DAYTONA BEACH -
Big changes could be
coming to Riverfront Park.
The latest proposed plan
includes fountains, gar-
dens, outdoor dining areas,
a market plaza, bike paths,
fishing piers, kayak rentals,
a nature center, an arbore-
tum, sculpture, boardwalks,
an amphitheater and more.
At a public workshop
June 23 at The News-Jour-
nal Center, local residents
had their last opportunity
to give their opinion on the
proposed plan for the area
formally known as J. Saxton
Lloyd Riverfront Park.
The public comments
will be incorporated into
the design, which will be
presented to the City of
Daytona Beach for approval
in August.

Several lifeguards take a leap during their annual jump from the Main Street Pier in Daytona Beach last Saturday.
The jump started years ago as a way to celebrate the lifesaving profession. 'This goes back many years to when the
lifeguards had their weekly mass drill and all of the guards had to report to the Daytona Beach station, jump off the
pier and then swim three-quarters of a mile,' said John Upchurch, a Volusia County lifeguard from 1986 to1992.
'Today, it's a chance for the old lifeguards to get together for a day of fun and reminiscing about old times.'
Commission OKs historic tree removal
OOHH, AAHH

DAYTONA BEACH -
After a debate on the value
of trees versus the rights of
homeowners, the City
Commission recently gave
approval to cut down an
historic oak tree on private
property.
Removal of historic trees
must be approved by the
commission. Historic trees
are defined as having a
diameter of at least 36
inches and the tree in
question measured 46.8
inches.
Chris Daun, of the Beau-
tification Tree Advisory
Board, said a new proce-
dure should be established
for historic trees.
"It should be a matter of
policy," he said to the com-
mission, "that when a per-
son wants to remove a tree,
they first go to the Board of
Adjustments to see if they
can build their pool or
garage or whatever and
save the tree at the same
time. Then when it comes
to you, you can make the
final decision."
John Nicholson of Day-
tona Beach said that trees
are important for ground-
water, clean air and other
environmental reasons.
"It's to our advantage to
have a foliage and a
canopy throughout our
city," he said. "Unless there
is an extremely good rea-
son to take a tree down, I'd
ask you not to take it."
The homeowner at 870
North Street Vicki Had-
docks, who plans to install
a swimming pool, present-
ed the commission with a
letter from a pool compa-
ny saying the tree must be
removed.
Commissioner Richard
Shiver sympathized with
Ms. Haddocks. He said a
person can buy property,
thinking "what a nice place
for a pool" and then find
out later an historic tree is
in the way.
"I certainly understand
the historic tree aspect,"

Changes are coming to
Vining Court that officials
hope will convert it from a
"side street" to an appeal-
ing business district with
improved parking.
Winding from A1A to
East Granada Boulevard on
the beachside, the street
has a mixture of businesses
and residences.
The idea for the project
began when the Ormond
MainStreet Design Com-
mittee saw a need to boost
interest in the businesses
on the street and extend
the streetscape improve-
ments from Granada
Boulevard, said Maggie
Sacks of Ormond Main-
Street.
The group also wants to
identify available parking
on the street. Parking in
the general area can be a
problem, especially in the
summer, when beachgoers
are searching for a spot to
leave their car.
Working with Zev Cohen
and Associates, Inc., the
MainStreet group pro-
posed a Streetscape Park-
ing and Beautification
project and the concept
was approved by the City
Commission in May.

Foreclosed homes create
problems for code enforcement
By Jamye Durrance
Durrance@hometownnewsol.com
VOLUSIA COUNTY -
The modest New Smyrna
Beach home, with its
knee-high grass inter-
spersed with weeds and
high bushes blocking
empty windows, was a
stark contrast to the
neighboring homes that
were all neatly land-
scaped and free of weeds
or debris.
According to New
Smyrna Beach code
enforcement records,
neighbors have already
complained about the
house, which is in fore-
closure.
Lynn Kunkle, code
enforcement officer for
the city, said the house is
just one of dozens
reported every week.
With no one living
there, and ownership in
question, houses like
this one tend to fall into
disrepair and become
eyesores for neighbor-
hoods, further lowering
already plummeted
property values.
Some cities have taken
action, adopting ordi-
nances to address the
issue while others are
still exploring options.
Ms. Kunkle said that at
a recent code enforce-
ment conference she
attended, the issue was
discussed at length.
"It's a problem (code
enforcement) has run
into countrywide," Ms.
Kunkle said.
According to Realty-
Trac, a foreclosure track-
ing Web site, there are
more than 9,000 homes
in foreclosure in Volusia
County.
While that may seem
high, officials in east

