DAYTONA BEACH Restrictor
plates are regularly used to slow
down stock cars racing at Daytona
International Speedway. Now Inter-
national Speedway Corporation, a
sister company to NASCAR, is asking
the city of Daytona Beach to tem-
porarily apply a restrictor plate on
funds coming due for the company's

struction across from the Speedway
on International Speedway Blvd.

ORMOND BEACH A
buzz has been heard lately
around Ormond Beach
Municipal Airport. The buzz
of planes? Helicopters? No,
it's the buzz of some area res-
idents complaining about
the noise.
SThese complaints have
reached the ears of City
Commissioners who recently
asked staff to form an Airport
Noise Abatement Task Force
to study the problem. Com-
posed of area residents and
representatives from the avi-
ation industry, the commit-
tee will meet over a period of
90 days and bring recom-
mendations to the City Com-
mission.
Air traffic has been increas-
ing because there is now
more training, according to
airport manager Steven Lich-
liter. "It's. kind of a paradox
because .currently there
aren't a lot of jobs in aviation
but in the next four or five
years it's anticipated there
will be a demand for pilots,
so there's quite a lot of train-
ing going on," he said.
Flight training by both on-
site and off site air schools
account for most of the
annual operations of the air-
port, according to the City's
Web site, ormondbeach.org.
Bringing together people
from aviation and from sur-
rounding neighborhoods
should provide some solu-
tions, Mr. Lichliter said.
"The people who have vol-
unteered to serve on the task
force are good people and I
think that they will have
some good discussions and
come up with some good
ideas," he said.
Mr. Lichliter said he nor-
mally doesn't receive many
complaints but there have
been more in the past couple
of months.
"Some of the folks who
have concerns have been

more effective in reaching
out to city officials," he said.
Ormond Beach Mayor
Fred Costello said he was
aware of some complaints
but is confident that a way
can be found to help resi-
dents and the airport peace-
fully coexist.
"It gets my attention when
long time residents who have
never previously complained
are now complaining, he
said.
Mayor Costello said it was
important for the City to lis-
ten to the residents.
"Whether airport noise is
truly a problem or a percep-
tion that has escalated in
response to media coverage
of noise issues at other air-
ports, I am of the opinion
that the appropriate
response is the same," he
said. "We must listen to con-
cerns and complaints and
evaluate potential changes."
Commissioner Ed Kelley of
zone 3, which includes the
airport, said he has received a
few complaints but it's
important for residents to
realize that airplane traffic is
controlled by the FAA.
"Hopefully, the noise
reduction task force can help
the situation and provide
insight into exactly what the
City can and can't control,"
he said.
A noise abatement task
force in 2005 brought about
changes at the airport
including zones for training.
The first meeting is expect-
ed to be scheduled within the
next couple of weeks. The
task force has been directed
to review existing abatement
programs, identify policies in
other communities, seek
information from the Federal
Aviation Administration and
Department of Transpora-
tion, identify alternatives in
the current noise abatement
plan, and make specific rec-
ommendations to the City
Commission to improve and
enhance aircraft noise abate-
ment at the airport.

VOLUSIA COUNTY -
Some people are fortunate
in that they discover their
true calling at a young age.
Kurt Heinrichs is 59 years
old and has been teaching
motorcycle mechanics for
34 years because, he said,
"It's been in my blood since
I was a boy."
Mr. Heinrichs' interest,
some might say obsession,
with motorcycles began as a
child, and he remembers
the exact moment he start-
ed on his current career
path. He was employed as a
mechanic in the summer of
1975.
"It was so hot, and I


remember I was working on
a Triumph out in the shop,
sweat dripping down my
beard, and the Director of
the American Motorcycle
Institute (AMI, as it was
then called) walked in and
offered me a teaching job -
in air conditioning. I took
it," he said.
He hasn't looked back
since.
The Daytona beach
native came to teaching
specialized classes in
Harley-Davidson by
chance.
"When I was hired at
AMI, they needed someone
with a Harley background,
and that was me," he said.
AMI was later purchased
by Corinthian College, and


Wyotech, where. Heinrichs
now teaches, is just one of
its branches. Wyotech locat-
ed at the end of Destination
Daytona Lane overlooking
1-95, is the area's only
school that offers both
motorcycle and marine
mechanics programs in one
location.
Mr. Heinrichs remembers
his first day "like it was yes-
terday."
"I had never taught in my
life. I had a half-day tour,
and the procedures
explained to me, and then I
had to give a four-hour lec-
ture on two-stroke engines.
I actually pulled it off, and
no one was more surprised
than me," he said with a.

