Preface
With the enactment of legislation concerning the area
of Chemical Tests for Intoxication by the 1967 Legisla-
ture, it has become necessary for the Florida State
Board of Health and the Florida Department of Public
Safety to approve and certify instructors, technicians,
and instruments used within the State of Florida in
Chemical Tests for Intoxication.
This publication will provide a State-wide standard-
ized course for developing instructors in the Chemical
Tests for Intoxication field. Applicants for the In-
structor Development course in Chemical Tests for Intox-
ication must meet minimum requirements established by
the Florida State Board of Health and the Florida De-
partment of Public Safety. The Instructor Development
course is sponsored by the State Department of Education
with the assistance of Professor Robert F. Borkenstein.
The Chemical Tests for Intoxication breath test method

and the National Safety Council. The material pre-

by the Florida State Department of Education. It has
been approved by the Florida State Board of Health and
the Florida Department of Public Safety.
The Chemical Tests for Intoxication program, sponsored
by the Florida State Department of Education and oper-
ated through County Boards of Public Instruction, ac-
knowledges with appreciation the assistance of Profes-
sor Robert F. Borkenstein and associates, of Indiana
University.

Course Description
The Chemical Tests for Intoxication Instructors course is
an eighty hour course designed to educate qualified law
enforcement personnel to become certificated instructors in
the Chemical Tests field. Present requirements are that
the personnel attending the course have a minimum of six
years law enforcement experience, two of which being a qual-
ified Chemical Tests for Intoxication technician.
The course of instruction includes history of alcohol, its
effect on the human body, alcohol tolerance, legal aspects
of chemical tests, types of tests and measurement of alco-
hol in body fluids through the use of various approved in-
struments. Also included are teaching methods, case prep-
aration and court work, and general maintenance of testing
instruments.
Those who successfully complete the course and qualify as
Chemical Tests for Intoxication Instructors are issued a
certificate by the State Department of Education and are
approved by the Florida State Board of Health and the Florida
Department of Public Safety in conformance with Chapter 67-
308, sections 322.261 and.322.262, Florida Statutes, relating
to chemical tests as to intoxication of persons operating
a motor vehicle within the State of Florida.
