ENQUIRY INTO LAND AND HOUSE TAX OFFICE, TREASURY DEPARTMENT.
The following Commission appointing RICHARD JOSEPH MANNING, Esquire,
the Honourable KEITH HENNESSEY CONRAD ALLEYNE and DAVID GORDON
MURRAY, Esquire, to be the Commission to enquire into, and report upon, the
circumstances leading to the recent misappropriation of public funds in the Land
and House Tax Office of the Treasury Department by Bailiff Francis Seales, and
all other matters relating thereto, is published hereunder for general information.
2. The attention of the public is directed to Sections 10 and 12 of the
Commissions of Enquiry Ordinance, Cap. 160, which empower the Commissioners
to summon and examine witnesses. Any person summoned to attend and give
evidence, or to produce documents at any sitting of the Commission shall be bound
to obey the summons served upon them as fully in all respects as witnesses are
bound to obey subpoenas issued from the Supreme Court of this Colony.
3. Any members of the public desiring to give evidence before the aforesaid
Commission, which will hold its first sitting at the Legislative Council Chamber at
the Court House, Kingstown at 10.00 a.m. on Monday, 20th September, 1954, are
requested to send their names and addresses to the Secretary of the Commission,
Mr. 0. S. Barrow, at the Registrar's Office, Kingstown, not later than Friday, the
17th day of September, 1954.

issued under the provisions of the Commissions of Enquiry Ordinance (Cap. 160) :

NEER, PUBLIC WORKS DEPARTMENT,
DOMINICA.
Applications are invited for the post
of Road Construction Engineer, Public
Works Department, Dominica.
Tlie appointment will be on contract
for a period of two years in the first
instance. The salary will be at the rate
of $6,240 (1,300) per annum.
Free passages will be provided for
the officer, his wife and children, not
exceeding five persons, on first appoint-
ment and free return passages on satis-

week vacation leave on full salary will
be granted for each com pleted period of
three montlis resident service to be
taken on completion of1 the period of
agreement.
The officer \\ill work under the
general direction ol the Director of
Works and will be required to carry
out construction of roads and drainage
in tropical rain fo rest country and direct
the use of heavy earth moving equip-
nment under arduous conditions.
Bush camping quarters are provided
adjacent to the site of work. The officer
will he required to live on or near the
site while work is in progress but week
ends can be spent in the capital. Sub-
sistence and transport allowances will
be payable at the rates in force locally.

EDUCATION NOTICES.
A Competitive examination for the
award of scholarships for ltboys and girls
teinable at the Gralin tr School and the
Girls' High School will le held at the
Richmond Hill Govtrnim it School on
],Fiday, 1st October. 1954, beginning at
9.00 a.m.
2. The Scholarshiis:a re opel to pupils

mary Schools or Pri vtt Schools which
satisfy the require mints of the Board
of Education. and entitle the liolders to

ery. A maintenance grant at the rate
of ninety-six dollars per annum is pay-
.able to scholarship holders whose nor-
mal place of residence is at least two
miles from the limits of Kingstown
measured by the shortest public high-
way and who have to live away from
home for the purpose of taking advant-
age of the scholarship.
3. Candidates must (a) have been less
than 12 years of age on the 15th Sep-
tember, 1954. Age must be proved by
a birth or baptismal certificate ;
(b) have attended a Government or
Assisted Primary School or Pri-
vate School which satisfies the
requirements of the Board of
Education, during the twelve
months preceding the 15th Sep-
tember, 1954, for not less than
75% of the maximum attend-
ances possible during such
period, as shown in the Attend-
ance Register kept in the
school;
(c) furnish certificates of good con-
duct from the Head Teacher or
Head Teachers of such school
or schools;
(d) be natives of the Colony, or
children of natives or have been
resident in the Colony for at
least two years.
4. The Education Officer is empow-
ered to accept for examination any
candidate who, through illness has
failed to comply with the requirements
of paragraph 3 (b) above, with respect
to the number of attendances.
5. No Scholarship shall be awarded
to any candidate who obtains less than
one-third of the possible marks in each
subject and less than one-half of the
total possible marks in the examination.
6. Scholarships are awarded for a
period of not more than six years pro-
vided the scholar's attendance, conduct
and progress as shown by the term
reports are considered satisfactory.
7. Candidates will be examined in
English, including Reading, Arithmetic
and General Knowledge.
8. Applications accompanied by pro-
per proof of age must raach the Educa-
tion Office not later than Saturday,
18th September, 1954.

VACANCY FOR DEPUTY HARBOUR
MASTER, JAMAICA.
Applications are invited from quali-
fied persons for appointment to the post
of Deputy Harbour Master in the
Jamaica Government Service at a salary
of 900 a year.
2. The Deputy Harbour Master will
be required to give general assistance to
the Harbour Master in the performance
of his duties, particularly in connection
with:-
(i) supervision of the several har-
bonrs of the Island under the
direction of the Maiine Board ;
(ii) maintenance of beacons, buoys
and navigational aids at the har-
bours of the Island ;
(iii) supervision of the berthing of
vessels ; and
(iv) examination of candidates for
the Home Trade Certificates of
Competence issued by the Ma-
rine Board of Jamaica.
3. In addition to the salary of 900
a ?ear attached to the post, the Deputy
Harbour Master will receive a housing
allowance at the rate of 90 a yvai. if
married and over 28 years of age, plus
a temporary additional allowance of
-41 a year. He will be required to
operate a motor car in the performance
of his duties for the upkeep of which
he will receive a allowance at such
rates as may be fixed from time to time.
Applicants should be British subjects,
not more than 40 ye;irs of age and in
possession of a Certificate of Competen-
cy as Master of a foreign-,oing ship
issued lyv the British Ministry of Trans-
port.

