VIERA Contract negotiations
with the top Brevard County man-
ager candidate should be complet-
ed soon.
"I anticipate we will have a con-
tract ready for the (County Com-
mission's) consideration and
approval within the next several
weeks," county human resources
director Frank Abbate said Aug. 4.
Earlier that day, commissioners
chose Howard Tipton, chief admin-
istrative officer for the Orange
County Clerk of Courts, to manage
Brevard County's $1 billion budget

VIERA-The owner of a $200,000
single-family home in unincorpo-
rated Brevard County with $50,000
in homestead exemptions could
pay $1,063 in county taxes in fiscal
2009-2010.
That scenario, county assistant
budget director Elizabeth Swanke
said, would be accurate for a home-
owner who lives in District 5, which
encompasses much of the south
county area.
At 5:30 p.m. Sept. 8, the County
Commission plans to conduct its
first public hearing on the tentative
aggregate operating tax rate of $5.47
per $1,000 of assessed value, as well
as on the county's tentative 2009-
2010 budget of almost $1.1 billion.
It plans to vote on whether to
adopt the county's various debt and
operating villages and the budget
at 5:30 p.m. Sept. 22. The new fiscal
year starts Oct. 1.
On July 28, the majority of the
five-member commission voted to
stick with last year's aggregate tax
rate for the new budget year. Dis-
trict 2 Commissioner Chuck Nelson
and District 1 Commissioner Robin
Fisher voted against staying with
the $5.47 rate.
Mr. Nelson and Mr. Fisher
expressed concern that there would
not be sufficient revenue for items
many of their constituents favor,
such as parks maintenance and
better roads.
Overall, the tentative budget is
$100 million less than the current
budget.
"Maintaining the current aggre-
gate tax rate results in reduced
property tax expenditures of $24.8
million, with $17 million of those
reductions occurring with the
county's general funds," interim

The advertised salary range for
the manager position was $140,000
to $200,000.

Knox and executive recruiter Colin
Baenziger will negotiate a contract
with Mr. Tipton. The county used
Colin Baenziger and Associates, of
Wellington to search for manager
candidates.
Mr. Tipton, 51, has served in his
current job since 1998. According
to his resume, he is "responsible for
day-to-day operations of the clerk
of courts, which includes 600+
employees with a $42 million budg-
do.
Mr. Tipton pre-
viously worked for
Orange County
from 1985 to
1997. He served as its deputy
county administrator from 1992 to
1997, assistant to the county
administrator from 1990 to 1992
and supervisor of employee rela-
tions, compensation and benefits
from
1985 to 1990.
He earned a bachelor's degree

Beachside couple donates $2.5
million endowment posthumously

Five years ago, an anonymous
donation in the amount of
$150,000 to Florida Institute of
Technology enabled the school to
buy the largest research telescope
in the state.
Last October, the mystery
donors died, leaving another enor-
mous gift to the college and reveal-
ing the source of this generous gift,
in the amount of $2.5 million.
James and Sara Ortega of Mel-
bourne Beach died last October, a
week apart. After remembering
family and loved ones in their will,
the couple donated the balance of
their estate, approximately $2.5
million, including a beachside
condo, to the school.
Mr. Ortega, a retired professor
from the University of Virginia, left
his money to Florida Tech because
"he felt his gift would have a much
greater impact on Florida Tech,"
said Terry Oswalt, head of Florida
Tech's Department of Physics and
Space Sciences, the department
that will benefit from this endow-
ment.
Kenneth Stackpoole, senior vice
president for advancement, said
he worked with Mr. Ortega before
his death to ensure the endow-
ment would be used as he wished.
In June, Florida Tech received
more than $600,000 of the bequest
to initiate the Ortega Endowment

Inmates clean county
animal shelters

Brevard County inmates
are working to give home-
less animals a second
chance.
Six times a week, female
inmates from the Brevard
County jail visit the county's
two animal shelters to clean
and work with staff.
They clean, disinfect,
scoop out waste and scrub
walls at the two county-run
shelters in Titusville and
Melbourne, working an
average of 120 hours a week.
"They're getting down
and dirty," said Bobby
Bowen, interim animal serv-
ices enforcement director,
who requested the inmates
work at the shelters. "It's a
job that a lot of people
wouldn't want to do, but it's
one of the most important
at the shelters."

