It might be "lights out" for a longstanding Mel-
bourne holiday tradition if organizers cannot
make up a nearly $10,000 deficit caused by city
budget cuts.
Karen Harshaw, who founded the nonprofit
organization that runs the Melbourne Holiday
Light Parade, said she received a letter from the
city dated Aug. 7, just four months before the

prison life as a tactic for par-
ticipants of his program.

return to the moon,
flights to Mars and the
impact of new tech-
nologies.

The Space Shuttle Pro-
gram has improved orthotic
knee joints and led to the
development of miniature
heart pumps, hand-held
infrared cameras that scan for
forest fires, lighter and
stronger prosthetic limbs and
an extrication tool that
removes accident victims
from wrecked vehicles.
Besides probing the uni-
verse, the Hubble Space Tele-
scope is tied to imaging tech-
nology that makes breast
biopsies less invasive and
more accurate. And astro-
nauts' work on the space sta-
tion- which Mr. Beutel says is
based on a 15-nation partner-
ship has led to benefits such
as robotic arms that assist in
medical surgery, an air purifi-
er that kills most airborne
pathogens, including anthrax,
and a water recycling system
that converts urine and bath-
water into potable drinking
water.
The exploration of Mars
has led to a mineral identifica-
tion tool used by the United


States military and law
enforcement agencies to
identify suspicious liquid and
solid substances, and to sys-
tems that photograph and
map cities, towns and land-
scapes for municipal, com-
mercial and personal use,
according to "Spinoff."
There are scores of other
NASA-derived or related
items used daily worldwide,
such as satellite communica-
tion systems used by cell
phones and Blackberries,
cordless tools and the Global
Positioning System.
Indialantic resident Tony
Vespa, who worked as a struc-
tural engineer for Northrop
Grumman for more than 30
years, said people must not
take the benefits of space
exploration for granted.
"Life does not stand still, and
progress waits for no one," said

Decisions on space program expected

On Aug. 31, The Review of
United States Human Space
Flight Plans Committee will
give President Obama a
report that includes recom-
mendations on the future of
the space program.
The 10-member commit-
tee was formed with the pur-
pose of finding options for
keeping the program run-
ning, while staying within a
10-year, $80 billion budget.
Norman Augustine, former
chairman and chief executive
officer of aerospace manufac-
turer Lockheed Martin, chairs
the committee. It was
charged with addressing
issues such as expediting a
new American vehicle to
carry astronauts to the Inter-
national Space Station, mis-
sions to the moon and desti-
nations beyond low-Earth
orbit, such as Mars, and stim-
ulating commercial space
flight capabilities, with the
goal of fitting these into the
current budget.
Mr. Augustine recently said
the committee will offer five
options for the space pro-
gram, but will not be making
recommendations concern-
ing specific jobs at the
Kennedy Space Center.
Right now, the last space
shuttle flight is scheduled for
Sept. 16, 2010, said Allard
Beutel, NASA spokesman at
the space center. It is one of
six remaining shuttle flights,

Orion spacecraft which is

differences in the design of
the space shuttles and Orion,
could mean the loss of more
than 3,000 jobs at the space

"The shuttle is an expen-
sive system to maintain," Mr.
Beutel said.
For example, each shuttle
includes more than 22,000
high-maintenance, heat-pro-
tection tiles.
In comparison, "Orion is a
capsule design a throwback
to the Apollo design instead
of an aircraft design," Mr.
Beutel said. "(Orion) is pro-
tected with a heat shield and
it still will have tiles, just
nowhere near the number
the shuttle has now."
While much of the space
program's future remains up
in the air, NASA still plans an
Oct. 31 flight test of the Ares
I-X rocket. During the 2 1/2-
minute flight test, more than
700 sensors on the rocket will
gather critical data for the
Constellation Program.
And, looking farther ahead,
NASA still hopes to return to

"And it gave us a com-
petitive edge in a global
economy. And of course,
the moon by 2020, Mr. Beutel
said. On the moon, the U.S.
could set up a lunar outpost
and "test our landing and liv-
ing abilities" there, he said.
Also, the moon could serve
as a launch site for Mars' mis-
sions, journeys that could
occur in the 2020s or 2030s,
he said. He emphasized the

timeline for going to Mars.

Mars, however, "is the easi-
est place to go to other than
the moon," Mr. Beutel said.
"It's not so inhospitable that
we couldn't land there."
At one time, the Mars' cli-
mate was similar to Earth's.
On trips to Mars, scientists
could try to find out why its
climate changed and further
explore the solar system, Mr.
Beutel said.

