The Honourable OSMUND RANDOLPH KELSICK, D.F.C., Assistant Administrator
and Establishment Officer, today took the prescribed Oaths in accordance with
Subsection (2) of Article 7 of the Windward Islands Letters Patent bearing date
27th August, 1951, and the Dormant Commission by the Governor of the Windward
Islands bearing date 18th February, 1954, and assumed the Administration of the
Government of St. Vincent consequent upon and during the absence of His Honour
W. F. COUTTS, Administrator, in Grenada.
Mr. KELSICK will, during this short period, also perform his substantive
duties.

(No. 22 of 1946).

IN THE MATTER of a Declaration made by the Governor in Council that certain
lots of land situate in the town of Kingstown in the Island of Saint Vincent
are to be acquired for a public purpose.
DECLARATION OF ACQUISITION OF LAND.
(First Publication).
WHEREAS it is enacted by section 3 of the Land Acquisition Ordinance, 1946,
(No. 22 of 1946) that if the Governor in Council considers that any land should be

acquired for a public purpose he may cause a declaration to that effect to be made;
AND WHEREAS it is considered by the Governor in Council that the land
mentioned and described in the Schedule hereto should be acquired for a public
purpose, that is to say, the construction of public offices and a bond warehouse :
Now THEREFORE it is hereby declared by the Governor in Council that the land
described in the Schedule hereto shall be acquired for the abovementioned purpose
and shall vest absolutely in the Crown upon the second publication of this
Declaration in the Gazette.
AND IT IS HEREBY FURTHER DECLARED AND NOTIFIED that a plan of the said land
may be inspected during working hours at the Registry in the town of Kingstown
in the said Colony.

SCHEDULE.

All that lot piece or parcel of land being part of town lot number fourteen in
the town of Kingstown in the Island of Saint Vincent. And all that lot piece or
parcel of land being town lot number fifteen in the said town which said part of
lot fourteen and lot fifteen are described in and by the plan or diagram thereof
drawn in the Schedule to an Indenture made the fourteenth' day of September
eighteen hundred and ninety-nine and recorded in liber W 5 in the Registry of
Deeds on the twenty-third day of October of the same year between Edward
Leycester Atkinson and Jane Ann his wife (formerly Jane Ann Hazell) of the first
part, the Reverend John Spencer Hughes of the second part, His Honour Harry
Langhorne Thompson and Ellinor Flora Bosworth his wife of the third part and the
Honourable Duncan Alexander MacDonald and George Fraser Grant of the fourth
part And also all messuages on the said part of lot fourteen and on the said lot
fifteen, together with all buildings fixtures fences walls ways waters watercourses
lights rights liberties privileges easements advantages and appurtenances
whatsoever to the said lots pieces or parcels of land messuages buildings and
hereditaments or any of them appertaining or with the same or any of them now
or heretofore enjoyed or reputed as part or member thereof or appurtenant thereto.
The approximate area of the lots of land hereinabove described is 12, 611 square
feet.

vacant post of Catering Supervisor,
Medical Department, St. Vincent.
2. The s:ilary of the post is at the rate
of $2,000 per annum.
3. The Catering Supervisor shall:-
(a) carry out his duties in co-opera-
tion with the Steward, Colonial
Hospital and the Superinten-
dent of the Mental Hospital
and Old People's Home, who
will indicate to him the institu-
tions' daily requirements;
(1)) study carefully the local supply
conditions at all times and ad-
vise as to what items (within
the dietary scale) can be most

(e) ensure that items ara obtained
at the most reasonable prices.

$5 and over to be stamped with an ad-
hesive, stanip to the value set forth in
the said Schedule.
3. Every person, who being required
under this Ordinance to stamp any
Receip, or Cash Bill as aforesaid neg-
lects or refuses to do so in tihe manner
provided, shall forfeit a penalty not
exceeding Forty-eight Dollars ($48).

PENSIONS (AMENDMENT) REGUL NS.

(Gazetted 11th May, 1954).


1. Short title. These Regulations may be cited as the Pensions
(Amendment) Regulations, 1954, and shall be read as one with the Pensions
Regulations, 1948, contained in the First Schedule to the Pensions Ordinance, 1948,
(No. 16 of 1948) (hereinafter referred to as the principal Regulations) and all
amendments thereto.

2. Regulation 24 of principal Regulations amended. Regulation
24 of the principal Regulations is hereby amended by the deletion of the word
ten" appearing in the fifth line of paragraph (1) thereof and the substitution
therefore of the words twelve and one-half ".

under section 3(1) of the Pensions Ordinance, 1948, (No. 16 of 1948) this 19th day

REGULATIONS.