tive examination for the award of the
annual Kingstown Town Board Schol-

2. Qualifications for Scholarship :
Each candidate for a scholarship must
be a pupil of a private or public school
in the Colony, must have been resident
in the Town of Kingstown or within
half a mile of the boundaries thereof
during three years proceeding the date
of his or her selection for the scholar-
ship, and must produce a satisfactory
certificate of good behaviour before
being permitted to enter for the schol-
arship.
3. Age of Candidates: Each candi-
date must have been less than twelve
years of age on the 31st July, 1954.
Age must be proved by a birth or bap-
tismal certificate or other proper and
satisfactory evidence of his or her age.
4. Tenure of Scholarship: The said
scholarships shall be tenable for a
period of five years.
5. Requirements as to Marks: No
candidate will be awarded a scholarship
who does not obtain at least one-third
of the maximum number of marks in
each subject and at least one-half of the
total marks in the examination.
6. Applications accompanied by a
proper proof of age must reach the
Town Hall, Paul's Lot, not later than
3.00 p.m., on Saturday, 18th September,
1954.

The Magistrate will hold Special
Sessions for the purpose of hearing
objections to and appeals from the
assessments made by the Tax Officers
of Sr. George's Parish, District 1 Char-
lotte Parish, District 2; St. Andrew's
Parish. District 3; S-. Patrick's Parish,
District 4; St. David's Parish. District
5; and the Grenadines (Bequia). Dis-

A new pier for the port of Basseterre,
St. Kitts is in the course of construction.
This new pier runs parallel to. and is
140 ft. east of tlie existiii East Pier.
When completed the new pier will
extend 420 ft. froin'the shoreline.
As construction proceeds, two white
lights will be placed at the farthest
point of the construction.
Shipping entering the roadstead at
night are advised to take warning.

1954, No. 3.
RULES FOR THE CONTROL OF THE GOVERNMENT
COTTON GINNERY.
(Gazetted 7th September, 1954).
1. Establishment of Board. There shall be established for the
management and control of the Government Cotton Ginnery a Board constituted
and having powers as hereinafter provided in these Rules.
2. Constitution of Board. (1) The Board of the Government Cotton
Ginnery shall comprise the following members :-
(i) The Honourable The Colonial Treasurer,
(ii) The Superintendent of Agriculture;
(iii) The Assistant Administrator and Establishment Officer;
(iv) The Chairman of the Trade and Production Committee of mne
Legislative Council;
(v) One representative of the Copra Industry appointed by the
Administrator after consultation with persons concerned in the industry
or with any organisation of or representing the industry;
(vi) One representative of the Cotton Industry appointed by the
Administrator in like manner.
(2) The members of the Board shall elect one of their number to be Chairman
to hold office for one year and to preside at all meetings of tlh Board at which i-z
is present. In the absence of the Chairman the Board may elect a member present
to act as Chairman.
(3) The Secretary of the Board shall be the Manager of the Government
Cotton Ginnery.
3. Functions Of the Board. Subject to any general or special
directions which may from time to time be given to the Board by the Governor 14
Council the Board shall have and exercise the following functions :-
(a) To decide matters of policy affecting the operation of Government
Cotton Ginnery;
(b) To draw up End approve estimates of revenue and expenditure;
(c) To regulate conventionally the prices of commodities and products;
(d) To regulate wages and salaries of employees;
(e) To draw up and implement pensions schemes and insurance for securing
Y benefits to employees;

Provided that the employment of the Manager, Accountant' and Senior
OvRseer shall be subject to the specific direction of the Governor in Council : and
provided further that the Manager shall hazwa authority, subject to the Board's
review, to engage, suspend or dismiss daily paid eniployees.
4. Meetings of the Board. (1) The Board shall meet at least twice a
month and may adjourn meetings of the Board.
(2) At any meeting of the Board three members and the Manager shall form
a quorum.
(3) The Board may co-opt the services of any person considered necessary.
(4) The Chairman or acting Chairman shall have an original and a casting
vote.
5. Audit. The Board shall yearly appoint auditors'from a reputable firm
of auditors to audit the accounts of the ginnery.
6. Report. The Manager shall during the first fifteen days of every
month submit to the Board a trading report in respect of the working of the
ginnery for the previous month.
7. Duration. These rules shall remain In force for a period of twelve:
months after commencement and shall then be reviewed.

1. Short title. This Notice may be cited as the Prices Control
(Amendment No. 4) Notice, and will come into force on the 13th September, 1954.
2. Amendment. The prices set out hereunder are the Maximum prices
for which the articles enumerated may be sold in the colony and the First Schedule
Part B to the Prices Control Order 1947 (S.R. & O. No. 25) is hereby amended oy
deleting all the words, figures and symbols occurring in the columns opposite the
article : "Flour ", and substituting therefore the following:

being administering the Government of the Colony of Saint Vincent, do hereby
