resident Tina Millington
doubts she'll replace.
She hasn't driven the now
22-year-old car since she
brought it to Florida after
her mother's death in North
Carolina in 2007.
Now, two years later, she
believes she's preparing to
part with the vehicle she's
kept more for sentimental
reasons than for its Blue

"For the. longest time, it
was hard to part with it, but
I'm finally getting ready to
let it go," she said. "I haven't
given it much thought, but I
:,doubt it's worth much to
anyone but me. I need to
figure out what to do with
it."
For.one local charity, cars
such as Ms. Millington's can
go a long way in supporting
its cause, even if they can't
make it beyond their own-
ers' driveways.

At Hobe Sound Elemen-
tary School, there's a
writer's hall of fame dis-
playing the best samples
of writing from students.
Students whose works
appear on the wall attend
a meeting with school
administrators and a local
author and receive recog-
nition during an assembly.
"It makes them excited
about writing," said Prin-
cipal Joan Gibbons.
That along with a
school-wide focus on writ-
ing resulted in Hobe
Sound Elementary achiev-
ing the most improvement
on the writing portion of
the FCAT.

Overall, Martin County
student scores on the writ-
ing portion of the FCAT
were among the highest in
the state.
School officials say that
resulted from a team

effort.
"It's not a single person
who was responsible for
it," said Delores Oliver Cal-
loway, executive director
of instructional services.
She said teachers, stu-
dents and parents worked
hard to achieve that suc-
cess.
At the eighth- and 10th-

grade levels, she said, the
district was in first place or
tied for first place in the
state.
At the eighth-grade level,
121 students scored a six,
the highest possible score,
she said.
The number may actual-
ly be higher, she said,
because two people judged

each essay and students
with a 5.5 had to receive a
six from one of the judges.
The average score of stu-
dents at the middle school
level was 4.5 percent or
above. A percent of 3.5 is
considered at grade level.
Ms. Calloway said
schools used a writing pro-
gram called "May Access
Writing" to help improve
writing scores on the test.
Schools with the highest
percentage of students at
or above grade level were:
Indiantown Middle, 99;
Murray Middle, 98; Hidden
Oaks Middle, 97; Dr. David
L.- Anderson Middle, 95;
Bessey Creek Elementary,
95; Port Salerno Elemen-
tary; 95; Palm City Elemen-
tary, 94 and Stuart Middle
School, 94.
Hobe Sound improved
from last year when 73
percent of the students
scored at or above grade
level to 91 percent this
year.
The improvement result-
ed from a, school-wide
effort to focus on writing.

"When students increase
their writing skills, it spills
over into other areas,
including reading," Ms.
Gibbons said. "It's been a
school-wide goal to
increase the rigor of writ-
ing at all grade levels."
Teachers' have attended
professional development
.programs, she said, adding
that they returned and
taught other teachers how
to better teach writing.
Fourth grade students
are better prepared for the
FCAT because the focus is
at all grade levels, she said.
To re-enforce that writ-
ing is good, Mrs. Gibbons
reads works of students
every morning." Teachers
and administrators are
cheerleaders for children,"
she said. "We want to
cheer them to improve in
writing because it's a joy to
see them express them-
selves in writing."
Dr.. David L. Anderson
Middle School also
improved with 95 percent
of the students scoring at
grade level or above, com-

pared with 83 percent last
year.
Larthenia Howard, the
principal, said the school
used numerous methods
to achieve that.
One was to teach stu-
dents at least one new
word per week. The pupils
received extra points in
their writing assignments
if they used one of the new
words, she said.
Recent new words have
included accolades,
claimant and ajar.
Students also dissected
and analyzed writing sam-
ples that received a 6.0
score, the highest, in past
FCATs, she said.
Writing was made a pri-
ority in every content area,
Ms. Howard said.
Students also. had an
access to to a program that
gave them instant feed-
back on their writing, she
added.
The school also held
writer workshops for stu-
dents and parents.
With the parents, the
idea was to help them to
be able to help their chil-
dren at home, she said.
Students were also given
writing exercises, such as
writing about a scene they
would first picture in their
minds, she said.
"We're very proud of
what we put together here
in terms of writing," Ms.
Howard said:

