Local students
lead state in
FCAT writing scores
Fourth, eighth and 10th
graders in the Martin Coun-
ty.School District set them-
selves apart in the Florida
Comprehensive Assess-
ment Test or FCAT, a
statewide exam.
Students from these
grades had top writing
scores, and also outpaced
their counterparts in other
districts when it came to
scoring 3.5, 4 or more, dis-
trict officials said in a state-
ment.
Local eighth-graders
ranked No.l in the state,.
while 10th-grade scores tied
for ;first place with their
counterparts across Flori-
da.
Martin County fourth-
graders also had top scores,
tying for the fifth best per-
formance statewide.
"These are tremendous
scores," Superintendent
Nancy Kline said in a state-
ment. "I congratulate all of
our teachers, students,
administrators and staff for
their outstanding efforts.",
Hospital gets.
$750,000 for
cancer center
A $750,000 donation to
Martin :Memorial Health
Systems will help provide
care and support for cancer
patients and their families.

Driest season in 70 years renews
focus on water conservation

MARTIN COUNTY The South
Florida Water Management District,
the regional governmental agency
that oversees water resources for 16
counties in the southern half of the
state, is working with Martin County
officials for training on conservation
amidst the driest season in more
than 70 years.
"We're seeing that it's the driest
period in our records, which begins
in 1932," said Susan Sylvester, direc-
tor of the group's operations.control
department.
The region's dry season typically
runs from November through April,
with May serving as a transition to
the rainy season.
But with only 4.5 inches of rain in
the last six months,. the season's
rainfall is about 10 inches below nor-
mal.
The driest spell before this one
occurred between 1970 and 1971,
but even then, officials reported
more than 6 inches of rain for that
dry season.
"This is not only
dry, it's signifi-
cantly drier," Ms. yiGold, Pa

weeks shy of the
wet season,
water district
officials have issued etmergenct
orders to limit landscape irrigation in
some parts of the state, and are

Teen says he's been
living his dream

from the central Asian country of
Kyrgyzstan says he is living his
dream of experiencing life in the U.S.
Outgoing 17-year-old Izat
Osmonov says he'll never forget his
time in Hobe Sound, where in the,
last 10 months, he has been a popu-
lar high schooler, honors student,
soccer player, international traveler,
taster of exotic foods and a beach.

"Back home, everybody is dream-
ing about the ocean. This was my
first winter without snow outside. It's
been a great experience, living in the
United States, and especially in
Florida," he said. "It's going to be a
culture shock when I go back. Ten
months have changed'me."
His second day in. the country
found him diving into the ocean at
Hobe Sound Beach. It was one of
many firsts for the boy who has since
participated in the presidential cam-
paign of Barack Obama and spoken
at conferences on diversity, while
making friends,, attending parties
andgetting top grades in school.
It was a big departure from his life
at home, where he attends an all-
boys high school in a Muslim coun-

try west of China that was once part
of the Soviet Union.
"This year has been great. I found
what I needed for myself," said Izat.
"People have been'so friendly, and I
feel so welcome."
His stay in the U.S. is part of a stu-
dent exchange program that the
Chicago-based Center for Cultural
Exchange administers through 'a
State Department initiative to pro-
mote democratic values and cultural
understanding.
"An experience like this helps alle-
viate some of the misconceptions
about cultural differences that exist
in the world today," said Staei Dol-
gin-Rubinstein, a spokeswoman for
the group, which works with about
1,000 students from 40 countries
each year.
"It is especially relevant in the cur-
rent political climate."
Izat, who speaks four languages,
including Englis.h, Russian and Turk-
ish, is Muslim. His host parents in
Hobe Sound, Karen andWarren Mas-
ter, are Jewish.
"We have our extended interna-
tional family," said Mr. Master, who
has long embraced cultural
exchange. He, too, speaks several

