dence linking him to a
major marijuana operation.

Employees look back on health
department's 60-year history

MARTIN COUNTY -
When Bob Washam started
working with the Martin
County Health Department
more than 30 years ago as
an entry-level environmen-
tal health specialist, he
shared one rotary phone
with three people.
The entire Health Depart-
ment had fewer than 25
employees.
One of the biggest issues
at that time involved dealing
with overflow and water-
contamination from small
sewage-treatment plants.
Many of the diseases that
the staff monitors today did
not even exist then. The
West Nile virus, for instance,
did not emerge in the Unit-
ed States until about a
decade ago. The H1N1 virus
or swine flu, now the focus
of the department's vacci-
nation program, would not
make the news for another
20 years.

fourth graders at Felix A.
Williams Elementary
School and an exercise to
teach students about val-
ues through film and fic-
tion at Hope Rural School
were two projects that
came about recently,
thanks to a local nonprof-
it group.
The schools were
among several in the dis-
trict to benefit from 17
mini-grants, totaling
$10,000, from United Way
of Martin County, as part
of that group's CHARAC-
TER COUNTS! program.
The venture has award-
ed $33,770 to 52 class-
rooms, and benefitted
more than 25,000 stu-
dents and families in the
county since 2007, said
Justin Beard, UnitedWay's
marketing and communi-
cations director.
Local administrators
helped celebrate National
CHARACTER COUNTS!
Week last month, by
awarding the grants to
several local beneficiar-
ies.
Recipients represented
several middle and ele-
mentary schools across
the county, including Cit-
rus Grove, Crystal Lake,
Hidden Oaks Middle and
Pinewood Elementary.

Downtown Jensen Beach
will host thousands this
weekend as part of the 22nd
annual Pineapple Festival,
set for Nov. 6-8.
Country music singer Pat
Green is set to headline the
Friday concert, at 8 p.m.
Country signer Julianne
Hough, a former ballroom
instructor on the ABC show
"Dancing with the Stars," is
Saturday's headliner.
Boy band Honor Society is
the featured entertainer on
Sunday, with a show slated
to begin at 1 p.m.
The event has also attract-
ed Maximum Velocity, a pro-
fession BMX bicycle and
skate boarding stunt team
that will put on live shows.
The popular festival pays
homage to Jensen Beach's
agricultural heritage.
In around 1895, the area
earned the nickname
"pineapple capital of the
world," because it sold more
than 1 million boxes of the
fruit each summer.
The outdoor celebration
runs along Jensen Beach
Boulevard, Ricou Terrace
and Maple Avenue, and
brings visitors from South
Florida and the Treasure
Coast.
It also celebrates Jensen
Beach's strong ties to an
island town with a similar
heritage.
Although hundreds of
miles apart, Jensen Beach's
past mirrors that of Gregory
Town, a quaint settlement
on the Bahamian island of
Eleuthera, which holds a
pineapple festival every
summer.
Gregory Town and Jensen
Beach bonded over their
similar pasts, and in 1990,
they formed a sister-city
relationship that has gone
well beyond the festivals.
The local annual festival
features the heart-pounding
rhythms of Junkanoo, a 200-
year-old Caribbean celebra-
tion that draws thousands of
visitors yearly to the Islands
of the Bahamas.
"Each year we do this, it's
special," said Ron Rose,
executive director of the
Jensen Beach Chamber of
Commerce, which organizes
the event. "I'm really excited

plants and mask odors," Ms.
Irons said in a statement.
Mr. Shepherd and Mr.
Gary were each released on
$10,000 bond. Neither
issued any statement about
their arrests.