Group helps low-income kids with sports, activities
By Jamye Durrance

VOLUSIA COUNTY -
Brody Lanigan has never let
anything stop him from
succeeding.
The New Smyrna Beach
High School senior plays
three sports, takes honor
classes, volunteers and has
a 3.82 GPA.
Brody also has Tourette's
Syndrome, a neurological
disorder causing physical
and verbal tics, but his
mother, Audrey, said it is
not a setback in accom-
plishing his many goals.
But, sometimes money is.
Ms. Lanigan is a single
mother raising two chil-
dren, both of whom are
highly active in sports.
Paying for all the uni-
forms, meets and trips adds
up quickly.
So when Brody wanted to
go to a special cross coun-
try camp in Oregon, Ms.
Lanigan wondered how she
was going to come up with
the $900 needed for the trip.
"I don't like asking for
help and there they were,"
Ms. Lanigan said.
"They" were Grassroots
Giving, a non-profit group
established by Ormond
Beach resident Missy Gib-
bons, which helps pay for
extracurricular activities for
low-income children.
The group will be holding
a fitness challenge and bar-
becue on Saturday, July 11
to raise money for Brody
and other teens to partici-
pate in extracurricular
activities.
"This was a once-in-a-
lifetime chance for Brody to
go to camp," Ms. Gibbons
said. "Who knows who will
see him there?"
Ms. Gibbons previously
worked in foster care and
saw that many of the
"extras" for children fell
through the cracks.
"Instead of sitting back
and complaining, I decided
to do something," she said.
Two years ago, she found-
ed Grassroots Giving and
started an annual fundrais-
er combining her two pas-
sions: fitness and charity.
She organized a fitness
challenge at Planet Fitness
in Ormond Beach, as well
as a dinner and silent auc-
tion. Over the two years,
Grassroots Giving raised
"It's unbelievable, It gave me a renewed vision of our
society that people would pull together like that. It's a
wonderful organization, I recommend it to every per-
son I talk to"
Audrey Lanigan
more than $16,000.
Ms. Gibbons said so far
they have been able to help
all of the people applying
for help.
This year's fitness chal-
lenge includes a competi-
tion of rowing, push-ups
and other exercises, Ms.
Gibbons said.
"So many talented kids
don't have the opportunity
to do (the camps or
sports)," she said. "I want to
grab hold of these children
and fund these enrichment
activities. They can go on to
bigger and brighter things."
Ms. Lanigan said she
knows how important
sports have been for her
children. She is glad the
community is stepping up
to help children who might
not be able to afford to par-
ticipate in sports.
"It's unbelievable," she
said. "It gave me a renewed
vision of our society that
people would pull together
like that."
Ms. Lanigan said she can't
speak highly enough of
Grassroots Giving.
"It's a wonderful organi-
zation," she said. "I recom-
mend it to every person I
talk to."
Ms. Gibbons said she and
the volunteers who work at
Grassroots Giving are just
doing what they love.
"We really want to do
something to give back to
the children," she said. "All
the money stays here local-
ly."
The July 11 fundraiser will
be held at Tactical Fitness
Ormond. The cost to enter
the challenge is $20, which
includes a barbecue lunch
afterward. Tickets for the
barbecue can be purchased
for $6.

New seatbelt law in effect
Earthborn
By Jamye Durrance
Durrance@hometownnewsol.com
VOLUSIA COUNTY-
Pulling up to the Sun-
shine Park Mall in South
Daytona recently, Tony
Welch didn't have his seat-
belt on.
"It cuts me right here,"
he said as he gestured to
his neck. "I'm afraid that if
I'm in an accident it will
break my neck."
Mr. Welch couldn't get
pulled over for not wearing
his seat belt at least not
until this week.
Now, all drivers, includ-
ing the Ormond Beach res-
ident, could be pulled over
by police and fined $30 for
not wearing seat belts.
Previously, Florida had a
secondary seat belt law
meaning police could only
write a seatbelt violation
ticket if the driver was
pulled over for another
infraction.
"I will start wearing it
then," Mr. Welch said.
The National Highway
Traffic Safety Administra-
tion estimates that a pri-
mary seat belt law could
save 142 lives in Florida
annually.
And saving lives is the
point of the law, said Ponce
Inlet Police Chief Steve
Thomas.
"We're trying to encour-
age people to buckle up,"
he said. "Seatbelt use does
save lives. The statistics are
out there. I think this is the
natural evolution of the
law. I knew this change
would take place."
In Volusia County, FHP
investigated 50 fatal crash-
es, in which 31 people who
were not wearing seat belts
died while 7 people died
who were wearing seat
belts.
"Who knows if those 31
people would have sur-
vived if they would have
been in their seat belts,"
Florida Highway Patrol
Trooper Kim Miller said.
According to statistics
from Ms. Miller, in 2007,
approximately 311,000 seat
belt citations were written.
According to a NHTSA
survey, Florida's seat belt
compliance rate is 81.7%.
The national average is
83%.
Mr. Welch said he wears
his seatbelt occasionally.
"I only wear it on the
highway because they
scare me," he said.
He said the law is "just
another behavior modifi-
cation law" but his chil-
dren and grandchildren
always wear their seatbelts
when in his car.
According to the NHSTA,
Florida is joining 28 other
states by implementing a
primary seat belt law. Fines
for the violations run from
$15 in Alaska to $200 in
Texas.
Mr. Thomas said they
have been advertising the
new law so that residents
know what to expect.
He said his officers are
ready to write tickets.
"Our concern is for safe-
ty," he said. "We pay atten-
tion to all violations. Our
goal is to make sure every-
one is safe."

Other improvements
along the street will be
additional sidewalks and

Helping to define the
street as a business district

Mr. Momberger said the

Ms. Sacks said residents

street were given a chance
to voice their concerns and
provide input at an open
forum in March.
"We knocked on every

invited them to the meet-

The main concern by res-
idents, Ms. Sacks said, was
that all the street parking
be retained.
"We were careful not to
take any away," she said.
"I think the improve-
ments will prepare the
street for more business
growth in the future," Ms.
Sacks said. "It will be a
more inviting area where
people will want to walk."