In Mr. Heinrichs' 34 years
of teaching, the program
has changed dramatically.
"AMI was a twelve-week
course, and we had up to
100 students in a class. Now
the program is 39 weeks,
and there are 20-25 stu-
dents in my Harley-David-


son specialty classes."
Although Wyotech has a
good percentage of stu-
dents from the Southeast,
Florida and the Daytona
Beach area, "many come
from all over the world," Mr.
Heinrichs said.
"Israel, Denmark, Ger-
many, Japan, Kenya, Tai-
wan. Some didn't even
speak the language, and
still succeeded," he said.
"They had an incredible
amount of determination,
some working with diction-
aries in their hands, trans-
lating instructions as I was
giving them. It's not an easy
course, even if English is
your native language."

"Kurt is quite an institu-
tion here. He's a walking
encyclopedia when it comes
to Harley-Davidsons," Mr.
Carter said. "Although he's a
big, burly man fitting the
image most people have of a
Harley mechanics teacher
and rider his demeanor is
more that of a history pro-
fessor."
It's easy to tell that Mr.
Heinrichs' students love
him, Mr. Carter said.
"It is very common when
you walk by his shop area to
see all the students hovering
around him in a half circle,
locked in on his every word,"
he said. "You simply would-
n't think of interrupting him.
He is a master of his craft


and the information."
Mr. Heinrichs owns eight
motorcycles: six Harleys,
one Honda and a BMW. His
oldest Harley is a 1938
model and his newest came
out in 1968. His hobbies, he
said, are still "riding and
working on motorcycles,"
which reflects his philoso-
phy for success: "Do some-
thing you love, and you'll
never work a day in your
life."
In addition to teaching,
Mr. Heinrichs also co-
authored two books on his
subject: "What Fits What on
Harley-Davidson Motorcy-
cles," and "Special Tools for
Harley-Davidson," with
Mike Arman.
Asked if he could change
anything about his life so
far, he said "I wish I met my
wife sooner."
His plans for the future?
"Keep teaching until I drop,"
he said.

State launches anti-


smoking campaign


targeting teens

VOLUSIA COUNTY-
Mike Johnson remembers
his first cigarette.
He was 11 years old,
standing under a street
light, when he lit up a Marl-
boro Red with a group of
friends.
Now 19, the high school
senior has been smoking
for eight years and has
developed a pack-a-day
habit.
He's enjoyed it from the
very beginning.
"I didn't cough," he said
of that first drag and hasn't
experienced any adverse
effects.
But, he is well aware of
publicized health risks.
"That crosses my mind
every once in a while," the
Richard Milburn Academy
student said.
At $4 a pack, he supports
his $30 a week habit by
working at a local pizza
restaurant and acknowl-
edges that he could use the
money more wisely.
"I added it up," he said. "I
could probably have
bought a nice car by now."
And if the thought of a car
going up in smoke is not
enough, he acknowledges
that his girlfriend isn't
thrilled that he smokes.
"She doesn't like the taste
when I kiss her," he said.
Mike is just one of three
million teens nationwide
that are being targeted by a
statewide youth tobacco
prevention .campaign that
recently kicked off.
Funded by Florida's
tobacco settlement fund,
the $59 million Tobacco
Free Florida campaign
seeks to deter young people
from starting and to help
smokers young and old
- to quit.


The campaign includes
partnerships with the
American Cancer Society
and local county health
departments as well as
extensive media and educa-
tional efforts, campaign
officials said.
In 2005, tobacco compa-
nies spent more than $930
million marketing their
products in Florida.
According to the Centers
for Disease Control and
Prevention, children and
teenagers make up 90 per-
cent of the new smokers in
the United States, and in
comparison to other smok-
ers, young adults are least
likely to successfully quit.
Rakinya Hinson, tobacco
prevention coordinator for
the Volusia County Health
Department, said part of
the reason children and
teens are still lighting up
has to do with tobacco
industry tactics.
"They are marketing
products to a younger age
group," Ms. Hinson said.
"They are still enticing
them in."
The Tobacco Free Florida
campaign includes TV com-
mercials using rap artists
and fashion models, illus-
trating what it terms big
tobacco's deceptive market-
ing practices.
One recently released
commercial shows high
fashion models strutting
the runway in clothes that
resemble cigarettes.
A voice says "Some tobac-
co companies pay fashion
designer to make their
products more appealing to
girls."
Another commercial
shows kids flocking to an ice-
cream truck, referring to
some tobacco companies
that have flavored their prod-
ucts to appeal to children.

giveaways like screen
savers.
Ms. Hinson said her No. 1
tip to stop smoking is to set
.an absolute quit date.
Once that date is set, con-
sider tobacco off limits after
that, she said.
Drinking lots of water,
exercising and nicotine
replacement therapy or
NRT, may help some peo-
ple.

and other nicotine substi-
tute products are available

People who are concerned
about gaining weight should
refrain from substituting
junk food for smoking and
replace smoke breaks with
short walks, she said.