Sen. Ken Pruitt

retires after 19 years

in state legislature

By Jay Meisel
meisel@hometownnewsol.com
TREASURE COAST-Sen.
Ken Pruitt, R-Port St Lucie,
will continue promoting the
area's research coast, but as a
private citizen, he said Mon-
day.
Sen. Pruitt made the com-
ments after his announce-
ment last weekend that he
will retire, effective Aug. 4.
"It has been an honor and
privilege to serve the citizens
of the Treasure Coast," he
said.
Sen. Pruitt, 52, was elected
to the State House of Repre-
sentatives in 1990 'and to the
State Senate in 2b00, where
he has served as senate pres-
ident. As a state senator, he
represented most of St. Lucie
County, all of Martin County,
and parts of Indian River,
Okeechobee and Palm
Beach counties.
He said he's hopeful Gov.
Charlie Christ will set a spe-
cial election to replace him
for Aug. 4. Regardless of
when the election is sched-
uled, he will support former
State Sen. Joe Negron. ,-
In deciding to retire, Sen.
Pruitt said, he balanced the
needs of his legislative and
family responsibilities and
'decided itwas time to return
to St. Lucie County and be
with his family
Moreover,' he said, "I've
accomplished everything I
set outto do."
He said he could have
Coasted through the final
year of his term, but that did
not fit him.
"If you're going to be a
state senator, you have to be
able to give 110 percent. It
was time for .me to choose
one or the other (being a
public servant or being with
his family)."
He said he has three chil-
dren in college and his work
.as a public seq-%it forced
him to miss some of the big

events in
their lives,
including
his daugh-
ter's gradu-
ation from
In dian
River State
College last
weekend.
Those are
events that Ken Pruitt
happen
only once, he added.
As a senator, he said, his
biggest accomplishment
locally, was to start the devel-
opment of .the research
coast, And that has occurred
with the opening of Torrey
Pines Institute for Molecular
Studies, as well as arrival of
other research entities and
expansion of educational
opportunities, he said.
On a statewide level, Sen.
Pruitt said, he believes his
biggest accomplishment
was the Brighter Futures
Program, which provides
college scholarships funded
by lottery proceeds.
This year, because of the
reduction in lottery revenue,
the Legislature, on a one-'
year basis, did not increase
the scholarships to provide
for increases in tuition.
Sen. Pruitt said he is ruling
out running for any elected
position in the future. He
said he never had any aspira-
tions to be anything but a
citizen legislator.
He will continue to live in
Port St. Lucie where he has
resided, since 1976. He was
born in Miami.
For those who might be
considering becoming legis-
lators, Sen. Pruitt urged
them to listen to their inner
voice.
"If you have the fire in the
belly, go and do it," he said.
"It is the highest calling,
besides serving God."
Sen. Pruitt said he listened

The color of some gems is
altered by time.. Amethyst, rose
quartz, and kunzite can
become paler when exposed to
direct sunlight. Generally color
changes effected by natural
causes are not common. Much
more frequently man uses sci-
entific methods to enhance the
color, of certain gemstones.
Best known is the heat treat-
ment .liinng". ok.amelhyi ..AL
several hundred degrees, the
original violet stone becomes
light yellow, red-brown, green,
or milky white. Most citrines on
sale and all prasiolites are
amethysts whose color has
been changed this way. Less
attractive colors can be
changed to more desirable
hues by heating. : Greenish
aquamarines are heated to a,
sea-blue color; tourmalines
which are:too dark can be light-
ened; and blue tourmalines can
be turned green. Colorless and
aquamarine-colored zircons
are produced by heating red-
brown stones. Most rubies and
blue sapphires are also heat
treated td improve their color. If
you would like to discuss color
and heat treatment of your
gemstones, please do not hesi-
tate to come for a free discus-
sion about your gemstones with
one of our gemologists.

