VISIT OF HER ROYAL HIGHNESS PRINCESS MARGARET TO THE
BRITISH WEST INDIES.
It is announced for general information that Her Royal Highness the
Princess MARGARET has accepted an invitation to visit some of the Trans-
Atlantic Islands in the Caribbean next year. Her Royal Highness will visit
Trinidad, Grenada; Barbados, Antigua, Jamaica, and the Bahamas, travelling by
Her Majesty's Yacht Britannia. Detailed arrangements for the tour will be
arranged later.
Tentative dates of Her Royal Highness's visit to Grenada.are February 6th
to 8th, 1955.

Grenada and this Government on the occasion of the recent flood dan lr-te
Colony is published for general information :-
From His Excellency the Governor of the Windward Islands-
"I am deeply distressed to learn of widespread damage caused by
cloudburst. Please convey expression of my sympathy to your Councils and
to all who have suffered loss in this calamity. I am most relieved to hear
that there has been no loss of life. If there is any way other Windward
Islands can help please let me know and we will do our best ".
Reply from His Honour the Administrator of St. Vincent:-
"On behalf of the people and Councils of St. Vincent I wish to thank
you for your message of sympathy. I am grateful also for offer of assistance
from other Windward Islands."

The following announcement made by the Secretary of State for the Colonies
is published for general information :-
The Secretary of State has selected His Honour W. F. COUTTS, C.M.G.,
M.B.E., Administrator of St. Vincent, for transfer to Kenya.
Mr. Coutts will carry out an enquiry, the terms of reference of which are
"to investigate and advise on the best system or systems to be adopted in
choosing African Representative Members for the Legislative Council in
Kenya."
Mr. Coutts is expected to leave St. Vincent about the 8th November en
route for the United Kingdom and to reach Kenya early in 1955."

from interested Insurance Companies
stating that the date on which the ten-
der was scheduled to close, 9th Octo-
ber, 1954, does not allow sufficient time
to examine the proposal in detail. It
has therefore been decided that the clos-
ing date of the tender should be ex-
tended to 30th October, 1954.

TELEPHONE DEPARTMENT NOTICE.
It will not be possible to add any
more subscribers to the telephone sys-
tem, either direct or by party line. The
system is already very heavily overload-
ed and it is extremely difficult to main-
tain operating efficiency.
The condition of the plant, too. does
not justify any further additions to the
list of subscribers and only very urgent
applications, such as from doctors will
be considered.

In the matter of the acquisition by the Governor in Council of certain lots of land
situate in the town of Kingstown in the Island of Saint Vincent being
approximately 12,611 square feet in area.
NOTICE OF ACQUISITION.
(Under section 7 of the Ordinance).
WIizsREA it was decided by the Governor in Council that the lots of land
described in the Schledule hereto should be acquired for a public purpose, to wit,
the construction of public offices and a bond warehouse;
AND WHEREAS the said lots of land have been acquired compulsorily for the
public purpose aforesaid;
AND WHEREAS a plan showing the above-mentioned lots of land may be
inspected during working hours at the Survey Office in the town of Kingstown m
the island of Saint Vincent:
Now, THEREFORE, this is to require all persons interested, either-
(a) to appear personally or by attorney or agent before the authorized
officer to state the nature of their respective interests in the said lots of
land and the amounts and full particulars of their claims to
compensation in respect of those interests, distinguishing the amounts
under separate heads and shewing how the amount claimed under
each head is calculated; or
(b) to render to the authorized officer a statement in writing, signed by
them or by their attorneys or agents, setting forth the like matters,
not later than 12th October, 1954.