Meanwhile, Mike said he
plans to quit sometime
soon.
"If I really wanted to," he
said. "I'm pretty sure I
could."
His mother, who he said
smokes, doesn't approve of
him smoking.
"She won't support my
habit," Mike said.."I don't
smoke in front of her."
After graduation, he said
he wants to enlist in the Air
Force.
He's heard that smoking
is not allowed in boot camp
and he thinks that might be
a good time to quit.

Police arrest
robbery suspects
Daytona Beach police
arrested two men who may
be tied to a series of rob-
beries in that city and
perhaps others. Police said
Clenon Williams, 41, is
behind armed robberies at a
7-11, a Sunoco Gas Station,
the Nautilus Inn on South
Atlantic Avenue and the
Bright House Networks
office. Williams was arrested
by U.S. Marshall's after his
likeness was broadcast on
television. Williams and
another suspect were seen
on surveillance tape during
the Bright House robbery,
according to police. Shortly
after the robbery, a police
officer spotted the vehicle
allegedly used at the Bright
House office. It was parked at

police found Antuan Tomlin-
son, 24, hiding in a storage
room under the car port.
Tomlinson faces armed
robbery charges as well. The
suspects may be tied to a
convenience store robbery in

Former pastor
receives probation
A former pastor of a
church in Holly Hill who
ripped off an elderly
parishioner will not do
prison time. In exchange for
his no contest plea to
exploiting the elderly, 58-
year-old Robert Riddle will
serve three years probation
and is ordered to make
restitution, which includes
$2,000 a month until the
debt is paid. Riddle was
pastor of the Ridgewood
Avenue Community Church
in 2007 when he gained the
trust of an 89-year-old
parishioner and bilked her
of $80,000.

Thanks to Hospice

I was honored when my terminally ill dad came to my
home in Holly Hill to end his life's journey.
I had the assistance of Odyssey Hospice. I would like to
thank them for their help. I couldn't of done it without
them. The team assigned to my dad was wonderful. These
people were knowledgeable, compassionate, caring and
kind, to say the least.
The care he received was incredible, and the extra atten-
tion given to us was awesome.
Their special ways and generous hearts make a beautiful
difference in the world.
It takes very special people to perform their jobs and
keep dying a peaceful experience. They truly are angels.

Need to watch traffic violators

I would like to see zone 2 commissioner Jim Kent get on
the radar gun on River Beach Drive. He could get 50 traffic
violators a day. There are motorcycle racing, drag racing
and speeding cars. The only.ones that go the limit are the
people on bicycles. I appreciate him doing something
before someone gets hurt.

I have lived in Holly Hill for 20 years and discovered the
Holly Hill gnomes not too long ago.
I find them to be a wonderful tribute to the people of
Holly Hill.
Every place has a unique display of one sort of another.
My daughter and I ride our bikes down the Riverside Drive
trail and always stop and look at the gnomes.
I know when she grows up this will be a great memory
for. her and wherever she ends up in her life she will always
remember the Holly Hill gnomes.
It is a shame that people think the wonderful nature
trail (or sidewalk) is marred by the great display that peo-
ple took time to create and share with.everyone, and I bet
it did riot costrh'e taxpayers a dime. ,
There are many, many, many lands being seized for
nature retreats, I suggest the reader who finds those
adorable gnomes offensive should visit one of those
retreats and let everyone have the best of both worlds.
It would be a better place if everyone would learn to
smile at the freedom of differences we are allowed in this
country.

Make sure professionals have licenses

At a certain yoga studio in Ormond Beach, both the direc-
tor and her husband are practicing medicine without a
license. The chiropractor is also practicing without a Flori-.
da license.
People should explore licensing of any practitioner to
secure their o\wn safety. The public needs to be informed
about licensing. This is critical to ensure people's health
and well-being.

Congratulations on the awards

Hometown News, I just want to congratulate you on all
the awards you got. Your are printing a fine little paper, and
I enjoy reading it every week. I read it from cover to cover.