Too many trees planted
I drove out Arlington Way in Ormond Beach, and they
have put palm trees along the street.
Everyone has five or six palm trees planted. They are
about four or five feet apart.
What a waste of money.
They overdid it.
Is State Farm here for us?
Have you seen the State Farm "I'll Be There" ad on TV?
It's a beautiful song, but don't believe the message.
State Farm has definitely not been "there" for us.
How can I find the American dream?
On Feb.14, the company I worked for closed its doors
permanently.
Like thousands of others here in the Daytona Beach area,
I found myself unemployed.
Ever the optimist, even at the young age of 60 years, I
decided it was time for a change.
Utilizing hard-saved 401K retirement dollars, I bought a
shiny new hot dog cart. The kind with the stainless steel
grill and the umbrella the whole works.
I did my homework and obtained a business license.
Now, I'm ready to do business, right? Wrong.
Next came the Florida resale certificate for sales tax, the
certificate of registration within the state of Florida for my
business, which also includes quarterly tax filings.
I took the mandatory food handlers course, passed a
lengthy test and obtained a certificate number as proof of
all this for Tallahassee.
I had to have my cart inspected by the health depart-
ment.
Next, I purchased $1 million of liability insurance
required to be a food vendor.
Finally, I added the Florida trailer registration and license
for the cart.
After jumping through every hoop the state put before
me, I found out that Volusia County doesn't allow any
mobile food vending units, except for a few events per year.
I've been a working man all my life. I certainly don't want
to even begin to compete with anyone in the "established"
business community.
However, strange as it may sound, I don't want to be a
beach concessionaire.
After spending a lot of money and an incredible amount
of time, let me just say this. I'm out of a job. I'm 60 years old,
and Volusia County won't let me work.
I will stand on any corner, in front of any business, on any
lot anywhere, just so I don't have to accept government
assistance. I risk losing my family, my home and all the rest.
All I want to do is feed construction workers, a trucker or
smile at a happy kid with a face full of mustard.
Anybody want to help me understand what happened to
the American Dream?
There are no liberal Republicans
There is no such thing as a liberal Republican.
Liberals some times pretend to be Republicans in order
to get elected in a conservative voting area.
Arlen Specter is a prime example. The Rockefeller family
has always switched parties back and forth from Republi-
can to Democrat whenever it was to their benefit. This is
hardly anything to be proud about.
Republicans who are gullible enough to vote for these, in
name only Republican candidates, deserve whatever they
get.
Post office needed signed credit card
The U. S. Post Office will not accept a credit card unless it
is signed on the back.
Several years ago, I received a recommendation from an
employee of a major credit card company to never sign the
back of a credit card.
Instead, print in the signature space the letters CID (also
known as See identification).
This asks the vender to visually see photo identification
of the customer.
I have put CID on my credit cards for several years as

