- City council mem-
bers balked at city
manager David Rey-
nal's proposed $36 mil-
lion 2009-10 city budg-
et, which outlined a
plan to nearly double
the millage rate.
That means a possi-
ble property tax
increase of nearly dou-
ble. Under Mr. Reynal's
proposal, the millage
rate would increase
from 1.5899 in 2008 to
3.0 in 2009, meaning a
house with an assessed
value of $100,000 would
pay $271 in 2009 as
opposed to $90 in 2008.
Mr. Reynal, who is
being replaced with
new city manager Scott
Morgan July 20, said the
proposed rate is neces-
sary to maintain city
services.
However, it's still not
enough.
"Even at 3 mils, the
city will have to dip into
reserve funds in order
to operate within the
proposed budget," he
said.
Mr. Reynal said he
and his staff did figure
another budget based
on a 2.615 millage rate,
which eliminated sev-
eral city positions
through attrition.
Additionally, several
city department heads
outlined cuts they've
made already.

Drainage
project to
ease flooding

MELBOURNE Thanks to a
drainage project that broke ground
July 6 in the Lamplighter
Village/Groveland Park neighbor-
hoods, residents will stay a little drier
during the next tropical storm.
Brevard County Commissioner
Andy Anderson hosted a ground-
breaking ceremony for the project,
which is designed to install new cul-
verts under Interstate 95, in conjunc-
tion with the interstate widening
project.
Bach McClure, spokesman for Bre-
vard County's Natural Resources
Management office, said the flooding
from Tropical Storm Fay, which
destroyed much of these mobile
home parks, was the result of an
inadequate drainage system.
"That area from Wickham Road
west drains toward 1-95, and the only
conveyance was a box culvert, so
there was a bottleneck," he said.
FEMA will provide 75 percent of
the funding for the $1.6 million proj-
ect, contracted to Community
Asphalt of West Palm Beach. The
remaining 25 percent is funded
through the collection of Brevard
County stormwater assessments in
County Commission District 5.

Melbourne's seniors now
have a new place to assem-
ble, play games and take
classes.
Wickham Park Senior Cen-
ter, a new 15,000-square-
foot, $3.5 million facility situ-
ated next to the equestrian
center in Wickham Park,
opened its doors to mem-
bers June 15.
The center's board of
directors said that although
the organization hosted a
kickoff party for volunteers
June 10, there are no imme-
diate plans for a grand open-
ing.
"We're just trying to (work
out) the bugs first," said Dick
Robinson, assistant treasurer
for the senior center's board
of directors.
Open only two weeks, the
center has more than dou-
bled its membership, from
370 to 842. Membership is
$15 a year.
Wickham Park Senior Cen-
ter offers a host of classes
and programs, including tai
chi, jazzercise, ballroom
dancing, Zumba, line danc-
ing, painting, aerobics, chair
exercise, shuffleboard, bil-
liards and mahjongg.
There's also bingo, dupli-
cate bridge, tap dancing, and
classes in Spanish, financial
planning and basic comput-
er skills.
The center is temporarily
housing a few employees
from Brevard County's Parks
& Recreation Department.
The county is mulling plans
to build a Parks & Recreation
building across from the sen-
ior center in Wickham Park.
Serving Health Insurance
Needs of Elders, or SHINE,
which guides seniors
through the health insurance
process, also has an office at
the center.
Doris Worrell, 81, of Mel-
bourne, has been a member
of the senior center for about
three years. She participates
in watercolor classes and
volunteers with bingo.
"I come in and set up the
cards, then when I'm done, I
sit down and play bingo," she
said.
Ms. Worrell said she loves
the new facility.
"It's so beautiful," she said.
"People have to come see it,
really."
Suzie Christian is presi-
dent and manager of the
Shuffleboard Club, which
plays weekly at the center's
new court.
She encourages seniors to
come join the team.
"It's great exercise," she
said.

