watchdog and Brevard
County Clerk of Courts
Scott Ellis recently shared
some budget advice with
county commissioners.
Because of the tough
economy, "we need trans-
portation, not a Ferrari,"
Mr. Ellis said Sept. 22. "We
need a house, not a man-
sion. We need water, but
not Fiji water. We need
certain core functions, but
they should not be so
expensive that they drive
out the people they
serve."
Mr. Ellis shared his
thoughts at the final hear-
ing on the fiscal 2010
budget. At the meeting, a
majority of the commis-
sion approved a new
budget of almost $1.1 bil-
lion and an aggregate
operating tax rate of $5.47
per $1,000 of assessed
value the same rate as
last year's.
Fiscal 2010 began Oct.
1. Though the new budget
includes the elimination
of almost 200 positions,
some commissioners
worried that taxpayers
might think they did not
make enough cuts.
"The board did not
increase taxes this year,"
Commission Chairman
Chuck Nelson said. "We
approved the same rate as
last year and cut $40 mil-
lion out of the budget."
He added that commis-
sioners also slashed $20
million from each of the
past two annual budgets,
for a total of $80 million in
cuts over the past three
years.
Besides eliminating
many positions this year,
officials reduced library
hours by 20 percent, cut
the travel budgets for all
departments by 15 per-
cent and decreased fund-
ing for various nonprofit
groups.

they're not going to take it
anymore.
Six South Melbourne-
area groups will unite to
protect their children from
the dangers of drug-related
activities Oct. 16.
The "Take a Stand!" Youth
Drug Awareness Event,
sponsored by Powell's Sub-
division, in conjunction
with Club Esteem, the Lip-
scomb Street Park Program
and the neighborhood


watch organizations for
Faith Landing, Briarwood
Park and Grambling Park, is
designed to educate chil-
dren ages 6-18 on the reper-
cussions of drug use.
"Five years ago, we had a
real bad situation with
youth on the street selling
drugs," said Sandra Pelham,
chairwoman of the Powell
Subdivision Neighborhood
Watch Program and event
coordinator. "But since we
started working with the
police, it's gotten better. It
hasn't disappeared, but
we're not seeing as many.


We're reaching out to our
youth in an effort to edu-
cate them on the pitfalls
that come with getting
involved with drugs while
also showing them the ben-
efits to living a positive,
drug-free life."
Ellena Little, program
director for Club Esteem, a
nonprofit agency dedicated
to inspiring economically
disadvantaged youth to
embrace the highest stan-
dards of academic and per-
sonal excellence, said she
recalls a time not too long
ago when drug dealers fear-


lessly peddled poison on
neighborhood streets.
"I remember driving
through the community,
seeing the guys on the
street," she said. "Even if
you didn't see the (drug)
transactions, you'd know
they weren't in school."
Ms. Pelham said that
neighborhood groups' part-
nerships with Melbourne
and Palm Bay police
departments has helped to
greatly reduce drug activity
in South Melbourne, but

The city of Melbourne
and soup kitchen Daily
Bread will take their long-
standing argument before
a three-judge panel Oct. 21,
making it the first time the
two groups will meet in
court.
The soup kitchen filed a
civil suit against the city
June 19 with the Brevard
County Clerk of Courts.
At a special meeting May
14, Melbourne's Zoning
Board of Adjustment
upheld a decision to deny a
request made by Daily
Bread to change zoning so
the nonprofit could build
an administrative building
adjacent to its soup
kitchen, located at 815 E.

Cocoa Beach to


host first air show

COCOA BEACH The
skies will come alive the
weekend of Oct. 3 and 4
during the first annual
Cocoa Beach Air show.
Thirteen different acts,
including seven military
and six civilian acts will fill
the skies.
The U.S. Air Force F-16
Viper Team, the U.S.
Navy's F-18 Hornet Team
and the U.S. Army Golden
Knight Parachute Team,
along with the 920th Res-
cue Wing from Patrick Air
force Base will demon-
strate the aerial power of
the military.
Organized by Bryan Lil-
ley, the Cocoa Beach Air
show will reflect the mili-
tary and aviation influence
that contributes to the


county.
Mr. Lilley got a taste of
the area's aviation enthusi-
asm two years ago while
organizing the World
Space Expo at Kennedy
Space Center in celebra-
tion of NASA's 50th
Anniversary.
"This is a perfect area for
an air show," he said.
"With the military pres-
ence, space center and
deep water port, it has the
potential to grow expo-
nentially in years to
come."
The central location was
also a plus, as visitors from
South Florida, Jack-
sonville, Orlando and
Tampa can easily travel to
the show, he said.

