become more pedestrian
and bicyclist friendly in the
future.
City commissioners
recently approved plans for
an eight-foot-wide sidewalk
to accommodate both walk-
ers and bicycle riders along
the north side of State High-
way 40 from N. Tymber
Creek Road to Breakaway
Trails, a distance of approxi-
mately one mile.

City gets fed grant for community police officers

DAYTONA BEACH -
The City Commission has
accepted a grant from the
U.S. Department of Jus-
tice to hire eight extra
police officers for Com-
munity Oriented Police
Services (COPS).
The salaries will be paid
by the federal government
for three years, with the
stipulation that the offi-
cers patrol neighborhoods
on foot or by bicycle.
The city will receive just
under $1.2 million to pay
for the officers. Another
condition of the grant is
that the city must retain
the officers for at least 12
months after the federal
funding has ended, which
will cost about $400,000.

Shanahan, city manager of Ormond
Beach, recently received the Cre-
dentialed Manager designation
from International City/County
Management Association, the pre-
mier local government leadership
and management organization.
Ms. Shanahan is one of more than
1,000 local government manage-
ment professionals currently cre-
dentialed through the association's
voluntary credentialing program.
To receive the credential, a mem-
ber must have significant experi-
ence as a senior management exec-
utive in local government, have
earned a degree, preferably in public
administration or a related field, and
demonstrated a commitment to
high standards of integrity and to
lifelong learning and professional
development.
"Joyce Shanahan
continually
demonstrates the benefits of her
extensive training, her management
expertise and her financial acu-
men," Ormond Beach Mayor Fred
Costello said. "Although Joyce may
be one of a thousand credentialed
professionals, in Ormond Beach we
consider her to be 'one in a million!'
Ms. Shanahan is qualified by 24
years of professional local govern-
ment executive experience.
Prior to her appointment in Feb-
ruary as city manager of Ormond
Beach, she served as city manager of
Fort Walton Beach, Fla., from 2003
to 2009.
Ms. Shanahan has been a mem-
ber of ICMA since 1987 and has
made significant contributions to a
number of other organizations as
well as being the recipient of many
awards and recognition.

VOLUSIA COUNTY Thick,
messy patient charts, hard-to-read
physician orders, duplicated pro-
cedures these will someday be
things of the past as hospitals and
physicians convert from paper to
electronic records in coming years,
hospital officials say.
It will be an enormous project for
health care providers costing bil-
lions of dollars. Local hospitals say
they are well on their way to meet-
ing the standards while local physi-
cians are at various stages in the
conversion.
The American Recovery and
Reinvestment Act has a "Hitech"
provision to encourage the health
care industry to convert to elec-
tronic medical records, said Lori
DeLone, chief information officer
at Halifax Health.
There is a timetable for health
care providers to achieve certain
goals beginning next year and to
become fully operational with elec-
tronic medical records by 2015. The
goal, according to ARRA docu-
ments, is to improve safety, quality
and efficiency in health care.
The ARRA provides penalties as
well as incentives for meeting the
deadlines for electronic medical
records.
Ms. DeLone said providers, both
hospitals and doctors, will receive
bonus payments for Medicare and
Medicade patients beginning in
2011 if they are on schedule for
conversion.
In 2015, she said, providers will
be penalized in terms of Medicare
and Medicade reimbursement if
they have not met the EMR stan-

Retiring school bus driver
remembers long career

VOLUSIA COUNTY- After
34 years of transporting her
"precious cargo," Louise Fink
parked her school bus in the
terminal for the last time Oct.
1.
She retired after driving
730,000 miles for Volusia
County Schools without a pre-
ventable accident and receiv-
ing several top awards.
Along with the miles, she
logged many memories,
including the smiles of spe-
cial-needs children and the
excitement of chasing a man
fleeing the police.
Ms. Finkwas namedVolusia
County Bus Driver of the Year
in 2003 and both Florida Bus
Driver of the Year and Nation-
al Bus Driver of the Year in
2007.
In 1992, she was certified by
the state to train other drivers
for their commercial drivers
license.
Ms. Fink was one of a kind,
said Chip Kent, assistant
director of operations for
school transportation for east
Volusia County.
"She was involved in all
aspects of our department
from helping develop our
training program to mentor-
ing new drivers," Mr. Kent
said. "She set an example for
others to follow and cared
deeply about the students she
transported."
Ms. Fink said driving a
school bus is a big responsi-
bility.
"You cannot replace what I
transport," she said. "I think
about that every time I get
behind the wheel. If you're a
driver and you have problems
you better forget them and
pick them up when you get
off."
For the last few years, Ms.
Fink drove a bus for special
needs children in Ormond
Beach.
"These were my favorite
years out of all 34," she said.
"They appreciate everything
you do for them. If you put a
smile on their face during the
day it makes your day. It really
touches you."

