VOLUSIA COUNTY -
State Representative
Dorothy Hukill announced
this week that she will be
running for the U.S. Con-
gress in 2010.
Ms. Hukill, a Port Orange
Republican, has represent-
ed Southeast Volusia Coun-
ty in the Florida House of
Representatives since 2004.
U.S. District 24 is current-
ly represented by Suzanne
Kosmas, a Democrat from
New Smyrna Beach. Ms.
Kosmas was elected in

The state will increase vehicle
registration fees Sept. 1, but resi-
dents whose birthdays are before
Dec. 1, can beat the rate increase
by renewing early at the current
rate.
Residents whose birthdays are
in September and October can
renew early between now and Aug.
31.
Residents with birthdays in
November can renew early
between Aug. 1 and 31.
Residents can save additional
money by renewing for two years.
Under the new fee schedule,
established by the Florida Legisla-
ture, automobile registration
renewals will increase by $18 to
$25, depending on the vehicle's
type and weight.
A complete list of fee increases is
available at the Florida Depart-
ment of Highway Safety and Motor
Vehicles Web site,
www.flhsmv.gov/NewFees.htm.
This is the first increase of some
of the more common fees since
the 1980s.
Vehicle registration renewal can
be done online at
www.gorenew.com or in person at
any county or private tag office in
Volusia County.
The tag and title offices are open
from 8 a.m. to 5 p.m., Monday
through Friday, at the Daytona
Beach Administration Center, 250
N. Beach St., Daytona Beach and
New Smyrna Beach Finance
Department, 111 Canal St., New
Smyrna Beach.
A private tag office is located at
1100 Beville Road, Daytona Beach.
Driver license renewals and title
fees also will increase Sept. 1.

said the area has not been

area," she said. "The choic-
es being made in Washing-
ton will raise taxes on Flori-
da's families and burden
our children and grandchil-
dren with unprecedented
new levels of debt. I think
we can do better. That's why
I'm running to bring real
fiscal responsibility and
common sense to Washing-
ton."

VOLUSIA COUNTY -
People may think "going
green" is a new phrase
coined in response to the
threat of global warming
and an impeding energy
crisis. But to a group of
people around the coun-
try, "going green" is an
idea that's been guiding
them for 40 years.
But it's not only about
the environment to the
Green Party. According to
the political party's Web
site, it's also about sus-
tainability, non-violence,
social justice, community-
based economics, person-
al and global responsibili-


ty and grassroots organiz-
ing.
"We are grassroots
activists, environmental-
ists, advocates for social
justice, nonviolent resis-
tors and regular citizens
who've had enough of cor-
porate-dominated poli-
tics," part of the party's
platform reads.
Locally, the Volusia
County Green Party began
with a group discussion
last fall. They held their
first meeting in January.
Paul Wheeler drives 45
minutes form his home in
Deltona to attend the
meetings in Port Orange.
He also serves as the
group's secretary. His
interest came from "hav-


ing an awareness of injus-
tices and wanting to do
something about it."
The Green Party's goal is
to provide real solutions
for real problems. Mr.
Wheeler said it's all part of
working to create "life as
we'd like to see it."
There are more than
6,000 Green Party mem-
bers from 67 counties in
the state of Florida, said
local party member Marci
Davis. Volusia has 219.
"Those are pretty good
numbers, considering
county size and popula-
tions," she said. There are
160 Green Party members
holding public office in
the country, mostly in Cal-
ifornia. In Florida, Green

sioner in Lake Worth.

dolph of New Smyrna
Beach have been mem-
bers since 1992, and feel
the third party movement
is the main focus of the
Green Party.
"There are many
options to the two party
system, and we need to
break out of it."
The Green Party's mis-
sion is to build itself into a
viable political alterna-
tive, with the operating
principle of keeping it
simple and focused. Sup-
port comes from thou-
sands of volunteers at the
national and local levels


and from contributions
from individual citizens.
The group's growth plan
includes hiring field
organizers to help mobi-
lize Green Party members.
"The monumental task
of getting a new political
party going, especially
now, can be overwhelm-
ing," Ms. Davis said. "It
takes a lot of money, or an
awful lot of signatures. It's
not easy."
But the group, deter-
mined to be successful
without corporate donors,
has a plan. The party has a
booth and distributes
information at the Day-