"The contest is open to
any of Brevard County
schools," said Ms. Cook.
The school with the most
points per student ratio
will win $5,000. Second
place receives $2,500; third
place receives $1,000;
fourth place will receive
$500; fifth place will
receive $250 and the bot-
tom five will receive $500
each, said Ms. Cook.
"The schools get to
choose how they use the
money," said Ms. Cook.

safer environment.
"This is the only cleanup
we do during the year that
allows us to categorize the
items collected, which gives
us a better idea of what's out
there," said Jim Kriewaldt,

plant program manager for
Keep Brevard Beautiful.
"Having these numbers can
lead to things like aware-
ness, recycling incentive
and policy change."
This year, more than
23,365 pounds, or 11 tons,
of trash were collected
throho ut 15 sites along
Brevard's beaches.
That figure does not,
however, factor in the pri-
vate cleanup performed by
Canaveral Air Force Station,
whose members had to
postpone their event until
later this month, Mr.
Kriewaldt explained.
For the past several years,

Mr. Kriewaldt estimated the
county's total number of
volunteers to be about 1,600
and the total pounds of
trash collected to be more
than 35,000.
"During the 2008 event,
we counted 34,785 pounds
of trash," he said. "Compare
that with this year's results,
and we did excellent."
While it takes several
weeks to tally the various
pieces of trash collected,
Keep Brevard Beautiful vol-
unteers said that through
the years, they've seen it all.
"Cigarette butts win
hands-down for the most
prevalent item collected,"
said Larry Weber, president
of KBB. "That is worldwide,
as well. Next time you're at a
stoplight, look down at the
nearest curb and see just
how many are lying there."
Second to cigarette butts
are bags from fast-food
restaurants, aluminum
cans, bottles and aban-
doned fishing line along the
county's beaches.
The final results and tal-
lies will be posted in Novem-
ber on the Keep Brevard
Beautiful Web site,
www.keepbrevardbeauti-
ful.org.

city's zoning correctly in
making her decision.
The nonprofit claims that
its two properties, located at
815 E. Fee Ave. and 805 E.
Fee Ave., although adjacent,
are actually two separate
lots with two separate zon-
ing designations.
The Zoning Board of
Adjustment voted 4-3 to
overturn Ms. Dittmer's deci-
sion, one vote shy of the
supermajority vote needed.
"Two (of the Zoning Board
of Adjustment members)
who voted against us actual-
ly agreed with our argu-
ment," said John Farrell,
executive director of Daily
Bread, "and we're going to
use that against (the city of
Melbourne)."

to the city's response, and

Both sides feel they have
strong arguments.
"I expect a favorable out-
come," Mr. Farrell said,
adding that his organization
is working hard to help an
increasing population of
people struggling to make
ends meet and losing homes
due to foreclosure and the
downtrodden economy.
Melbourne city attorney
Paul Gougelman said the
city is equally confident in
its case, although no matter
what the outcome, neither
side will really win.
"From a legal standpoint,
it would be to everybody's
advantage if we could find a
new location that worked for
Daily Bread," he said. "It
would meet a community
need and get them out of

"(Past drug) busts raise
awareness, but we really
need to put some fear in
(the children) of the conse-
quences of experimenting
with drugs," she said.
Take a Stand will coincide
with Club Esteem's Red Rib-
bon Week Service Learning
Project Oct. 23-31, in which
Club Esteem members will
participate in the two-day
"Take a Stand!" event to
gather information for a
service learning project
titled, "Let's all be Drug,
Alcohol and Tobacco Free!"
During the project, mem-
bers will investigate and
address the effects of drugs,
alcohol and tobacco in their
community. Members will
wear red ribbons and pass
them out at school to
demonstrate their commit-
ment to being drug, tobacco
and alcohol-free, Ms. Little
said.

