DAYTONA BEACH As
soon as some unwelcome visi-
tors leave, the restaurant on
the Daytona Beach Pier will be
cleaned up and readied for
customers.
The city finally has complete
control over the pier after vot-


ing recently to buy out the
lease for $1.3 million. The city
will also pay its share of the
closing costs, which should be
about $10,000, said city attor-
ney Marie Hartman.
J. Paul Wetzel, support serv-
ices director, told the city com-
mission that the restaurant on
the pier will be shut down for a
month or so.


"It needs to be fumigated
and exterminated," he said.
"We have actually seen things
that should not be in a restau-
rant."
Commissioner Pam Woods
asked if he was referring to
large rats.
"It's the droppings from

restrict unfair practices

VOLUSIA COUNTY When
Johnnie George's daughter Shanya
was born three years ago, the Day-
tona Beach resident wanted des-
perately to buy a house for his
new family.
So he contacted the Central
Florida Community Development
Corporation, a non-profit organi-
zation that offers home buying
assistance and credit counseling,
because Mr. George, 34, knew he
was going to have a problem pur-
chasing a house.
Why? The same reason millions
of American get into financial dif-
ficulties credit card debt.
Mr. George said he had made
some credit card purchases that
quickly escalated in cost because
of high interest rates and exorbi-
tant fees. He had trouble repaying
the debt, which only added more
fees and interest. It was a vicious
cycle he could not get out of until
he made that call to get help.
"For me, I wanted to invest in
something; in a home," he said.


"That's what motivated me. When
I saw my (credit improve) it really
was an accomplishment for me."
Now, Mr. George has nearly
nonexistent debt thanks to hard
work and extensive cutbacks in
his life and spending.
But he is in a small minority of
people who have been able to
climb out from under the heap of
variable interest rates and exorbi-
tant fees of credit cards.
By the end of 2008, Americans
had racked up $927 billion in
credit card debt, according to a
study by the Nilson Report, a
financial journal. Nearly $20.5
billion of that debt will be made
up of penalty fees, according to a
New York Times article.
Those statistics and the long-
time war cry from consumer pro-
tection groups for credit card reg-
ulation overhaul prompted the
U.S. Congress to pass the Credit
Card Accountability Responsibili-
ty and Disclosure Act of 2009,
which was signed by President
Barack Obama in May. While

ORMOND BEACH The art
museum on West Granada Boule-
vard has the word "memorial" in its
name for a reason.
Ormond Memorial Art Museum
and Gardens was established in
1946 to honor veterans, and this
Veterans Day will be a special day
for the museum and the city.
The public will get a chance to
view three proposals for a city mon-
ument to Korean War veterans and
also vote on their favorite, said
Susan Richmond, museum direc-
tor.
In 2007, the City Commission
voted to spend $50,000 in commu-
nity redevelopment funds on art
projects over five years, but decided
earlier this year to spend that
amount over two years on two
memorials, one for the Korean War
and one for the Vietnam War.
Ms. Richmond recently gave the
city commission an update on the
project.
"We put out a call to artists and


people responded from all over the
nation," she said. "There were some
big time artists. One had helped
design the National Mall memorial
and he didn't make the cut. So you
can get an idea of the quality of
artists."
A volunteer group of artists and
residents reviewed the applicants,
and selected three finalists.
"I think you will be pleased with
the variety and quality of work we
have submitted," Ms. Richmond
said.
The three proposals will be on
display at the museum in a special
ceremony.
The doors will open at 10:30 a.m.
and the program will begin at 11
a.m.
Patriotic music will be provided
by the Tuba and Euphonium
Ensemble of Bethune-Cookman
University and light refreshments
will be available.
William Cummins will be on
hand to sign his book "In Their Own
Words ... The Forgotten."
The public will be able to vote for

Holly Hill elementary celebrates new FCAT score

HOLLY HILL Holly
Hill Elementary School,
home of the Knights, is
now home of the Bright
Knights.
The school improved
from an FCAT grade of C in
2008 to an A in 2009, and
recently celebrated with a
carnival at the school.
Principal Julie Rose-
boom said the improve-
ment was a team effort by
the teachers, administra-
tors and students.