As he looks back on the
time with the Health Depart-
ment, which this week cele-
brated its 60th anniversary,
Mr. Washam said the team
has "come a long way."
The Martin County Health
Department dates back to
November 1949, but it first
began operations a month
later, from a building on Fla-
gler Avenue in Stuart, said
Renay Rouse, a department
spokeswoman.
At that time, its staff of four
people served the county's
7,400 residents, and focused
primarily on fighting tuber-
culosis, she said.
Today, the department's
staff has grown 35-fold, and
the county's population has
reached about 143,000.
"There's been a tremen-
dous amount of progress,"
she said. "It hasn't always
been easy, but it does tend to
move in the right direction."
Archie McCallister, the
Health Department's first
director, agrees.
Dr. McCallister ran the
office from 1975, when coun-
ty commissioners decided
Martin County had grown
enough to split from the
regional organization and
have its own health depart-
ment.
He had practiced internal
medicine for more than 30
years before taking the job.
"Working 40 hours a week,
coming from the practice of
medicine, seemed almost
immoral," he said.
He started with a staff of
less than 15, and worked for
nearly a decade to grow the
department.
By the time of his retire-
ment in 1984, the Health
Department had relocated
from East Ocean Boulevard,
the site of the current court
house, to Old Dixie Highway.
It was also purchasing com-
puters, and one client had
called on a new device called
a cellular telephone.
Today, Mark Chittum, the
current administrator, leads a
robust organization that
serves more than 25,000 peo-
ple each year, has an $8 mil-
lion budget and delivers
340,000 services annually.
Its programs include dental
health care, maternity care,

In nearly seven years since
he's worked with the depart-
ment, Mr. Chittum has seen
economic spurts and reces-
sions that have changed the
way the organization oper-
ates.
"We've had to just be better
at what we do," he said.
At the time that it cele-
brates its anniversary, the
department is also learning to
adapt to 10 to 30 percent
increases in demand for its
services.
"We're trying to be more
efficient, see more people,
have much less no-shows,
and on the same token, have
better customer service."
The anniversary celebra-
tion took place Nov.6.

Andy Masters, a nationally
known speaker and author
of books on preparing for
college admission and ulti-
mate success in college, will
be the keynote presenter at
workshops to be held in
November at Martin Coun-
ty high schools. The Nina
Haven scholarship program
is sponsoring the presenta-
tion.
Mr. Masters entertains
his audience while at the
same time, giving useful
guidance on how to inter-
view for a scholarship, how
to prepare a college admis-
sion packet and how to suc-
ceed in college. He has
received rave reviews from
students across the country
for his mix of humor, audi-
ence interaction and perti-
nent advice.
In addition to his ener-
getic presentation, the pro-
gram will also include
information about the Nina
Haven scholarship program
from Judith Weber, presi-
dent of the scholarship
fund. Each student in
attendance will receive a
copy of the Nina Haven
publication "10 Secrets to
the 7 Minute Scholarship
Interview."
Nina Haven scholarships
have been awarded to grad-
uates of Martin County
high schools since 1961.
Nearly 900 young people
have been helped with edu-
cational funding over that
time. Awards are typically
in the $2,500 range and are
renewable for four years to
students pursuing two- or
four-year college programs.

