HURRICANE NOTICES.
IT is hereby notified for general information that in the event of a hurri-
cane threatening or approaching the Island, the following warnings will be
given:-

LAND ARRANGEMENTS.
I.-ANNUAL.
Non-Commissioned Officers in charge
of Police Stations throughout the
parishes outside of Kingstown are Hur-
ricane Relief Officers. They are to be
in constant touch with the District
Committees and must render them
useful service in hurricane condi-
tions. They are to keep a list of local
Justices of the Peace and of persons
who may suitably be enrolled as Special
Constables should the necessity arise.
II.-HURF'CANE WARNINGS.
The Cable and Wireless Company Ltd.
gives priority to hurricane warnings, and
communicates them at once to the Ad-
ministrator and to the Government Sec-
retary who will then notify the Colonial
Treasurer and the Superintendent of
Police.
On receipt of such a warning the
Government Secretary also informs all
other Heads of Departments, and the
Superintendent of Police immediately re-
lays such warning to Non-Commissioned
Officers in charge of Police Stations.
From the tinm6 a, hurricane warning
is received, the Hurricane Relief Com-
mittees are to take charge generally of
the Districts. They will at once get in
touch with the Police in their Districts
and the officers mentioned in the follow-
ing paragraphs; they are to.be ready to
organise relief work with the Medical
Department, to disseminate all informa-
tion; to make arrangements for food sup-
plies; to make arrangements for centres
for first aid for the injured, for housing
and feeding the poor and for transport.
III.-ACTION TO BE TAKEN AFTER WARNING
ISSUED.
The Superintendent of Police will
warn all Non-Commissioned Officers in
charge of Police Stations, and they in
turn warn inhabitants, ships in the har-
bour, &c.
All Departments will batten down and
secure loose stores.
The Superintendent of, Public Works
will get in touch with Road Overseers
and they and the drivers and gangs will
be on the alert.
The Superintendent of Telephones
will get in touch with all linesmen, and
arrange with all Exchanges for the
dissemination of warnings.
IV.-AFTER THE HURRICANE.
After the hurricane is over, the Re-
lief Committees will decide on what
buildings can be used as first aid sta-
tions and for housing and feeding des-
titute.
Relief Committees will arrange in con-
junction with District Medical Officers
for transport of injured to first aid sta-
tions.
Relief Committees will arrange to
shelter the homeless and for their feed-
ing.
Relief Committees will issue food (if
they have taken charge of local supplies),
to first aid stations on demand by Dis-
trict Medical Officers.
V.-ACTION IN KINGSTOWN.
In Kingstown all action, as indicated
above, will be carried on by the
Kingstown District Committee, save
that the Treasurer, the Superintendent
of Agriculture aftd the Labour Commi1-
sioneer will be in charge of food supplies,
and the Superintendent of Police will be
in charge of the collection and protectten
of the homeless.
VI.-ST. VIN'CENT GRENADINES.
The District Officer, St. Vincent Gren-
adines and/or the individual Relief
Committees will take any necessary
action in the islands in hurricane con-
ditions.
VII.-RETURNS.
The Colonial Treasurer, the Senior
Medical Officer, the Superintendent of
Police and the Superintendent of Public
Works will render a return annually to
the Administrator on the 1st July to the
effect that their preparations with regard
to hurricane arrangements are up to date
and in order.

the instructions issued to the Commit-
tees.
1. In the event of a hurricane strik-

out further orders or instructions and
inaugurate such immediate relief work
as he considers the exigencies of the
situation demand, inclusive of a tempor-
ary hospital and first aid stations. He

and collect the following information :-

pital as the case may be. The slightly
wounded will be kept in each district
at first aid stations.
Central kitchens will be established
in each district to cope with the imme-
-diate demand for food relief.
3. Should the roads be blocked so
that communication with the District
Chairman is not possible each member
of the Committee will act on his own
initiative and organise relief parties to
clear the roads and give first aid until
such times as he can communicate with
the Chairman.
In this o.ent each member of a Com-
mittee wil send a written statement
to the. Committee as required in -1 (a)
to (f), transmitting a copy as soon as
possible to the Chairman of the Com-
mittee,
4. The first,duty of a Committee is
to see that roads are cleared at once
so that communication can be estab-
lished.