safety initiatives and served as
Volusia County transporta-
tion safety officer for several

years, responsible for investi-
gating accidents and prob-
lems at bus stops.
Marion Dickerman, a bus
driver attendant, said that Ms.
Fink started the Turtle Patrol
to help prepare elementary
students for riding the bus for
the first time.
"There were 10 adults in the
patrol. We danced and did
skits," she said. "We let them
know where to stand and
other things for safety. Louise
started that and a lot of other
safety-related improve-
ments."
Ms. Fink said the day she
helped a Daytona Beach
policeman catch a fleeing sus-
pect in 1989 was a very mem-
orable day.
"I was driving the bus and I
saw a policeman running
after a fellow and the fellow
was getting away. I opened the
door and motioned for the
policeman to get on. As we
caught up to the fellow the
officer hung out the door with
his gun, yelling 'Hit the
ground, hit the ground.' Then
he jumped out of the bus and
caught the guy."
Ms. Fink said she never
found out what the crime was
but she got a nice letter from
the chief of police at the time,
Paul Crow.
Ms. Fink saw many changes
since she started driving a bus
in 1975. The most noticeable
change, she said, was the loss
of respect for the drivers from
both students and parents.

"They don't realize what a
big responsibility we have,"

must draw a fine line between
being too strict and too nice.
"You have to communicate.
I tell them I have rules and
procedures to follow," she
said.
Ms. Fink said a driver needs
a lot of patience in dealing
with students, but there are
also special moments.

tle person who comes in and
brings you some flowers he
picked along the road," she
said. "That just really tears you
up. I'm going to miss that
stuff."
Ms. Fink said she recom-
mends school bus driving to
any parent or retired person
who loves children and wants
the summers off.
"I'll sure miss everyone,"
she said, "especially my pre-
cious cargo."
Vicky Beeman knew Ms.
Fink for 12 years and recently
between the city and the
Florida Department of
Transportation. The city
will be responsible for pay-
ing $25,000 for a construc-
tion contract, Mr. Goss
said.
The funding had been
allocated for a project in
Edgewater, according to
Ormond Beach city docu-
ments, but the project was
not "shovel ready" so the
funds were reallocated to
Ormond Beach.
Mayor Fred Costello said
if State Highway 40 were
designed today, it would
have an urban design with
sidewalks.
"The road was designed
long ago to rural stan-
dards," he said.
The construction of the
sidewalk will open up new
possibilities for walkers
and bicyclists, officials
said.

fection," she said, "and all the
children liked her."
On Ms. Fink's last day, Ms.
Beeman said, all of the special
needs children at Hinson
Middle School made cards
and presented them to her.
"The cards were shaped like
buses, people and things like
that," she said. "I'm sure they
had to work all day to do that.
They all walked out with the
cards. It was really something.
Louise cried. But she was cry-
ing all day."

restaurants, movies and
shopping.
Mr. Goss said he could
not say when any projects
after phase one would be
started. He said grant
money may become avail-
able soon for phase two.

ORMOND BEACH It
was a farmers' market that,
from a distance, looked like
an art show.
White tents glistening
under a clear blue October
sky were neatly arranged on
the manicured lawn at
Rockefeller Gardens for the
opening day of the Ormond
Beach Farmers' Market.
A steady stream of cus-
tomers slowly made their
way around the 35 vendors,
perusing produce and a
variety of other products.
"It's been busy," said Mike
Tomazin of Tomazin Farms.
"It's a great location.
Ormond Beach is a prime
area because these people
have been wanting a mar-
ket."
Michelle Hulsey of Sweet
Cheyenne's Treats said it was
a pleasant place to be
because of the park atmos-
phere.
"This is really nice," she
said. "It's beautiful and has
great energy."
The market will be open
on Thursday from 8 a.m. to
1 p.m. Maggie Sacks of
Ormond MainStreet, which
organized the market, said
the hours may change in the
future to better accommo-
date people who work but
that's "down the road."
Ms. Sacks said everything
at the market is edible, agri-
cultural or natural. For
example, one of the vendors
was selling soy candles, a
natural product.
Several visitors said there
should be more fruits and
vegetables.
"The park is nice and it's
great for Ormond Beach but
they need more produce,"
said Melissa Kiel of Daytona
Beach.
Marian Bolles of Ormond
Beach agreed.
"It's cool. It's a great way to
see products from local
businesses," she said. "But
they need more vegetables."
Gene Shields of Nature's
Garden said he does not
think more produce vendors
are needed.
"The variety will help the
market," he said. "The old
market at City Hall had too
much produce and that's
why it didn't do well."
He added, however, that
more variety in produce
would be available in the
coming weeks.
"We're just getting in to
the season," he said. "We
have three to four weeks to
go. Local produce will be
coming in, including citrus."
When the city commis-
sion gave approval to the
market in July, Ryck Hun-
dredmark of Ormond Main-
Street said Thursday was
chosen as the day for the
market because many ven-
dors are busy on Fridays and
weekends at other markets.
On opening day, some
vendors said they were busy
elsewhere on weekends
while others said they would
consider working the
Ormond market if it turns
out to be successful.
Melanie Nerragna, on
vacation from Nyack, N.Y.,
said there is a farmer's mar-
ket on Thursdays in her
hometown and it's quite
successful.
"It draws a crowd," she
said. "A lot of people don't
want to deal with all the
weekend traffic and busy-
ness."