officer from Melbourne, Mr.
Bowen said he knew having
the inmates work at the
shelters would be beneficial
all around.
"I'm always looking for a
way to save taxpayer dollars
and they will augment the
staffing I have (at the shel-
ters.) As time has gone by,

Association of Realtors renovates building

It's not just for Realtors anymore.
The Melbourne Area Association of
Realtors has recently completed the
renovation of its office on Sarno Road,
and the association is now offering the
building for community rentals,
including weddings, business meetings
and computer classes.
According to its Web site, www.maar-
fl.org, Melbourne Area Association of
Realtors is an all-Realtors organization,
in which each of more than 1,700 mem-
bers adheres to the National Associa-
tion of Realtors code of ethics. The
association provides multiple listing
service, also known as MLS, support
and education for Realtors.
Upgrades to the building include a
2,700-square-foot auditorium, com-
puter lab, 1,200-square foot board
room, a full kitchen, four spacious rest-
rooms and two foyers. The parking lot
can accommodate approximately 182
guests.
The computer lab contains 44 com-
puter stations, two projection screens,

Two women honored by Melbourne-Palm Bay Chamber

Two women from the two
different populations at Bre-
vard Community College -
students and staff were
recently honored by the
Melbourne-Palm Bay
Chamber of Commerce for
their commitment to excel-
lence.
Brittany Haugen, a BCC
student who graduated this
summer, and Katherine
Cobb, provost of the Mel-
bourne campus, were
selected to receive the 2009
Young Woman of Excellence
Award and 2009 Woman of
Excellence award, respec-
tively, by the chamber's
Women's Business Council
at the Second Annual
Women of Excellence Cele-
bration.
"I was very excited," said
Ms. Haugen, who plans to
attend Florida Institute of
Technology in the fall to
study molecular biology. "It
made all my hard work
worthwhile."
Ms. Haugen, 20, of Mel-
bourne, was recognized for
her achievements at the
BCC campus. She's a mem-
ber of the Student Govern-
ment Association; vice pres-

ident of the Phi Theta Kappa
Honor Society; and a stu-
dent ambassador. Addition-
ally, as captain of the
school's Relay for Life team,
Ms. Haugen accomplished

goals: raising more than
$5,200 for cancer research,
more than any other team in
the school's history.
Ms. Haugen was nominat-
ed for the award by Mrs.
Cobb, the recipient of the
2009 Woman of Excellence
Award.
"That young lady is a cam-
pus leader," Mrs. Cobb said.
"Everybody thinks I run this
campus, but Brittany and
Tisha Van Pelt (recipient of
BCC's 2009 President's
Award), really run this cam-
pus and I follow their lead."
Mrs. Cobb, Melbourne
campus provost, shared the
stage with Ms. Haugen
based on her dedication to
excellence in professional
endeavors, personal growth,
community involvement
and commitment to helping
other women achieve.
Nominated by Jennifer
Blalock, vice president for
enrollment management,
marketing and community
relations, Mrs. Cobb mod-
estly pointed to the achieve-
ment of the other 33 nomi-
nees when asked about the
award.
"I was humbled because
you never consider yourself
a woman of excellence
when all you see is excel-
lence around you," she said.
Mrs. Cobb is a graduate of
Stetson University, where
she earned her bachelor's
degree and juris doctorate.
She is a member of the Eau
Gallie Rotary, the Mel-
bourne-Palm Bay Chamber
Education Foundation and
is a past chair of the Ameri-
can Cancer Society. She also
serves on the board of the
Women's Business Center
for Florida Institute of Tech-
nology, the Stetson Univer-
sity Arts and Sciences
Board, the Holy Trinity Epis-
copal Academy Board of
Trustees and a member of
the South Brevard Debu-
tante Committee. Addition-
ally, Mrs. Cobb was
appointed by Gov. Jeb Bush
to serve on the Florida
Paperwork Reduction Task
Force in 2006, and in 2008,
she was appointed to serve
on the Florida Distance
Learning Task Force.
Mrs. Cobb and her hus-
band, Mark, live in Merritt
Island. They have two chil-
dren: Alex, 21, who is a stu-
dent at Louisiana State Uni-
versity, and Allison, 16, a