of them now or heretofore enjoyed or reputed as part or member thereof or

REPORT ON.THE GENERAL ELECTION, 1954.
For the purpose of the General Election, 1954, the Legislative Council (1954
Compilation of Lists of Electors) Ordinance, 1954 (No. 14 of 1954) was enacted.
This Ordinance came into force on llth May, 1954 and provides inter alia, that in
compiling in 1954 the lists of electors in each electoral district of all persons
entitled under the provisions of the Legislative Council (Elections) Ordinance,
1951 (No. 13 of 1951), to vote at the election of a Member of the Legislative Council
for such district-
(a) no house to house enumeration shall be undertaken;
(b) the lists of electors in force at the date of coming into operation of the
1954 Ordinance shall be deemed to be the certified preliminary lists, and
(c) the Administrator shall by proclamation appoint in respect of the
electoral districts .a day upon which the certified preliminary lists shall
be posted up in pursuance of the provisions of rule 15 of the Registration
Rules contained in the Second Schedule to the Legislative Council
(Elections) Ordinance, 1951.
2. On 10th May, 1954 a registration officer was appointed for each electoral
district 'and an assistant registration officer was appointed for each polling division
comprised within an electoral district. These appointments were published in the
Gazette of llth May, 1954 and lists of names of the officers were distributed
throughout the Colony.
3. His Honour the Administrator by proclamation published in the Gazette of
11th May appointed Tuesday, the 11th May, 1954 to be the day upon which the
certified preliminary lists in respect of all the electoral districts of the Colony
should be posted up. The said lists were duly posted up in accordance with the
Registration Rules and remained posted up for the prescribed period.
4. During the period llth May to 31st May, the Supervisor of Elections, the
Assistant to the Supervisor of Elections (Mr. G. F. Jack) and the Public Relations
and Local Government Officer (Mr. A. V. Sprott) delivered public addresses at
Barrouallie, Belair, Biabou, Calliaqua, Chateaubelair, Colonhrie, Georgetown,
Layou, Marriaqua, Sandy Bay, Stubbs, and Troumaca, in order to inform the public
about the general procedure and of their duties in regard to registration. Similar
addresses were delivered during this period in the Southern Grenadines by the
District Officer (Mr. G. H. Thomas). In addition to this, posters were displayed in
conspicuous places throughout the Colony, drawing the attention of the public to
the main provisions of the Legislative Council (1954 Compilation of Lists of
Electors) Ordinance, 1954 and inviting eligible persons to claim to have their names
included insthe preliminary lists. Information concerning the General Election
was broadcast every Sunday over Radio St. Vincent.
5. Writs of election were issued by His Honour the Administrator on the 8th
day of July, and the Supervisor of Elections gave notice of the time and place fixed
for the nomination of candidates in accordance with section 21 of the 1951
Ordinance. The date of nomination was fixed for 29th July and polling day for
16th August, 1954.
6. The final lists of electors were brought into force on 24th July by
proclamation published in the Gazette. These lists contain the names of 29,188
electors. The lists compiled in 1951 contain the names of 27,409 electors.

7. On 29th July, twenty-seven candidates were nominated and arrangements
were immediately made to print the required number of ballot papers.
8. A list of candidates' symbols was published on the 31st July in accordance
with the provisions of rule 13 of the Legislative Council (Elections) Rules, -1951 (as
amended) and each candidate was notified which symbol was allocated to him.
9. For the purpose of the 1954 General Election the Colony was divided into
the same electoral districts and polling divisions as for the 1951 General Election.
10. Posters setting out the various election offences and the penalties attached
thereto were printed and distributed throughout the Colony for the information of
the public.
11. During the period between nomination day and polling day the Supervisor
of Elections, the Assistant t6 the Supervisor of Elections and the Public Relations
and Local Government Oficer delivered public addresses at Barrouallie, Biabou,
Calliaqua, Georgetown, Layou and Mesopotamia, primarily for the purpose of
instructing the public how to make their mark upon the ballot paper and
encouraging them to go to the polls on polling day.
12. Polling took place on 16th August and 17,465 persons voted out of a total
electorate of 29,188, which is equivalent to a percentage of 59.83, 1825 ballots were
rejected. A summary of votes cast appears in Table 1 of this report.
13. The behaviour of the public was exemplary in every electoral district.
14. In Table 2 a summary appears, by polling divisions, of the number of
votes polled for each candidate, the number of rejected ballots and the number of
names on the lists of electors for each electoral district.