Ormond Beach: great mix of

At the turn of the 20th cen-
tury, Ormond Beach was
known as a warm weather
playground for the rich and
famous, but you don't need to
be a Rockefeller to enjoy fun
summer days in their old
stomping grounds.
With a diverse mix of natu-
ral beauty and historic
charm, Ormond Beach, just
north of Daytona Beach in
Volusia County, is the perfect
spot for a one- or two-day


respite.
The famous Ormond Loop
is a designated Florida Scenic
Highway 33 miles of pro-
tected riverside and interior
landscapes with many points
of access and scenic pull-out
spots. Along the Loop are
plenty of free or inexpensive
parks, outdoor activities, cul-
tural and historical sites,
shops, and restaurants to sat-
isfy everyone in the family.
Begin at the corner of
Granada Boulevard (State
Road 40) and Beach Street,
traveling north.


Starting out in the coolness
of early morning is best
(parks open at 8 a.m.), and
don't forget to bring your hat,
sunglasses, sunscreen, insect
repellant, sturdy shoes and a
camera, since there will be
many great photo opportuni-
ties. More than 150 plant
species and loads of wildlife
including deer, tortoises,
birds and butterflies inhabit
Bulow Creek, Tomoka, and
North Peninsula State Parks,
all with entrances on the
Loop. All three parks have
designated Great Florida


Birding Trails, so pack your
binoculars and checklist if
you plan on birding.
Tomoka State Park offers
hiking and biking trails,
camping, picnicking, and a
boat ramp, plus points of
interest such as the Tomoka
Mounds and Middens, an
archaeological site made up
of burial mounds and shell
middens, evidence of the
area's early Native American
settlements. The Fred Dana
Marsh Museum hosts a col-
lection of this local sculptor's
works and a variety of natural

erty Web Assistant with
2009 Achievement Awards.
The awards, which recog-
nize unique and innovative

conference in Nashville July
24 to 28.
The Citizens Academy is a

presentations premieres new show


Volusia County's Envi-
ronmental Management
Division has launched a
speakers bureau to educate
the public about water con-
servation, new watering
regulations, and the
upcoming enforcement
program.
Presentations will be
offered without charge to
businesses, clubs, schools,
churches, neighborhood
associations, and profes-
sional groups in the com-
munity.
The speakers will focus
on the importance of
reducing water usage and
will provide tips on con-
serving water.
Tougher enforcement for
watering violations will
begin Aug. 1, for unincor-
porated areas and the
county's 15,000 water cus-
tomers.
Fines will be $50 for the
first violation, $100 for the
second violation in a year,

Bikers should have to wear helmets

I find it a bit hypercritical that people in cars have to wear
their seatbelts, but bikers continually have a choice as to
wearing their helmets.
I think that if it is time that they make a mandatory law
for drivers to wear their seatbelts, they should have a
mandatory law that bikers should wear their helmets.

Seat belt law is too invasive

George Orwell wrote the book "1984" talking about gov-
ernment and their constant intrusion into our lives.
One doesn't have to look too far to see that some things
never change.
On June 30, the new Florida seatbelt law was put into
effect.
It makes it illegal to drive a car without fastening your
seatbelt, and makes it a primary enforcement law.
Before, you could only be cited for not wearing a seatbelt
if you were pulled over for another violation.
Now, all you have to do is just drive without being buck-
led in, and you'll receive a $30 fine; all in the name of saving
lives.
Just drive by the South Daytona Police Department and
read their sign "Ticket or Click It Zero Tolerance."
Don't our law enforcement agencies have better things to
do with their time than to protect us from ourselves?
I'd feel a whole lot better if the money spent on this law
and its enforcement was used to take the drug dealers off
the streets.

Cell phone laws would promote safety

The new seat belt law is in effect, and police can now stop
a motorist solely for not wearing a seatbelt.
This is all well and good because it has been proven that
seatbelts save lives.
There is also another way to save lives, but it seems in
Florida no one wants to acknowledge that the use of cell
phones while driving no doubt causes more accidents.
Neither my husband nor I own a cell phone.
We both have bicycles and drive a car. Time and time
again we have come too close to being hit while on our
bikes because the car driver was on a cell phone and not
paying any attention to what is going on around them.

