carton
whipped topping, regular,
low fat or fat free
Combine cake mix,
mandarin orange juice
(reserve the oranges), grated
orange peel, eggs and oil.
Beat 1-1/2 minutes at
medium-high speed of
electric mixer. Add oranges.
Reduce speed to low and
beat 1-1/2 minute longer.
Pour batter into layer cake
pans (or a 9-inch by 13-inch
pan) that have been treated

To make the frosting,

bowl. Beat 2 minutes at
medium speed of electric
mixer; let stand until
mixture thickens. Thor-
oughly fold in whipped
topping. Frost cake.
Chill at least 2 hours
before serving. This freezes
great.
APPLE CRISP
You can reduce the fat
and cholesterol content of
this cake by using a butter
substitute in place of
butter.
6 large apples
1/4-cup sugar
Peel and core apples,
slice thin. Treat a 9-inch by
12-inch baking dish with
cooking spray. Put in half
the apples, sprinkle with
the 1/4-cup sugar, and top
with remaining apples.
TOPPING
1 stick butter or 1/2-cup
butter substitute at room
temperature
1 cup light brown sugar
1 cup flour
1/2-teaspoon cinnamon
1 cup chopped nuts
(optional)
Cream butter, add sugar,
flour and cinnamon. Mix.
Add nuts. Press mixture on
top of apples. Cut slits in
top.
Bake at 350 degrees for 50
minutes. Serve warm with
ice cream or whipped
topping.

Summertime in
Volusia County and
the living is easy.
Fish are jumping and
the humidity is high.
Out the door in the
darkness of morning and
the air greets you like
warm breath from a wild
hog. The forecast of a high
temperature in the 90s
and a good chance of
afternoon rain that began
in June continues with no
let up expected until late
September.
By 11 a. m. each day, the
citizenry has retreated
into the air conditioning
to wait out the mandatory
siesta period that does not
end until the blistering
sun begins to set or is,
perhaps, mercifully
masked by the rain clouds.
Most of the fishermen
are out early to take
advantage of that precious
hour between first light
and full sun up.
Stragglers wander out
onto the bridges. Some
come with only a rod and
a lure while others push a
loaded cart full of equip-
ment.
Fishing boats are being
eased into the tepid
waters of the Halifax and
Indian Rivers.
A few prepare for the
long run outside to troll
for dolphin, kings and
cobia, but most will test
the inshore for the reliable
reds and trout.
Commercial fishermen,
weary from the night's
work of flounder gigging,
load their boats with the
anticipation of some
much-needed rest. The
crabbers are just leaving
to run their traps, hoping
to get them all emptied
and re-baited before the
scorching sun can dry the
ever-present bits of bait
into a permanent fly
attractant. The hardy men
and women of Oak Hill
wade out to where the
clams hide in the soft mud
of the Mosquito Lagoon.
Up on the north end of the
county first light signals
the end for the snook
fishermen of High Bridge
who mostly toil in dark-
ness.
The fishing pier regulars
begin to reconvene to
drop a line, sit beneath

large hats, sip coffee and
retell stories of past great
catches. Locals with 10-
foot surf poles descend
onto the beach with hopes
of a fish dinner catch
before the swarming
hoards of coconut-oiled
tourists take over.
At Tomoka State Park,
the waders slip into the
clear waters to search for
reds and flounder while
the silent kayaks glide
around the spoil islands in
search of fish movement.
In the western part of
the county, the bass
fishermen are already on
the water looking for the
beds that will insure a
large mouth limit. Places
like Highland Fish Camp
on the Norris-Dead River
are bustling with activity
while Tedder's on the
DeLeon Springs Run is
parked solid.
Worms and crickets are
flying out the door to
appease the enthusiastic
blue gill fishermen.
Once the sun is up a
woman so old no one
would dare a guess at her
age, takes a precarious
walk on a long abandoned
and broken down pier.
She reaches into an old
paper bag and throws a
handful of cat food onto
the brown water. She
watches for a while and
once satisfied with her
work sits down in the
shade of her wide
brimmed straw hat and
begins to reap the rewards
of her bream chum. Her
bucket will be filled before
high heat. Summertime in
Volusia County at a slower
pace, the living is easy -
very easy.
