DEPARTURE OF GOVERNOR FOR THE UNITED KINGDOM.

With reference to Government Notice No. 336 of 12th July,
1954, His Excellency the Governor, Mr. Edward Betham Beetham,
C.M.G., C.V.O., O.B.E., left Grenada at 5.30 p.m. today for the
United Kingdom on official business.
14th August, 1954.

ACTING GOVERNOR.

With reference to Government Notice No. 398 of 14th August,
1954, His Honour Walter Fleming Coutts, C.M.G., M.B.E., Admin-
istrator of St. Vincent, today took the prescribed Oaths as Acting
Governor and Commander-in-Chief of the Windward Islands in
accordance with the provisions of Sub-section (1) of Article 8 of
the Windward Islands Letters Patent bearing date 27th August,
1951, and assumed the Administration of the Government of the
Windward Islands.
His Excellency Mr. Coutts proposes to remain in St. Vincent
for the period of his acting appointment as Governor.
14th August, 1954.

ACTING GOVERNOR'S DEPUTY.

His Excellency the Acting Governor of the Windward Islands
has appointed Mr. Louis Cools-Lartigue, Chief Secretary, Wind-
ward Islands, to act as his Deputy with effect from today, and
until further notice.
The relevant Commission is published in this issue of the
Gazette.
14th August, 1954.

ACTING ADMINISTRATOR.

The Honourable Osmund Randolph Kelsick, D.F.C., Assistant
Administrator and Establishment Officer, today took the pre-
scribed Oaths in accordance with Sub-section (2) of Article 7 of
the Windward Islands Letters Patent bearing date 27th August,
1951 and the Dormant Commission by the Governor of the Wind-
ward Islands bearing date 18th February, 1954 and assumed the
Administration of the Government of St. Vincent consequent on
the assumption of the Administration of the Government of the
Windward Islands by His Excellency W. F. Coutts, C.M.G.,
M.B.E.
14th August, 1954.

ACTING APPOINTMENTS.

Consequent on the appointment of the Honourable 0. R. Kelsick
to act as Administrator, the following acting appointments have
been made with effect from 14th August, 1954, and until further
notice:-
Mr. A. V. King, Government Secretary, etc., as Assistant
Administrator and Establishment Officer,
Mr. A. L. Samuel, Principal Clerk, Government Office, as
governmentt Secretary, etc.

By His Excellency WALTER FLEMING COUTTS, Companion of the Most
Distinguished Order of Saint Michael and Saint George, Member of the
Most Excellent Order of the Br tish Empire, Acting Governor and
[L.S.] Commander-in-Chief in and over the Windward Islands, comprising the
Islands of GRENADA, SAINT VINCENT, SAINT LUCIA and DOIVNICA, and their
Dependencies, issued under my hand at Government House, SAINT
VINCENT. and the Public Seal of th- said Island of SAINT VINCENT this
14th day of August, One thousand nine hundred and fifty-four.

Chief Secretary, Windward Islands.

GREETINGS :
By virtue of the power and authority in me vested by WINDWARD ISLANDS
LETTERS PATENT bearing date at WESTMINSTER the twenty-seventh day of August,
One thousand nine hundred and fifty-one; I do by this Commission under the
Public Seal of the Island of SAINT VINCENT appoint you the said LOUIS COOLS-
LARTIGUE to be my Deputy within the said WINDWARD ISLANDS from on or about
the 14th day of August, One thousand nine hundred and fifty-four and until
further orders, and in that capacity, should the necessity arise for so doing, co
exercise, perform and execute for and on behalf of the Governor and Commander-
in-Chief of the WINDWARD ISLANDS according to the tenor of such Letters Patent
already recited or in other Letters Patent adding to, amending or substituting for
the same, and subject to the Royal Instructions and other Instructions passed
under the Royal Sign Manual and Signet to the Governor and Commander-in-Chief
of the said WINDWARD ISLANDS Of GRENADA, SAINT VINCENT, SAINT LUCIA and DOMINICA,
and during Her Majesty's pleasure :

II. And I do hereby direct that you the said LOUIS COOLS-LARTIGUE shall
not continue to act as Deputy to the Acting Governor after the Governor has
arrived at Grenada or some other Officer having a prior right so to act or to
administer the Government of the WINDWARD ISLANDS has notified that he is about
to assume it:

III. And I go hereby require and command all and singular Her Majesty's
officers, civil, military, naval, air and otherwise, and all others the inhabitants ol
the said WINDWARD ISLANDS and all others whom it may concern to take due notice
hereof and to give their ready obedience accordingly.