"We focused on reading
with instruction everyday,"
she said. "We also had
intervention to help those
having problems."
There was also a new ini-
tiative taken in science
studies.
"As students worked on a
project, they would record
it in a journal," Ms. Rose-
boom said. "They had to
explain their experiments
in writing. The exercise
helped in science, reading
and writing."
Another important step
taken, Ms. Roseboom said,

was collaboration among
staff.
"We talked about how
the kids were learning, and
what techniques were
working," she said.
When the topic of FCAT
comes up, people often
mention the related stress.
Importance is placed on
the grade because it pro-
vides the community and
the state with information
about how students and
schools are progressing.
"We lowered the stress
level by telling the kids to
relax and do their best,"
she said. "We told them
there would be easy things
on the test and hard things
on the test. It's just a test
to see where you are."
City Commissioner John
Penny, whose son attend-
ed the school and is now in
middle school, expressed
pride in the school achiev-
ing an A grade.
"We have many commit-
ted administrators and
teachers. The people here
really care about the kids,"
he said. "We have a tight-
knit community. I'm proud
of the school and proud of
Ms. Roseboom."
School administrators
decided it was important
to recognize the achieve-
ment, so recently organ-
ized a carnival, held after
school one day last week.

and games such as a dunk
tank, beanbag toss,
bounce houses, basketball
throw, and much more.
The celebration was
aided by donations from
the community.
Holly Hill resident Roger
Healey and Mr. Penny
donated money to help
with the carnival and
asked others to chip in.
Ms. Roseboom said she
received about $800 in
contributions from citi-
zens, city council mem-
bers and local businesses.
At the carnival, parents
enjoyed the fun with their
children.
"This is awesome," said
Kenyatta Freeney. "I'm
glad my child goes to this
school."
Cynthia Wright said her
son, Austin, transferred to
the school a year ago and
was doing much better
than at his previous
school.
Mr. Healey said he
believed the children
deserved something spe-
cial and the emphasis on
reading at the school was a
wise decision.
"If a child can read they
can do anything else," he
said. "Reading is the key
ingredient to all of the
other skills in life."

Cemetery

Ms. Smith first noticed the
ancient graveyard when she
was driving down Orchard
Street.
She thought it was just a
small cemetery, until she
waded into the waist-high
weeds and found many
more graves that weren't
visible from the street.
Exploring the site, she
came upon on open grave.
"The vault was broken,"
said Ms. Smith. "We could
see ribs and a hip bone."
Ms. Smith and others
began restoration work in
2001 and finished in 2007.
It took two years of rais-
ing money to erect the
fence and several months
of negotiating with the
City of Ormond Beach to
get the sign installed.
The group repaired
dozens of markers, crypts
and vaults.
Ms. Smith and her non-
profit organization, the
International Association
of Cemetery Preservation-
ists, maintain Gethsemane
along with several other
cemeteries in Volusia
County.
"We pull weeds, remove
palm fronds and tend to
the monuments." Ms.
Smith said. "The only thing
we don't do is mow. If we
mowed all of the cemeter-
ies we take care of we
wouldn't have money to do
anything else."
The cemetery often
looks uncared for, because
of infrequent mowing.
Pat Kuehn, a spokes-
woman for Volusia County,
said the county currently
mows 16 cemeteries and is
funded to mow them four
times per year.
"What typically happens
is a church or organization
will dissolve and the coun-
ty is asked to maintain the
cemetery," she said.
There are a wide variety
of styles of monuments at
Gethsemane, placed in no
discernable pattern.

There are handmade,
cement monuments with
names and dates drawn by
hand with care, giving the
inscription a highly per-
sonal touch. There are also
professional monuments
of marble and granite.
Large raised areas are
apparently grave mounds,
which hold more than one
person.
"These are the only
mounds I've seen in Cen-
tral Florida," Ms. Smith
said. "There are probably
two or three people in
there."
War veterans and mem-
bers of the Odd Fellows
Lodge are buried in the
cemetery, Ms. Smith said,
which is evidenced by
insignias on the markers.
Ms. Smith said she has
found that sometimes
cemeteries are abandoned
when the owner starts los-
ing money. They are
expensive to maintain and
there is no income after
they are closed to burials.
"Usually 30 years after
the last plot is sold, a small
cemetery will go bank-
rupt," she said.