"maybe one percent" have
converted to electronic
medical records. She esti-
mated an initial cost of $36
billion for nationwide con-
version.
Ms. DeLone said Halifax
Health began converting
to electronic medical
records in 2002 and there
are many advantages.
"When a health care
worker is with a patient
that is when they are mak-
ing decisions," she said.
"Having all the current
information immediately
available to them (with a
computer) allows them to
make the right decisions."
She said a good example
of electronic records
enhancing patient safety
at Halifax Health is Bed-
side Medication Verifica-
tion.
In this procedure, she
said, a bar code on the
medication and a bar code
on the patient's wrist band
are verified by the comput-
er to make sure the med-
ication matches the
patient.
Ms. DeLone said they are
ahead of schedule for
meeting the federal dead-
lines.
Karen Rodriguez, direc-
tor of health information
and compliance for Flori-
da Hospital Memorial
Medical Center, said the
hospital currently has an
electronic record system
and is "well positioned" to
meet all federal deadlines.
"The problem with a
paper record is that only
one person can use it at a
time," she said. "Electronic
records can be used a mul-
tiple locations."
Information in the com-
puter carries over multiple
visits for continuity of
care, Ms. Rodriguez said.
"If a patient has an aller-
gy, and perhaps forgets to
tell you, the allergy will
show up as an alert on the
computer," she said. "Also,
you can see if a test has
been performed and have
immediate access to the
results. This reduces the
chance of repeating tests,
which saves cost and
improves efficiency. "
The Hitech provision
contains security stan-
dards for privacy, Ms.
Rodriguez said.
"There's a lot involved in
encryption of data and
there are safeguards all
along the way to prevent
unauthorized people from
getting into the system
and also each program,"
she said.
Local doctors also face
federal deadlines.
Barry Mayer, office man-
ager for Dr. Craig Miller of
Ormond Beach, said their
office is "two-thirds there".
"Dr. Miller has been
using electronic records
since 2001. When you
come in our office you
don't see any paper
charts," he said. "We
expect to get new software
next spring and we'll be
completely up-to-date
with the new standards."
Other doctor offices are
still exclusively on paper.
"We haven't started yet,"
said Judy Driscoll, officer
manager for Dr. John C.
Cullen of Ormond Beach.
"We know we're going to
have to convert eventual-
ly," she said.
Ms. Driscoll said she
heard from other doctor
offices that the cost would

County council votes for more
than 19 percent tax increase
The County ofVolusia adopted a rate of 5.36 mills.
This is a slap in the face to the residents of Volusia
County.
They still voted for a 19 percent plus tax increase by
claiming to have "heard the concerns of his con-
stituents".
There were over 400 people that attended this meet-
ing. The chambers and the over flow room were both
filled. Those opposed to the budget were concerned citi-
zens and taxpayers. Several groups were pressured to be
there which included Boy Scouts, Votran Riders, Veter-
ans, Boys and Girls Clubs, social services for the blind
and handicapped, etc.
At the beginning of the meeting Frank Bruno asked
those in favor of the budget to stand or clap and those
opposed to stand and clap. Obviously because they
reserved seats in the chambers for the handicapped and
veterans, the citizens that stood in the chambers and
clapped in favor of the budget outnumbered those
against the budget as the independent tax payers were
shuffled into the overflow room downstairs.
Carl Persis originally made a motion to go to last year's
millage rate of 4.5 mills. This was voted on and it failed.
The ones in favor of this motion were Mr. Persis and Jack
Hayman. All others opposed this motion. Then Carl Per-
sis made a motion to go to a millage rate of 4.9 mills.
This was voted on and the ones that approved this mill-
age rate were Mr. Persis, Mr. Hayman and Mr. Kelly. All
others opposed this rate.
It is apparent that Carl Persis, Andy Kelly and Jack
Hayman "get it" and they are a true voice of the citizens
of this county and of those that spoke up against the
budget. Please e-mail these councilmen and thank them
for their efforts.