have a number of people I know and acceptance has never
been refused except by the U.S. Post Office.
I explained to the post office manager that there is no way
viewing a signature is any proof that the holder of the credit
card is the legal owner, whereas a photo ID is much more
reliable and protects both the cardholder and the purveyor.
Even correct signatures are often difficult, if not impossi-
ble to decipher.
Where is the logic and common sense in requiring the
back of credit cards be signed?
The signature proves nothing and does not protect the
security of my card nor does it protect the merchant.
Would you vote for president Obama again?
To all the local people who voted for President Obama, if
he ran for president next week would you vote for him
again?
He has this country so fouled up. He's going to go down in
history as the worse president we ever had.
I just bought the book "Catastrophe" telling about all his
blunders and mistakes.
The guy is in over his head and he doesn't know what he is
doing.
RV parking rules don't allow
parking in the front yard
The South Daytona newsletter lists a set of rules as to
where you can park.
Most of them make sense, except the following. RV's and
boats parked on your
own property must be hidden from view. Why?
Does anyone really care about seeing them? Does it lower
property value? Is it a jealousy issue?
They also state any RV's cannot be used as temporary liv-
ing quarters in a residential area.
So that means, I cannot allow an out of town guest to
park, hook up and stay conveniently in my driveway, but it
is perfectly legal for them to stay in a commercial RV park
for money, or park behind my fence and sleep on my floor.
I'll bet it would be legal for them to take turns driving
around the block all night while the other one sleeps.
The other ruling that grates on me is that if your car,
which has been parked in your driveway all year, became in
need of repair in order to move, you are now required to
store it in an enclosed building. Why? The letter does not say
the repercussions, but I would guess it would be towed
away at the owner's expense to an area that is most definite-
ly not enclosed and would include hefty daily charges.
Editor's note: Response from Helen Wert, South Daytona
assistant community development director:
RVs and Boats are not required to be hidden from view;
city code only requires that they are parked in the side yard
or rear yard there are no requirements to be parked behind
an opaque fence or hidden from view.
The city enacted the RV/boat parking ordinance in 1989
after lengthy discussion and meetings with residents. The
city council appointed a "resident's committee" to formu-
late these regulations. Yes, realtors were concerned with
declining property values. Yes, RV's and boats are required
to be operable and properly tagged.
Renovation
From page Al
Orange Avenue. Each plan
was shown in great detail in
large, full-color drawings.
Another large drawing
showed the entire Riverfront
Master Plan, and attendees
were asked to attach sticky
notes on the illustration,
with comments about what
they liked and didn't like.
Russell Moore of IBI said
all the major conflicts had
been resolved and it was
"time to get started and
build a park."
Ms. McKay-Vaughan said
the proposed designs were
too final.
"The public is being asked
to vote on one of these
designs and then it will go to
the City Commission," she
said. "I'm not sure this is
what the public wants.
There needs to be more dis-
cussion."
Public workshops have
been conducted during the
past year but Ms. McKay-
Vaughan said they were
poorly attended.
The workshop had the
feel of a social mixer as
about 50 to 80 attendees
strolled round munching
on catered food while a
three-piece band played.
Random comments
revealed a variety of con-
cerns.
Elizabeth Beecher, of
Daytona Beach, said, "I'm
marking down that we
need more lighting in the
area so people feel safe."
Chris Evans, who owns
Evans and Son Jewelers,
said it was hard to make
comments because "we're
not architect or designers.
They are the profession-
als."
Some people got inter-
ested in the details of the
plans. Stina McLamore of
Daytona Beach said a bike
We do allow 48- consecutive hours for temporary parking
in the driveway while unloading, loading and minor main-
tenance.
RV's cannot be used for temporary living quarters in a res-
idential area.
Residential areas are zoned for single-family dwellings. A
campground is the correct location to park an RV for use as
temporary living quarters.
All of these regulations have been enacted for the protec-
tion of property values and the health and welfare of resi-
dents in adjoining properties. These regulations were
adopted through public hearings where residents had an
opportunity to participate in the proceedings.
We welcome citizen participation and input.
Boat launch fees are too much
Living in Edgewater, I rarely use the New Smyrna Beach
north causeway ramp due to its congested conditions most
times.
Now, Liz Yancey, New Smyrna Beach Parks and Recreation
director, and the city commission are once again consider-
ing a $5 fee to launch a boat.
To top it off they will buy a $70,000 set of machines to
make collections of fees to avoid hiring an attendant.
It would also cause a hazard to traffic, which moves fairly
smoothly now, because trucks and trailered boats would be
backing onto the causeway road to collect the silly fee.
Ms. Yancey and the commission are once again fooling
themselves.
If this new fee is imposed, it will simply drive boaters to
Edgewater and/or Port Orange to the free ramps.
This will in turn overpopulate and crowd those already
congested ramps.
But make no mistake. If this happens those cities too will
no doubt want to be greedy and also induce a fee.
Will Ms. Yancey and the council be there with their hands
out when these toll taking machines break down?
We know better than that. They would have to face us to
do that.
Editor's note: Response from Liz Yancey, New Smyrna
Beach Parks and Recreation Director:
The direction I got from the (city commission) retreat is I
am now on a fact-finding mission. I felt like all of the com-
missioners are looking for more information on the entire
subject (boat ramp fees) before they make up their minds. I
am sure that once we get a handle on what we are really
looking at there will be many opportunities for the public to
voice their comments and concerns.
Homes by the airport will have noise
When buying a home, the three things you should look for
are location, location and location.
If you buy a home next to a train track, you get train noise.
Buy next to a interstate, you get car/truck noise and when
you buy next to an airport, you get airplane noise.
So the question is, who is at fault for purchasing a home
around an airport?
Let's start taking responsibility for our own actions and
deeds.
path was shown in the
middle of Beach Street and
she was wondering how it
crossed the intersections.
Pat Sample, who owns a
business in Daytona
Beach, said she would like
to see a plan finalized.
"Over the past 30 years
we've had three different
plans and consultants and
still no park," she said. "I'd
like to see this come
together so we can get
redevelopment funds."
John Anglea of Ormond
Beach said he wasn't seeing
a large enough space for
concerts.
"The LSO comes here
every two years. We need a
large grassy area for music
and other events," he said.
The main difference in
the proposals given at the
public workshop was the
amount of organization of
the various features. For
example, one plan showed
more open space in the
middle of the park for
events.
Mr. Moore said he had
talked to several people at
the workshop who said
they wanted more lawn
and less paving.
"We are hearing loud and
clear that they want green
space," he said.
The purpose of the park
renovation is to create a
space where people will
want to congregate, Mr.
Moore said. "We want to
create a living room for the
community," he said
The next step in the
redevelopment process
will be for IBI to incorpo-
rate the public comments
into a final design and sub-
mit it to the Downtown
Redevelopment Board.
In August, a finalized
master plan will be sub-
mitted to the City Redevel-
opment Authority, which
reports to the City Com-
mission.

Our friends on the beach: Dolphins, seagulls,
pelicans, sea turtles and the beach patrol
The Volusia County
Beach Patrol serves
us faithfully every
day. Their officers and
lifeguards protect us from
rip currents, jellyfish and
our selves; they save us
from drowning, sharks,
jellyfish and even the ocean
itself. They patrol our
beaches with friendship,
smiles and loyalty, while
upholding county and local
ordinances.
Recently, my wife and I
were drinking our coffee on
the beach by the Flagler
Avenue entrance in New
Smyrna Beach. We noticed
a seagull that had been
hooked by a 4-inch fishing
lure standing quietly near
our car trying to avoid the
wind. The fluorescent
green lure hung on the
seagull's chest as if it were a
necktie he'd worn for last
evening's Christmas parade
down Flagler Avenue. But
in reality, it might as well
have been a noose.
We sat there trying to

knew what to do. After a
few minutes of feeding the
bird some seed, he was able
to net the bird, place it in a

off to give the bird back its
freedom. We realized that
the officer never even gave

We sat on the beach

very Christmas-sy that we
had actually saved the
helpless gull, when about
20 minutes later the beach
patrol officer returned to
inform us that the hooks
had been removed and the
bird was checked out and
flew safely away.
I've read in the paper that
the county may cut some of
these patrols, but how can
we cut these heroes of the
beach from our lives, when
all they do is serve us, the
environment and even the
birds. The beach patrol is
always there to help. Let's
all help them.