Boulevard.
Nancy Partridge, care-
taker of the cemetery, said
Pilgrims Rest Primitive
Baptist Church, now at the
foot of the Granada Bridge,
was previously located by
the cemetery.
When the land under the
church was sold to a pri-
vate developer, the money,
$40,000, was put into a
trust with instructions that
the interest be used for
maintenance. The capital
cannot be touched, Ms.
Partridge said.
Other old cemeteries in
Ormond Beach include
Oak Ridge Cemetery, locat-
ed on Nova Road just
south of State Road 40, and
Hillside Cemetery, located
on the beachside on Seton
Trail.
Paul Ortiz, professor of
history at the University of
Florida, said it is common
for old cemeteries to be
abandoned, especially
those where African-
Americans or impover-
ished people are buried.
"It's a story partly of
race, but also of class," Mr.


Ortiz said. "Of working
class people moving from
place to place looking for
work."
When relatives of those
interred in the cemeteries
moved on to find work, the
cemeteries were left behind.
Mr. Ortiz guesses that is
what happened here.
"I don't know the details
about Gethsemane, but in
the Daytona Beach area,
there was a large out migra-
tion of black people during
both World Wars," he said.
"There was a need for labor
in wartime factories. People
moved to Birmingham,
Alabama, Pennsylvania and
NewYork."
Today at Gethsemane
Cemetery, life continues its
busy pace just across the
property line. Cars buzz
down the road, dogs bark in
the yards next door, children
play.
Golf balls are often found.
The cemetery is a popular
spot for practicing short
iron shots.
Still, there's serenity here,
in the midst of a hectic
world.
It's peaceful like a gar-
den.

Community Redevelopment
Agency and the Holly Hill
Chamber of Commerce are

Don't commercialize river front park

The city commission recently approved a concept to put
a three-story, 25,000 square foot restaurant, a marina, a
retail-office building, and 63-paved parking spaces at the
northeast corner of the Granada Bridge, replacing Bailey
Riverbridge Gardens and relocating the historic Pilgrim's
Rest Church.
In 1996, the city commission wisely rejected plans for a
similar restaurant across the river in Fortunato Park at the
northeast corner of the bridge. The image of garbage-filled
dumpsters, delivery trucks, and electronic signage helped
influence a "no" vote.
Another stumbling block was the city's comprehensive
land use plan, which required, as it does now, that all non-
residential land along the riverfront be open space conser-
vation with public access to the waterway. No restaurants.
The feasibility of a marina is in question in an area of very
shallow water, but, with big dredges, anything is possible.
Local commercial enterprises on public riverfront lands
have a history of failure.

The current proposal presents the potential of chaotic
traffic impacts on already problematic North Beach Street
turning movements to and from the Granada Bridge.
It is troubling that the city commission would sell out
Bailey Riverbridge Gardens for a few people who wish to
dine on the water.
The rest of us think the existing concept of passive pub-
lic parks at the four bridge corners (dedicated to historic
buildings, boating, and fishing) is "priceless."

In response to
'Dogs on the beach'

I have nothing against you, Lola, or any other dog for
that matter, but you do not belong on the beach.
I have watched quite a few people bring their dogs to
the beach. I think it is a great joke for them to run on the
beach, into the water and then poop and pee all over the
sand.
It is the pet owners that do not take the responsibility to
clean up after their pets or themselves, for that matter, by
leaving garbage all over the beach. Even if the excrement
is cleaned up, there are always bacteria and germs left. No
one cleans up after a dog urinates.
There are dog friendly beaches, and that is where you
should go, if you want to chase birds or other wildlife and
to run and play. Forty years ago, the beaches in this area
were cleaner and bigger. I never saw dogs being allowed on
the beach then, and they should not be allowed on the
beach, ever.

'Solicitors are not welcome'

How did your annoyance with the rude behaviors of
some solicitors become a rant against public educators?


Where were you educated that you say, "Our schools are
doing a very poor job of turning out educated people, if
they cannot read or comprehend a simple word?"
No trespassing, no soliciting, and even, keep out, are
both two word phrases.