We have lost a good friend in Suzanne Holy, animal
control and community officer with the city of Ormond
Beach.
She could never be replaced.
The depth of her caring showed in her face.
We could not bear the stories of the horror she saw
and God bless her, she tried to save every paw. We will
miss you.

I would like to thank the ARNI foundation, the animal
needs and rescue foundation, on Mason Avenue.
Recently they had a huge sale at their thrift shop and
all the proceeds go to save more animals.
Please keep up the grass
I see they have planted Bahia grass along Oceanshore
Boulevard in Ormond by the Sea.
Why is this grass not kept neat and cut in a timely
fashion? It was almost knee high recently before they
cut it, making the scenic highway messy looking. Don't
our tax dollars count?
Also, they recently "trimmed/cut" the palmettos and
sea grass along the beachside (actually the roadside)
and left the debris. Shouldn't this have been picked up?
Don't throw trash on the highways
I often see trash, mattresses, refrigerators and yard
waste lying all over the highways.
It boggles my mind why people are throwing out stuff
all over the roads in Volusia County or anywhere.
Everyone in Volusia County is paying for trash pick-up
on his or her tax bill. There is no reason to throw it out
on the road.

Enforce litter laws
and keep dogs off the beach
Let's face it, many people litter the world around them
with nary a concern for their own self-centered world.
I witnessed a beach visitor chain smoke and leave at
least 20 butts in the sand. When this family left, leaving
behind a few more items, I questioned the lifeguard, and
he just shrugged it off. Why aren't littering laws
enforced? We should go back to the $500 fine. That guy
would think twice about littering after getting a $10,000
fine.
I have been in the area long enough to remember
when dogs were allowed on the beach. I also remember
being attacked by a dog while riding a bicycle on the
beach. The owners of the dog didn't even try to call him
off.
Aside from irresponsible pet owners, health issues
should be a concern. Dog feces, even if picked up imme-
diately, leave behind microscopic creatures that thrive in
warm sand.
Who hasn't seen dogs chasing shorebirds when given a
chance? Isn't it federal offense to harass wildlife?
Revisiting this issue makes no sense. Expect proof of
how self centered and inconsiderate some people can
be.
Dogs on the beach would
cost more for all beachgoers
This past Monday my husband and I took our dogs to the
New Smyrna Dunes Park. We had a great time, but like
always there is one person breaking the rules by not having
their dogs leashed.
I had planned on ignoring them until one of their dogs
came charging at one of mine.
As we walked away, I pointed out to my husband once
again that if people cannot obey the rules here just think
how bad it would be on the public beaches?
For one thing, by allowing the dogs on the public beaches
this will give the city the ability to raise the beach ramp rates
because the beach patrol will be expected to do more.
The city will also be able to raise more money from fines
that will be charged to those people who refuse to obey the
rules.
Now I am thinking maybe allowing the dogs on the public
beaches would be a monetary gain for the City. I hope that
those who are pushing for this will feel justified for their
wishes.

Halifax Health auxiliary
donates $150,000
to foundation
The Halifax Health Auxiliary
recently presented the Halifax
Health Foundation with a check for
$150,000.
The money was raised through
member donations, gift shop rev-
enues, and sponsored on-site
fundraisers and sales.
The funds donated are utilized to
purchase state-of-the-art technolo-
gy and programs to promote and
enhance the general health and
wellness of the community.
Hours changed
The Volusia County's Human Ser-
vices offices have changed hours for
client appointments and walk-ins.
The changes are being made to
improve the flow of clients into the
offices.
They are open from 8 a.m. to 5
p.m. Monday through Friday.
The East Volusia County's Human

dedication of environmental class-
rooms in memory of Dr. Alice E.
Cross, a longtime environmentalist
and educator from Deltona.
An open house is planned from 10
a.m. to 6 p.m. and includes environ-
mental displays, presentations,
hands-on activities, tours of Lyonia
Preserve, Rusty the Scrub Jay, and a
full schedule of games and perform-
ances in the amphitheater.
The afternoon ends when
Caribbean Crew takes the stage for a
concert from 3 to 5 p.m.