Brevard County Sheriff's
Office has come up with a
unique fundraising event
organizers hope will have
the Midas touch.
Karats 4 Kids encourages
residents with unwanted
gold, silver or platinum jew-
elry or serving sets to
donate the proceeds from
their precious metals to the
Police Athletic League.
The event will take place
in Indialantic Saturday, Aug.
15, where representatives
from Southeast Precious
Metals Exchange, a state-
licensed dealer, will buy
precious metals. Attendees
are then asked to donate all
or some of the money
received from the sale of
their valuables to the Bre-
vard County Sheriff's Office
PAL Program, said Lori
Chabot, spokeswoman for
the sheriff's office.
"This event is an out-of-
the-box, unique opportuni-
ty where people can donate
without writing a check,"
Ms. Chabot said.
BCSO's PAL is a nonprofit
organization dedicated to
offering athletic, recreation-
al and educational pro-
grams to underprivileged
children, such as Camp
Chance, a five- to six-week
summer program in which
children participate in
water sports, canoeing, air-
boat rides, field trips and
interaction with law
enforcement officers and
employees. The camp is run

these kids opportunities
they may not have had."

In business, there are two
important milestones

marks our five-year
anniversary in Brevard Co.
OnAug. 13, 2004, Home-
town News and a group of
local Brevard Co. entrepre-
neurs and risk-takers
launched what would
become a large part of the
fastest-growing newspaper

group that would be
honored and recognized by
its peers unlike any news-
paper group before. Evolv-

Democrats
I, too, want to respond to the person who wrote "Get
rid of the Democrats." The Democrats did put this coun-
try in the predicament it's in. The Senate and Congress
are mostly Democrats and they have the deciding vote.
The worst president was Clinton, but Obama is the
laughing-stock of the nation. Obama should be
impeached. He was not a legitimate candidate in the first
place. He is not wonderful, intelligent, gifted or Harvard-
trained as he has not proved it. You are a joke for believ-
ing and following him like sheep.
Show me the money
It seems that our leaders in Washington have forgot
where the millions and billions of dollars they want to
spend comes from. The wise man once said, "You cannot
legislate the poor into prosperity by legislating the wealth
out of the prosperity. What one person receives without
working for, another person must work for without
receiving."
The government cannot give to anybody anything that
the government does not first take from somebody else.
When half of the people the idea that they do not have to
work because the other half is going to take care of them,
and when the other half gets the idea that it does no good
to work because somebody else is going to get what they
work for. Then I believe this is the beginning of the end of
any nation. You cannot multiply wealth by dividing it. I
believe every politician should have these words
engraved on a plaque and places on his or her desk as a
reminder of where the money really comes from.
Respect for service animals different
We just got back from a trip to Ohio for my son's wed-
ding. I took my service dog with me. I couldn't believe the
difference in the way we were treated by people up north
versus the way I am treated in my own town. I was treated
with such courtesy and respect. In Melbourne I'm treated
with disdain. I'm told what they think the law says, yet no
one is correct. In what I'm told, it's a misdemeanor in this
state to turn someone away with a service animal. Most
people didn't even ask about her. The few that did just
asked if she was a service animal and that was that.
What surplus?
This rant was inspired in response to "What Happened
to the Surplus?"
Believing in government surpluses is like believing in
the Social Security Trust Fund. According to the U.S.
Treasury, Clinton's FY1994 budget deficit was $281 billion
and subsequent budget deficits decreased to a low of $18
billion in the FY2000 budget. This decrease in debt was
called a "surplus" and Clinton should be commended.
Clinton's FY2001 budget was $133 billion in deficit, when
Bush took office. There is no question that the Bush
Administration spent like Democrats on steroids, but the
Republicans are not solely responsible for the current
economic mess. This has been coming for decades and
more is yet to come.
If I hear the phrase "the last eight years" one more time,
I'm going to have to wrap my head with duct tape to keep
my head from exploding. The last eight years happens to
include the last six months. During that period, the new
debt that has been created is more than what has been
accumulated of all previous administrations combined.
Since the founding of this country, bankruptcy and
contract laws have been effectively abolished and pub-
licly owned companies have been nationalized. I realize
that for many people, history began at their birth and for
others it began eight years ago.
Those afflicted with Bush Derangement Syndrome
should really seek therapy. Symptoms of BDS include the
afflicted chanting "Bush lied" or "Halliburton" and the
onset of paranoia. The progressive movement, otherwise
known as Socialism, that is currently destroying this
country's future for generations to come, began with
Woodrow Wilson. The looming bankruptcy of Medicare
and Social Security had their origin with Franklin Roo-
sevelt. The seeds for the Iranian crisis, oil dependence,
the housing crisis and destruction on the public school
system were sown in the Carter Administration. So, histo-
ry does go back farther that the Bush Administration.
Their rant gets into the Iraq War as well, another BDS
symptom, and laments our "loss in world stature"
because of the torture of Iraqi prisoners. The Bush
Administration was trying to get them to say that Iraq
had close ties to Al Qaeda. That has been proven false. I
take it that this is a reference to Guantanamo and water-
boarding.
The three prisoners that were actually waterboarded
were not from Iraq. One was Khalid Sheikh Mohammed,
who was a Kuwaiti that was captured in Pakistan. He is
the Al Qaeda mastermind of 911, the shoe bombing, the
Bali bombing and the 1993 World Trade Center bombing.
Whether they tried to get him to say Iraq had ties to Al
Qaeda, I couldn't say, but they did prevent the second
wave attack that was planned after 911.
But, as the author wrote above, the fact that the Bush
Administration was trying to get them to say that Iraq
had close ties to Al Qaeda has been proven false anyway.
Their rant also states that "The Republican philosophy
is to make government, society fail so they can privatize
everything and give it to business." I might point out that
businesses already own their business and do not need
the government to give it to them and that government
does not need Republican assistance to fail, e.g. Social
Security, Medicare, Fannie Mae, Freddie Mac, FDIC, to
name but a few.