Motor vehicle crashes are the leading cause of death for children ages 3 to 14.
In 2007,6,532 passenger vehicle occupants 14 and younger were involved in
fatal crashes, and among children under 5, an estimated 358 lives were saved

EDC vows to help Brevard through

transition to new space projects


NASA employs
thousands,
spends billions

The fiscal impact NASA has
on Brevard County can only
be described as astronomical
-literally.
In fiscal year 2008, Kennedy
Space Center and NASA spent
more than $1.82 billion in
Brevard County. Additionally,
according to NASAs most
recent economic impact
analysis, fiscal year 2008,
there were a total of 14,865
Kennedy Space Center work-
ers, 77 percent of whom were
employed by prime contrac-
tors and 93 percent of whom
lived in Brevard County.
When the space shuttle
program retires in 2010, that
impact would be roughly the
same in reverse, said Lynda
Weatherman, president and
chief executive officer for the
Economic Development
Commission of Florida's
Space Coast.
The Economic Develop-
ment Commission is a pri-
vate, not-for-profit coalition
committed to the economic
stability and growth of Bre-
vard County. Stakeholders
include existing businesses,
industries and organizations
whose leaders are dedicated
to maintaining a strong busi-
ness environment while pre-
serving the community's
quality of life.
The core work of the EDC is
to assist businesses in all relo-
cation and expansion phases.
"This important work
increases community wealth


and builds stronger local eco-
nomic potential for us all,"
Ms. Weatherman said in an e-
mail interview with Home-
town News. "We value the
strategic and financial contri-
butions made by our part-
ners. This contribution allows
us to work every day on a
global scale to build a
stronger economic future for
Brevard."
The EDC is actively seeking
ways to ease the transition,
Ms. Weatherman said, includ-
ing continuing efforts to
increase commercial aero-
space industry presence on
Florida's Space Coast.
"The first step towards
implementation of this plan
was perhaps Brevard's largest
success of 2006, the
announcement that Lock-
heed Martin was the winner
of the crew exploration vehi-
cle project, and assembly and
checkout will be completed
on Florida's Space Coast," Ms.
Weatherman. "This marked
the first time in history that
Florida was able to secure a
space-related endeavor other
than launching spacecraft."
The resources and infra-
structure that will evolve as a
result of CEV will establish
Florida as a center for space
vehicle production for the
future, in effect, creating a
whole new industry, Ms.
Weatherman said.
The EDC is also working to
stay on the front lines in fight-
ing the impending gap from
the transition of the shuttle
program to the new crew
exploration vehicle, identify-
ing new Kennedy Space Cen-
ter missions from NASA,
retaining and attracting com-
mercial space industry,
including space tourism and


new vehicle production and
defining 3,500 job skill mixes
and marketing them for new
aerospace uses.
The EDC has also lent sup-
port to the following efforts:
human space flight by fast-
tracking the nation's Explo-
ration program; establishing
policy that makes low-earth
orbit, including re-supply of
cargo and crew to the Interna-
tional Space Station, the
domain of the U.S. industry;
supporting adequate funding
of space sciences and
research to maintain U.S.
supremacy in space tech-
nologies and systems; and
promoting "joint procure-
ments" of space hardware
between government agen-
cies and commercial launch
companies, as this would
benefit all buyers due to the
"learning curve/quantity
effect."
In short, members of the
EDC are deeply concerned
with transitioning through
the gap, and are working hard
to support Brevard County
businesses that will be affect-
ed through the transition.
"There are serious implica-
tions for our community and
our local economy, but we
feel that by identifying the sit-
uation early and strategically
laying out plans now that can
be implemented in the near
future, we have a good hold
on where we stand," Ms.
Weatherman said. "With
these measures in place, we
can withstand future changes
with knowledgeable
approaches and not reac-
tionary ones."

hotel room, a piece of real

gy developed thanks to
experiments aboard the
International Space Sta-
tion.
Originally developed to
help astronauts with
remote docking of space-
craft and to guide space


robots, the 360-degree dig-
ital representations now
help consumers on a daily
basis.
And, while hundreds of
people routinely watch the
shuttles blasting off to
carry the equipment nec-
essary for experiments
aboard the International
Space Station, few know
just what has been going
on up there for the past
decade.
Since 2000, astronauts
aboard the ISS have con-
ducted experiments on the
effects of micro gravity on


human physiology and
have tested new materials
for future space explo-
ration.

is that it takes time for the
results of our experiments
to turn into benefits for

Reform health care for the government too

President Obama and Congress have a wonderful idea
with their plan to nationalize health care in the United
States. This is a nation governed by folks like us; we elect
them and sent them off to our nation's capitol. There was no
transformation in these folks once they were elected; they
neither "walk on water" nor were sanctified-they remain
exactly as they were before being elected.
Let us take that concept one step further. Let all federal
elected officials and all folks working on the federal payroll
surrender their current health care/insurance plans and
accept nothing more and nothing less than they are willing
to legislate for all Americans.
We all know that all elected officials are looking out to do
the best for our nation and for each and every citizen. We
gave them our trust and they gave us their "word;" so let's
put in place that health care/insurance plan that those hon-
orable elected folks prepare, not only for us, but also for
themselves.
Yes, dear Congress and dear Mr. President, show us your
faith in your legislation by being the first to surrender your
current government provided health care/insurance plan
for the newly legislated health care/insurance plan that you
just wrote. We all know you are honorable.