Cell phone law should be passed

Governor Charlie Crist signed the seatbelt law into effect.
Why doesn't he sign a law to prevent people from talking on
their cell phones while driving.
This causes more accidents.
If you are going to do one thing, you should do the other.


House passes tax hike

So here we go again. While the world was mourning the
death of a pop star, the house quietly passed this cap and
trade bill. There was nothing in the news media about the
biggest tax hike in history. The plan should be called "The
take every penny they have and make it difficult for folks to
live" plan.
This is not about emissions or going green. This is about
the government taking over our entire lives.
People, wake up. Those of you asleep or those of you who
complain about this stuff yet do nothing, your live is about
to change forever.
Your electric bill will be tripled at least. You will not be
able to put your house on the market unless it complies
with all the new rules of this bill.
I am not kidding here.
Oh, and don't get me started on health care.
As a born British citizen, now an American citizen, it will
be socialized care once it gets off the ground, mark my
words.
Now is the time to phone, e-mail or write to your senator.
Tell them you do not want this bill, and if they vote for it,
you will not give them your vote.

Transferring money is not the answer

When our local school board decided to meet state
budget cuts by closing seven
of our elementary schools, I distinctly remember several
citizens asking why- and how- our county could possibly
construct new schools while it lacked adequate funds to
operate our current schools.
We were told that moving dollars out of the quite ample
construction funds and into much-needed operative
funds wasn't allowed.
Now, I read where the Tallahassee crowd wishes to allow
Florida's school districts to take from the operating funds
in order for new schools to be built so that class-size limits
are properly met.
That's evidently the penalty for not complying with the
amendment to transfer the money from the operative
funds to the capital funds. I'm no rocket scientist, but
even I can see that is the opposite direction that we need

'Would you vote for President Obama again?'

Perhaps the writer who stated the president was the "worst"
should buy a newspaper or turn on the TV and see that Presi-
dent Barack Obama's approval rating is 59 percent, averaging all
polls.
The question should be, looking back, would you vote for
President Bush if he ran again next week?

President Obama is trying

To the ranter who asked if I would vote for President Obama
again, I say yes.
President Obama has only been in office since January, yet he
is at least trying to fix the mess that was made by the previous
president who had eight years to mess it up.
He stated at the beginning that this was not going to be an
easy fix, he also stated that people may not like everything he
does.
At least, he is trying to do something. What have you done to
turn the economy around other than buying a biased book and
complaining?
I have been out of work since March, and I still believe that
President Obama is doing everything that he can do to try and
make this country better.
If the previous president had been able to be in office another
four years, we might possiblybe saying our pledge to an entirely
different country.
Give the man more time. He is not God. He is one person
doing what he can.
Meanwhile, I will continue to look for work and trust that the
man we have voted into office will do a little bit better than the
last man.

Give President Obama a chance

To the reader that was not happy with President Obama, yes, I
would vote again. It took President Bush eight years to put us
where we are today.

In Volusia, the number of classrooms is not the main
problem that we face. We're going to have trouble when it
comes to hiring the number of teachers that we'll need.
The rough estimate that is being tossed around our
county is that we will need 300 new teachers, and using
that rule of thumb means that we get 17 teachers per
$1,000,000.
If that doesn't sound too alarming, consider that it will
take around $17,650,000 out of our operating funds, and
that small operative funds lead to us witnessing seven of
our schools being closed.
Why don't our Tallahassee folks focus on a problem that
concerns this state's future?
Frankly, we don't have that money, and I truly wonder
why our politicians have made no plans to find it.

Give the man a chance. He didn't put us in this mess. Presi-
dent Bush did.
If you are a die-hard Republican, I can understand why you
are against him.
He has only been in office for six months. Give him a chance,
unless you are afraid he is going to do a better job than Presi-
dent Bush did. He will never go down as the worst president we
ever had, Reagan did.

In response to
'How can I find the America dream?'