Youth baseball good for kids and community
I m a single father, free-
lance writer, co-host of
a sports talk radio
show, disabled American
veteran and more. Yes, I do
many things, but one of
the most important things
I do is coach youth base-
ball.
For the past several
months, I have been
coaching in the Weeks II
Success Youth Baseball
program, which is a 501c3
non-profit organization
aimed at providing base-
ball opportunities for
inner city kids.
One reason I coach is
because baseball has
always been my favorite
sport.
But another, more
important reason that I
coach is to give back to my
community. I want to
reach out to the youth to
teach them and show
them something different.
The final reason is if I
don't do it, who else will
do it?
And yes I do love it!
You never know the
impact you will have. Just
by example, I know that I
have touched kids' lives.
Daytona is my community
and I am a product of Pine
Haven, which is in inner
city Daytona. I left here to
serve in the armed forces,
get an education and came
back to do positive things.
I believe that I inspire the
players and let them know
that they can achieve
anything they put their
mind to. I am an example
that they do not have to
succumb to their environ-
ment.
In this program I have
seen kids grow and start to
develop into real ball
players. There are kids
who before playing, could
not make a catch but now
snatches anything that
comes along. Some who
could not throw but now
have some real heat, and
some who could not even
make contact with the
ball, but now hit the snot
right out of it.
This makes a coach feel
such satisfaction.

Of course, it's not just
about sports. The game
also teaches them self-
respect, discipline and
teamwork.
Our program is an
initiative of Rickie Weeks
Sr, who is known through-
out the baseball world.
Weeks is the father of
Milwaukee Brewers
second baseman Rickie
Weeks Jr., and Oakland
Athletics' prospect, Jamile
Weeks, who just currently
won a championship with
AA Midland, Texas team.
The program has two
teams: one in Orlando and
ours here. Both will field a
12 and under youth travel
team that will compete in
AAU competition this fall.
I am the head coach and
chief administrative
officer for the Daytona
team, which is a volunteer
position.
This program is open for
all youth ages eight and
older.
Baseball is not as popular
in the black community as
basketball and football.
Opportunities for blacks in
baseball are diminishing for
several reasons, one being
the lack of people in the
community with expertise
on the game. Another is the
expense of the game.
But I have seen for myself
the positive force it can have
on kids who would other-
wise be spending their time
less sensibly. And I would
love to see people rally
around this program that is
so valuable, not just to the
kids, but to our community
as a whole.

Health Department educates about flu season

The Volusia County
Health Department and
Volusia County Emergency
Management have teamed
up to educate citizens
about flu through their
"Let's Fight Flu Together"
campaign.
An important education-
al element of the program is
the health department's
influenza speakers' bureau
consisting of public health
professionals who speak to
local groups and organiza-
tions about H1N1 swine flu
and seasonal flu.
Groups and businesses in
Volusia County can request
a speaker to address citi-
zens' questions about flu.
Presentations are free, and
can be customized to the
group's needs. Speakers
also can direct citizens to
additional online and free
resources available from
state and federal agencies.
"By offering a bureau of
people who can address
concerns one-on-one, we're
able to help citizens put a
friendly face on the mes-
sages the health depart-
ment is dispersing about
the importance of prevent-
ing the spread of flu this
season," said Dr. Bonnie
Sorensen, Volusia County
Health Department direc-
tor. "We want to engage
businesses, chambers,
schools, and civic groups in
these discussions to help
spread the word about how
not to spread the flu."
Topics that can be
addressed by the speakers'
bureau include:

Freshman Hadley leads Calvary

has one of the most electri-
fying area athletes in
Cameron Hadley.
Hadley is a freshman and
starting quarterback for the
Lions.
Calvary is 4-1 for the sea-
son and a lot of it has to do
with Hadley. He has
thrown for 646 yards and
nine touchdowns while
rushing for

His coach, Billy Glenn,
said it's not just physical
prowess that makes Hadley
such a good player.
"He is a tremendous ath-
lete and he is smart along
with it," Coach Glenn said.
"That's a plus. He has a
great head on his shoul-
ders. He can do what ever
he puts his mind too athlet-
ically."
Amazingly, Hadley, 15, is
in his second year of varsity
football. He started at
quarterback last season as
an eight grader, throwing
for 1,577 yards and 21
touchdowns while rushing
for 746 yards and 15 touch-
downs.
Last season was a big
step.
"I was nervous," admit-
ted Hadley "Our coaches
encouraged me and told
me that I could do it."
This year, Hadley is doing
even better. He continues
to make spectacular plays
that get him compliments.
"I am going to give the
fans something to cheer
about," he said. "People say
they enjoy watching me
tremendous athlete and h
1 it. That's a plus. He h
iis shoulders."