poses investing $16 billion

Reality Check program hits the streets

Members of the Rockledge
Police Department will soon
be armed with more than just
a protective weapon they'll
carry a device used to help
prevent juvenile crime.
"It's a tool that is not a gun
and not Mace," said Larry
Lawton, president of the Real-
ity Check Program. "When
used properly, it's going to
save lives guaranteed."
In 2007, Mr. Lawton of Palm
Bay began to see things a lot
clearer, both in his own life, as
well as in the lives of troubled
youth.
He had just completed an
11-year sentence in some of
the country's toughest federal
and state prisons after being
convicted of racketeering in
connection with a jewelry
robbery.
"In prison, there's predators
and there's prey," he said. "I
guarantee every one of these
kids today are prey. I don't care
how tough they think they
are."
Following his incarceration,
Mr. Lawton left his carefree
New York City lifestyle behind
him and moved to Brevard
County to help care for his
father, who developed
Alzheimer's disease.
At the same time, Mr. Law-
ton, who earned a paralegal
license while in prison, began
developing a program that
would prevent local youth
from facing the same fate he
did.
"I gave it the name 'Reality
Check,' because that's exactly
what it is reality," said Mr.
Lawton, whose sizeable
stature and bulging tattooed
arms have the power to
demand attention from even
the toughest teen. "I don't try
and scare them; I give it to
them straight. I explain to
them exactly what they'll face
if they continue down this
path of destruction."
In the past two years, Mr.
Lawton's Reality Check Pro-
gram has gained the attention
of local politicians, attorneys,
judges, teachers, law enforce-
ment and parents.
He has reached thousands
of youth ages 11-23 in Brevard
and as far-reaching as his
home turf in the Bronx
through his four-hour pro-
gram, which provides partici-
pants with an in-your-face
glimpse at the ins and outs of
prison life.
"I don't sugarcoat things,"
he said. "I lost my friends, my
family and so much time. I tell
them those are the things
they'll never get back."
Mr. Lawton works along-
side the county's court system
to offer his four-hour program
to troubled juveniles, while
hosting monthly sessions and
one-on-one meetings by
request of a parent.

the program has produced
positive results.
Last year, Mr. Lawton creat-
ed a condensed version of his
program through the Reality
Check DVD, an hour-long film
that youth can view alongside
their parents or in a classroom
setting.
Earlier this month, Mr. Law-
ton's DVD caught the atten-
tion of the Rockledge Police
Department, which pur-
chased 200 DVDs to assist
with its community policing
efforts.
"Every day we see families
and young adults devastated
by the effects of juvenile
crime," said Chief John Shock-
ey of the RPD. "We've realized
that we need to do something
about it. We have to be proac-
tive, rather than reactive."

County's home sales figures on the rise

As far as home sales goes, it is a buy-
ers' market.
According to a report by the Florida
Association of Realtors, home sales
continue to increase throughout the
state.
In Brevard County, sales of single-
family residences are on the rise, how-
ever, average selling prices have
decreased since last year.
Last year, the average selling price of
a home in the north end of the county
was close to $163,000. This year, the
average selling price is $123,700, said
Jim Johnston, president of the Space
Coast Association of Realtors.
"It's a good time for buyers," he said.
"Financing is still an issue, but
because of reduced prices and the
availability of foreclosed properties,
everyone seems to have an upbeat
feeling about the current market con-
ditions."
The sale of condos remains slow in
Brevard County, with 123 sold this
month in northern Brevard at the aver-
age price of $134,400. In May of 2008,
116 condos were sold at the average
price of $144,300.
In the Melbourne area, home sales
remained about the same, according to
the Multiple Listings Service of Brevard
Inc.
The number of homes sold in the
Melbourne area in May 2008 com-
pared to May 2009 only slightly
changed from 302 to 298.
The difference is seen in the average
selling price and number of days a
home is on the market.

century, Ormond Beach was
known as a warm weather
playground for the rich and
famous, but you don't need
to be a Rockefeller to enjoy
fun summer days in their
old stomping grounds.
With a diverse mix of nat-
ural beauty and historic
charm, Ormond Beach, just
north of Daytona Beach in
Volusia County, is the per-
fect spot for a one- or two-
day respite.
The famous Ormond
Loop is a designated Florida
Scenic Highway 33 miles
of protected riverside and
interior landscapes with
many points of access and
scenic pull-out spots. Along
the Loop are plenty of free

dow, arresting him is not the
best option," Mr. Lawton
said. "Now, the officer can
take him home and give his
parents the video, courtesy of
the Rockledge Police Depart-
ment, and encourage them
to watch it with their kid."
This action allows several
things to happen, Mr. Lawton
said.
"First, it takes away the 'us
versus them' mentality with
kids thinking the cops are
always out to get them," he
said. "It can also save a kid
from doing something more
serious and leaves the lines of
communication open with
police, making residents
more likely to assist when
necessary."
The DVDs will also be
available at the police station
and distributed as part of
Rockledge's neighborhood
watch program.
"We've been looking for an
opportunity to take a more
preventive approach to juve-
nile crime for a while now,"
Chief Shockey said. "But this
program really had a kick to
it. Some kids will hear these
things from a counselor or a
teacher and come out laugh-
ing. They don't laugh after
hearing Larry's story."
The department's support
for the program is beginning
to serve as an inspiration for
other local police offices and
cities to jump on board.
"Leaders are starting to see
how we can stop senseless
arrests on minor issues and
prevent kids from commit-
ting more serious offenses,"
Mr. Lawton said. "What a
great proactive move on their
part. It just makes sense."