AND WHBREAS the said land was on the 24th day of April, 1954, put up
for sale by auction in accordance with the provisions of the Land and House
Tax Ordinance Chapter 194.
AND WHERBAS no bid was offered for the said land,
AND WHEREAS the aforesaid sum of five dollars and seventy-six cents
cannot be raised by sale of Jane Anne Wilson's goods, chattels or other property.
AND WHEREAS it is provided by section 48 of the Land and House Tax
Ordinance Chapter 194 that on the occurrence of the circumstances mentioned
in the preceding recital the property which was offered for sale would vest in
Her Majesty for the, ue of the Government, of the Colony.
AND, WHBRAS it is. provided: by, the aforementioned section that. the
Treasurer shall forward to the Registrar of the Court for the purposes of due
registration a statement in forip to be prescribed by the Governor giving the

GENERAL ELECTIONS, 1954.
The notice of prospective candidates is
drawn to the following provisions of the
St. Vincent (Legislative OOuncIl) Order
in Council, 1951:-
Section 10 of the Order in Council pro-
vides that no person shall be qualified to
be appointed as a Nominated Member or
elected as an Elected Member of the
Council or, having been so appointed or
elected, shall sit or vote in the Council,
who at the time of appointment or elec-
tion-
(b) (i) in the case of a Nominated
Member holds any public of-
fice; or
(ii) in the case of an Elected
Member, holds, or is acting 1i,
any such office.
Section (1) .of the Order in Council de-
.fines public office as follows :-
"'public office' means, subject to the
provisions of subsection (?) of this sec-
.tion, any office of pmolument under a
Municipal Corporation within Saint Vin-
cent ".
Any person who intends to contest a
seat jat the forthcoming general elections
and who holds any public office within
the meaning of this term as defined
above should 'vacate such office before
nomination day.
It was teclered by the taint Vindent
(Legislative Council) (Public Offices)
Ordinance, 1952 (No. 14 bf 1952) made in
pursuance of the provisions of subsection
(3) of-section 1 of the Order in Council-
that the offices of Chairman and Member
pf the Kingstown Board shall not be pub-
lic officess for all opr ny 1f the purposes of
the Order in Council.
Members of pther Municipal porpora-
tions who are In receipt bf payments (by
whatever name called) from such Corpo-
rations would appear to be affected by the
above provisions.

WINDWARD ISLANDS BROADCASTING
SERVICE
VACANCY FOR TWO POSTS OF
ANNOUNCER/OPERATOR.
Applications are invited from suitably
qualified candidates for appointment to
the posts of Announcer/Operator in the
Windward Islands Broadcasting Service,
St. George's, Grenada.
2. The salary of the post is $1680 per
annum, -with annual increments of $48
to $1776 per annum. Quarters are not
provided.
3. The appointment is non-pension-
able, and will be on probation for six
months in the first instance. Subject to
satisfactory completion of the probation-
ary period, appointment will be on con-
tract for three years. The officer will
be subject to the Colonial Regulations
and local General Orders for the time
being in force, in so far ns they are
applicable.
4. The selected officers will be re-
quired to carry out Announcers' duties

and control the programme outputs from
the studios. A suitable microphone
voice and ability to think quickly and
deal effectively with an emergency, are
essential qualifications. The officers
will also be expected to develop some

under the supervision of the Programme
Director and his Assistant.
5. Free passages will be provided for
the selected officers on appointment,
(including wife and children in the case
of married men), and on satisfactory
termination of the contract.
Vacation leave on full salary wvi1 be
granted at the rate of one week for each
completed period of three months resi-
dent service.