Hadley said he has
matured as a player since
last year.
"I feel like I am more
experienced and it comes a
little easier than last year,"
he said. "I really have to
stay calm when I mess up
and not get down on myself
and my team."
Coach Glenn said Hadley
sometimes needs to under-
stand everything is not
always going to go his way.
"He is athletic and
mature for his age," Coach
Glenn said. "He has gotten
a little bigger. He is a com-
petitor and often wants
everything to go perfect. As
a coach I try to keep his
head up when things don't
go his way. That is the
biggest thing. Everything
else seems to come natu-
rally."
Hadley also plays on the
varsity basketball team.
He is doing well in school
with a 3.4 GPA and his
favorite subject is math.
"I am

school but
as a great myself, my
family, teach-
ers and
coaches think
that I can do
better," he
said.
His mother
Velma Johnson works at the
school.
He is "quiet, enthusiastic,
athletic, intelligent and fun
to be around, Ms. Johnson
said. "I haven't really had
any problems out of him."
Hadley comes from an
athletic family. His uncle
Pepper Johnson was a foot-
ball, basketball and track
and field star. His mother
was a standout basketball
player. His uncle Toray
Johnson was a good basket-
ball player. His brother
Demetrius Wright was a
standout football and bas-
ketball player, all at
Seabreeze High School.

said. "People don't realize
that where City Hall sits at

people could not make it to
their homes."

Living Legends of Auto
Racing Museum located in
the Sunshine Park Mall in
South Daytona.

Just south of the Shores,
in Ponce Inlet, is one of the
state's most recognizable
attraction The Ponce de
Leon Inlet Light Station,
located at 4391 Peninsula
Drive. It stands 175 feet and
is the tallest lighthouse in
Florida. It is also the sec-
ond tallest masonry light-
house in the nation.
The 203-step structure
attracts 175,000 visitors a
year. Admission is $5 per
adult and $1.50 per child
under 11. It opens every
day at 10 a.m. Closing
times vary per time of year.
Today the structure con-
sists of the tower and a
museum with memorabilia
and historic facts on the
lighthouse and the sur-
rounding community.
The lighthouse was con-
structed in 1883 and
opened in 1887 as the Mos-
quito Inlet Lighthouse,
which was the name for the
surrounding area. The
Lighthouse name changed
in 1927 when Mosquito
Inlet was renamed Ponce
Inlet.
Kerosene lit the structure
up until 1920 when a gen-
erator was installed making
the transition to electricity.
In 1998 the structure
became a National Historic
Landmark. The Ponce Inlet
Lighthouse Preservation
Association maintains and
runs the structure.
"Those who visit will see
on of the largest collections
of lighthouse optics in the
world," director of opera-
tions Mike Bennett said.
"The Lighthouse also gives
visitors a sense and feel of
what life was like at the
turn of the century for
Florida's coastal residents."

to withdraw money, but she

been terrorizing her for
weeks. Renee Tucker, 67,
suffered staph infections in
her legs that left her unable to
walk. She brought Sanders in
on the recommendation of a
female caregiver because
Sanders, a big man, could
easily carry Tucker from her
chair to bed or to the car to
run errands. Tucker said
Sanders suddenly became
verbally abusive, cursing her
and calling her names and
physically got rough with her.
Tucker said she's alone in the
world without family and
friends and that her cats are
her world. She was really
frightened she said when
Sanders allegedly threatened
to drown the cats or behead
them. Things came to a head
when Sanders demanded
Tucker accompany him to the
bank. Investigators said he
cut off her medical alert and
hid the phones before throwing
her in her van and driving to the
bank.Abank employee, who
had grown increasing suspi-
cious that Tucker was under
duress during bankvisits, called
deputies and the story spilled
out.We later learned suspect
Sanders has a long criminal
history, butTucker said she
wasn'tin apositionto check
references. Instead she relied on
the other caregiver who isn't
charged and told us she too,
was afraid of Sanders.
University melee
under review
What recently happened
during a huge disturbance on
the campus of Bethune-
Cookman University in
Daytona Beach is still up for
debate. More than 150
students were involved when
the melee spilled into the
street outside the Bronson
Hall dormitory. An hour or so

floor was accidentally set off
and students were upset and
agitated about wet belong-
ings when the water flooded
rooms. The university first
suggested that led tempers to
flare, but the next day,

blamed the brawl on stu-
dents. Instead, Dr. Reed said
the sprinkler trouble and the
fight that later broke out were
not related. She said when the
dorm was evacuated, a
university employee called a
dorm manager accused a
student of smoking outside
and took his identification.
Dr. Reed said when the 18
year-old, identified as
DemetriusWilkerson, tried to
get his I.D. returned to him
back in the dorm, the dorm
manager became abusive and
hit and choked the student.
Reed claims other students,
seeing the trouble, came to
his aid and created the violent
disturbance. Reed supported
the students who saw a
classmate in trouble and fired
two dorm managers allegedly
involved. However, the dorm
managers toldWESH 2 they
were in fear for their lives
when dozens of students
stormed their office and
videotapes obtained by
Daytona Beach police may
support the fired managers.
Eleven tapes were initially
turned over to police, but
police said the University
withheld other tapes and
police got a subpoena,
ordering the university to turn
over the remaining tapes.
Investigators have been
reviewing the tapes to see if
anyone, students or staff,
should be criminally charges.
The day of the incident one
student was arrested on a
criminal mischief charge for
allegedly throwing a chair
through a window.