Help teen drivers to
be safe on the road
Let's have a tea party

next column will be pub-
lished in the Aug. 7 edition.
Are you worried about
the safety of your
teen driver? There
are a few things we can do
as parents that can make a
world of difference and
improve the chances of our
children safely getting
through their most chal-
lenging driving years.
We recommend that
parents remain very
involved in their teen's daily
lives, especially when they
begin driving. It is a natural
progression for a teenager
to feel a new sense of
freedom once they receive
their driver's license, and
especially if they have their
own vehicle. It is easy for
us as parents to be proud of
their growth and accom-
plishments. We want us to
trust our children, especial-
ly when they earn our trust
with good grades and good
behavior. Unfortunately,
we all know, bad things can
happen to good kids.
What is important to
remember is teens do not
have the years of driving
experience that is neces-
sary to be "good" drivers.
Experience is what makes
us better drivers. As adults
and as experienced drivers,
we know that our experi-
ence is what we draw from
to make that "split second"
decision every time we
have to swerve out some-
one's way without causing
an accident. Our experi-
ence is what we draw from
to keep from hitting the
driver in front of us who is
slamming on his brakes, or
not take a curve too fast, or
handle rainy conditions, or
heavy traffic. Our experi-
ence guides us anytime we
have to assess a situation
and make a judgment in
seconds. In many cases, it is
our experience that pre-
vents us from overreacting
to a given situation and
making a bad situation
worse. Our new teen drivers
just don't have the experi-
ence they need yet.
What makes it even more
challenging for our teens
today is all of the new
technology, like cell
phones. Unfortunately,
many teens do everything
while driving except
concentrate on driving
itself. They use their cell
phones to talk with friends
and read and send text
messages. Most of us would
have great difficulty texting
a friend and driving, even
though we have extensive
driving experience. Imag-
ine how impossible it is
send and receive text
messages while driving
without experience. It is an
accident waiting to happen
... literally.
Many teenagers have an
automobile accident during
their first two years of
driving. Parents need to
instill constant awareness
and good judgment with
their teenage drivers. We
don't want to wait until
after something terrible
happens to be proactive on
this topic.
It is appropriate to
restrict phone use in any
form while driving. Even
"hands-free" phones may
give you a false sense of
security. Many deadly
accidents occur when a
teen reaches for a phone to
answer a call or dials a
number. They must take
their eyes off of the road
and their hand off of the
steering wheel to answer or
dial the phone. Teens
underestimate how fast bad
things happen. The best
rule regarding phones is
"no phone use" while
driving, even if the phone is
hands-free. Even the
distraction of a ringing
phone is dangerous, as it
will cause your teen's
attention to be diverted to
see who is calling. So tell
your children to keep their
phone in their pocket or
purse and return phone
calls only after they have
successfully parked their
car.
Please consider a
written contract with your
teen that promises no
drinking and driving, no
phone use while driving
and requires the wearing of
seatbelts for all passengers.
Your sheriff's office is
now offering several
programs to improve teen
drivers' skills and knowl-
edge.
S.T.O.P.P.E.D. is a program
that places a decal on your
family vehicle which allows
a deputy sheriff or police
officer to contact parents if
a Teen driver is stopped for
a traffic infraction.
SHERIFF'S TEEN CHAL-
LENGE is a two day hands-
on and classroom training
program taught by Deputy
Sheriffs to equip Teen
drivers with the skills
necessary to avoid colli-
sions and injuries.
DRIVER SIMULATORS
are used to enhance Teens'
skills and each simulator is
programmed with 12
driving lessons. The
simulators are available for
use at special events and
local high schools.