Clearing up the card debate
In response to the reader question'what's a temporary card?'
in the Oct 23 edition, a temporary alien resident is issued a
Social Security number and a temporary resident alien card to
allow them to work legally, while they seek permanent residen-
cy under a green card. This procedure can take two years or
more.
The Social Security number and temporary alien resident
card remains legitimate and the person can legally work until
the permanent residency (green card) is approved, while both
Social Security number and temporary card are cancelled if
permanent residency is not approved.
A person with temporary alien residency and legitimate
Social Security number is as entitled to any job as any American
citizen, how else would they survive?
America is built upon these immigrant foundations and is
greater for it.
Broken promises
Despite the pledges coming out of Washington about the
advantages of spending more to create a"brave new world," the
reality is that Americans have no illusions about it and consider
the promises of politicians to be just what they are, bogus.
In the debate over the proposed government take-over of the
nation's health care system, the shame of it is that we could fix
what needs fixing without destroying the parts which are work-
ing, and without creating a costly new government entitlement
program, which would certainly speed up our decline into
national bankruptcy.
Failed policies
President Obama and the liberals in Congress want to
increase taxes on the U.S. oil and natural gas industry, but these
costs will produce wide-reaching negative effects and ripple
down through the economy at a time when Americans can
least afford them.
Rather than continuing the current failed policy of importing
energy from unreliable foreign sources, which erodes our
national security, common sense tells us that we should be
encouraging American companies, a sure way to the road of
economic recovery.
Who's to blame?
Whether we want it or not, Democrats seem determined to
saddle all of us with a hugely expensive plan for universal
access to health care. If previous government programs are any
indication, their plans will simply paper over the long-term
challenges. They envision the establishment of a new health
care bureaucracy.
It reminds us of the bureaucrats total failure in trying to han-
dle the Katrina disaster. It came as no surprise when Washing-
ton finally admitted that the federal debt has risen to new
records.
The real news is that all this government spending has done
little to improve the situation. In fact, it may have made matters
worse.
The dirty little secret is that our children and grandchildren
will be forced to pay off the obligations, which we have
incurred. No wonder Obama's approval numbers are in free
fall.
What percentage are you?
A just-completed Gallup poll indicates voters, by 61 percent
to 37 percent, believe individuals should be in charge of their
own health care and that 89 percent of Republicans and 64 per-
cent of independents concur. While 65 percent of Democrats
feel it is the responsibility of government, the trend is in the
direction of individual responsibility.
The report does not bode well for Obama's plan for a take-
over of our health care.
Editor's note: This particular survey was taken on Sept. 30.
Don't help the enemy
Our country has many enemies: Cuba, Venezuela, North
Korea, Iran and China come to mind. It just is plain crazy when
we do things to help them get stronger.
Why the Obama administration would loosen controls on
the export of strategic missile technology to communist China
is amazing and it is a terrible mistake, which unfortunately, we
may some day seriously regret.

Fearless caregmng 2009, part two
ast week I wrote about
Gary Barg and the
earless Caregiver
conferences he gives to help
caregivers learn from experts
and from each other.
This week, I'll discuss with
Gary Barg why caregivers
need to take care of them-
selves, even after the
caregiving job is over.
"Before there is a need for
caregiving, you hope there is
a plan in place," he said.
"During the caregiving, you
must not isolate yourself.
After the caregiving is done,
this is where you really need
to care fore yourself. It
doesn't just end and you can't
just walk away from that
energy or pain."
I know this is true from my
own experience in the last
year. I tried to pretend that
life would continue as it had.
Like the Energizer Bunny, I
kept going-until I collapsed. I
know a lot of women who've
done the same thing. There
are so many things you have
to confront alone and it is so
scary. It's so much easier to
pretend that life just goes on.
Gary Barg has seen it all
too often and he has high
praise for bereavement and
support groups.
"We can't let caregivers fall
off the precipice, as if they
don't count," he said. "Post-
care is so important to us.
People come to an event who
aren't caregivers yet but want
to be prepared, and people
come whose loved ones have
passed away but they don't
want to stop. You can be
prepared before, during and
after. It's a way to stay
grounded."
Mr. Barg urges families to
talk about sensitive matters,
before and during caregiving.
"There is no superstition
or risk in talking about things
while you are caregiving," he
said. "It helps to be open and
honest. When you have
conversations, it's a help for
the next step. It's not mor-
bid."
For me, the fact that Roy
and I discussed his hopes
and wishes for me after he
was gone has helped me in
the grieving process. His
openness and honesty
allowed me to know that I
was doing what was best for
me and what he wanted for
me, as well. The only wish he
didn't get was for me not to
grieve. He was a little
unrealistic there.
Mr. Barg hopes that
anyone with an interest in
caregiving will come to the
Dec. 2 conference.
"I love these conferences,"
he said. "So many people feel
they are the only one going
through it. It's the only way to
get the pieces to the puzzle,
because the greatest experts
are the ones living through it.
"I love that caregivers can
learn that they're not alone
and learn about social
services and products. Every
family caregiver is an expert
in some aspect. I've never
seen one where people didn't
realize they know more than
they think they know.