Glad Crist is running for senate

I am so glad our Governor Charlie Crist is running for the
U.S. Senate.
We need some liberal Republicans in the Senate. There
used to be a lot of liberal Republicans.
Gov. Crist has proven that he can work with President
Barack Obama.-

Skate park is not a need in this economy

In these hard economic times, I think the least we can ask
for our city government is fiscal responsibility.
We're bombarded daily by news stories alerting us to school
layoffs, high unemployment and a slowly improving, but still
weak economy.
In this time, I would hope our city government would
tighten its belt like so many of us have done. I would hope
they would look for places to cut costs and protect the
essential services our community needs. Not so, I'm afraid.
Instead, they've green lighted the use of $800,000 of your tax
dollars on a skateboard facility at Bethune Point Park.
The proponents of this plan will point out that $400,000 of
the construction cost will come from a grant from theVolusia
County ECHO program, but $400,000 of our city budget is still
too much fqr a recreation Facility with a very limited audience
and a number of seriously potential downsides, and it's still
your tax dollars, even if it does comes from ECHO. According
to the U.S. Consumers Product Safety Commission, more
than 104,000 people were treated in hospital emergency
rooms in the year 2001 because of skateboard related injuries.
Sprains, fractures, contusions and abrasions were the most
common injuries, but deaths from falls were also reported.
Skateboarding is regarded as an extreme sport, meaning it
has a higher than average potential to cause injury.
The park creates a serious liability issue for the city that
could result in law suits and costs to the city far exceeding the
construction costs, and I would think would require an
insurance policy commensurate with the risk.
Proper equipment can reduce the risks to the skaters, but
would require a staff position at the city to watch the park and
ensure it's used properly, a further drain on our city's budget.
All of this to provide a public skateboard park within three
miles of a commercial skateboard park with extremely
reasonable rates.
Let your city commission know what you think of their
wastefulness when a lot of us are scraping to make ends meet,
and if they won't listen, tell them again on Election Day.

'Let drivers listen to music

I must disagree.
When you have to play your music so loud that your car
bounces when stopped at a light, I would consider that a
clue that it is too loud.
If you have to roll your windows down when you have
your car radio on, then it is too loud.
When I pull up to a light, I would like to be able to con-
verse with the person in my car without having to yell
because the car five cars ahead of me insists on playing their
car stereo too loud.
I understand you enjoy your music, but not everyone likes
the same music. Please try to be a little more considerate of
others. At the very least turn it down when stopped at a
light..

Will there not be a cost of living increase?

Is it true that recipients of social security receiving $250
a month will not receive a cost of living raise for three
years?
If so, will the government raise Medicare each year,
which will reduce the amount of social security income?
If this is true, what can senior citizens on limited income
do about it?

Watch for pedestrians

Why don't people obey the rules and stop when they
see a pedestrian trying to cross the street?
My husband and I stopped to let a lady cross the street.
She was in the crosswalk, and she had some trouble walk-
ing. She was almost across the street when a person in a
white SUV passed us on the right and almost hit her.

Remember the veterans

Memorial Day is a special day set aside to pay special
tribute to all veterans, past and present. It is the time for
reflection of past deed and present conflicts.
Unfortunately, it seems that conflicts throughout the
world are inevitable. They have existed from the time of
civilization.
Serving in the military to protect our liberties is not easy.
Those who have served away from home endure many
discomforts and much danger. They miss all of their loved
ones, the conveniences of civilian life and their own safety.
In many cases, they face the hostility of the people in that
region they serve in addition to the dangers from the
enemy, radical extremist and terrorists.
Many suffer long-term injuries and the threat of death.
In addition to praying for the safety of our military person-
nel, more has to be done for all of our veterans and active
military. It is ou r government's moral'id ethical responsi-
bility to provide assistance to integrate all veterans back
.into our civilian society and to provide all the medical care
They need.
Currently there are many thousands of veterans suffering
from physical disabilities and mental disorders as a result
of their military service. Post Traumatic Stress Disorder has
become a major ailment that requires care and treatment
for thousands. Prosthetic devices have to be designed and
applied for those veterans who have lost arms or legs.
Health treatment centers have to become more efficient
and effective. Veterans must have improved medical care.
Currently there is a six-month backlog in disability claims
at the veteran's administration. We have a sacred trust with
those who wear the uniform of the U.SA., A commitment
that begins with enlistment and must never end. It is time
to give our veterans a 21st century administration.
Memorial Day is the formal Day of paying tribute to all of
our veterans. However, every day of the year is the day to
honor and than all of our veterans and our military for
their sacrifices o our behalf.

race by me.
I thought it was a state law that people have to stop for
pedestrians. If it isn't, it should be. When are the police
going to watch for these and fine these people?