Expert: FPL rate hikes could
spell disaster for area seniors
By Andrew Norris
For Hometown News
VOLUSIA COUNTY -
Lowell Wynn knows how
hard it is for many of the
area's elderly to get by on a
fixed income.
As president of the Day-
tona Beach chapter of the
Association for the
Advancement of Retired
Persons he has seen the dif-
ficult choices they have to
make.
"Some of these old folks
have to decide to go to the
drug store or eat," said Mr.
Wynn. "People don't realize
that as people get older,
money is hard to come by."
So when the Florida Pub-
lic Service Commission
recently held a public meet-
ing to discuss a 30-percent
base rate hike Florida Power
& Light is proposing, Mr.
Wynn made sure he was
there to speak out against
the "outrageous"request.
He was not alone.
More than 30 residents
went before the commission
to voice their opinion, sev-
eral lauding FPL's efforts in
restoring power after hurri-
canes and work to better the
community, but none sup-
porting the power compa-
ny's request for the rate hike.
"This 30-percent base
rate increase is unconceiv-
able, especially in these eco-
nomic conditions," said
Daytona Beach resident
Doug Little. "(It's) shame-
ful."
FPL representative Mar-
lene Santos told the com-
mission that the utility
needs the rate increase to
attract investors who desire
a higher rate of return on
their investment.
Ms. Santos said FPL's rates
were on average 47 percent
better than the national
average and that FPL has
not had a base rate increase
since 1985.
A representative from the
Attorney General's office
and the Public Counsel, as
well as many citizens in
their three minutes of face
time with the commission,
cited FPL's abnormally high
rate of return. The increase
would raise FPL's average
rate of return from around
10.25 percent to 12.5. The
Attorney General's office
called this excessive.
Many, including Mr.
Wynn, claimed the increase,
which would raise the aver-
age bill $12 a month would
risk the health of the area's
elderly, many of whom
already struggle to pay their
electric bill, especially dur-
ing the sweltering summer
months.
After the meeting, Mr.
Wynn said he can't fathom
FPL's request.
"It almost sounded like a
bad dream," he said.
The commission will
decide later this year after
more hearings whether to
accept, reject, or augment
FPL's proposal.
DO YOU KNOW HOW SLEEP MAY
IMPACT HIGH BLOOD PRESSURE
ARE YOU AT RISK FOR OSA? (obstructive sleep apnea)
V Do you snore?
' V Do you stop breathing during sleep?
V Do you wake up with a headache?
V Do you feel sleepy during the day?
V Do you have a history of high blood pressure?
If you answered yes to two or more of these questions,
talk to your doctor. Your doctor can assess your
need to have further evaluation of your
breathing while you sleep. A sleep study will
diagnose whether you have OSA and indicate
the best treatment.
WHAT ARE THE BENEFITS OF
TREATING OSA?
Clinical studies have shown that treatment of
OSA may:
lower blood pressure

Beach, speedway big
draw for holiday
The Fourth of July
holiday is upon us and
local business owners are
hoping Volusia County
beaches will be a big draw,
along with the Daytona
International Speedway
where they are geared up
for the running of the
Coke Zero 400. The
economy has certainly
impacted ticket sales, but
speedway officials are still
counting on a big turnout
and along the beach front,
some hotels are offering
deals to draw the crowds.
Many cities in East Volusia
County are hosting
fireworks shows, including
Daytona Beach, where the
show lights up the city
from the Main Street Pier.
However, county officials
warn visitors that personal
fireworks are not allowed
on the beach to protect
sea creatures that can
ingest the debris.
School district
cutting administration
positions
We told you recently
their would be no more
teacher layoffs in Volusia
County for next school
year, but students will see
fewer administrators.
Volusia County is still
down $9 million after
making dramatic budget
cuts and instilling a pay
for play program with
athletics. School district
officials announced they
will save nearly $2 million
by cutting one assistant
principal position at each
of the county's nine high
schools and having several
elementary schools share
a principal. No one is
losing a job according to
officials, however, some
will be in new positions.
The changes are also being
absorbed through retire-
ments and resignations.

I chose the hospital ranked #1 for orthopedic outcomes.
Dr. Stan Beitscher underwent a partial knee replacement at Halifax Health in 2008. In order to provide patients
with the very best care, we made sure to bring in the most accomplished orthopedic surgeons. We put the most
sophisticated technology in their hands, and developed the safest, cleanest operating rooms. The result is an
artificial implant that is more precise. Ajoint repair that comes with less pain. A hip fracture with a shorter
recovery, and everything else that goes hand in hand with ranking #1 in the state for orthopedic outcomes.
People travel hundreds of miles for care like this. But with Halifax Health right here, you don't have to.

Beachside area boasts affordable fun,

With the Indian River to
the west and the Atlantic
Ocean to the east, Brevard
County's beachside com-
munities offer a plethora
of enjoyable activities for
visitors and residents
alike.
So, instead of traveling
elsewhere this summer,
consider a visit to the
Space Coast, while spend-
ing less cash and gaining a
new appreciation for Bre-
vard's beloved beaches.
While Melbourne Beach
is known for its small-town
feel and casual atmos-
phere, it is also the coun-
ty's oldest beachside com-
munity, established in
1883, according to the
town of Melbourne Beach's
Web site, www.mel-
bournebeachfl.org.
In 1921, the original Mel-
bourne Causeway was
built, connecting Mel-
bourne Beach to the main-
land via what is now
known as Indialantic.