'Sign doesn't stop littering'

I live about 90 seconds down the road from the Turn-
bull Bay Bridge and cross it more than several times a
day, so I would like to offer a little different perspective
from the letter writer in regards to the littering.
It makes me smile and brightens my day to see men
and women of all ages and nationalities enjoying the
outdoors, doing something they enjoy, and the best
thing in this economy is, it is free.
How wonderful that people have found a place to
picnic (always off the road) and enjoy this beautiful
place where we live.
Knowing that there are usually people relaxing there,
I slow down and watch for anyone who might be cross-
ing the bridge there, although after hundreds of times
crossing the bridge, no one has ever walked in front of
me, including the children.
I have never noticed quantities of litter or shells. I
did see the bags of garbage tied up there, (I guess they
are trying to keep it neat), but maybe if there were
garbage cans located there, it would be a big help.
I have a great idea for the "ranter" in regards to the
litter. Maybe he could use the time he spends calling
county and city officials to complain, to "adopt a
bridge" similar to the clubs and organizations that
"adopt a road" to keep it clean. He might prove to set a
good example to those who do not remember to pick
up their litter.

the majority will take effect
in February, 2010.
The act, known as CARD,
will regulate many aspects
of how credit card compa-
nies treat the more than 170
million credit cardholders in
the United States.
From the various junk
mail solicitations guaran-
teeing "a low APR!" to when
your payment is due, just
about everything within the
credit card industry will be
affected.
"It's a fundamental
rewrite of the model," said
Peter Garuccio, spokesman
with the American Bankers
Association, which worked
closely with legislators on
the law.
Experts agree that the
credit card industry will
never be the same again.

Rates and fees

CARD makes changes to
the way credit card compa-
nies operate, prohibiting
them from raising rates
without notice: they will
have to give 45 days notice
of any rate changes and pro-
motional rates have to last
at least six months.
The law also reduces or
prohibits many of the over-
draft or late fees the compa-
nies charge.
"It's a watershed bill," said
Dave Jones, president of the
Association of Independent
Consumer Credit Counsel-
ing Agencies, a national
association that represents
non-profit credit counseling
companies. "This is the first
time we were able to get leg-
islation passed to protect
consumers (from the prac-
tices) credit companies have
used for years."
But, opponents of CARD
argue that those practices
are what keep the system
going and changes will
adversely affect millions of
Americans.
"We will see a reduction
in the access to credit," Mr.
Garuccio of the American


Bankers Association said.
"The recession is the worst
time to constrict credit.
Credit cards serve as a life-
line to a degree (for many
people)."
Mr. Garuccio said the
credit card industry works
based on risk, much like the
insurance industry: those
with a high risk pay more
than those who are safer.
But, because credit com-
panies won't be able to
adjust rates to "high risk"
users like they can currently,
that means trouble for
everyone, Mr. Garuccio said.
"We're changing customer
risk (with this new law)," he
said. "The net effect is that
all of us pay a little more."
Josh Frank, a senior
researcher at the North Car-
olina-based Center for
Responsible Lending, dis-
agreed.
"(The constriction of
credit) was already taking
place before the law," he
said. "The law still lets them
set (rates) where they want
to. It just requires (them to
be) more transparent and
up front."

Young adults
and credit

Another restriction
included in the law is the
solicitation by credit card
companies to those under
the age of 21. That means
the days of credit card com-
panies camped out on col-
lege campuses handing out
free T-shirts maybe gone.
According to a report by
Sallie Mae, 18- to 24-year-
olds carry more debt than
ever before and as a group,
are most likely to be the
focus of manipulative and
even predatory practices by
credit card companies. They
are also the most likely to
not make payments.
Mr. Garuccio said anyone
over 18 should have the
right to have a credit card.
"People under 21 are
adults," he said. "People
over 18 can enter into con-
tracts, get married, etc. but
they can't get a credit card?

lege student market. But,
not everyone is a college
student. You are cutting off
credit for some people."
Mr. Frank said the new
restrictions will help.
"There really was a prob-
lem," he said. "There really
has been a trend with them
(young people) getting into
trouble because of the
aggressive marketing."