License plate should be used
for identification

What are license plates for is the basic question? All of
this art, confusion, and arguing do not belong on a plate
that I thought was designed to identify a vehicle by law
enforcement agencies and others who need to report a
vehicle for some important reason.
Look at foreign plates; the are long black and white
plain plates with numbers and letters large enough to
see clearly, even with aging eyes. No designs, pictures
and other distractions are allowed.
How did we get to this sad stage? We can personally
express ourselves on the front plate if we wish. However
I wish that the same identifying plate was placed on the
front and the back. The one on the front would be a mir-
ror-reading image. That way if some pushy driver comes
up on your tail you can get.his plate and report him.
How often do we get a tag number when asked to look
for a vehicle? We are only told it was a black pickup or
red compact, because we cannot see or read the highly
decorated plate. We cannot even tell if it is a Florida
plate because of all the "specialty" colors and designs.
We used to be able to identify our state plate by color;
not any longer. To be really good, I would suggest a plate
on the roof to match the id plate, so that aerial identifi-
cation is quickly possible.
We are not allowed to decorate our driver's license, our
street signs, and highway identifications. The license
plate should have remained sacred, as well.

are seeking a slow down on
payments to the city.

that we need a little extra
time on this but I want you
to know we are committed
to continue moving forward
with this project," Ms.
Milthorpe said. "Our $60
million-dollar headquarters
building will be completed
on schedule later this year.
Ms. Milthorpe said ISC is
in talks with potential ten-
ants of the entertainment
complex.
"We've had a lot of robust
conversations with poten-
tial tenants," she said. "The
challenge is the national.
economic crisis we are deal-
ing with and the ability to
secure any type of meaning-
ful long-term leases with
the types of high-quality
tenants we are seeking. It is
really difficult during this
time."
Ordinarily the Propor-
tionate Fair Share payment,,
of nearly $1.3 million, which


was negotiated between ISC
and the City in accordance
with State formulas and
standards, would be due at
the plat or site plan stage of
the construction process.
ISC is proposing to contin-
ue construction of the sup-
porting infrastructure for
the entertainment complex
such as utilities, etc. but
wants to defer the actual
payment until there is verti-
cal (buildings) construc-
tion, which is when there
would be a potential impact
on the city in the form of
added traffic.
"What this allows us to
do, by de-linking it from the
plat or the site plan, is to go
ahead and do the infra-
structure. We could lay utili-
ty lines and do streets and
be ready to go vertical when
the leases come about," said
Allen Watts, an attorney
with Cobb and Cole Law
Firm representing ISC. "But-
we don't have to put the
money up front for the out-
side effect of transportation
impacts until we're actually
going to have those outside
effects occur."
The Daytona Live project
is a joint venture between
ISC and The Cordish Com--
.pany, a large development
company located -in Balti-
more, MD. Daytona Live
will eventually have 200,000
square feet of office space

Inc. a not-for-profit corporation, was
formed with the specific goal of
restoring a jewel of Daytona Beach
and bringing back a repertoire of
outstanding artists with free concerts
for area residents and visiting

through free entertainment, but also
as an arts educational beacon for the
Northeast Florida student popula-

The Friends of the Bandshell's mis-
sion is to develop the bandshell into
a first-class outdoor performing arts

Crowded summers make boat safety even more important


As the boating season
heats up many will
experience problems
on the water.
With more than 40,000
vessels registered in Volusia
County and maybe double
that visiting, summers may
be more than a little
dangerous.
Just as with autos, much
of the trouble will be the
result of speed mixed with
alcohol.
Operating a watercraft
while under the influence is
a definite no-no.
That should be obvious to
all. What I would like to talk
about are the more subtle
factors that make boating
dangerous.
A year ago I wrote a
similar column and warned
of anchoring off the stern -
the recent deaths of three
young athletes off the west
coast of Florida may be
attributed to that very

working fire extinguisher on
board, but it is also a law
that it must be readily
accessible.


If you are stopped by an
officer for an on-the-spot
inspection, you will be
watched to see how long it
takes you to produce that
piece of equipment.
Fire is one of the big
contributors to death on the
water.
Your extinguisher won't


do you any good if it is not
easily accessed.
Common sense and
courtesy on the water is
more than good manners, it
will also keep you safe.

fatalities is speeding after

Folks, boats have no


brakes. By the time you see
the danger it is usually too
late.
If you are in that much of
a hurry you probably
shouldn't be boating in the
first place. While moving at
high speeds always insist
that your passengers wear
life vests.
If someone falls from your
vessel by the time you are
able to get back to them it
may be too late.
Captains, attach your kill-
switch lanyard to your
person. With people in the
water, a running engine is
usually disastrous.
Never transfer fuel from a
container while on the


water. Spilled gasoline will
vaporize and ignite at the
first turn of the ignition key.