For a deeper look into
the town's history, stop in
the long-standing Old

at 2373 Oak Street, which

If fishing is your forte,
Melbourne Beach is home
to some of the county's
most popular fishing
spots, both along the
beach and in the Indian
River Lagoon.
Rent a kayak, charter a
boat or throw out a line
from the Melbourne Beach
Pier.
Sebastian Inlet State
Park, at the south end of
A1A, doubles as a popular
fishing area, as well as a
recognized surfing spot for
locals.
If you're looking to get
away without technically
leaving the county, pack
up the kids and the camp-
ing gear and spend a few
nights under the star-filled
sky at Long Point Park near
the Indian River County
line.
Both tents and RVs are
permitted, and many
parts of the country or
state, where entire neigh-
borhoods are sometimes
facing foreclosure.
Port Orange City Manager
Ken Parker said they have
had some problems but not

Heading north from Mel-
bourne Beach, there are a
variety of other ways to
stay active.
Paradise and Boardwalk
beaches in Indialantic are
well-known hot spots,
while the newly renovated
Hightower Beach Park in
Satellite Beach is sched-
uled to be completed by
late summer.
Sea turtle nesting season
in Brevard began June 1
and guided hatchling tours
are a must-see.

Sea Turtle Preservation
Society Web site, www.sea-

From jet skiing and boat-
ing to wakeboarding and
canoeing, the Space Coast
is also known for its water
sports. But some residents,
who have lived here all
their lives, rarely take
advantage of their loca-
tion.

there and experience all

Ms. Kunkle said she is
worried that those items
could become projectiles in
a severe storm or hurricane.
Such was the case recent-
ly in New Smyrna Beach
where a half-constructed
home was put in foreclo-
sure, leaving stacks of wood
trusses and miscellaneous
construction tools laying in
the yard.
Ms. Kunkle said they were
able to locate someone to
secure the materials but
that might not always be the
case because of legal issues.
Ryan Williams, operations
coordinator for Volusia
County Emergency Man-
agement said there is a
potential problem with
dangerous debris at fore-
closed homes but safety
comes first.
"I don't think the magni-
tude is to the extent that we
have a problem," he said.
"In an emergency we can
write ordinances to waive
that. When you declare a
state of emergency, a lot of
things are waived."
Ms. Harrison, a Wells
Fargo representative, said
the same local real estate
agents are responsible for
making a home safe.
"When a hurricane warn-
ing is issued, Wells Fargo is
in contact with the local real
estate agents to ensure they
have prepared our homes
for the storm."

Common palms you might want to try 4 AL-._.._,r1TT4_IAWI
O ne of the best ways to
add some tropical
flair to your yard is
with palm trees. There are
dozens of choices, some
common and some exotic
(and expensive).
This week I want to talk
about a couple of the more
common varieties.
The queen palm is
probably one of the most
common in our area. They
are native to Brazil,
Paraguay and northern
Argentina. This palm is very
commonly used as a
landscape accent. Queen
palms have been assigned
the name cocos plumose.
The queen palm is a very
hardy plant that is cold
tolerant, down to 20 degrees.
The tree is also relatively
drought tolerant and
requires little in the way of
watering once the plant is
established. The queen palm
can grow to 50 feet.
The queen palm boasts a
smooth, straight trunk that
is marked with evenly

Commissioner Derrick

the application to remove
the tree.
"I think it's an unreason-
able restriction to place on a
property owner who had no
knowledge of this rule," he
said.
Commissioner Shiela
McKay-Vaughan suggested
that the homeowner con-
tact the Board of Adjust-
ments to see if the pool
could be relocated and save
the tree.
"I was hoping we could
compromise because I feel
like it's really important to
keep these trees," she said.
"We just don't have that
many and it's one of the
beauties of the city."
Ms. Haddocks answered
that the pool would be off-
center if relocated. She also
pointed out the property
had several other oak trees.
Before the vote, Ms.
McKay-Vaughan again said
more information was
needed on the possibility of
moving the pool.
Mayor Glen Ritchey said
relocating the pool was not
an option because the
applicant said it would not
be aesthetically pleasing.

spaced leaf scars. The top of
the tree is marked by a large
canopy consisting of
feathery-like fronds. The
leaves are dark green and
have a graceful and tropical
appearance.
The queen palm also has a
spectacular display of fruit
and flower clusters that give
this tree a very unique
appearance. In each fruit is a
seed with three spots.
Queen palms can be used
in many landscape environ-
ments, including lining
pathways or driveways,
grouped together to form a
tropical hammock, used
individually to accent
garden areas or for an
accent on your front lawn.
The uses are endless and the
beauty is amazing.
There is one downside
with these palms. Over the
years, there has been a
fungus disease that is
affecting some of the trees.
Personally, none of mine
have ever been affected.

GARDEN
NOOK V Y "
JOE ZELENAK
found just about everywhere
is the areca palm. The areca
has feather-like green fronds
that radiate from several
trunks, which make this a
good choice for use as a
border. Areca palms are slow
growing plants that will
grow wider before they get
taller.
One common problem
with these plants is the
browning out of the plant
tips. This is normal and will
happen in almost all cases.
These palms require bright,
indirect light and if you use
the plant indoors, keep it
within 5- to 8-feet of a bright
window.
If you plant the palms
outdoors or use them as
borders, plant them in a part
of your yard that gets some
shade, either from the
structure or from larger
trees. If the areca receives
too much direct sunlight, it
will cause browning.
The areca palm requires a
fair amount of water, but it
will not do well in an area
that does not drain properly.
It does not like to sit in
standing water.
In addition, over time you
may notice a slight yellow-
ing of the leaves. This is
normal and using simple
Epsom salts around your
palms can often offset the
yellowing. Use about a half-
cup around each plant and
water in. Apply the tonic
around your plants about
every month or so. This will
help keep the lush green
color intact.