under bankruptcy law, this Administration has unconstitu-
tionally used taxpayer money to nationalize banks, car man-
ufacturers and insurance companies. More than 56 percent
of Americans opposed the bailout, yet the government did it
anyway.
Health care is next.
Their rant also states that the bailout is just a loan, which
will be paid back and it will keep jobs in America. I happen
to have noticed that GM sold Hummer to China and Fiat is
buying Chrysler. I predict that no money will be paid back
and additional infusions of taxpayers' dollars will still be
needed and that there will be many happier Chinese and
Italians than Americans.
I do agree that the Iraqi war was a mistake and that we
should also leave Afghanistan immediately. Why should any
brave American soldier risk his life for the freedom of others,
when we so freely give ours away?
Their rant also asked, "Does the word 'slave' come to
mind?" No, but the word "serf" does. Perhaps it is time to
stop thinking in terms of Democrats and Republicans and
think more like Americans.
Response to rant about British health care
I am assuming from your letter that you are a Brit, as I am.
Well, I do have a clue, because I lived with the National
Health system in Great Britain for many years.
To say it is far better than anything we have here is ludi-
crous. The health system here in the U.S. may not be perfect,
but it's the best in the world we have a choice!
You say everyone gets seen. Tell that to my brother who
suffers from Chronic Obstructive Pulmonary Disease. In
January of this year, he suffered an attack, went to the doc-
tor's waiting room, only to be told by the nurse that there
were too many people ahead of him and the doctor couldn't
see him. She said she would check him out, did so, gave him
a prescription and rubber-stamped the doctor's signature.
He ended up next day in hospital with pneumonia.
In America, if you have a potentially serious problem, i.e:
suspected tumor, internal bleeding, etc., you can bet your
doctor will have an MRI or CATSCAN ordered within a few
days. Try that in the UK, where the average wait for these
tests can take up to six months, and that is a fact.
Elderly health rights
When it comes to any health care program, rationing the
target should not be the elderly if the reasoning is that they
are no longer productive. They have contributed taxes and
Medicare payments their whole lives. What about those per-
manently on welfare? Actually, there should never be
rationing; it's not the American way.
Birth certificate questions
Any man who isn't intelligent enough to find his birth cer-
tificate within a 12-month period obviously doesn't have the
brains to be the president of the United States.
Unwanted clunkers don't help the poor
I understand the "Cash for Clunkers" is for "stimulating
the economy and for the green." The only green that I see is
going to auto dealers, scrap metal recycling companies, auto
parts recycling companies, insurance agencies, etc. What
poverty-level person can make payments on a new car, even
if it's only a $6,000 car being financed? And that's if they
haven't lost their credit. Somebody tell me why the better of
the clunkers are not being given to poverty-level, down-
trodden folks? Most nine- to 12-year-old vehicles aren't that
far under the EPA standards and they have many years left
running on them. Poor people want to work, and work
schedules don't always coincide with area transit schedules,
friends, family or neighbors. No ride; no, if you're lucky, min-
imum wage job, keep living on food stamps or unemploy-
ment that's only a portion of your salary, if your luck and
unemployment hasn't run out, too.
Right now it seems like politics and capitalism are out-
weighing freedom. So even freedom is questionable.
And if you do finance a car, don't forget that is has to have
liability and collusion insurance. Also, the price of a driver's
license and the price to register a motor vehicle are going up
a hefty percentage very soon.