(Gazetted 11th May, 1954).

1. Short title. These Regulations may be cited as the St. Vincent
Grammar School (Amendment) Regulations, 1954, and shall be read as one with
the St. Vincent Grammar School Regulations, 1941, (S.R. & 0. 1941, No. 23)
(hereinafter referred to as the principal Regulations) and all amendments thereto.

2. Regulation 26 of principal Regulations amended. Regulation
26 of the principal Regulations as revoked and replaced by Regulation 3 of the St.
Vincent Grammar School (Amendment) Regulations, 1951, (S.R. & O. 1951, No. 27)
is hereby amended by the insertion, between the words Governor and shall "
appearing in the first line thereof, of the words in Council ".

Made by the Governor in Council in consultation with the Board of Education
under section 29 of the Education Ordinance, 1937. (No. 29 of 1937) this 15th day of

1. Short title. This Notice may be cited as the Prices Control
(Amendment No. 1) Notice.
2. Amendment. The prices set out hereunder are the Maximum prices
for which the articles enumerated may be sold in the Colony and the First Schedule
Part B to the Prices Control Order 1947 (S.R. & O. No. 25) is hereby amended by
deleting all the words, figures and symbols occurring in the columns opposite the
article : "Flour and substituting therefore the following :

1. Short title. These Regulations may be cited as the Explosives and
Petroleum (Storage) (Amendment) Regulations, 1954, and shall be read as one
with the Explosives and Petroleum (Storage) Regulations, 1952, (S.R. & 0. 1952,
No. 61) (hereinafter referred to as the principal Regulations-.

2. Regulation 11 of principal Regulations amended. Regulation
11 of the principal Regulations.is hereby amended by the deletion of paragraph (3)
thereof and the substitution therefore of the following paragraph :-
(3) The above-mentioned charges shall be for a maximum period of
two months. For any period in excess of two months a similar charge shall
be made."

1. Short title. This Order may be cited as the Aid to Pioneer Industries
(Pork Products) Order, 1954.

2. Declaration. The Establishment,,maintenance and operation.in the
Colony of plant for the manufacture of Bacon, ham, sausage, lard and other pok
products is hereby declared to be a pioneer industry for the purposes of the Aid to
Pioneer Industries Ordinance, 1952, and pork products so manufactured are
declared to be pioneer products for the said purposes.

PRODUCTS) ORDER.
(Gazetted 11th May, 1954).

1. Short title. This Order may be cited as the Aid to Pioneer Industries
(Saint Vincent Bacon Factory Limited) (Manufacture of Pork Products) Order,
1954.

2. Declaration. Saint Vincent Bacon Factory Limited, a Company
registered under the Companies Ordinance (Cap. 219) is hereby declared to be a
pioneer Manufacturer for the purposes of the Aid to Pioneer Industries Ordinance,
1952, in relation to its pioneer factory situate at Peniston Estate in the Buccament
Valley in the Parish of Saint Andrew, and to the establishment, maintenance and
operation in the Colony of manufacturing plant for the manufacture of hams,
bacon, lard, sausages and other allied pork products (by the Aid to Pioneer
Industries (Pork Products) Order, 1954, (S. R. & 0. 1954, No. 30) declared to be a
pioneer industry for the purposes of the Aid to Pioneer Industries Ordinance, 1952)
with effect from the 15th day of April, 1954, and the production day of the said
Company in relation to the same shall be the 15th day of October, 1954.

Industries Ordinance, 1952, (No. 5 of 1952) this 30th day of April, 1954.

WHEREAS it is provided by section 3 of thea Legislative Council (1954 Compilation
of Lists of Electors) Ordinance, 1954 ('No. 14 of 1954) that the Administrator shall
by proclamation appoint in respect of the electoral districts a day upon which the
certified preliminary lists shall b' posted up in pursuance of the provisions of rule -
15 of the Registration Rules contained in the Second Schedule to the Legislative
Council (Elections) Ordinance, 1951 (No. 13 of 1951).

Now THEREFORE I, WALTER FLEMING COUTTS, Administrator of the Colony
of Saint Vincent, in exercise of the powers vested in me by the said section Do
HEREBY APPOINT Tuesday the 11th day of May, 1954, to be the day upon which the
certified preliminary lists in respect of all the electoral districts shall be posted ap
in pursuance of the provisions of rule 15 of the said Rules.

GIVEN under my hand and the Public Seal of the Island of Saint Vincent at
Government Office in the said Island this 10th day of May in the year of
