No. 452.
YELLOW FEVER.
Owing to widespread enquiries concerning the outbreak of Yellow Fever in
Trinidad, the Government of that Colony desires that a true statement of the
position is made known. The facts are as follows :-
There is no Yellow Fever epidemic in Trinidad, and one is not expected. There
have been six cases confirmed, two strongly presumptive and four suspected.
There has been only one death, and while some more cases may be expected, they
are likely to be of a mild type.
The precautions which have been taken include vaccination of the whole.
population, and an energetic campaign against fever carrying mosquito Aedes
Aegypti is being carried out. Urban centres of population are being sprayed with
D.D.T., and the anti-larval destruction programme has been vigorously pressed.
Assistance with vaccines and technical advice is being generously rendered by
Pan-American Sanitary Bureau. The steps which are being taken are designed to
protect the people of Trinidad and their neighbours internationally.
Ports and air ports are free from Aedes Aegypti.
No restrictions need be applied other than those laid down in International
Sanitary Regulations, 1951. These are of two kinds :-
(a) requiring everyone leaving Trinidad to have a valid International Yellow
Fever certificate, and
(b) suggesting disinsectization of ships.
(a) is in force and (b) is available to all ships on request. Dr. Soper of Pan-
American Sanitary Bureau has advised the Trinidad Government that any other
restrictions at this stage are unnecessary and would be contrary to Article 23 of
International Sanitary Regulations.

TENDERS FOR THE SUPPLY OF
UNIFORMS FOR GOVERNMENT
MESSENGERS.
Tenders are invited for supplying
and making khaki uniforms for Gov-
ernment Messengers for the period 1st
January to 31st December, 1955.
2. The khaki used must be of the
same shade and texture for each uni-
form. Samples should be submitted
with the tender.
3. The number of messengers is 18
and two uniforms consisting of long
trousers and short sleeved shirt with
two flap pockets and shoulder straps
will be required in each case.
4. Tenders which will be received at
Government Office, up to 3.00 p.m. on
Tuesday, 28th september, 1954, must be
sealed and addressed to the Chairman of
the Tenders Boord, Treasury Depart-
mnent, Kingstown, and distinctly mark-

VACANT POSTS.
POST OF TELEPHONE SUPERINTENDENT
AND ELECTRICAL INSPECTOR,
DoMINICA.
Applications are invited from suitably
qualified candidates for appointment to
the post of Telephone Superintendent
and Electrical Inspector, in the public
Works Department, Dominica.
The salary of the post, which is
pensionable, will be at the rate of
$2,592x$96-$3,072 plus a non-pension-
able allowance of S1200 per annum as
Electrical Inspector.
Quarters are not provided.
A travelling allowance is payable at
local rates in respect of a motor car.
The duties of the officer will be those
assigned to him by the Director of
Works to whom he will be directly
Responsible. His duties as Telephone
Superintendent include supervision and
management of the telephone system
in accordance with the provisions of
the relevant ordinance and regulations.
His duties as Electrical Inspector ;re

and include the usual duties of such a
post. He will be subject to Colonial
Regulations, Genera] Orders and Finan-
cial Rules in force in the Colony.

Salary: The salary of the post is in
the scale $1,128 x $72-$1,308 x
$96--$1,596 and the successful
applicant will be considered for
entry into this scale at any ap-

officer, his wife and children.

1. The United States Educational
Commission in the United Kingdom
announces that, under the provisions of
the Fulbright Programme, travel grants
are available to citizens of the United
Kingdom and Colonies to go to America
for an academic or educational purpose,
such as study, research, lecturing or the
pursuance of other educational acti i-
ties. The procedure for the submission
of applications ly persons in Colonial
territories is as follows :-

or other senior University posts, senior
research workers, and the more senior
members of thel Colonial Service natu-

GOVERNMENT NOTICE TO SHIPPING.
A new pier for the port of Basseterre,
St. Kitis is in the course of construction.
This n iw pier runs parallel to, and is
140 ft. east of hle existing East Pier.
When completed the new pier will
extend 420 ft. from the shoreline.
As construction proceeds, two white
lights will be placed at the farthest
point of the construction.
Shipping entering the roadstead at
night are advised to take warning.