Choosing a home page for your browser
A anyone can set up their
Web browser to start
at whatever page they
choose.
Whether you are using
Internet Explorer, Firefox or
Google Chrome the process
is very similar: navigate to
the page you would like to
see every time you launch
your Web browser, click the
"tools" pull down menu,
click options and then click
the "use current" button to
set the page you are looking
at as your home page.
Then, every time you
launch your Web browser, it
launches and displays your
favorite Web page as your
start (or home) page.
But how does one decide
what page to set up as their
start page?
One option is to use the
page that came loaded with
the machine when you
bought it, but that isn't very
original. Plus, that option is
frequently loaded with ads
and offers designed to sell
you more stuff to go along
with your new computer.
Another option is to use
the portal page provided by
your Internet provider. The
issue with that solution is
sometimes the portal pages
(take the newly merged
att.yahoo page for instance)
can get so overwhelmed
with the sheer volume of
viewers that the page takes
forever to load. Plus (even
though the page is "cus-

tomizable") the ISP portal
page doesn't always give you
what you want, and frankly,
it can be hard to tell one
portal page from another.
Enter the "Blast off"
network.
Every now and again a
new Web system comes
along and changes the way
we do things. We saw it with
AOL first (AOL is responsi-
ble for single handedly
introducing more people to
the Internet than every
other Internet marketing
method combined (remem-
ber all those disks that used
to come in the mail?)) and
then, over time, with sites
such as MySpace, Face Book
and others. Hell, even
Google is so everyday that it
has actually become a verb.
That's a part of speech! How
many times over the last
year have we heard of
someone "Googling"
something?
Anyway, the newest thing
to hit the Internet is a
system called the "Blastoff
Network" and what a fine
start page the Blastoff page
makes!
So, what is it? Well, simply
put, Blastoff takes advan-
tage of all that extra horse-
power new machines are
coming with, along with
high-speed Internet
connections (such as cable
and DSL) and gathers
together into one customiz-
able start page loaded with
lots of cool content (you can
really see the difference in a
Blast Off page as compared
to your typical portal page).
The page consists of a
handful of customizable
panels, each containing
things such as multiple
information sources, news,
sports, music and video
sites, games and even a way
to link up to Facebook.
Sign up is free and users
are encouraged to set it as
their start page and then
customize the content to
their liking (much the way
most portal pages are set
up). But Blastoff offers some
real incentives for joining,
other than access to good
content in an original
format.
They have a mall section
with more than 300 hun-
dred well known stores
(Best Buy, Target and
Macy's) and some serious
savings offers (even cash
back) when you shop online
through the Blast Off mall,
or if members of your
network shop in the mall.
I've been enjoying the
rather interesting collection
of games and I also like the
feed from Hulu. They give
you access to a ton of classic
TV shows, such as "News
Radio" or even "The Office"
and switching from one
applet to another is pretty
smooth.
The whole Blast Off site is
pretty resource intensive,
meaning that if you have an
older machine it won't load
and run as smoothly as it
would if it were running on
something brand new, but
that goes without saying
doesn't it?
The site encourages
everyone to sign up and
invite all of their friends
with the obvious intention
to grow virally.
I've been using the site for
the past couple of weeks
and I like it so I'm going to
go ahead and invite every-
one to take a look. If you like

requires only that dealers
disclose on the buyers'
order that this additional
charge is not a local, state or
federal fee, but is actually
just profit to the dealer.

Florida law requires that a
dealer include the dealer fee
in the price of an advertised
car. This is often ignored by
dealers advertising on the
Internet and in direct mail
because it is below the
"radar screen" of the
Attorney General's office.
In newspaper, TV and
radio ads one car is adver-
tised at a low price with a
seemingly innocuous
designation such as "No.
1234B" (the stock number
of the car). All there is to tell
the buyer is that only one
car is available at this price.
Another common tactic is
a fine-print disclosure at the
bottom of the ad reading
"price good on date of
publication only." The odds
of being able to buy one of
these cars at the advertised
price are not good. Not only
is there only one car with
the price, good for just one
day, but the salesman
receives no commission or
a much smaller commission
if he sells you this car.
My advice is not to pay
much attention to adver-
tised car prices. Do your
shopping on the Internet or
by telephone. Insist on an
"out the door" price includ-
ing everything except sales
tax and license tag.
If buying a new car, get
several "out the door" prices
quoted on the exact same
year, make, model and
accessorized car. Two very
good, free Web sites to get
information on dealer costs
and fair retail prices are
www.kbb.com and
www.edmunds.com.
"Consumer Reports" is also
an excellent source of
product information and
pricing information, but
there is a fee for their Web
site.