The skinny on skin cancer: wear sunscreen, self-examine
It's summer in Florida and
the UV index is high.
Now is the time to remem-
ber the sunscreen and protect
yourself against all forms of
skin cancer, including
melanoma, the most serious.
Here is some information
on the most common types of
skin cancers and what to look
for. The information comes
from the American Academy
of Dermatology.
Actinic keratoses are pre-
cancerous lesions caused by
long-term exposure to
sunlight. They are most
commonly found on the face,
lips, ears, neck, scalp, fore-
arms and hands, the areas
most exposed to sunlight
Keratoses are often scaly,
rough and discolored.

Practice self-examination
and have someone else check
areas, such as your scalp, that
are hard to see.
If untreated, keratoses can
progress to more serious
types of skin cancer, so any
suspicious growth should be
looked at by a dermatologist.
Basal cell carcinoma is the
most common type of skin
cancer and appears frequent-
ly on the head, neck and
hands, and other body parts
as small, fleshy bumps or
nodules or red patches. It may
take years for one to grow and
if untreated, it may begin to
bleed, crust over, heal and
begin to grow again. They can
extend below the skin to
nerves and bone and cause
local damage. Any growths
will be removed and biopsied
and treatment will depend on
a variety of factors.
Squamous cell carcinoma
is the next most common
form of skin cancer. It is
typically found on the rim of
the ear, the face, lips and
mouth. It may also appear as
a bump or red, scaly patch.
SCC can develop into large
masses and become invasive
and spread to other parts of
the body. It is important to get
early treatment, when the
cure rate is 95 percent. Most
treatment options are in-
office procedures with a local
anesthesia, which is minor,
compared to the disfigure-
ment that can result from
ignoring it.
Malignant melanoma is the
most deadly form of skin
cancer. Every year, an
estimated 7,700 people die
from it. In the U.S., the
incidence of people develop-
ing melanoma has doubled in
the past 30 years.
The American Academy of
Dermatology reports the
death rate is declining,
because people are seeking
treatment at an earlier stage,
although the incidence of the
disease continues to rise,
especially in young adults and
the elderly.
Melanoma may appear
suddenly in or near a mole or
other dark spot. Any changes
in moles should be examined
by a dermatologist. See a
dermatologist immediately if
you have a growth that meets
the ABCD scale:
Asymmetrical: one side
doesn't match the other in
size, shape, color or thickness.
Border irregularity: the
edges are ragged, scalloped or
poorly defined.
Color: the pigmentation is
not uniform and different
shades are present.
Diameter: most
mole that is different from the
others or changes should be
examined, even if it is small.
Of course, prevention is the
best plan. Use a broad-
spectrum sunscreen of at
least SPF 15, one that protects
against UVA and UVB rays.
Re-apply it often and use it on
your lips, ears and other
exposed areas, even on
cloudy days.
Avoid tanning salons and
tanning beds. There is no safe
way to tan, except with
artificial tanning products.
If you're going to be out in
the sun, wear a hat and
sunglasses, preferably the
wrap-around type that
protect the side of your face,
as well. Pretend you're a
movie star; they wear sun-
glasses all the time.
For more information about
skin cancer, visit the American
Academy of Dermatology Web
site atwww.aad.org.

Sea trout just as good as their freshwater brethren
Rainbow, brown, lake,
brook, cutthroat, dolly
vardan, char, golden
and steelhead trout are
some of the most sought-
after fish in the world.
Just as prized as their
fresh water namesakes, the
saltwater spotted sea trout
is the mainstay of inshore
fishing inVolusia County.
Despite their resemblance
to the rainbow and brook
varieties, sea trout are not
related to any of the fresh
water species.
In fact, they are more
closely related to the
croaker than the fish that
haunt the nation's rushing
streams.
Make no mistake about it,
those of us who fish the
brackish inshore waters
would not trade our trout
for all of the others com-
bined.
Simply they are our
treasures, the only reason
some of us take up a rod at
all. Prolific breeders, they
occupy all of the coastal
waters around the state and
are always ready to bite.
As game as they come, the
spotted sea trout will hit
most anything.
They love top water lures,
but will scoop a jig off the
bottom in a second.
Mullet, shrimp, crab or
anything else that lives in
the sea is a potential bait.
They are just flat out fun to
catch.
Sure, snook are better
jumpers, and reds are more
powerful, but neither are as
ready to play as a trout.
Once, years ago, Al
Houser and I were fishing
the wide expanse of Mos-
quito Lagoon at dawn when
we found a school of 14-
inch trout.
We'll just catch a few and
move on, we said, but we
wound up staying in that
spot the entire day.
They were hitting top
water walk-the-dog lures,
and we could not bring
ourselves to leave such fun.
No matter that none
would make the 15-inch
minimum to make them
keepers.
I don't know how many
we caught that morning,
but it had to be 80.
The strict limit that is now
in place allowing only four
fish a day and only one over
20 inches has been great for
area fishing.
Years ago, I arrived back at
the old Cedar Creek fish
camp in New Smyrna about
the same time as a nice little
13-foot BostonWhaler.
The other fisherman and I
exchanged the usual
pleasantries with him
asking how I did.
I told him that I had a
couple trout, and I could tell
that if I didn't ask him how
he did he was going to
burst, so I asked. I got 60, he
said.
My heart sank. On the
way over to look into his
cooler, I already knew what I
would see. That box was full
of trout no longer than 8
inches.
That is precisely why the
limit is a good one.
Lana, my long-suffering
wife eats a lot of fish, as you
may expect.
While I enjoy mine fried
with salt and condiments
she eats hers poached with
out so much as salt or
pepper.
As pure as you can do it.
Through the years, I have
dragged home most of the
critters that swim in these
waters, some tasty, some
not so much.
Lana claims nothing
compares to sea trout.
Anyone who eats fish that
plain deserves a listen.
It was, perhaps, their
good taste and ready
availability that made them
scarce back in the early '90s.
I am happy to say they
have rebounded nicely now.
I expect someday soon
someone inVolusia County
will set a new state record
for largest trout ever caught.
It would take a fish of near
18 pounds, but I believe it
will happen.
If you are one of those
fancy fishermen who like to
get all dressed up in Aber-
crombie & Fitch duds to
chase rainbow trout with a
fly rod, you can do that with
sea trout, but unless you
wish to be made sport of
yourself, I would avoid the
Oak Hill area altogether.
Dan Smith has fished the
waters of Volusia County for
40 years. When he's not
fishing, the retired contractor
is heavily involved with the
Ormond Beach Historical
Trust. For questions or