Credit card debt issues

I get amused and sometimes angry at people who blame
people's weaknesses for credit card debt. Granted, it should
be used with discipline. And it's outrageous what the card
companies have been doing to consumers who pay on
time, even if it's only the minimum payments, which a lot of
people don't do in this seemingly forever recession. And
collection agencies, that's something else that's appalling,
too.
But, they do come in handy when there is an unplanned
emergency. That's what the purpose of a credit card is sup-
posed to be. Now, since our economy has gone bad, it
shocks me to see how often people use credit cards just for
food and basics. This wouldn't have happened if employers
and the Bush Administration hadn't teamed up to ship all of
our jobs overseas to India and the Philippines.
But, I do think people who apply for a card just to max it
out and then not pay the balance due should be thrown in
jail. That is no different than stealing.

More on healthcare reform

I am truly concerned about health care reform in Ameri-
ca. However, I do not want to see The federal government
take over control, not even "a sliver" of it.
Mark Steyn, sitting in for conservative radio talk
showhost Rush Limbaugh today, discussed the difference
between health care and health treatment.
All Americans currently do have access to health treat-
ment anytime for initial care. The emergency room's are full
of people receiving such care. Our emergency medical serv-
ice system is another example of health treatment which is
available to all.
That being said, we can examine these two systems and
predict what will happen if we allow even a "sliver" of
nationalized health care.
I have been involved with fire fighting and EMS for over
40 years. Although I am retired from that, I still enjoy listen-
ing to the emergency calls on my radio.
Today, I heard my city and county paramedics (two two-
person crews), along with one police officer and one animal
control officer being dispatched to a person with a dog bite
to the hand. I wonder how much that cost the taxpayers of
this city and county?
Years ago, I responded with my ambulance and engine
company (a six-person crew) to a two month pregnant
woman with stomach pain. Upon arrival she met us at the
door with her suit case packed and walked out to the ambu-
lance.
One more: How about a five-person crew responding to
call for a woman who cut her finger when she was cutting
the lid off the can of dog food. Of course, there are millions
of calls just like these; costing millions of dollars.
This is how I break it down. 1) Often, our medics and
police would push people "to get checked out." Minimum
cost: $300 for transport. Our city needed the money. 2) If

Dear editor:

All of you liberals who wanted change really got change
after listening to all the lies this administration promised
while telling all the Space Coast voters how they would
back the space program and do so much for NASA, yeah
right. With only 1 percent of the budget going to NASA to
invent all the wonderful lifesaving things they have
produced and giving millions of stimulus dollars to their
union buddies who pour money into their democratic
coffers, NASA gets nothing.
Also we are looking at "Obamacare," which will slash
hundreds of billions of dollars from Medicare by lowering
reimbursement to doctors and hospitals and if the
hospitals get less for each MRI they will do fewer MRIs. If
doctors get less for heart bypasses on Medicare patients,
they will also have to do fewer. This is not knocking
hospitals or doctors as this is Obama's plan. By expanding
coverage to 50 million more people, which includes 12
million illegal immigrants, there will not be enough
doctors and nurses to care for this huge influx, and why
should we have to foot the bills for people who should not
even be allowed to stay here?
Get the picture, people. This is an administration at its
worst and with Nancy Pelosi and Gringy Harry running
the show as Obama has no clue, what did you expect? Be
careful what you ask for.

A simple question

Dear editor:

A simple question for Barack Obama. I only request a
simple direct answer. No political gobbledegook, no large
words which may not really fit the topic, such as "cali-
brates."
When Congress rams this huge and mostly unnecessary
health bill down our throats, even if we don't want it. Will
members of Congress, and yourself, be forced to use the

advantage of all they can get. Every city has their "frequent
flyers," as we call them, who abuse the system. 4) Some
places, at certain times of the day, because of the call vol-
ume, emergency response must be "rationed" in one way or
the other. In some cases, the medics will actually call for a
cab (paid for by the county) then leave. 5) In some places,
like Nassau County, N.Y., the EMS system that was originally
started by volunteer fire departments back in the early '60s
is collapsing under the weight of the demand for service
and the lack of trained medics willing to perform the service
for free.
Just like in the ER's and hospitals around the country,
many medics are getting burned out from the abuse and
leaving EMS. It's easy to see what will happen if our federal
government were to take over providing health care. I see
exactly the same thing happening.
The bottom line as I see it is: There is no such thing as
"free health care." It's an impossible concept (outside of
missionary work). People do not work for free. Hospitals
require equipment and electricity and supplies, which
aren't free. The best we can get are the "not for profit" hospi-
tals, however they still must make money or they go out of
business.
While some reform, like tort reform is needed, we don't
need a complete take over.
Also, if Congress has such great ideas for health care, why
don't they try it out on themselves first, then reform


same program and play by the same rules?
Just a simple legitimate question requesting a simply
answer.