to counter

Plans to maintain 'property
tax revenue for the county
might include residents pay-
ing higher tax percentages oh
buildings with declining val-
ues.
To maintain its ad valorem
collection, or the taxes linked
to property values, the coun-
ty is considering raising its
millage rate or assessment
formula to make, up for
declining real estate values.
The move might be neces-
sary to ensure the county has
enough money to administer
its public safety programs
and avoid deep cuts to other
services, county commis-
sioners said.
"What it means,-county
employees explained, is that
home and building owners
could see the dollar amount
they pay in taxes remain the
same, even though the value
of the property decreases.
"It's just'very hard to put
your arms around it," said

interest in hosting foreign
students caught his atten-
tion. A global economic
recession and international

on student-exchange pro-
.grams. The Masters, who are
in their mid-.to lawte-Qsand.

all have families of their
own, decided to be host par-
ents to a teenager.
"The last thing I was
thinking about was having
an exchange student for a
year, but we'd done it so
many times, I said, 'Yeah,
why not?'" Ms. Master said.
"And it's been fantastic. It
really has been terrific."

She has found it easy to
welcome the boy, whom she
describes as smart and
friendly.
"I love him because he has:
a lot of maturity, but he also
has a lot of kid in him," she
said. "Every place he goes,
people know him. He keeps
meeting people."
Izat has become a popular
student at South Fork High
School, where, encouraged
by Mr. Master, he tried, out
for and joined the soccer
team. The boy also got his
first taste of life as an Ameri-
can teen, eating fast food
and getting rides to school
with friends.
"Everything was a first for
me. McDonald's and even
little things, like Dunkin'
Donuts. Teenagers having
their own cars; that was my
first experience with that,"
he said. "I was very
impressed and glad that I
came to Florida, especially
to this house and this family.
I've found people who seri-
ously care about me and
want me to be successful."
Before his visit ends on
May 28, the Masters plan to ,
take Izat to visit New York
City andWashington, D.C. -
"I am not looking forward
to saying goodbye to him. It's
been terrific. I wil cry at the
airport, and I think it will be
hard for hime.too," Ms. Mas-
ter said.
Izat expects a sad depar-
ture that will see him leave
behind people who he now
regards as close friends and
family.
"This is a part of my heart
now," he said.

Use these tips from the South FloridaWater
Management District to conserve water
Set the blade height to a higher setting on lawn-
mowers. This allows lawn grass to grow slightly taller,
creating a stronger root system that needs less water-
ing.
S* Fix leaky faucets to trim your water bill. "It's inex-
pensive," said spokesman, Gabe Margasak. "All you
need is a little washer that costs $1 or $2."
Do laundry or dishes only when you have a full
load. Washing machines and dishwashers typically
use 47 and 12 gallons of water respectively per load.
Take shorter showers. Cutting back by just one
minute could save four gallons of water. At bath time,
remember a typical tub holds about 36 gallons.

protect the public supply,"

start and it just gets you
into more trouble."
Chantel Leigh, a 12-year

In the last six months,

I would like to know how and why a merchant, namely
Earl Stewart, Writes a column in your paper about his own
private business problems, of which he seems to relish in
and brings on himself.
Does he own this newspaper or a part interest in it? If not
why do you keep the public informed of his business
affairs? His lawsuits now are they supposed to be real
News? My question is does anybody care?
He sounds like a bitter man in the first place, and in these
times, I personally don't want to see him on television or
reading about his fights with other dealers in detail and
harping on this or that. That's not the way to do business.
It's so negative.
Anyway, I am not related to or have anything to do with
cars or dealers. I am retired and drive a very used car and
ask you to try to realize that this stuff you print about his
ongoing problems are really not news, except to him. Three
pages of his droning on and on, come on, enough already.
People have real problems. and they can't put it in the
papers.

many of my columns if you believe they are about my "own
private business problems."
I're been writing a weekly column for Hometown News
for nearly three years, and virtually all of those columns are
advice to car owners on buying and servicing their cars.