Mobile library brings books to residents

Even with 17 branches
throughout Brevard County, it
is still difficult for some resi-
dents to visit a public library.
So, for the past three years,
the county's mobile library
has come to them.
Each month, the brightly

With its teal coloring and
photographs of library-
inspired children painted on
its exterior, the 26-foot van,
which was once a moving
truck, is not one to blend in.
Equipped with a satellite
dish and many other ameni-
ties, the interior of the van is
anything but ordinary.
Upon stepping inside,
guests are surrounded by
shelves of books, ranging
from colorful children's books
to large-print novels for
adults.
The library, which is operat-
ed by Brevard County
Libraries, also features maga-
zines, periodicals, five com-
puter stations, a handi-
capped-accessible doorway,
and a "magic carpet" for activ-

Tammy Moon.
A Melbourne resident, Ms.
Moon has served as a Brevard
County librarian for eight
years and, under the guidance
of the Brevard Library Foun-
dation, has helped build the
framework for the mobile
library from the inside out.
Not only does she lead the
library programs at each of
her locations, she also drives
the van and coordinates each
of its stops.
In just one month's time,
Ms. Moon works with 450
children, ages 3 to 5, most of
who are enrolled in Head Start
Preschool Programs, which
provide developmental serv-
ices for low-income families.
In addition, she visits with
about 70 elderly residents in
various senior facilities
throughout the county, teach-
ing them computer skills,
leading activities and provid-
ing them with books that are
of interest to them.
All of the books found in the
mobile library are donated, so
there's no checkout system
and books are returned using
the "honor system."

While Ms. Moon is no
stranger to the mobile library,
it was the Brevard Library
Foundation that developed
the concept for the program.
"They have been behind
this idea 100 percent, sup-
porting it and looking to the
community for help," she
said. "The setup allows us to
reach so many people in such
a short period of time that's
what I love most about it."
In addition to the founda-
tion, several local organiza-
tions and individuals have
contributed to the mobile
library fund in the past four
years, including Ms. Negroni
and Mr. Hendrick, who
donated $50,000 to fully
equip the vehicle.
But it's the Brevard Library
Foundation that has ensured
the library continues to reach
as many people as possible.
Recent budget constraints
forced the county to limit the
mobile library to one librari-
an and limit the number of
days the library operates each
week from four to three.
But a fundraising cam-
paign led by the Brevard
Library Foundation this
spring raised enough funds -
more than $15,000 to put

ly to help us keep this very
worthy program going at full
strength," Mr. Kellar said.
While the mobile library
was designed to provide serv-
ices for these groups of indi-
viduals, it is also a way to
inspire participants espe-
cially the little ones to
become excited about read-
ing, while also fostering basic
library skills
"I've had some of these kids
for about three years now, so
I've seen them grow and
begin to develop those basic
reading skills," Ms. Moon
said. "Everything about this
program is positive. You can
see that in the faces of the
kids and adults I visit."

Art, bookfest comes to Mims this fall

MIMS Painters,
crafters and authors have
until Sept. 11 to turn in
applications for participat-
ing in the 2009 Moore Art
and Bookfest.
The inaugural festival is
scheduled for 10 a.m. to 4
p.m. Oct. 24 at the Harry T.
and Harriette V. Moore
Memorial Park and Cultur-
al Center.
Admission will be free to
the festival, which does not
have a particular theme,
said Juanita Barton, the
cultural center's coordina-
tor.
"It's our first year (of
hosting the festival), so the
only thing we require is
that (the artists and
authors) be family-friend-
ly," Ms. Barton said. "The
event is open to all people
in the county."
The Moore Art and
Bookfest is sponsored by
the Brevard County Parks
and Recreation Depart-
ment's North Area Parks
Operations office.
"We don't know how
many artists and authors
will attend, but (Highway-
men artist) Isaac Knight
has committed to coming,"
Ms. Barton said.
The Highwaymen are a
group of self-taught black
artists who became well
known after selling their
art out of the trunks of cars
during segregation.