c.i.f. St. Vincent, B.W.I., including Agents' Commission, for:
6,000 cotton bags of 100 lb. each Enriched "E" Grade Flour.
The E Grade Flour must be milled solely from Canadian Hard Spring Wheat
not lower in grade than No. 3 Northern and must be of the following minimum
standard :

The Enriched E Grade Flour Is to be enriched in accordance with the

The name of the miller, analysis of the flour, the enrichment standard and
the brand name should be stated in the tender. Chemists certificate showing
analysis of the flour, and enrichment standard, and duly notarised must
accompany documents. The Controller, however, exercises the right to arrange
for samples to be drawn and analysed on his behalf.
Shipping documents must include date of shipment of all flour and Vitamin
Enriched Flour must be stencilled on each bag.
Shipments must be made as follows :-3,00 during the second half of July and
3,000 during the first half of August, 1954.
The Controller of Supplies does not bind himself to purchase flour at the
lowest or any offer.

RULES AND ORDERS,
1954, No. 1.
YOUNG'S ISLAND (RENTAL AND CONTROL) RULES,
(Gazetted 6th July, 1954).
1. Short title. These Rules may be cited as the Young's Island (Rental
and Control) Rules, 1954.
2. Interpretation. In these Rules-
"the buildings" means the Government Observation Station and the
Isolation Hospital at Young's Island;
Superintendent means the Superintendent of Public Works.
3. Rental of buildings. (1) The buildings, or either of them, may be
rented upon the terms and conditions hereinafter set out when they are not in use.
(2) Applications for the hire of one or both of the buildings shall be made by
the intending hirer in writing addressed to the Superintendent and every such
application shall be subject to the approval of the Administrator.
(3) Rent shall be at the rates set out in the Schedule hereto and shall be paid
in advance to the Superintendent together with a deposit of ten dollars to cover
any damage to or loss of Government property for which the hirer may become
liable under the provisions of these Rules.
(4) Every person whose application to rent one or both of the buildings has
been granted shall, before occupying the buildings, pay to the Superintendent the
following charges :-

4. Picnic parties. The Superintendent may in his discretion, upon
application made to him in writing in that behalf, grant permission tb any number
of persons to land on Young's Island and to use the Island and one or both of the
buildings for picnic purposes between sunrise and sunset of any day upon payment
in advance of two dollars and forty cents in addition to the charge specified under
Paragraph (4) of rule 3 for the use of a boat and the services of a boatman.

5. Liabilities of hirer. The person who hires one or both of the buildings
shall-
(a) leave the building or buildings clean;
(b) be liable for any damage to or loss of Government property occurring
during his occupancy;
(c) pay from the amount deposited by him in pursuance of the provisions of
paragraph (3) of rule 3 of these Rules such sum as may be certified by
the Superintendent to be due for damage to or loss of Government
property.
6. Termination of Occupancy. The occupancy of the buildings may be
terminated by the Administrator upon giving to the hirer three hours' notice in
writing, in which event the rent payable shall be calculated on the actual time of
occupation.
7. Buildings not to be sublet. The buildings shall not be sublet.
8. Precedence of application. If more than one application is made
for the hire of the buildings, or either of them, for the same period, or part of the
same period such applications will be considered by the Superintendent in the
order in which they have been received by him :
Provided that where more than one such application has been received by the
Superintendent on the same day both from persons resident in the Colony and
persons not so resident, the applications from persons resident in the Colony will
first be considered in alphabetical order of their surnames, and the applications
from other persons will next be considered in alphabetical order of their surnames.
9. Time-limit of applications for hire. Applications for the hire of
the buildings for any period beginning more than one month, or less than one
week (except in urgent cases) after the date of the application, will not be
considered.
10. Responsibility of Caretaker. The Caretaker shall be responsible
to the Superintendent for the Government furniture and household articles in the
buildings and for the scavenging and general sanitary conditions of the buildings.
11. Revocation. The Young's Island (Rental and Control) Rules, 1947,
(R. 0. 1947, No. 1) are hereby revoked.