Sailfish District of the Boy
Scouts of America Gulf
Stream Council, distributed
empty grocery bags for resi-
dents to fill with non-perish-
able food items to be given
to the less fortunate in Mar-
tin County.
The Scouts will return
Nov. 7 to collect donated
food from designated pick-
up areas, such as next to
mailboxes, inside clubhous-
es or near community gates.
Suggestions for non-per-
ishable food items include:
canned vegetables and fruit,
soup, rice, beans, pasta,
boxed potatoes, peanut but-
ter and canned meat.

Cruising to British Bermuda a real delight
My very first cruise
was to Bermuda
was back in the late
70s. It was on the (now
defunct) Atlantica. What a
trip. I cruised with girl-
friends and we had a most
wonderful time. We sailed
from New York to Bermuda
and as I recall, it took about
one and half days to get
there and back the rest of
the time we were docked in
Hamilton.
There were a couple of
other ships, one which was
the Atlantica's sister ship the
Oceanic (both of which later
became the ships of Premier
Cruise Lines "Big Red
Boats") that were too big to
pull up to the pier in
Hamilton, so those who
were sailing on her had to
be tendered in. We used our
ship as a hotel and came
and went as we wished. Go
to the beach or shopping
during the day, head back to
the ship and dress for
dinner then out to the local
clubs. We had a blast.
Of course, I was young
(and single as we all were)
and was absolutely smitten
with the attention from the
all-Italian crew. I fell in love
with cruising and Bermuda.
That trip was last week of
May, which is the early part
of the season for Bermuda,
so it was not the warmest
weather, but it certainly was

Hard to imagine, but is quite
the sight to see. The Bermu-
dan police are very visible in
their bright white uniforms

bustling island.
There are three ports on
the island. King's Wharf
(now called Heritage Wharf)
is the most western port and
is the biggest. It was

formerly the Royal Naval
Dockyard built during the
1800s and used during both
World Wars. It closed in 1956
and was in much disrepair
because of storm damage
over the years. Due to the
building of mega ships, the
government of Bermuda has
been redeveloping the port
to accommodate the many
cruise passengers these
ships deliver to the island.
King's Wharf can be a
pretty hefty trek getting to
Hamilton and St. Georges
by bus. They do offer ferry
service that is quite a bit
shorter in time to reach.
Bermuda's capitol city of
Hamilton, located on the
north side, holds all of the
charm that Bermuda offers,
however this is where many
of Bermuda's financial
institutions do most of their

Sunrise Black Box
Theatre opens
The Sunrise Theatre's Black
Box Theatre officially opened
on Oct. 29 with a reception
and ribbon-cutting.
A large crowd attended the
opening of the new space,
which resembles the kind of
place you'd find in Soho in
NewYork. It's black, of course,
except for one wall left unfin-
ished, to give that cutting-
edge look.
The space is 55 feet by 44
feet and can be reconfigured
to be in cabaret-style, with a
raised stage. It accommo-
dates 210 and is suitable for
corporate functions,
fundraisers, receptions and,
of course, theater.
JohnWilkes, Sunrise execu-
tive director, said the opening
was a new chapter in the Sun-
rise's resurgence.
"We're very excited with the
opening of the Black Box The-
atre, for it brings another ele-
ment to what is offered by the
theater and in downtown
Fort Pierce," he said.
"The public seems to be
very excited about the space
and the interest level is high.
We're looking at comple-
menting our theater schedule
with performances in the
Black Box."
In other Sunrise news,
Crystal Cruises and the Sun-
rise Theatre Foundation are
offering a seven-night,
Thanksgiving cruise aboard
the Serenity, calling at Grand
Turk, Grand Cayman and Key
West. A donation of $150 to
$780 per person will be given
to the Sunrise at the end of
the trip.

Peter and Jennifer Jones of
StarStruck Performing Arts
Center will be spending
Thanksgiving in New York
with famed Broadway com-
poser Stephen Schwartz.
StarStruck students pre-
sented the world premiere of
Mr. Schwartz' new work,
"Geppetto and Son," last
spring.
The Joneses will fly to New
York on Nov. 23, and Peter
Jones will spend several days
in Mr. Schwartz' studio,
recording instrumentals for
the package when the show is
licensed to schools and other
organizations.