Good luck. I don't think there is any dream left in America.
Or should I say, "Welcome to Volusia County?"
A few years ago, we bought land and a partially built home on
the land here inVolusia County.
It took us exactly one full year to get the certificate of occu-
pancy. They had us go through so many inspections, which we
failed several times for silly things like screws being off by three
inches.
We made many trips to the DeLand county building because
service over the phone was useless.
Three of us and several dogs were living in a camper on the
property while all this was going on.
Several hurricanes came that year and we had no home to be
protected.
One time, we just packed up and left for Alabama because we
were afraid that we would not be able to hold out in the storm.
I just feel that Volusia County played games with us.
We were just a middle class family trying to make a home
for ourselves.
I understand that there are rules and codes, and to not say it's
all about money, but this was ridiculous. It was a nightmare.
When some new homes are built, they go up in just three
months.
We live on a private road with six houses. My husband main-
tains the road because the county will only maintain a few feet.
And now, I hear taxes inVolusia County are going up.
So you are not the only one trying to find the American
dream. I think there are plenty more out there, and if we would
all speak up maybe Volusia County will change.

Police bust
prostitution ring

Daytona Beach Shores
police recently got $11,000
courtesy a local madam.
Well, not quite from Mirta
Okonski, but because they
helped bust her and more
than a half dozen others
operating several Florida
massage parlors late last
year. Prosecutors said
Okonski was behind a
three-county prostitution
ring that included Volusia
and Indian River Counties.
Indian River County
investigators busted the
operation there with the
help of Daytona Beach


Shores police where Okons-
ki lived and operated as
well. The cash to the cops
came from funds Okonski
forfeited.

Man arrested for
firing into a crowd

Volusia County Sheriff's
Deputies caught up with a
man in Osteen wanted in
South Daytona for firing
into a crowd. Police said
Jerry Johnson Jr., 19, was
looking for revenge after an
earlier argument. They said
he was in the backseat of a
vehicle passing by the Cedar
Village Apartments on
Eastern Road when he
pointed a long barreled rifle
out the window and shot six
rounds. The bullets missed
bystanders and the intend-
ed victim, but hit a car and a
building.


Area celebrates
Fourth of July
It's hard to believe the
Fourth of July has already
come and gone and this year
Mother Nature went easy on
the natural fireworks so that
local cities sponsoring events
could put on spectacular light
shows. Edgewater, Port
Orange, Daytona Beach and
Ormond Beach all had
fabulous Fourth of July
fireworks that went off
without a hitch. It was a
struggle for some cities to
allocate funds for the Fourth
of July under increasingly
tight budget constraints. City
leaders in Edgewater, for
example, had to raise money
at a series of events in order
for the show to go on. Many
other cities in Central Florida
cancelled or limited fireworks
because of budget con-
straints.

Hometown Democracy ready for fight i

VOLUSIA COUNTY -
One battle over a statewide
initiative to change the way
growth is addressed in the
state is over but those fight-
ing on both sides expect the
war to continue until
November 2010.
Hometown Democracy,
or Amendment 4 as it will
appear on the ballot, is a
proposal spearheaded by
Palm Beach attorney Lesley
Blackner to allow residents
to vote on large develop-
ment projects in the state.
Hometown Democracy
won its first battle when the
Florida Supreme Court
struck down a law that
would allow voters to
revoke signatures collected
on petitions. Opponents of
Hometown Democracy had
tried to revoke some of the
700,000 signatures collected
by Ms. Blackner's group.
But, even with the issue
scheduled to appear before
voters in November 2010,
Ms. Blackner, who has been
fighting for this since 2003,
said this is just the begin-
ning.
"It's been a very good cou-
ple of weeks for us," she
said. "They say it's hard to
fight city hall. I'm going to


talk to as many people as
possible. It's just about let-
ting people have a vote."
Even though the official
vote is more than a year
away, there is already lots of
opposition stacking up
against Hometown Democ-
racy.
Hometown Democracy
would place comprehensive
plan changes before voters
for their decision. Within
comprehensive plans, there
are land uses assigned to
various pieces of property. A
developer can request a
change to the land use
through a comprehensive
plan amendment. Local
governments and planning
boards would still approve
the plans before they
appeared on a ballot.
Mary Swiderski, executive
director of the Volusia
Council of Governments
and the Volusia League of
Cities, said she has been
involved with planning and
city commissions for several
years and land use planning
is not for the faint of heart.
"It's not easily digestible
and you are asking people
to understand all that infor-
mation," she said. "Nine
times out of 10, voters vote
against amendments
because they don't under-
stand it."