Tax
From page Al
have little or no gap," said
Martin County property
appraiser, Laurel Kelly.
The exemption protects
beneficiaries by ensuring
that assessed values do not
increase by more than 3
percent each year, regard-
less of changes in market
prices.
Tax administrators use
the increase in the con-
sumer price index to deter-
mine the change to
assessed values, but never
surpass the 3 percent mark.
They also ensure the
assessed value is never
greater than the property's
market value.
Martin County property
owners saw values rise
steadily about 20 to 30 per-
cent on average from 2002
to 2005, said Vince Laviano,
president of the Realtor
Association.
But, during that same
time; the homestead
exemption ensured benefi-
ciaries only saw their
assessed values rise
between 1.6 and 3 percent.
"On each individual
property, it depends on
when they got homestead,
and how long they've had
it," Ms. Kelly said. "If they
got homestead in 1997, ,
their assessed value was
limited from increasing by
much for the last 12 years.
The increase would have
been very nominal."
One Martin County home
on the tax roll had a market
value of $145,698 in 2002
and an assessed value of
$131,606.
By 2006, its market value
had more than tripled to
about $499,400, while the
assessed value stood at less
than $145,700.
Economic conditions
pushed the market value
down more than $34,000
over the next two years.
But the downward trend
had little impact on the
assessed value, which con-
tinued to grow, rising by
$8,000 during that time.
'or" long-time home-
steaders whose assessed
'aTu~ e remained controlled,
a 0.1, percent increase is
likely this year to reflect the
rise in the consumer price
index, Ms. Kelly said.
Her office issues its notice
of proposed property taxes
in August. Tax administra-
tors send out bills by
November.
For newer homebuyers,
the discrepancy between
assessed and market values.
is smaller, because the two
figures are the same before
the owner applies for the
Shomestead exemption.
As the economic down-
turn hammered market val-
ues, the county appraiser's
office will also drive, down
assessed values, because
the latter figure can't exceed
the former.
"The people who are
going to see decreases are
those who bought during
the peak, when market val-
ues were really high," Ms.
Kelly said.

Does your loved one snore so loud, that even you have trouble getting
a'good night's sleep? If so, both of you may be ignoring a very
serious health risk, Snoring is often a symptom of sleep apnea.

Sleep apnea isa.serious condition. Here are some facts to consider:

* People with sleep apnea can stop breathing momentarily during sleep.

* People with sleep apnea unknowingly wake up many times during
the night, leaving them tired and unrefreshed throughout the day.

* Daytime sleepiness caused by sleep apnea can lead to irritability,
personality changes and an increase in traffic and workplace accidents.

* People with sleep problems are more likely to experience
headaches, heart problems, high blood pressure and restlessness.

Help is available. Sleep apnea is a condition that can be successfully
treated at the Martin Memorial Sleep Disorders Center.

Ifyou or someone you love is having trouble sleeping,
ask your doctor how the sleep disorders center can help,
or call (772) 223-4906for more information.

Raising stroke
awareness

May is National Stroke
Awareness month. Nearly 5
million people have sur-
vived a stroke. Did you
know that stroke affects four
out of five American fami-
lies?
Strokes can be averted if
,we stop smoking, do regular
exercise, eat a low,-fat diet
and watch our cholesterol.
An easy way to recognize
a stroke is to use the tech-
nique face-arm-speech-,
time.
1. Face: The mouth may
drop on one side
2. Arm: One arm cannot
be raised equally high.
3. Speech: May be slurred.
4. Time: Get to an emer-
gency room fast.
[lMy mother and I cared tor
my father at their home in
Jensen Beach for five years
after his massive stroke.
Dad could not walk, talk,
eat, dress or bathe himself.
-My upcoming, book,
"Stroke: A Daughter's Story,"
describes.our experiences.