Yes we can
I think to characterize the clients of Daily Bread as "free-
loaders' shows a lack of knowledge of the problem faced
by the city of Melbourne and our society at large. The staff
of Daily Bread is dealing with these problems every day. I,
for one would not choose to be homeless, hopeless, hun-
gry, mentally ill, or addicted to drugs. I doubt the writer
would either. The expansion of the Daily Bread facility can
only ease the problems that many of our fellow citizens
must face. I urge the city of Melbourne and its residents
to get on board with solutions instead of being part of the
problem, which will not disappear whether or not Daily
Bread is allowed to expand. In fact, a bigger, better facility
may just alleviate the problem. I say, Yes, We Can!
Code enforcement
What about outside storage in residential areas? There
are old cars and boats and furniture all over the place. The
people at code enforcement should get out of their office
and ride around the county, and not just wait for com-
plaints. Those who complain are threatened, so they don't
complain. They could just sit in their air-conditioned cars
and pick an area of the county and look at what's going
on.
Revise system
I have a son who's incarcerated in Miami. He was sen-
tenced to 27 years. He had no weapons or drugs. It was a
racketeering charge. He has filed motions to have his sen-
tence reduced, but they've done nothing. He doesn't
deserve this sentence. But they've done nothing. I'm very
disturbed by the system.
No kids at the bar
What happened to the state laws on alcohol? Aren't they
supposed to be watching what goes on at places that
serve alcohol?
I was at a restaurant and there was a child at the bar.
They serve food to children while others' drink. Where are
the MADD mothers?
Too much Michael
Why, when Michael Jackson died, did every news chan-
nel have it on all the time? A black entertainer dies and
that's all they can cover? What happened to Farrah Faw-
cett? I didn't care for him, anyway.
Religious channel
Why have they taken the religious channel EWTN off
the TV? It's a shameful that they would take that channel
off the TV. There are a lot of seniors who want to watch
that channel at home.
Now you have to get a box, and some of us can't afford
one. I really like that Catholic channel. My husband wants
to watch what he wants to watch, and now I can't see that
channel.
Health care plans
This is a comment on the new health care plan. Are we
this stupid that we can't stand up and tell the powers that
be what we want?
We'll be the ones paying for their plan. They will get to
go to the best doctors while we continue to suffer.
National health care
If you think it is smart for the government to take
over the nation's health care system, consider the care
currently being provided to our servicemen and
women by the Veterans Administration.
The VA admits the backlog of claims continues to
grow and is approaching 1 million. Many of these
young people have been severely wounded in Iraq and
Afghanistan.
While the bureaucrats struggle to catch up, some
injured vets are being forced into paying their medical
bills using their own personal credit cards.
What are kids learning?
One half of public school seniors do not recognize
the names of Winston Churchill or Joseph Stalin nor
can they locate the half-century in which World War I
occurred. What does this tell about the state of the
nation's public schools?
Fly a flag
Our soldiers in Iraq and Afghanistan are risking their
lives to protect our freedoms.
Wouldn't it be nice if locally, we were awash in Amer-
ican flags this Independence Day as a demonstration
of our appreciation that this nation is both great and
free?
Madoff's not to blame
Aren't you amused by all the cry-babies expecting
"somebody" to get their money back from Bernie Mad-
off?
Did he hold them up at gunpoint and take their
money? Of course not. Had they ever heard of "caveat
emptor?" Of course they had. Had they ever heard "If it
sounds too good to be true, it probably is?" Of course
they had. Did those warnings apply to them? Of course
not. They're different.
If they had been total winners, would they have
cheated on their taxes? What do you think? There's a
strange attitude in this country today.
Everybody expects to be a winner, no matter how
stupid they act. Everybody from GM, AIG and invest-
ment idiots expects to do foolish things and when they
lose, they expect "somebody" to make up the losses.
And who is that "somebody"?
Why, the government, of course, AKA taxpayers.
License rip off
It is sad to see that the State of Florida thinks that
just because they see a decrease in tax dollars from
other sources such as tourism, they feel "what the
heck, let's just raise our license and tag fees and get
more dollars from our poor residents!" Nearly $50.00
bucks for a driver's license? Who was the moron who
came up with this? That is insane for a piece of plastic
with your name on it. Nice that we the people of Flori-
da got to have some say in this. Now let's take a look at
the $250.00 for a new tag fee. The automobile dealers
are all ready having a tough time of it. Having been in
this business myself I can tell you that you, the con-
sumer will be paying more than that to "get your tag"
when the dealer processes that. As you know, most
dealerships give you, your tag on the spot when you
buy a new car. Let me just say if you plan on buying a
new car and you do not transfer your plate from a
trade-in, take the extra time to get your new plate
yourself instead of having the dealer do it if you wish
to save money. They do have the leadway to add fees
up and beyond what the state charges and trust me,
most do in those wonderful "dealer prep fees" or
"admin or document fees" and they love to just put
that in your financing. The bottom line is this huge fee
increase will discourage most new car buyers espe-
cially first time care buyers who all ready are on a tight
budget. I know I for one will continue to drive my
2001. The state will be waiting a long time to get any
extra funds out of me. This move is the dumbest thing
the state has ever done and I am sick and tired of every
time someone or some company gets all upset
because of their bottom line they think they can just go
the consumer and milk them for more money that they
don't have. And they wonder why people are moving
out of Florida. What a joke.

NASA is planning a cel-
ebration for visitors that
is "over the moon" liter-
ally.
On July 16, 1969, a crew
of three astronauts Neil
Armstrong, Buzz Aldrin
and Michael Collins -
launched aboard the Sat-
urn V rocket from NASA's
Kennedy Space Center.
Their mission was to land
on earth's natural satel-
lite the moon.
Just four days later, on
July 20, Neil Armstrong
uttered one of the most
famous phrases in Amer-
ican history as he
became the first man to
step on the moon's sur-
face -"That's one small
step for man ... one giant
leap for mankind."

a.m. July 16. This date
marks the occasion of the
Apollo 11 launch from
Pad 39A at Kennedy

long Saturn V rocket dur-
ing a public ceremony at