Healthcare and bailout suggestions

Dear Editor,

With the President and Congress being concerned for U.S.
citizens that have no healthcare, I propose the following
solution. The plan would allow adults without health insur-
ance to have two checkups a year and four for children. Those
already insured would keep their existing health insurance.
The government could provide assistance to those unin-
sured citizens that have been diagnosed with an illness and
receive the treatment needed. It is a proven fact that if an
illness is detected early on, it is often much less expensive and
less difficult to treat.
U.S. citizens without health insurance who go untreated
after becoming ill (sometimes suffering with a disease or
illness for years) become a financial liability for the govern-
ment or medical providers.
The old adage "an ounce of prevention is worth a pound of
cure" certainly applies now.
I offer the following suggestion relating to government
bailouts. Reward U.S. tax payers by having the federal
government match $500 to $1000, dollar for dollar, to individ-
uals who open a savings account and do not touch it for two
years.
This initiative would generate plenty of monies for banking
institutions and allow them to provide loans to qualified
borrowers.
This idea certainly makes more sense than just handing
over hard earned tax payer money to banks and receiving
nothing in return.
For a change, how about the U.S. tax payers getting
something in return for our tax dollars?

The federal government should prove that it can efficient-
ly provide a good service to it's own first, don't you agree?

Why are suspensions paid?

Why is it when the police get suspended they go home
with pay? So what's the big deal? They could stay home and
do nothing and get paid for it when other people can't?

Postal service suggestions

I keep seeing articles in the paper about the post office
and the billions of dollars they are losing. Have they ever
possibly considered, like any other business, that when
demand for your product starts to decline, you should also
compensate and cutback on staff to a degree or go to four -
or five-day work weeks?
If e-mail and e-pay is taking over, then why don't they
charge full price for all the junk mail that nobody reads and
most of us throw out? Their spending most of their time
handling this garbage. They need to run like a business, and
I am sure health care is killing them. They need to make cut-
backs all over the place. They cant go out of business like the
buggy whip manufacturers. That was an admirable product,
too, but there is no longer a demand for it. So they might
want to re-think their business strategy.

The Materials ISS Experi-
ment brings new materials
to the ISS with each mis-
sion. The MISSE articles are
mounted outside the sta-
tion and exposed to the
space environment to see
what will be durable in
space for future missions,
said Ms. Johnson.
These experiments have
taught researches how
atomic oxygen, or a single
oxygen molecule, which is
very reactive and unstable,
breaks down the bonds of
compounds it reacts with.
"Researchers were able to
fine-tune an atomic oxygen
gun to remove one single
layer of atomic oxygen off
of an object," said Ms.
Robinson. As a result, art-
work that has been dam-
aged by vandalism or fire
has been restored.
Due to the current budg-
et set by Congress, the time
horizon for shutting down
the International Space
Station is set for 2015, said
Ms. Robinson.

PORT ST. LUCIE Port St.
Lucie offers a perfect venue
for a vacation for golfers.
Others can visit the Trea-
sure Coast's largest city and
enjoy baseball, shopping
and other activities.
Although Port St. Lucie
doesn't have direct access to
the beach, it's not a long
drive to either Fort Pierce or
Jensen Beach, where one
can stretch out on the sand
or take a dip in the ocean.
Have you always wanted
to learn how to golf ? Try the
Professional Golfing Associ-
ation complex.
The PGA Center for Golf
Learning and Performance
provides instruction and the
chance to practice virtually
every shot. There are simula-
tions of various golf courses
around the world, hitting
stations and motion-analy-
sis technology to analyze
your swing.
For those who want to
learn about the how the
game developed, the PGA
Historical Center traces
golf's history from the 1500s,
in what is believed to the be
the first mention of the
game.
There's a 54-hole champi-
on course open year round.
During the last two years, it
was renovated.
PGA Village also has a
short course that's billed as a
good venue for all members
of the family to play golf
together.
Michael Abramowitz, who
handles public relations for
PGA, said the facility gets a
lot of vacationers who come
to play golf.

Baseball is also a big
attraction in Port St. Lucie.
The New York Mets hold
their spring training at Tradi-
tion Stadium. And although
the boys of summer only
inhabit the stadium in Feb-

as well, and play all summer
long.
You can also take a tour of
the St. Lucie River. River Lilly