I led the Treasure Coast
Stroke Club for several
years, arid later founded
Heart Talk, which I led for 12
years, having suffered two
open heart operations after
the stress of care-giving.
Both clubs now meet at
Martin Memorial Hospital
North.
The Stroke Club meets
every third Thursday at 2
p.m., and the Heart Support
Group meets every second
Thursday at 2 p m.
The following associa-
tions will help the new
stroke family face the trau-
ma of stroke: the American
Stroke Association (888) 4-
stroke; the National Stroke
Association (800) strokes:
Sand the National Aphasia
Association (800) 922-4622.
Frhe magazines are avail-
able to stroke families.
All family caregivers may
find support and informa-
tion at the National Family
Caregivers Association (800)
896-3650). I may be contact-
ed at (772) 283-5137.

Get serious about crime

Until.we finally get serious about on-going crime prob-
lems. Innocent people will continueto be victims.
In addition, our police officers are at risk. In a recent bank
robbery, a robber confronted a teller with threats of death.
Identified by both the handwriting on the demand note and
by his fingerprints, he was quickly picked up by the police.
The scary part is that he had been arrested previously, and
S his fingerprints are in the system, but a judge let him walk.

Stop taxing energy sources
Does it make sense to increase ;axes on the energy indus-
try? Doesn't that just dampen their enthusiasm for produc-
ing more energy in the U.S.? The powers-that-be in Wash-
ington should be reversing course. They should be doing
everything possible to encourage exploration and drilling
and everything possible to make this great nation inde-
Spendent of unreliable foreign sources.

What are teachers teaching?

A study issued by the National Bureau of Economic
Research points the finger at the teachers' unions that.
based on students' performance, are not doing a very good
job.
The NBER conducted a survey of graduates of our public
schools with sobering results. Of the respondents, 18 per-
cent believe the sun revolves around the earth. And 35 per-
cent are unable to identify Germany as the allied forces D-
Day enemy. What are they teaching in our schools?
While most of us are hunkering down, glad to have a job
and even willing to take reductions in our pay and benefits,
teachers still are demanding more and more.

Scooter riders need laws

I have nothing against scooters that share the roads with
other vehicles. But why do people who ride a motorcycle
have to have a license or take a course, but those on scoot-
ers don't?
Motorcycles are a lot safer .than those lightweight scoot-
ers. I've even seen a scooter rider lay his scooter down at a
red light.

"I'll give you the price
only if you'll commit to
buy today."'
Your answer: I'll ask you
once more foriyqur best
price. There aie three car
dealerships tfat sell this
same make within a half-
hour drive of here. If I don't
get your best price right now,
I'll walk out bf your show-
room and you'll never see
me again. i
2. "I'm sqrry, but we just
sold that car we advertised,
butv.'e have others just like
it." .
Your answer: 1 know that
Florida law now allows you
to add your $899 dealer fee
to the advertised price,
because, technically, I'm not

buying the advertised car. I
also know that you can now
legally add "dealer-installed
options" to the low ad price.
However, if you do not sell
me the car I came in to buy
for the advertised price, I will
walk out that door and you
will never see me again.
3. "This price is good for
today only."
Your answer: I don't
believe you and I won't make
my decision to buy today. I
want to shop and compare
your price with your compe-
tition and, if yours is the best
price, I will call you to see ifI
can buy it for that price. If
you tell me that I can't, I'll
buy it from your competitor.
4. "This price is so low, that
I'm willing to guarantee it or
payyou $1,000 (or some
other amount) if you can
find a better one."

Your answer: First of all, no
retailer can always have the
lowest prices. If they did,
they could not make a profit
and remain in business. I'll
bet you can't give me the
name of just one customer
that you paid your $1,000
guarantee to. I also know
thatyou reserve the right to
buy the exact car from the
dealer that I say has the
lower price.
What makes you think that
I would believe your com-

car so that you could steal
his customer? You mfist
think I'm really stupid and I
don't want to buy a car from

trade a car, the price will be
higher."
Your answer: My car is
very important to me. I want
the exact color and acces-
sories that will satisfy me
and not a compromise. I will
buy the car from you only if
you agree to get me the exact
car I want at the price you
just quoted me. If not, I'll bet
that your competitor will.
6. "I can't give you this
price in writing unless you
will give me a deposit."
Your answer: I know that
Florida law allows you to
keep my deposit if I change
my mind about buying. I
also know that you do not
want to commit to a price in
writing, because I might
show your price to your
competitor who may beat it.