Side Story."

the musical based on
"Romeo and Juliet" is still
fresh more than 50 years
after its Broadway open-
ing.
Jennifer Jones, who is
directing the production,
spoke about why the
showing is timeless.
"It was done by the
masters of American
musical theater," she
said. "It deals with a
basic human emotion,
loving someone you're
not supposed to love.

- Nearly 50 restaurants
and chefs are slated to be
involved in this year's
Taste of the Palm Beaches
event. Limitless wine,
champagne and cocktail
tasting will take place
along PGA Commons in
Palm Beach Gardens.
New to this year's event
will be live music and
entertainment, VIP
lounges, bartending con-
tests and a "taste" of the
red carpet treatment by
Miami's Capture Set Stu-
dios.
Proceeds from the event
support the Big Heart
Brigade, an organization
that makes Thanksgiving
dinner possibly for needy
families.
The Taste event has con-
tributed more than
$100,000 to this cause
since its inception.
Each year, the number of
individuals that benefit
from the Big Heart Brigade
has grown exponentially.
In 2008, Taste of the
Palm Beaches, along with
independent donors and
sponsors, made it possible
to feed 51,300 throughout
South Florida.
Within the days follow-
ing Taste of the Palm
Beaches, more than 3,500
volunteers from the fire,
police and city depart-
ments, along with individ-
uals throughout the
region, will join together
to cook, prepare and dis-
tribute the meals to the
less fortunate.
This year, in light of the
economy, the Big Heart
Brigade is more driven
than ever before to sup-
port the community. Hav-
ing registered with the
"Guinness Book of World
Records," the organization
seeks to meet and exceed
last year's total meals so no
one goes without a tradi-
tional holiday meal for
Thanksgiving.
The Taste of the Palm
Beaches will be held on
Nov. 11 from 5:30-9 p.m.
Tickets are $35 in advance
or $40 at the door and chil-
dren under 6 are free.

Ms. Smith, a noted veg-
etable gardening expert,
will conduct a free seminar
starting at 10 a.m. offering
practical advice on how to
grow vegetables on the
Treasure Coast.
Ms. Smith is a 24-year
master gardener and author
of an educational series on
tropical vegetables for the
Martin County Cooperative
Extension. At the end of the
seminar, she will be avail-

There were a few sailfish
and even a few "wehoo's"
or small wahoo as we call
them in the mix of bonita
and black fins.
To get away from the
bonita, anglers went
deeper, at least 200 feet,
and the black fins were
thick. Not sure why the
black fins are still with us,
but they are, and the
wahoo, kings and a list of
other predators are keep-
ing them on the surface.
Bottom anglers hit 60
feet on muttons, man-
groves and yellowtails on
squid and live baits. They
were there all day. Live bait
has been a hard find
offshore. Take some mullet
with you, they will save the
day.
The southeast wind has
not been a favorite for the
surf anglers. That's what
brings in the weeds and
grass and more than a few
fish. Conditions changed
on the beach by the hour,
from fishable to impossible

Casting spoons caught
bluefish and more with a
mix of some good size
jacks. Cut bait will find
them. As they slowed
down, the whiting, snook
and pompano moved in
and then the blues and
mackerels came back. One
might say it is all about the
blues on the surf edge.
So, if you did not catch
any blues on the surfs
edge, you could always go
to the Stuart Causeway.
One cast, one fish with
the same spoon. Last two
hours of the incoming is
the bite time.
There are plenty of trout,
but season is closed from
Nov. 1-Dec. 30. These fish
have been in 2-feet of
water with a few reds
(power plant area), plenty
of jack, ladyfish and
Spanish mackerel to keep
anglers busy from inlet to
inlet.
River fishing has been
very good, changing
temperatures could be the
reason.
Remember, Vermillion
snapper season is closed
until April 1, 2010. Just
because we have fish
stocks does not mean they
are not stressed in other
areas. We are lucky, we care
about our fish. Not all areas
are as concerned as we are.