source ofadvertising revenue for the media.
SMy lawsuit against Ed Morse Honda and his retaliation
against me is important news for the Florida car buyer Most
other media won't dare risk the car dealers' ire and subse-
quent risk of losing their advertising. The dealer fee should
be made illegal, or at least capped, in Florida. You won't read
or hear about this anywhere except in Hometown News-and
on SeaviewAM960.
You say you drive a very old used car. If you bought it in
Florida, you paid a dealer fee when you bought it, unlessyou
bought it from me.You may not even know that you paid it.
If you knew, you were probably led to believe that it was
some sort offederal, state or local tax or fee, not the truth,
which is that it's just profit to the dealer.,
If this doesn't bother you. I can see whyyou don't like read-
ing my column.
But, if you don't trind being taken advantage of please
don't try to prevent me and Hometown News from helping
others avoid this.
By the way, has it ever occurred to you to simply not read
my column if it bothers you so much '
SI read lot of newspapers and there are some columnists I
enjoy reading and some'I don't. ButI don't write the editor of
the paper and ask them to cancel the ones I don't like.
What do you recommend publishers do with books you
don't like? Burn them?
Give the president a chance
This is in response to, the American who doesn't consider
Obama his president. It's odd that you stated President
Obama was elected because Americans were bush wacked
by his campaign. No they were "Bush wacked" by the previ-
ous administration. 'You also stated that he ran on
"change," but didn't tell anyone what that change would
be. Where were:you during the debates and campaign? He
clearly stated he would reverse the block on stem cell
research, close the Guantanamo Bay prison, put an end to
the quagmire in Iraq, make health insurance affordable
and accessible to all, speak to our foes in more productive.

news is full of
stories about the so-
called swine flu, or H1N1
Sflu.
Schools have been
cancelled and some public
officials have made
statements that are not
based in science.
The Centers for Disease
Control and Prevention
has information to help
separate facts from
rumors and I want to
share some of those facts,
with the caveat that the
Situation is changing
rapidly and it is important
to star informed.
TheH IN I flu is known
to many as swine flu
because lab tests showed
that the genes iR this virus
resembled those of flu
viruses that occur in pigs
in North America.
However, and this is .
important, it is different in,
many ways. Right now, the
CDC says, there is no
evidence that swine in the
United States are infected
ALIVE
& WELL.

While influenza viruses
can spread back and forth
between pigs and people,
HIN1 is not spread by
food. You cannot get this
virus from eating pork.
The virus is spread from
human to human in the
same way that the season-
al flu spreads.
The CDC recommends
some common sense
precautions to lessen the
risk that you or-your
family will contract H1N1:
*Wash your hands. This
is the single most impor-
tant preventive measure
for this flu, seasonal flu
and the common cold. Use
soap and water or an
alcohol-based hand
sanitizer and be especially
mindful after you cough of
sneeze. Wash for 15-20
seconds.
*Avoid touching your
eyes, nose or mouth.
Germs spread that way.
*Try to avoid contact
with sick people. If you are
sick, be'a good neighbor
and stay home until you
are symptom-free.for 24
hours. Keep kids home if
they are sick.
*Cover your mouth with
a tissue when you cough
or sneeze and throw the
tissue away. Then, wash
your hands:,

surprised when
they find out what
I do for a living.
They're not surprised
that I fix computers; what
they find surprising is how
I fix them.
Back in the old days,
fixing computers usually
meant an onsite visit.
Someone would e-mail or
call me with a computer
problem and I would do
what I could to:help over
the phone. If I were unable
to resolve the issue that
way, then Iwould break
out my appointment book
and set up a visit.
Often, when I was busy,
that meant there was a
delay, and.people would.
have to wait a day or more
before I could get out
there. That always both-
ered me; people depend so
much on their machines,
that delay would often
cause interruptions in
productivity.
When people have
computer problems, they
usually need it fixed right
now, not days or even a
week later.
Then something life-
changing happened and I
found that I couldn't book
any appointments at all.
I got divorced and ended
up raising my two boys
alone, barely giving me
enough time to answer e-
mails or voice mails,
leaving a lot of people

happy to say things are
different.
Yes, I ai still a single
.dad and time is limited,
.but with the tools that are
now available, I have the
ability to fix as many
machines as I can and
never leave my home

living 1 mile or 3,000 miles
away. If they can get onto
the Internet and to my
Web site, then there is a.