Tees may be tiny, but vital to good shot
In our continuing effort to
bring to you only the
very best golf informa-
tion, this week we give you
the "2009 golf tee test."
Our expert staff has
performed extensive and
exhausting testing of many
of the tees that are currently
available to golfers across
the globe. Here are our
findings.
Target/Wal-Mart multi
color pack: While these are
some of the most affordable
tees on the market, they
lack the durability of last
year's model. Our studies
reveal that each tee lasts
only 1.69 shots.
Interestingly, the yellow
tees lasted the longest in the
package, averaging 3.28
shots before breakage. The
green tees lasted the
shortest time, with a .82
shot average, some never
even getting to tee a ball
when they were dropped,
blending into the grass,
never to be seen again.
Grade: C
All-white pack: See above
results, except that these
were not yellow tees, so
overall durability was even
less. Grade: D
Stinger Pro XL: This was
our most expensive wooden
tee. The thin head and
streamline design create
less drag and resistance,
which reportedly combines
for a 14-yard gain over
conventional tees. Our
results were a bit less
thrilling at 1.78-yard gain.
However, this hardly
compensates for the
additional 9.7 seconds it
takes to properly balance
the ball on the pinhead size
GOLF
JAMES
STAMMER
crown of this &%#@$ tee.
We also found this time
increases in direct relation
to beer consumed. Grade:
C-
Zero friction tee: These
nearly-indestructible tees
mean a bag of 15 may last
you into retirement. Buy a
few bags and you could pass
them down to your grand-
children.
In fact, we have no true
shot average stats to give
out, as each tester is still
using his or her original tee.
The only drawback to the
zero friction is the sharp
prongs on which the ball
rests. Resembling a dart or
missile, the tee tends to get
caught in your pocket,
slowing down your round.
Grade: B+
Evolve Golf Epoch-3:
Another pricey option. The
patented pronged design is
said to reduce surface
contact by 97 percent,
versus a traditional wooden
tee, and promotes a stagger-
ing gain of 1.81 yards.
Our test team eagerly
anticipated rendering
traditional golf courses
obsolete with this wonder
peg. We soon found our-
selves devastated when it
was discovered that we
couldn't penetrate the hard-
pan teeing ground with the
tee. A traditional wooden
tee was substituted and
inserted without incident.
Grade: D-
The Brush tee XL: This
was our most expensive tee
tested, yet the promised
yardage and accuracy gains
should certainly offset the
extra coin from your wallet.
The handy belt-clip carry
case is an impressive
Batman-like extra, and
could serve to intimidate
your opponents.
Alas, our team could not
perform a thorough analysis
due to the team's refusal to
actually be seen using a
Brush Tee. One tester's wife
offered to try the Brush Tee
and she found it to be "very
cute" and the color options
"quite fetching." Grade: N/A
SmarTees: This product is
a combination of tee and
divot tool. No more leaving
ball marks on the tee! We
found these quite useful,
with the only problem being
what to do once you broke
one. Are you supposed to
throw it away? Do you keep
it as just a tee or divot tool?
Our testers found the
thought process nearly too
much to handle. Grade: B-
Tomahawx Tee: Made
from high-grade, synthetic
material, these tees feature
a quarter-round knife edge
or "tomahawk," allowing the
golfer to easily put it into
the ground. This design
allows for easy insertion and
less friction during tee
shots. If nothing else, we felt
sufficiently armed to fend
off any terrorist attacks on
the course or easily cut our
burgers in half at the turn.
Grade: A-
Bazooka hybrid tee: What
test would be complete with
a tee that combines bam-

boo and plastic?
The Bazooka claims less
spin and less friction for
maximum distance and
accuracy using the plastic
head. Our best slicers and
hookers noticed an 18.2
percent gain in accuracy.
The results were shorter, if
not fewer, trips to the far
reaches of the woods after
each drive. Grade: B
Used, white wooden tee
(unknown make and
model, found on tee box) at
$0, was the most affordable
tee tested. Our team found
no measurable yardage of
accuracy gain over other
models. However, it did
perform well in all areas.
The only drawback was our
staff was unable to find a
cleaning process that
would remove the mud and
dirt without damaging the
paint finish. Grade: A-