A nation of debt

According to the Nilson
Report study, the average
outstanding credit card debt
for households was $10,679
at the end of 2008. That was a
slight increase from the pre-
vious year when it was
$10,637, the report found.
Mr. Jones, with the nation-
al credit counseling associa-
tion, said that indicates peo-
ple are having a hard time
keeping up because of the
practices by credit card com-
panies.
"It's still very difficult for
people to make minimum
payments," Mr. Jones said.
Changes to the industry
combined with the reality
check of a recession might be
enough to help people get
into the black rather than the
red, he said.
"People are operating in a
much more conservative


mood," he said. "This serves
to be instructional. People
are not spending as much on
unnecessary purchases."
Requirements in the new
law address the fine print dis-
closures that come with new
credit cards and in monthly
statements. Card companies
will now be required to out-
line a schedule illustrating
the effects of paying the min-
imum monthly payment as
well as listing the interest and
fees paid year-to-date.
Both sides can agree that
seeing that will spark some
reaction from consumers.
"It makes everything user-
friendly and easier to read,"
Mr. Garuccio said. "Seeing
those will make people
reconsider. What could I do
with that money?"
Mr. George was one of
those people.
After going through credit
counseling he got rid of all of
his credit cards except one.
Even though he's armed
with the right knowledge
now, Mr. George said it is easy
to fall back into the trap.
"I pretty much stay away
from credit cards now," he
said. "It's still a job (to keep
up with finances). I feel so
much better, which is good
right now with this econo-
my."

Credit Card Accountability Responsibility and Disclosure Act of 2009


Prohibits card companies from raising
rates retroactively unless a cardholder is
more than 60 days late, a promotional rate
has expired or the rate is adjustable
Requires card companies to give 45
days notice of all interest rate increases or
other changes (up from 15 days)
In that same notice, company must
inform the card holder of their right to
cancel the card if they do not like the new
terms and allow the card holder to pay off
the balance under the old terms (but com-
pany does have the right to raise the mini-
mum payment due)
Promotional rates must last at least six
months
Cannot increase the APR during the
first 12 months after a new account is
opened
Prohibits over-the-limit fees unless the
cardholder consents to the over-the-limit
transaction beforehand
Requires card companies to apply pay-
ments in excess of the minimum payment
first to the balance with the highest rate of
interest


Double-cycle billing, in which card
issuers use the previous month's balance
to calculate interest charges for the cur-
rent month, is prohibited

gram.
"I've known a lot of kids
who participated in PAL,"
he said. "It has provided
opportunities that they
would not have had."
The PAL program has
changed the direction for
many youth, he said.
"I spent 30 years with the
police department and I've
watched generations of
kids grow up and I've seen
the benefits of the pro-
gram," Mr. Walker said.
He said he has seen
many kids become out-
standing athletes, who
without PAL, may have
gone down "a different
path."

Tradewinds Grille goes Ita

ORMOND BEACH Entering
the Tradewinds Grille restaurant in
Ormond Beach is a little bit of a
juxtaposition.
Previously, the menu was
Caribbean-infused and the d6cor
transported you to a tropical
island, but Tradewinds is now
under new management.
Magdy Tadrous recently took
over as the head chef and owner of
the small restaurant tucked away
near the corner of Hand Avenue
and Nova Road.
Mr. Tadrous has switched most
of the menu to Italian cuisine, with
dishes ranging from veal, fresh
seafood, chicken and pasta dishes.


Some of the Tradewinds favorites
are still around, namely their
jumbo lump crab cakes, which are
available as an appetizer or meal.
On my recent visit, I ordered
them as an appetizer and was
pleased by the rich flavor and gen-
erous serving of crab meat.
After finishing my appetizer, my
waiter recommended the Chicken

a wine marsala


sauce served atop a choice of
pasta.
My companion ordered the
chicken parmesan, which was two
chicken breasts covered with a
homemade spaghetti sauce and

Mr. Tadrous also kept the some of
the original Tradewinds Grille
soups, including the seafood corn
chowder.