petry and story-telling, arts
and crafts, role-playing, a
drug, tobacco and alcohol-
free parade and a Youth

daughter in an alcohol-relat-
ed traffic crash.
"Take a Stand!" will contin-
ue Oct. 17 with a fun day at
the community center,
including entertainment,
food and the distribution of
information to help parents
build positive self-esteem in
their children. Adults and
children will also participate
in a panel discussion on drug
activity and violence. Addi-
tionally, Melbourne Police

to provide fingerprinting and
Health First will produce pic-
ture IDs of the children.
Mr. Gowin said he and
other organizers hope the
event will further reduce
drug activity in their neigh-
borhood.
"We know we're not going
to get (through to) every-
body, but if we can get one or
two to grasp the concept (of
living a drug-free life), it's
worth our time. We just want
to get the word out in the
community."

ring busted in Chicago

Postal worker stole
30,000 DVDs

the movie rental company

Weathers was arrested in

Don't hit animals with your car

I live in a beautiful area, Viera. I love how we still have tons of
wildlife right in my backyard. I do not like how Murrell Road has
become a speed area, with impatient and inconsiderate driv-
ers.
The speed limit is 40 miles per hour and if you drive 40 mph
you may get run over by the folks doing 50-60 mph.
I know that cranes for whatever reason will walk to the center
so I look for them and will protect them with my car if I see
them cross. I see on the other hand people on cell phones talk-
ing, texting and speeding with no regard for life.
Although swans are not native to Florida and were intro-
duced here years ago, they are here, on Sunday a family of
swans crossing Murrell Road had a run-in with one of the driv-
ers I described. I can assume that since the driver never
stopped.
How do you hit a 35-40 pound bird and not stop? Actually a
part of his bumper came off. I just met the lady who stepped up
to the plate and was in the right place at the right time. She is a
vet tech and she took care of the swan after taking the swan to
the emergency vet and put out her own money. Kudos to her.
Come on, people, have you lost your compassion for life?
Slow down and drive responsibly.

Irresponsible dog owners ruin it for everyone

I have a rant about irresponsible dog owners. Before I start,
let me state that I am a dog lover and believe dogs play an
important role in many of our lives. But irresponsible dog own-
ers are ruining it for all of us.
Just the other day, my young son and I were walking on Mel-
bourne Beach when we saw a dog owner walking three large
dogs about 200 yards away. As the owner approached us, she
decided to put one of the animals on a leash, but let the other
two continue to roam.
Sure enough, as they got closer to us, the dogs decided to
charge up to me and my son. The owner first started calling
them, but her commands were ignored. Then she shouted out
to us, "Don't worry, they're friendly, they don't bite! They just
want to lick you!"
Seriously?
What she should have shouted was, "I'm terribly sorry, but
I've lost control of my animals. Please stand very still while they
put their tongues all over your hands and your son's face."
And they wonder why dogs aren't allowed on the beach.

Bravo Brevard Symphony Orchestra

Who says, "nothing is free" and in addition, "if free is it worth
anything?"
The Brevard Symphony Orchestra and The King Center
offered two complimentary concerts on Sunday, Sept. 20.
And I must say that it was worth more than some concerts
that I have paid full admission to attend.
The conductor was very humble and his presentation to the
younger members of the audience was exquisite. He has really
mastered an ability to catch a youngsters' attention and present
appreciation for the musical arts.
This was the second year that my two children and myself
have attended this "gift" from the Orchestra, The King Center
and various sponsors.
The audience was composed of all ages and interests and we
were graciously ushered in by the The King Center volunteers
as if we had paid full price for an exclusive performance. As
often is the case at The King Center, we were greeted by the
friendly faces as we presented our complimentary, printed
online tickets at the door and by the scent of the sweet nut con-
cession.
The Orchestra presented itself in its best manner with smiles
and serious expressions, as appropriate during introductions,
and within the playing the diverse selection of pieces.
Especially enjoyable was the breakdown of the families of the
orchestra and the demonstration of the individual sections
playing their portion of a piece and then the combination
being brought together to demonstrate the blended harmony.
Following the concert, the instrument "petting zoo" gave
everyone the opportunity to get up close to the instruments
and musicians.
This event is a reminder of how valuable the arts are to our
young people and our society. We should all support music, art
and culture at every opportunity. Even if it is complimentary.
Teaching children that a standing ovation is sometimes the
best reward for a musician appears to be a small lesson. How-
ever, it will last a lifetime.
Thank you so much to everyone involved, it made for a very
enjoyable afternoon.