Hello smart shoppers.
This week it's back to
mom's old cookbook.
Chicken breasts, when on
sale, can feed an army for
practically nothing. And, by
adding a gourmet touch,
every entree is different and
delicious. Mom was con-
stantly entertaining and
knew that well.
Boneless chuck steak or
round steak are steals,
especially when they're
offered buy one, get one
free. These recipes are
basically one-pot meals.
They are easy and can be
prepared in advance.
Years ago, upscale Italian
restaurants in New York City
always offered tortoni, a
creamy ice cream-like
confection for dessert.
While looking through the
cookbook, there it was. It's
high fat and cannot be
changed, but for special
occasions it's a must have.

pepper and paprika
1-2 tablespoons Canola
oil
4 tablespoons butter or
1/4-cup butter substitute
1/4-pound fresh mush-
rooms, thinly sliced
4-1/2 teaspoons flour
1 /3-cup chicken broth
2 tablespoons sherry
Drain artichokes well,
halve and set aside. Sprinkle
chicken with spices. In a
large skillet brown chicken
in oil for about 5 minutes,
turning once. Place side by
side in baking dish.
In small saucepan, saute
mushrooms in butter or
substitute; cook for 2
minutes. Sprinkle with flour,
stirring constantly. Add

tomatoes may be used. I
prefer fresh tomatoes when
the price is right. I will give
you both versions.
2 pounds round steak or
chuck steak
2 large ripe tomatoes
sliced 1/2-inch thick, and
1/2 cup water, OR
One 28-ounce can Italian
whole tomatoes with
liquid (crushed)
3 large cloves garlic, sliced
1/2-teaspoon oregano
Several sprigs fresh Italian
parsley, chopped, or 1
teaspoon, dried
1 teaspoon salt
1/2-teaspoon black
pepper
Trim meat of all visible

fat. Place in metal baking
pan, broil on each side in
oven until browned.* (This
step will add color and
flavor). Remove from oven,
set controls to 350 degrees,

If fresh tomatoes are used,
place all over top of

1-1/2 to 2 hours until meat
is fork tender. Add more
water if necessary.
If canned tomatoes are
used, pour them over steak.
Top with remaining ingredi-
ents and proceed as above.
Do not add the 1/2-cup
water.
*Steak pizzaiola may be
cooked on the stove top or
in the oven. To cut the fat, I
prefer the broiling method.

Beat whites until creamy.
Add sugar and salt, beat
until stiff. Fold in remaining
ingredients. Line cookie
sheets with aluminum foil.
Drop batter by 1/2 tea-
spoons for small cookies
(preferable), or whole
teaspoons onto cookie
sheet, spacing 2 inches
apart. Preheat oven to 400
degrees for one to two
cookie sheets, 500 degrees
for three or four. Place
sheets in oven, close door,
turn oven off and forget
about them until tomorrow
morning or until oven is
cold. Do not open door
before oven is cold.