will be able to connect to

them remotely, right then
and there, with little or no

I love living in the future!
Remote access pro-
grams, such as PC Any-
where, VNC and remote
desktop, have been
available fbr years and this
is true. However, in order
for these tools to work,
they must be set up on the
computer that I'm trying
to connect to, or, compli
rating things even more,
the router will frequently
need to be set up in order
to let me in.
In the past, I tried
setting up machines for
remote connection on a
first visit, butthat usually
didn't pan out too well,
and further visits were
necessary anyway.
Today, there are new
tools available. Either they
didn't exist back then, or, if

called Team Viewer for my
remote connections. It
requires no installation or
.software-licensing fees on
the computer that I'm
connecting to and it's safe,.
secure and reliable.
I discovered it when I
was looking for a replace-
ment for the remote
connectivity system that I
had been using. I down-
loaded the free version
and right away I knew I
had stumbled upon a
winner.
Here's how it works.
Like before, when a
computer user has a
problem, they call me or
send me an e-mail. I try to
walk them through
whatever I can, since
many problems are not as
complex as they initially
appear, and many calls
can be fixed with a few
"click here, do this" kind of
instructions.
However, if it turns out
that I cannot resolve the
issue over the phone, now
:all I have to do is walk the
caller through connecting
to the Internet and down-
loading a program to their
desktop.
Once the program
downloads (it's small, less
then 2 megabytes) I have
the caller run it and click
past the EULA. One of the
nice things about Team
Viewer is you don't even
have to install it; just click
the "run only" option and
it runs without integrating
itself into your system.
When the program runs,
there is a code and a
password displayed on the
left-hand side of the
window. They then read
me the code and the
password and I enter them
.on my end.
Once I enter the codes
on my end, the connection
happens pretty much
instantly and I'm then able
to troubleshoot the issue
just as if I was there.
So there it is: a perfect
solution to a daunting
problem. Now I can fix
computers without the
drive, or delay and with all
my tools here at my
disposal.

SWhy won't many news-
papers and radio and TV
stations report rampant
unfair and deceptive trade
practices by many car
dealers in Florida? It's the
economy, stupid! Car
dealers are responsible for
about 20 percent of total
retail sales. As a group,
they are often the largest
single buyer of advertising
in the media.
When the media runs a
negative news or editorial.

they risk losing that
advertising revenue.
Newspapers are going out
of business daily. Many of
our largest newspapers,

example, are teetering on
.bankruptcy and local
newspapers are even more
severely affected.

considerations is what to
do with the money you've

401(k) money into an IRA,
so, you'll want to know, in
advance, what's involved
in this move.
By rolling over the
taxable portion of your
401(k), your pre-tax
contributions, employer
contributions and all
earnings into a new or
existing IRA, you'll gain
some key advantages.
First, you'll avoid all
immediate taxes and
penalties. Second, you'll
continue to benefit from
tax deferral. And third,

variety of investment

age 70 1/2.
In recent years, the IRS
changed the life expectan-
cy factors used to deter-
mine your required
minimum distribution
calculations. Consequent-
ly, you can now take out
smaller amounts of money
from your IRA, which
allows you to extend the
number of years your IRA
money has the potential to
grow tax-deferred.
Obviously, the revised
life expectancy rules'will
positively affect how much
of your IRA money you can
Leave to your children. But
the rule changes also
permits your children,
once they inherit your IRA,
to base their minimum
required distributions on
their life expectancies.
So, if they are in their
early middle-age years
when they receive your.
IRA, they cah take out
relatively small amounts,
thereby avoiding big tax
hits: And, if their situation
allows, theycan then leave
the IRA to their children,
who can continue to enjoy
the benefits of tax deferral.