ian Family Restaurant in Palm

ORMOND BEACH Even
after many years of dining
out, my wife Heidi and I
had never eaten at a Thai
restaurant. So when a Thai
restaurant opened up close
to our home, we were
excited to try something
new. We're sure glad we did.
Thai Erawan, located in
Granada Plaza beside the
Walgreens Drug store, has
been offering their wide
range of Thai selections at
reasonable prices for a
couple of months. When
you enter the restaurant,
you leave the busy, noisy
world behind for a
pleasant and tranquil
dining experience. The first
thing you see is a beautiful
Buddha waterfall. As you
walk to your table, you'll
notice elephants
throughout the attractive
d6cor. In Thai lore, an
erawan is a multi-headed
elephant that brings good
fortune. You'll find a
peaceful ambience and
friendly staff that make the
meal very enjoyable.
The restaurant looks
upscale, and someone
passing by may think it
appears pricey. But it's a
wallet-friendly
establishment, especially
the lunch menu, where
prices range from $8.50 to
$9.50. The restaurant is
owned by Kit and Amm
Khongkhukul who moved
to the U.S. from Thailand
in 2000. Amm often greets
customers at the door
while Kit supervises the
kitchen. The couple has
owned a restaurant in
Ocala, the Royal Orchid, for
several years. When they
were ready to open a
second restaurant, they
checked out several other
Central Florida cities,
decided on Ormond Beach
and are glad they came.
"We love it here," said
Amm. "It's so close to the
beach and we love the
weather."
The dinner menu offers
many choices for
appetizers, soups and
salads. Entree choices are
categorized by noodle
dishes, fried rice,
specialties, seafood and
vegetarian dishes. With so
much available, my wife
and I agreed that we will
need to return many times.
You can let the server know
how spicy you want the
food. The choices are mild,
medium, hot and Thai hot.
Chili sauce and chili flakes
are served with entrees so
you can season according
to taste. Some people think
Thai food is very spicy and
has strong curry, but that's
really a misconception,
said Kit. "We cook with
herbs and don't use much
oil," Kit said. "Thai food is
getting more popular
because people are trying
it and finding they like it."
Kit said the contractor who
built the restaurant was
scared to try Thai food at
first, but gave it a try and

Beer, wine and sake are
available. Having heard of
sake all my life, I had to try
it. I ordered the sake flight
for $5. It consists of three
sakes of different flavors:
raspberry, pear and gingjo.
The verdict: delicious. Sake
is a Japanese name, but the
rice wine is also made in
Thailand.
Appetizers range from
spring rolls for $4.50 to
Mussel Basils for $9.50.We
chose the Thai Erawan
sampler (for two) for
$12.50, which included egg
roll, spring roll, crab
Rangoon, fried shrimp and
fried wonton with two
dipping sauces. My favorite
was the fried shrimp. It's a
must for shrimp lovers.
Also offered are soups
including wonton soup for
$3.95 and crabmeat soup
for $5.50. A wide range of
salads are available and I
chose the Thai Erawan
salad for $7.95, consisting
of vegetables, chicken and
shrimp served with House
peanut dressing. The salad,
like the entree, was
garnished with an orchid
for a lovely presentation.
There are many entrees to
choose from. Sweet and
Sour Chicken is available
for $11.95, Fancy Lobster
for $24.95 and there are
many choices in between. I
chose the Pad Thai, one of
the most popular noodle
dishes. It's a dish of small
rice noodles stir-fried with
egg, bean sprouts, scallions
and ground peanuts. It was
a generous serving and
quite delicious. My wife
selected the Sweet and
Sour Shrimp, a generous
serving of shrimp,
tomatoes, cucumber,
onion, mushrooms,
pineapple and bell pepper
sauteed in sweet and sour
sauce and accompanied by
jasmine rice. Heidi said it
was very flavorful and she
enjoyed it very much.
Dessert is available, with
offerings such as mango
cheesecake or coconut ice
cream with fried banana.

restaurant is open for
lunch from 11 a.m. to 3
p.m. Monday through
Friday and noon to 4 p.m.
Saturday and Sunday.
Dinner begins at 4:30 p.m.