Your answer: This is not a
game that we're playing. I'm
about to make the second
largest purchase of my life. If
I was shopping for a TV set
and the salesman said that
to me, I would walk out
without another word and
buy from his competitor.
And that's exactly what I'm
about to do to you unless
you give me your best price
in writing.
8. "We cannot quote you a
price over the phone."
Your answer: It makes no
sense to me that I should
have to drive 10 miles and
back to your dealership just
so that you can tell me the
price of the car I want to buy.
I can get prices on the
Internet so why can't I get
them on the telephone?
I think the reason you
want me to drive to your
dealership is so that you can
pressure me into buying
today, without compeddi\e
shopping. If you won't give
me your best price right this
minute, you will never hear
from me again because I will
buy from your competitor.
9. "''m sorry but the owner
isn't available right now and
we are not allowed to give
out his cell phone number."
Your answer: If the diover

of this dealership is too busy
to speak to his customers,
then I'm too busy to buy my
next car from him.
10. "The reason that this
$749 item labeled dealer fee
(or doc fee, dealer prep, 'u
handling fee, admin. fee,
pre-delivery fee, etc.) was:.
not included in the price ;
that I quoted you is because
it is to cover our costs of
inspecting, cleaning and.
adjusting vehicles and
preparing documents for
sale."
Your answer:.The price
quoted to a customer for any
product should include allof
the costs of the seller.
Furthermore, I know thii
the manufacturers of all cars
reimburse their dealers for
"inspecting, cleaning, and
adjusting vehicles." I also .'
know that now you're going
to tell me that you must
charge me your dealer fee,
because you charge all
customers this same fee. But
Ialsoknowthatyoucan
deduct the amount of your
fee from the price you
quoted me and leave the
dealer fee on the buyers' *
order which will have the''
same net effect of removing
it. If you do not agree, I will
walk out of your dealership
and never return.

13.5 million new cars annual-
ly according to the Steel
Recycling Institute, a Penn-
sylvania-based trade associa-
tion.
"We like that recycling and
'green' aspect," said Habitat's
director of volunteer, pro-
grams, Eboniie Reid.
The local chapter imple-
mented the venture about
two years ago, and has since
collected nearly 50 vehicles,
generating about $15,000.
So far this year, it's raised
about $7,000 from auctioning
these donations or selling
them for scrap.
Donations range from junk
cars with no wheels or tires to
vehicles that bring in several
hundred dollars atauction.
"This does further our
building efforts. Because our
homes cost $93,000, and the
majority of our sponsors give
us $60,000, we do need to bal-
ance that out," Ms. Reid said.

"All funds raised allow us t6

The nonprofit builds
homes in partnership with
low-income families as part
of its mission to eliminate
homelessness and encourage
home ownership among resi-
dents who would otherwise
not qualifyfor financing.
In Martin County, it offers
30-year interest-free mort-
gages. The monthly payment,
including taxes and insur-
ance, is typically around $550
for a three-bedroom, two-
bathhouse, Habitat staff said.
The group picks up donat-
ed vehicles within two days of
receiving titles and other doc-
uments from owners. It also
provides donors with the
paperwork that allows sellers
to take.a 100 percent ,tax
deduction from the Internal
Revenue Service.
"Donating a vehicle is a
great avenue if you're looking
to make a difference and get a
tax deduction at the same
time," Ms. Reid said.