NOTICE.
THIRD PARTY INSURANCE OF GOVERNMENT VEHICLES.
The Government of St. Vincent intends to take out a block Third Party
Insurance Policy covering all vehicles which it operates. A list of these vehicles
appears on the attached showing the make of vehicle, the type of body, the horse
power, the carrying capacity, the year of manufacture, and the approximate value.
2. Quotations for this block policy should be made both on the bases of Third
Party and of Third Party, fire and theft.
3. Tenders should be addressed to the Chairman of the Tenders Board and
should reach the Treasury Chambers, Kingstown, not later than 9th October, 1954.

EDUCATION NOTICE.
A Competitive examination for the
award of scholarships for boys and girls
tenable at the Grammar School and the
Girls' High School will be held at the
Richmond Hill Government School on
Friday, 1st October, 1954, beginning at
9.00 a.m.
2. The Scholarships are open to pupils
attending Government or Assisted Pri-
mary Schools or Private Schools which
satisfy the requirements of the Board
of Education, and entitle the holders to
free tuition, games and library fees and
the necessary school books and station-
ery. A maintenance grant at the rate
of ninety-six dollars per annum is pay-
able to scholarship holders whose nor-
mal place of residence is at least two
miles from the limits of Kingstown
measured by the shortest public high-
way and who have to live away from
home for the purpose of taking advant
age of the scholarship.
3. Candidates must (a) have been less
than 12 years of age on the 15th Sep-
tember, 1954. Age must be proved by
a birth or baptismal certificate ;
(b) have attended a Government or
Assisted Primary School or Pri-
vate School which satisfies the
requirements of the Board of
Education, during the twelve
months preceding the 15th Sep-
tember, 1954, for not less than
75% of the maximum attend-
ances possible during such
period, as shown in the Attend-
ance Register kept in the
school;
(c) furnish certificates of good con-
duct from the Head Teacher or
Head Teachers of such school
or schools;
(d) he natives of the Colony, or
children of natives or have been
resident in the Colony for at
least two years.
4. The Education Officer is empow-
ered to accept for examination any
candidate who, through illness has
failed to comply with the requirements
of paragraph 3 (b) above, with respect
to the number of attendances.
5. No Scholarship shall be awarded
to any candidate who obtains less than
one-third of the possible marks in each
subject and' less than one-half of the
total possible marks in the examination.
6. Scholarships are awarded for a
period of not more than six years pro-
vided the scholar's attendance, conduct
and progress as shown by the term
reports are considered satisfactory.
7. Candidates will be examined in
English, including Reading, Arithmetic
and General Knowledge.
8. Applications accompanied by pro-
per proof of age must reach the Educa-
tion Office not later than Saturdcay,
18th September, 1954.

VACANCY FOR DEPUTY HARBOUR
MASTER, JAMAICA.
Applications are invited from quali-
fied persons for appointment to the post
of Deputy Harbour Master in the
Jamaica Government Service at a salary
of 900 a year.
2. The Deputy Harbour Mister will
be required to give general assistance to
the Harbour Master in the performance
of his duties, particularly in connection
with:-
(i) supervision of the several har-
bours of the Island under the
direction of the Maiine Board ;
(ii) maintenance of beacons, buoys
and navigational aids at the bar-
bours of the Island ;
(iii) supervision of the berthing of
vessels; and
(iv) examination of candidates for
the Home Trade Certificates of
Competence issued by the Ma-
rine Board of Jamaica.
3. In addition to the salary of 900
a year attached to the post, the Deputy
Harbour Master will receive a housing
allowance at the rate of 90 a year, if
married and over 28 years of age, plus
temporary additional allowance of
41 a year. He will be required to
operate a motor car in the performance
of his duties for the upkeep of which
he will receive an allowance at such
rates as may he fixed from time to time.
Applicants should be British subjects.

PUBLIC HEALTH NOTICE.
The attention of residents is drawn to
the Regulations relating to the disposal
of house refuse in Kingstown. For some-
time now, unfortunately, the practice of
dumping refuse in the streets or placing
refuse in old broken boxes and buckets
has been indulged in too freely. This
practice, apart from being an offence
against existing Regulation, creates un-
sightly rubbish heaps and can be danger-
ous to health.
The Public Health Department Is
therefore soliciting the co-operation of all
residents in Kingstown in order to bring
about some amelioration of this undesir-
able condition.
For the guidance of the Public we pub-
lish below the Regulation controlling the
disposal of refuse in Kingstown :-