Law enforcement funding a priority

are asking our state
senators and state repre-
sentatives who are prepar-
ing for what may be their
toughest legislative session
yet... "Don't reduce
funding to Florida's prisons
or repeat the mistakes of
the past."
In the early 1980s,
Florida was experiencing
similar economic chal-
lenges. One way the state of
Florida addressed the lack
of funding was to enact
various legislative initia-
tives to reduce the number
of criminals going to
prison, and to release
people from prison early.
As a result, countless
violent repeat criminals
who had once again been
arrested and convicted of
crimes were being allowed
back into our communities
to commit even more
crimes.
Inmates were receiving
large amounts of early
release "gain time." This
resulted in prisoners
serving a mere fraction of
their sentence. It was not


uncommon for prisoners
to serve a little more than
two years for a 10-year
sentence. As a result,
Florida's violent crime rate
skyrocketed.
To put it in perspective,
we had 27 murders in
Brevard County in 2008.
Compare that to Brevard
County of 1986, when we
had 41 murders. This is
even more concerning
when you realize we had
200,000 fewer people living
here. I don't think a single
day went by when we
weren't hearing about a
terrible crime somewhere
in the state committed by
an early released violent
criminal.
Florida was getting a
national and even interna-
tional reputation for
violent crime and earned
the highest violent crime
rate in the nation. Crime


More on parking meters

Ms. Infantini, let me get to the quick of it. Let me understand
this correctly: you want to have meters at the ocean parks along
A1A, do you and I live on the same planet Earth? Or have I gone
to another galaxy? I mean there is sure enough drugs in this
county to send me there, which brings me to another matter,
but we will talk about that one after I written my spiel on the
meters.
You want meters because your retired cronies don't want to
open up their wallets, which have cobwebs in them to begin
with, because most are living on their retirement checks from
either the military or another company that did not pay good
retirement benefits anyway.
Your constituents want you to put meters on property, where
crime is rabid? I wrote another letter previously, they must have
listened because now they put a 24-hour surveillance at Spes-
sard Holland South, because people were getting robbed there


was affecting every area of
our lives from tourism to
the state's economic
development.
As a result of this crime
wave impacting our state,
in 1992 a group of con-
cerned state legislators,
including our current
governor, Charlie Crist,
sponsored key legislation
to stop early prison
releases. The effort was
successful and resulted in
the requirement that
prisoners serve a minimum
of 85percent of their prison
sentence. I believe this was
the largest single factor in
reducing the crime rate in
Florida.
It is now 2009 and we are
facing tough statewide
economic times once
again. It is critical that our
state senators and state
representatives ensure that
violent criminals serve
their prison sentences.
While prisons are expen-
sive to operate, this needs
to be a funding priority.
Reducing the crime rate
is the end product of
dedicated law enforcement
officers, diligent prosecu-


tors, strong judges and
appropriate prison sen-
tences. If there is a break-
down anywhere in this
process, crime will surge
and those citizens we are
sworn to protect will suffer
the consequences.
The highest obligation of
government is to protect
our citizens. While our
economic situation may
make it necessary to
reduce spending, we
cannot lose sight of why
we are here. Ensuring our
families are protected
from criminals should
always be our State's
number one priority
regardless of any challenge
we face.
We will be closely
monitoring the upcoming
legislative session to keep
residents informed about
this important issue. We