Alaska itinerary, since I wrote a three-
part article back then (to read it, visit
www.hometownnewsolcom and click
"travel" and see my column archives),
but the onboard experience was
something that should be brought up
again, especially since there are such
incredible sales right now.
If you have never been on a cruise, it
might be a little harder to imagine,
however those who have cruised know
exactly whatI am talking about
Here you are on board and checking
out the ship, taking in all the different
options for activities and dining. You go
to the top deck for the sail way activities
and you have waiters asking what you
would prefer to drink. You order,
without having to give your key card.
The waiter is backwithyour drink order
and you continue what you were doing
no one in the background yelling,
"cocktails anyone?" or "get your Bahama

Mamas here!" It took a few days to get
used to that The waiters were attentive,
as was the entire crew.
The dining was exceptional and you
had a few options to choose from. No
set time to dine. We especially enjoyed
having dinner in our stateroom. The
waiter set up a table, including white
linen tablecloth and a bottle of wine. It
was very special We had breakfast on
the veranda with the morning sun; quite
an experience.
I do not think I ever felt so relaxed on
a cruise. I never felt as though I was
missing something. To wake in the
morning, open up the drapes and see
what Mother Nature has in store for you
was almost surreal.
During one day of cruising we sat on
our balcony and watched the whales
traveling along side of us. There were
mommas and babies galore! Along the
edges of the land you can see wildlife
scurrying around. Although I brought
my binoculars, itwas unnecessary-
you could just ask your steward, and
they returned in minutes with them. No

charge.
When we were in the port of Skagway
and pulled up at the pier, it was drizzling
when we were getting off the ship. We
were offered a rain parka and umbrella,
again, no charge. This is what I am
talking about Luxury is not just in the
d6cor or in the bedding (which, by the
way, was unbelievably comfortable), it is
in the little things.
My husband and I enjoy wine with
dinner. Every evening there was a bottle
of wine presented at the table, no
charge. Our on-board bill was $75 (we
bought a few pictures and shirts).
Like I said, do the math. Keep in
mind, it is not all about price, it's about
the experience.

Golf is glue that binds old friends

Love the Internet.
Thanks to'sites such as
Facebook and MySpace,
I have reunited with
friends I haven't seen in 15
or 20 years. So what does
this have.to do with golf? I
will tell you.
This past weekend, I
traveled up the road to
Duran Golf Club inViera
for a seminar (more on that
next week). Before the
seminar, I had the oppor-
tuiity to tee it up and enjoy
a round of golf at Duran.
Thanks to Facebook, Ihave

found some of my old,
buddies from my.dain,
the early 1980s at Pahn Bay
High School.,
SI contacted two ofthem
and asked if they could join
me for some golf and
reminiscing of fond old
times. I was pleased that

they were more than happy
to spend four or more
hours on the golf course
with me. I was the "golf
geek" in high school and
my two old buddies, to my
knowledge, never cared for
the game back in those
days. Now they enjoy the
game as much as I.
Greg Smiley and Mac
Atha were two of my
running mates back in the
day. Unfortunately, after
graduation, I went one way
and they went another. As
so often happens, we lost

touch until recently.
I arrived a little before
everyone else and the pair
eventually found me at the
range warming up. I forgot
how good it feels'to see old
friends again. Instead of
handshakesit was hugs -
manly hugs, mind you -
all around.
SThe weather was perfect
and Duran GC was in
fantastic shape when we
teed it up. As our first
drives of the day sailed
long and true, I couldn't
help but think of how
perfect thegame of golf
truly is.
For the next five hours

we got to catch up on our
lives. Between shots, the
jokes flowed, the laughing
was unstoppable and I felt
20 years younger before we
reached the turn. Now if I
can just find a way to look
20 years younger, as well.
I found out that Greg is
already a grandpa. Mac
started a little later and has
two children under 10. I
told them my oldest is in
college and youngest is in
third grade. It was hard to
believe we were playing
golf and talking about our
families and how life has
treated us since we last
hung out.

Golf is probably the only
game we could have played
together now. At last it's
the only game that would
have allowed us to talk and
catch up. There are times
when I take this game far i
too seriously. I let a bad I
hole or three bother me. I
really strive to get that
elusive birdie and celebrta
when I find one.
Today, I can hardly
remember a shot from ourj
round. Well, maybe lac's I
birdie to win the ninth holf
and Greg wondering why I
he could suddenly hit a