For the 2008-09 budget
year, which ends on Sept. 30,
more than one third of the
county's $363 million budget
came from property taxes.
But cuts in several other
revenue sources mean the
county can't afford a drop in
property taxes, commission-
ers said.
Sales tax revenue is down
almost $2 million, for
instance, and gas tax collec-
tion fell 6 percent or $700,000
in the last year.
Interest earnings and rev-
enue-sharing also dropped
by about $200,000 and
$800,000 respectively.
Early indications suggest
the upcoming 2009-10 budg-
et for the financial year begin-
ning Oct. I is likely to be at
least $20 million less than its
predecessor, as county com-
missioners instructed staffto
shave millions in spending.
Already, Ms. Kryzda has
found ways to cut $8 million,
with further trimming
expected.
Officials will decide what
action to take on the millage
rate after a preliminary report
from county property
appraiser, Laurel Kelly, on
June 1.
For her part, Ms. Kelly said
it was far too soon to indicate
what changes might take
place in the tax base.
Her 'June- 1 report will
reflect appraisals of more
than 100,000 properties and
indicate the county's poten-
tial property tax base, she
said.
Until then, officials were
hesitant to say what might
happen to the mileage rate. ,
"I don't want to create hys-
teria and say that we're going
to have to change it by X per-
cent, until I have a firm num-
ber, from the property
appraiser," Ms. Kryzda said.

tion brought on by this
administration's out of
control spending."
After hearing all of our
greatest fears, Bob Wood-
ward told us his greatest
fear affecting the U.S. and
world. He fears that the
media is failing to fulfill its
vital role to report all of
the news fearlessly,
completely, honestly and
ethically. We Americans
take a lot of things for
granted and I'm afraid that
a free, open and honest
media keeping our govern-
ment and corporations
honest is one of them.
Most of the.world doesn't
have a free. press, and it's
no coincidence that those
parts of the world without
it also don't have freedom.
Newspapers, such as
Hometown News, and
radio stations, such as
Seaview AM 960, should be
admired and respected for
having the journalistic
ethics and courage to
allow me to express my
opinions about unfair and
deceptive trade practices
in the retail car business.
My local newspaper, the
Palm Beach Post, is not so
inclined. For fear of losing
the advertising business of
local car dealers, they
refuse to run any news or
op ed article with my
name in it.
This is not just my
"opinion." Post reporters
have said, off the record,
that they cannot get

permission from their
editors to do stories about
my company or me. I
know one former reporter
who quit his job for this
very reason.
When I finally realized
the Post had put a black
out on any news about me
or my company, I met
personally with the former
publisher, Doug Franklin.
He confirmed that he
could not risk losing car
dealer advertisers by
reporting my views or
even running positive
news articles about me. I
do have to give him credit
for being candid about
this. He equates the
financial survival of the
Post with maintaining
sufficient advertising
revenue.
Survival is our strongest
instinct. It's -a very rare
person or company that
will put ethics ahead of
survival. Would you?
So there you have it.
What do you think is the
greatest threat to the U.S.
and the rest of the world?
I'm inclined to agree
with Bob Woodward. Who
is going to keep our
politicians, Wall Street,
and corporations, includ--
ing car dealers, honest and
ethical if they know that.

when you put three of the
best guitarists around on
one stage?
You get "Pick This," a spe-
cial night of guitar playing at
the Lyric Theatre on lMay 15.
Michael Chapdelaine,. who
went to Jupiter High School,
and local favorites Ben,
Prestage and Scott Benge,
take to the Lyric stage with
the best of blues, classical
and rock guitar.
I Mr. Chapdelaine, the only
guitarist to win first prize at
competitions in both the
classical and fingerstyle gen-
res, spoke recently from his
home in New Mexico, where
he is a professor of music
and head of guitar studies at
the University of New NMexi-
co.
He became interested in
classical guitar as a senior at'
Jupiter High. He went to1
Florida State University,
where he majored in classi-
cal guitar. He stayed with the
style for 25 years, winning
many competitions.
When he turned up at the
National Fingerstyle Cham-
pionships at a bluegrass fes-
tval in Kansas, he won that,
too
"It was like a Woodstock
for old people." he said. "It
was usually won by pickers
like ChetAtldns. I showed up
as classical player." .
: Mr. Chapdelaine's work
encompasses both styles.