So let me understand this correctly, you want to put meters at
county parks where they have shut off showers to both north
and south either due to the homeless or the other degenerates.
Are you kidding?
There are no good paying jobs in Brevard unless one is
"smart" enough to work at NASA. So my main beef with your
meter proposition is this: If we are to pay, there should be clean
bathrooms with at least running water to wash the salt off. If
you can't provide that, I may suggest, shut the beach down, the
water is nice only in the summer. I should know. I have swum
here every month and the water is only nice from May to the
beginning of September, if that.
Yes, no one is holding a gun to my head saying stay here, that

To the Editor:

Carter is the National Hemorrhoid
and it is time to for him to retire. It was-
n't bad enough that he almost
destroyed this Country with his BAD
choices and still he is going around
making really dumb statements. I
think we are all tired of these wackos
who keep trying to play the race card. I
don't think anyone is even thinking


race. Joe Wilson called the president a
liar. What in the name of heaven does
that have to do with race? He is a liar
and I don't really care what color, he is.
If the race was a problem he would not
be president as it took a lot more than
black people to win him an election.
Get over it and quit calling all of us who

been OK in Chicago but the rest of us
are going to say what we believe. Talk
to your doctor as I did to see how the
medical profession feels about this
horrible Obamacare. It is a disaster
and the unions are going to make a ton
of money as are all the people that
Obama favors. If the recession is over
why is unemployment 10 percent
almost everywhere? I hope all you that

Bizzaro's boasts authentic Italian feel

Owner George Hagal said
three things set his restau-
rant apart from other ven-
ues: freshness, family-
friendly service and
authentic Italian taste.
"I have people in here
every day that travel across
town to dine with us," said
Mr. Hagal, a New Jersey
native. "They enjoy the fam-
ily-feel and can taste the dif-
ference in our food."
In June 2001, Mr. Hagal
purchased Bizzaro's Pasta &
Pizza Restaurant in Satellite
Beach from its previous
owner and transformed it
into a place where couples,
families and friends feel
right at home amidst the
venue's close-knit staff and
cozy atmosphere.
A former food distributor
and longtime restaurant
owner, Mr. Hagal makes it
his goal to know all his regu-
lars by name and greet new
customers with the same
welcoming nature.
Using his thick New Jersey
accent to converse with
guests, Mr. Hagal stands by
his restaurant's motto: "Wel-
come to Bizzaro's! Where
everybody is to be part of
our family."
When it comes to food,
keep in mind that Bizzaro's
is much more than pizza -
even though many would
agree it has the best in town.
There are so many delec-
table dishes to choose from
on the Bizzaro's menu that it
took my guest and I at least
10 minutes to make a deci-
sion.
"Take your time," advised
our friendly server, Pat Rig-
gert. "There's definitely a lot
to look at."
Like many of the snow-
birds who visit the Space
Coast each year, my grand-
ma spent the past three
months visiting from Con-
necticut.
It was the day before she
and my grandpa were head-


ed back up north, so I fig-
ured, who better to accom-
pany me on my review than
Gram- the kitchen connois-
seur herself?
While we chatted about
the restaurant's upcoming
redesign with Mr. Hagal, our
server brought us a basket of
the most delicious garlic
knots one has ever tasted.
We "subtly" fought over the
last one, being sure to dunk
each piece in the dish of
tasty marinara sauce.
It was then that Mr. Hagal
informed us that every
sauce, every soup and every
piece of dough used for the
venue's pizza and pasta are
handmade each day in the
restaurant's kitchen.
It wasn't difficult to taste
the difference.
Gram started her meal
with a cup of authentic
pasta fagioli, loaded with
veggies, beans and cheese.
After sampling her deli-
cious soup, I munched on
my Italian antipasto, which
was served on a 9-inch plate
and covered in a blend of
lettuce, carrots, cauliflower,
tomato, pepperoncini, black
olives, salami, ham and
cheese. I topped it off with
my favorite salad dressing -
which very few restaurants
offer creamy Italian.
Other appetizers and
starters Bizzaro's offers are
Caesar salad, chicken wings,
mussels marinara, moz-
zarella sticks, fried ravioli
and one of the venue's most
popular items, fried cala-
mari.
Just from our soup, salad
and bread, we were border-
ing stuffed when it came
time for our main dishes.
Gram was served a hearty
portion of her favorite,
chicken parmigiana, which
she raved about for about
five minutes straight.
But no dish could have
compared to the gnocchi
pasta and marinara sauce I
ordered.