Drum are skittish in the flats, so fish on the outer limits
Five months past the May
rains and the water in
the Halifax still looks like
beef broth with no relief in
sight.
In order to escape that
mess, Al Houser and I took
my little 16-foot Carolina Skiff
down to the northern Indian
River lagoon to hunt black
drum.
We went to the same spot
that Captain Leo had shown
me the week before.
A school of big drum had
been holding in a cove, and
I was hoping to be able to
find them again.
Once there, we sat quietly
until the school surfaced
about 200 yards away. They
had moved some, but were
still pretty much in the same
area.
If you have fished drum in
deeper waters, you know that
they are not a skittish fish. In
fact, my preferred method is
to anchor right over them and
fish them straight up and
down.
Fishing blackies on the flats
is a totally different game.
Once we spotted them, Al and
I had to be ever so careful not
to spook them. We laid aside
our lure casting rigs and took
up rods equipped with 3/0
circle hooks. We baited up
with fresh dead shrimp and
made sure everything in the
boat was secured. The
slightest noise and the fish
would bolt.
I first used my electric
motor then switched to the
push pole to get into position
to cast. The last 30 yards I
allowed the boat to just drift
over the 30 inches of water.
When in place, each of us cast
to the edge of the school.
When working a large
school, it is always best to cast
to the outer edge and try to
get a fish to come out to your
bait. That way, if you get a
hook up you have a chance of
playing the fish back toward
you and disturbing the school
as little as possible.
That works in theory, but
when Al and I made a double
hook up on our first casts
mine was a real hog.
Fishing with a very light rig,
I knew there was no way I
would be able to assert my
will on the fish, at least not for
quite a while.
Once the battle was won, Al
had a four-pound drum and
mine was 11. The fight had
indeed scattered the school,
which must have been at least
50 fish.
We moved off hoping to
give them time to regroup
and began casting to the
perimeter of the cove.
In short order, we had
another double hookup. This
time it was reds. Both were
25-inch fish with Al's coming
via dead shrimp and mine on
my trusty chartreuse jig.
A little later, I jigged up a fat
keeper trout and another red
of 22 inches to release. The
drum never gave us another
chance, but the trip was a
good one.
Despite the poor water
quality there has been a pretty
good shrimp run in the
Halifax River.
The take has been sporadic,
but the shrimp are nice sized.
Up near High Bridge, I saw
some netted that were as
large as a 50-cent carrot. The
best action has been near
marker 23 and 33 with good
catches coming from just a
few yards south of High
Bridge. Cast the center of the
boat channel for best results.

(Beautiful garden) mums the word for fall season
Wth Halloween,
Thanksgiving and
the holidays in the
air, fall mums come to
mind.
Garden mums come in
many colors and styles, are
a staple to the fall season
and represent the end of
summer and the onset of

cooler days and evenings.
Mums are actually fairly
easy to grow and can
withstand both low and
high humidity situations.
Mums can actually mimic
the look of other flowers
such as the smaller flower of
a daisy (daisy mums) or the
larger and fancier varieties
that can almost look like
roses. You can get chrysan-

the mum plants in almost
every color but blue.
The first batch of garden
mums should be arriving in
your garden center very
shortly, so be sure to check
frequently or ask an
employee when they expect
their first shipment.
Mums have been around
for a long time and I am
sure that many of you have
helped your parents or
grandparents display these
colorful gems during the
holidays. Most of the
varieties that we use here in
North America are simply
U known as garden mums
with the botanical classifi-
cation of Dendranthea
grandiflorum.
About 80 percent of all
garden mums are sold
during fall and early winter.
The reason these colorful
plants burst into bloom in
fall is because the shorter
days, cooler temperatures
and longer nights all
contribute to the triggering
J mechanism that causes
them to burst into color.
Many people simply buy
*i their mums in the fall
riders already in bloom from
retailers, while still others
like to plant their own
plants and watch them
mature and bloom in their
own gardens.
If you decide to try
planting your own, do so in
the spring, so the root
systems can have a chance
to get well established to
ensure a happy healthy
plant. Mums should be
planted in a location that
will get only a half-day of
sun or slightly less.
This is especially true in
the areas south of Vero
Beach. The areas north of
Vero Beach will probably
have better results with
growing mums in the
garden, as the harsh effects
of the sun are slightly
lessened.
You can ensure you will
get more flowers in the fall if
you pinch back the top inch
or so of growth about every
three weeks until about mid
July. This process will help
to promote heavy flowering
in the fall.
Please note, only do the
above process if you plan on
growing and maintaining
your garden mums on a
year-round basis.
Mums will grow in a
variety of soils as long as it is
well drained. Mums do not
require a lot of fertilizer, but
will appreciate a light
feeding about once a month
with a water-soluble
fertilizer such as Miracle
Gro. It will also help if you
stake your plants, as this will
help them to support
themselves and keep the
heavy Florida rains from
knocking them over.
If you plan on only using
your mums as a potted
decoration for the holidays,
many of the same rules will
apply.
Keep the plant in a bright,
well-lit area of the house
and do not let it get too dry
between watering cycles.
Remember that potted
plants will dry out much
faster then plants that are
placed in the ground. A/C
will also have an impact on
your plants' moisture level.
Once your plants have
server their useful life as a
holiday decoration, many
people just choose to throw
then away and plan on
buying new next year, while
others will choose to plant
them and enjoy their color
again next season.
If you decide to plant
your gems for next year,
simply choose a well-
drained area that has some
protection from the hot
summer sun. Dig a hole
about twice the size of the
plants' existing root ball.
Place the plant slightly
below the original soil level
of the pot. Fill in with a
good-quality topsoil or a
soil mixture with organic
compounds mixed in. Water
the plant in. You are now on
the road to enjoy your
plants again next season.
