DEPARTURE OF ADMINISTRATOR.

With reference to Government Notice No. 493 of 12th October, 1954, Hts
Honour W. F. COUTTS, C.M.G., M.B.E., Administrator, left the Colony at 9.30 a.m.
today for Trinidad en route to the U.S.A. and United Kingdom where he will spend
three months' vacation leave prior to transfer to Kenya.
10th November, 1954.

ACTING ADMINISTRATOR.

The Honourable OSMUND RANDOLPH KELSICK, D.F.C., Assistant
Administrator and Establishment Officer, today took the prescribed Oaths in
accordance with Sub-section (2) of Article 7 of the Windward Islands Letters
Patent bearing date 27th August, 1951 and the Dormant Commission by the
Governor of the Windward Islands bearing date 18th February, 1954, and assumed
the Administration of the Government of St. Vincent consequent on the departure
of His Honour W. F. Coutts, C.M.G., M.B.E.

as a Commissioner of Income Tax,' with effect from 10th November, 1954, and
during the period that the Assistant Administrator and Establishment Officer, Mr.
O. R. Kelsick, D.F.C., a Commissioner of Income Tax, acts as Administrator.