"A fingerstyle guitarist
uses the fingers on the right
hand for counterpoint," he
said. "I've added to it. I playa
classical, repertoire that
requires tremendous disci-
pline, rules and technique
that's different from the any-
thi g-goes style. Ii6 both. I
*play Bach, the Beatles, my
own compositions."
Mr. Chapdelaine'had the
opportunity to study with
Andres Segovia, with whom
he had a love/ hae relaltion-"
ship.
"It was intense," he said.
"He was the most famous
guitarist in the world for 80
years. It was like being
.Madonna or the' Batles,
except foi a century. We
butted heads. He reminded
me that playing music was
not about showing off, but
about showing expression,:
of showing all. of human
Events through 'an.instru-
ment.
"It brought me back to my
roots, to why I am doing it, to
touch people's souls. That's
what he did. He was criti-
cized for not playing the
music correctly. He did what
his heart told him to do. He
was a romantic and i Am,
too."

"It's really fun at this point
'in my life," he said. "We6ltar
with classical and then, if'
they want (they can), com-
pose, arrange, improvise or
play Bach or Mozart. it's an
incredibly diverse job, work-
ing with smart, young peo-:
ple. I've never enjoyed any-
thing more. I've found my
way to what I'm supposed

"The world has changed
so profoundly in the 30
years I've been in music.
Classical music, is dying
ever)-%vhrre and I can't save
it, but I can bring it to peo-
ple in my own way, by mix-
ing in the Beadtes and then a
classical piece."
What can listeners expect
from the Lyric show?
"It's going to be a mi\-
rure," he said. "There'll be a
bunch of new stuff. Ben is a,
blues guy and I'm all over,
the blues. We're both going.
.to be on stage, trading back
and forth. It willbe a blast."

awards winners, during a.
luncheon celebration at
Hutchinson Island Marriott
Resort on April 23.
Attendees included
artists, business supporters.
arts-related organizations,
volunteers, young artists
and performers, parents,
teachers, and arts lovers.
Nominees in the seven
categories were judged in
three areas: artistic excel-
lence, civic responsibility
and leadership in improving
the quality of life in the
community.
mARTies were presented
to the following:
Outstanding media artist
was presented to Jeff Youn-
glove. Mr. Younglove built a
program for high school stu-
dents in ideo anrd televi-
siont production in 2002.
Outstanding visual artist
was awarded to Tom Winter,
an award-winning photog-
rapher, who donates his
time and materials to bring
awareness for non-profits'
use in advertising and pro-
.motions, both in print and
online.
Outstanding performing
artistwas awarded to Con-
stantinos Jaferis. Mr. Jaferis
has traveled throughout the
world giving performances
that are called, "celestial,
vivid and mesmerizing." He
is founder and artistic direc-
tor of the Concerto Orches-
tra and has premiered sev-
eral works from European
and American composers.
Outstandipg student
media artist was awarded to
Christopher Mennuto. He
has used his media talents
by designing the school's
logo for use on shirts, hats
and other promotional
items. He also worked on
the Clark Advanced Learn-.
ing Center's Web site, and
had an internship with the
Arts Council to design mar-:

Graham Monk. Thirteen
years ago, while helping in
the school's front office, he
asked if the drama depart-
ment could use some help
at ,Martin County High
School. That was 5,200
hours ago. In addition to his
drama coaching,-this volun-
teer sings in the Treasure
Coast Community Singers
and records books for the
blind.
In addition to the awpads
announced at the mARTies
luncheon others were rec-
ognized for their support of
the arts including: Marie
Jureit, Craig Price, Vianne
Chason, Joe Flanagan, the
Stuart News and the Martin
County Board- of County
Commissioners.
These previously-
announced award winners
were selected by the Board
of the Arts Council.