In Volusia County, several
organizations, including the
Daytona-Halifax Chamber
of Commerce, Southeast
Volusia Chamber of Com-
merce, Volusia County
Home Builders Association
and Volusia League of Cities
are in opposition of Home-
town Democracy.
Ms. Swiderski said while
both groups are waiting to
see what happens with
some of the opposing
groups before issuing an
official statement, they are
against the amendment.
"I don't think, personally,
this will be healthy," she
said. "This will set Florida
back along, long time."
Ms. Swiderski said the
amendment will stop job
growth, cost taxpayers
money and burden cities
and counties with extra
elections.
Floridians for Smart
Growth, the largest group
opposing Amendment 4,
has many of the same argu-
ments and has begun circu-
lating a petition for an
amendment that would go
against Hometown Democ-
racy.
They have already gained
the support of dozens of
cities, counties and plan-
ning organizations.
"Floridians for Smarter


Growth has organized a
very strong grassroots cam-
paign organization," said
Mark Wilson, president of
the Florida Chamber of
Commerce and treasurer of
the group. "We have
expanded our local leader-
ship teams and grown our
statewide coalition. Floridi-
ans for Smarter Growth is
prepared to debate the
amendment in every com-
munity in Florida."
Ms. Blackner said she is
confident that Floridians for
Smarter Growth will not
succeed in their goal.
"We need Amendment 4
because for a period of
time, the developers got
everything they wanted,"
she said. "It crashed the
economy with overdevelop-
ment."
Ms. Swiderski said VCOG
will be watching the battle
closely and might ask each
individual city for their sup-
port in fighting against
Hometown Democracy.
In the meantime, Ms.
Blackner said she is ready to
continue a fight she started
six years ago.
"We don't want to strip
local governments of their
duties," she said. "They
should reflect the public
interest. A lot of the time, we
see that isn't the case."

wish will never be granted.
The only trouble is that in this
particular case, the candidates
for potential wife can be
counted on one finger. Her
name is Tulpan. Asa is certain
that she is the one for him.

struck out for the pristine
waters of Mosquito Lagoon.
We put in at dawn at
Lopez's Fish Camp and
eased out of the no wake
zone and into the big lake.
The sunrise there is
always spectacular as it
rises above the thin wisp of
a barrier island.
Miles to the south the tall
launch towers of the Cape
glinted in the morning's red

Each summer, we try to
spend some time fishing
the sandbar that is the
boundary of the pole and
troll zone.
Once the water warms
up, the trout become
numerous and hungry
there. The thick sea grasses
provide good cover for
them to hide and ambush
prey that passes through
the white sandy open areas
that dot the underwater
landscape.
We usually begin with


various top-water lures
while the light is still low,
and once the sun gets up
we switch to jigs.
Pigfish is the preferred
bait of the locals and on the
way out we had passed a
big johnboat selling them.
If you are one who does
not like to fish with artifi-


cials, you will be able to
buy a few dozen of the half-
dollar sized fish.
On this day, the small
trout outnumbered the
large by about 20 to one.
That is about the norm.
If you like lots of action,
you will find fun catching
and releasing the small
trout.
Once the tide came up,
we moved into the man-
grove islands to look for
reds. We were not alone.
There is at least 50 guides
working that area, and on


that day it seemed most of
them were out and with
paying parties.
I urge all fishermen to
give the guides a break and
a wide berth. It is not an
easy job to take clients into
the backwater with the
implied promise of fish.
That is a lot of pressure.
It is a time-consuming
stressful career choice that
finds you out looking for
fish even when you have no
client. If you encounter a
guide poling with a party
aboard please stay well


clear.
Remember, while you
may be disappointed at not
bringing home a good
catch at least you don't
have to answer to a surly
client who is demanding
his money back.
Our own red fishing did
not turn out quite so well as
the trout.
We did find fish, but they
were very nervous, and we
spooked them before we
could get a good cast.