noodles, were so light and
fresh that they literally melt-
ed in my mouth. If you're
craving Italian, but want to
try something out of the
ordinary, I highly recom-
mend this dish.
Other pastas available at
Bizzaro's are linguine with
white or red clam sauce,
penne caprese, veal parmi-
giana, eggplant rollatini,
muscles marinara or fradi-
avolo, zuppa di pesce and
linguini puttanesca, which
consists of capers, black
olives and anchovies in
marinara sauce.
Chicken or veal dishes can
be ordered with a franchise,
marsala or piccata sauce,
and jumbo shrimp can be
made with marinara, fradi-
avolo or scampi sauce.
Baked dishes include ziti,
manicotti, stuffed shells,
lasagna, ravioli and penne
blue, which consists of
chicken, ham, Dijon sauce,


mozzarella cheese and sea-
soned bread crumbs.
Cold sandwiches, such as
capicola and provolone, as
well as hot sandwiches, such
as eggplant Parmesan and
Philly cheesesteak, are also
available for those who don't
enjoy pasta as much as I do.
If you're into seafood, Biz-
zaro's also offers a delicious
crab and lobster stuffed
tilapia and a soft-shell crab
dish, carefully crafted by
head chefs Benny Gambino
and TonyAbitino.
There are more than a
dozen varieties of pizza
offered at Bizzaro's, includ-
ing margherita and meat
lover's, as well as stuffed
pizza dishes, such as strom-
boli and calzone.
The restaurant also offers
a collection of fine wines
and beer to accompany your
meal, as well as an Italian-

Artists weave friendship, camaraderie


'Dirty Dozen' to
showcase work
during exhibit

A group of local artists
has found a common
thread in its pursuit of a
unique type of art.
The Dirty Dozen Fiber
Artists is a group of artists
dedicated to using fabric
as its main medium, said
Ellen Lindner, group mem-
ber.
"We treat fabric the way
a painter uses paint," said
Ms. Lindner, who has
branded her own work
"fabric collage." "We cut
and place fabric to make
compositions, using
stitching and glue. There's
a lot of pictorial art. Some
is abstract. Anything we
can get a needle through,
we'll use."
Ms. Lindner said group
members manipulate fab-
ric in a variety of ways.
"They may scrunch it,
tear it, burn it, weave it, foil
it, paint it, stitch it or glue
it," she said.
Artists also incorporate
other materials, including
paper, window screening,
plant material, beads and
plastics.
The group is limited to
12 members in an effort to
keep it small enough to
meet in members' homes
and to take manageable
annual member retreats,
Ms. Lindner said.

Lisa-Marie Sanders, the
newest member of the
group, will exhibit her
work with the Dirty Dozen
for the first time during
this show.
"I'm fairly new to art
quilting," Ms. Sanders said,


adding that she learned
several traditional quilting
tips from her mother-in-
law before learning about
the Dirty Dozen group. "I
take inspiration from
where I live (in Cocoa
Beach), and recently did a
fabric scene of a surfer
girl."
Ms. Sanders' showpiece,
which she calls a kaleido-
scope wall quilt, is a rather
large piece at 55 inches by
55 inches. She said that
although it's hard to quan-
tify, she believes she's
worked on the kaleido-
scope wall quilt for
approximately six months.
Ms. Sanders said she
jumped at the invitation to


join the group because she
was eager to learn from
other artists.
"One of the things I'm
excited about is learning
from the other quilters,"
she said. "I'm also excited
about having a place to
show my art."
Ms. Sanders concluded
by saying the Dirty Dozen
is a close-knit group.
"The sharing, cama-
raderie and friendship is so
neat, and it's great to have
this opportunity and these
friendships that develop,"
Ms. Sanders said. "This is
the most non-competitive
group of artists I've ever