With artificial bait it's all about the quality, not the quantity


yet's go back and spend a
little more time dis-
ussing the proper use of
artificial bait, for that is the
subject of much of my
correspondence.
It seems that a lot of folks
have the desire to throw lures,
but can never quite get the
hang of it.
First off, you must be aware
that by using artificial you
will eliminate the bites of the
less desirable fish. The
quantity of your strikes will
fall, but the quality will most
definitely rise. The choice of
baits is a very personal thing,
so I will talk about the ones
that work for me.
It is a good rule for begin-
ners to stick with the tried and
true types and brands. I am
old fashioned and stuck in my
ways and seldom use
anything not invented by
Isaac Walton. Okay, I will
admit it. I'm so old I remem-
ber Absorbine Senior.
I digress.
A good lure to have in any
box is the Zara Spook. It has
been around since Moses was
a boy. The Spook is a surface
plug that has a "walk the dog"
action. With a little practice,
you will be able to retrieve it
in the zigzag motion that fish
cannot resist.
There is probably no
greater thrill in fishing than to
pull a top water plug over a
glassy surface and then have a
big fish suddenly explode on
it. This fun goes from huge
billfish offshore to reds, trout,
tarpon and snook in the
inshore and finally to a
popping bug on a pond.
There are many fine
choices of top water plugs
and most of the better
companies make a wide
variety. Those that have a


plastic lip up front are meant
to dive and retrieve under the
surface.
A good lipped plug for
someone just starting out is
the broken back type. It is in
either two or three pieces and
is joined by rings that allow
them to wiggle independent-
ly.
This closely resembles the
action of a wounded minnow.
Rapala or Bomber are a
couple of the many brands
that make fine broken back
lures. My own favorite plug
brand is the Mirro Lure and
the model I most use is the
floating twitch bait.
It is so versatile, it can be
fished slowly as a top water or
rapidly as an underwater.
Back in the '50s the inventor
of the Mirro lure was a
pioneer in negative buoyancy.
The twitch bait dives without
the aid of a plastic lip or any
other visible apparatus. The
lure retrieves on the surface
until you give it a sharp tug
and then it comes back to you
a foot or so beneath the
surface. Genius!
Anyone who reads the
column regularly knows that I
rely on my trusty jig, which
happens to be a soft plastic
chartreuse shrimp tail.
Once you have your
artificial and are on the water
it will take some practice
before you learn to use them
properly. Stick with it. I hope
you catch a fish on the first
cast, but if you don't here are a
few tips that might make it
happen. With either plug or


jig you will need to make long
casts. Stealth is a must when
fishing shallow water and
long casts will be a big aid
since most fish see you long
before you see them. When
your lure hits the water allow
it to sit there for a few
seconds. After about a count
of four give it a slight twitch
and then stop it again. When
a plug splashes down a


nearby fish may be curious
and come over for a look.
While it sits there deciding if
the thing is alive or not your
slight movement may be just
enough to entice a strike. Too
much movement may scare
your prey off, so fish slow.
There will be times when
speed will work, but slow is a
good rule to follow.
Whenever it is possible,


throw your lure into the
current. Predatory fish always
sit and look into the tidal flow
for food to be washed down
to them. If you throw your
lure against the current, it
may come up behind the fish
and startle them. Sort of like
playing catch with someone
who throws the ball at your
back.

one column, so I will contin-
ue this next week...

The Association of Free Community Papers
(AFCP) is seeking a new Executive Director to run
our association and manage multiple facets of our
trade group. AFCP is a national not-for-profit trade
association which handles and supports events
and programs to provide profitable opportunities
for our community paper members. We develop
revenue opportunities, web and digital strategies,
training classes and our signature annual confer-
ence as tools to advance the free paper industry
The Executive Director will join the Board of Direc-
tors of AFCP and also join the Board of Directors
of the National Advertising Network, Incorporated-
the for-profit subsidiary of AFCP and assist in di-
recting, supporting and developing strategic initia-
tive. The ideal candidate will have 10+ years busi-
ness experience, financial reporting experience,
minimum 5 yrs of management experience, be
able to travel extensively and preferably have
print media background. The Executive Director
will be an employee of our organization, will man-
age a small staff, plus increased staff at conferen-
ces. Compensation is appropriate for the position
and will also provide for all travel expenses. Re-
