SURVEY SCHOOL, TRINIDAD.

Certificate with passes in Mathematics
and Physics or Chemistry for FIVE
Scholarships in Surveying at the Survey
School in Trinidad. After two year '

of the Royal Institution of Chartered
Surveyors Sub-division (V) (Land Sur-
vey).

to enter into an agreement to serve the
Government of St. Vincent for five
years after qualifying.

Trinidad on 3rd -May when the course
begins.
Five return passages, by sea, to Trin-
idad will be provided.
An allowance of 101- a day for the
first 28 days and 7/6 thereafter will be
paid during the two years of training.
Various other allowances are also pay-
able. Any further details required cani
be obtained from the Superintendent of
Public Works.

CAMDEN PARK EXPERIMENT
STATION NOTICE.
Sweet Potato Fines for Planting.
There are a very large and varied
number of sweet potato vines in St.
Vincent, some of which bear exceed-
ingly well and others which bear hardly
at all. After four years work on this
crop at Camden Park Experiment Sta-
tion, seven of these varieties have been
selected for high yields, ability to store
for up to three weeks under normal
conditions and for their superior taste
and quality. A limited quantity of these
better vines will be available for distri-
bution fre, of charge for planting in
late April to May. Persons desiring to
have the vines should apl;ly to the
Officer-in-Charge of the Station. Lar-
ger and larger quantities of vines will ee
available later on as these are multiplied.
Cassava Sticks for Planting.
A limited quantity of 'sticks' of two
imported varieties which have been
found under experiment to give belier
yields than local cassava will also be
distributed now free of charge. The
material is being multiplied and larger
quantities of planting material will be
available next year.
Corn Seeds for Planting.
About 500 lbs. of specially selected
corn seed for planting are available for
sale at 8c. per lb., shelled. No particu-
lar claims are made for this seed other
than that the cobs are carefully select-
ed. As a result of this selecticn on the
Station over the past two years, coin
yields h:ivc risen 25%. Further selec-
tion is continuing and will raise this
standard.

TENDER FOR FLOUR.
Commission Agents are requested to submit to the Controller of Supplies, St.
Vincent, B.W.I., not later than 12 noon on Wednesday, 21st April, 1954, quotations
o.i.f. St. Vincent, B.W.I., including Agents' Commission, for :
3,000 cotton bags of 100 lb. each "E" Grade Flour, and
3,000 cotton bags of 100 lb. each Enriched "E Grade Flour.
The E Grade Flour must be milled solely from Canadian Hard Spring Wheat
not lower in grade than No. 3 Northern and must be of the following minimum
standard :
Maximum Moisture 14-00%
Maximum Ash -52%
Minimum Protein 12-00%
The Enriched "E" Grade Flour is to be enriched in accordance with the
following :

Thiamine 2-0 2-5 Milligrams for ea. lb. Flour
Riboflavine 1-2 1-5 "

Iron 13.0 16-5
With Calcium Carbonate 500 600 "
The name of the miller, analysis of the flour, the enrichment standard and
the brand name should be stated in the tender. Chemist's certificate showing
analysis of the flour, and enrichment standard, and duly notarised must
accompany documents. The Controller, however, exercises the right to arrange
for samples to be drawn and analysed on his behalf.
Shipping documents must include date of shipment of all flour and in the case
of the "Enriched" Flour must also indicate that it is enriched, and "Vitamin
Enriched Flour must be stencilled on each bag.
Shipments must be made as follows :-3,000 during the first half of May and
3,000 during second half of May, 1954.
The Controller of Supplies does not bind himself to purchase flour at the
lowest or any offer.

PENSIONABLE OFFICES ORDER.
(Gazetted 13th April, 1954.)
1. Short title. This Order may be cited as the Pensionable Offices Order,
1954.
2. Declaration. The Offices mentioned in the Schedule to this Order are
hereby declared to be pensionable offices within the meaning of section 2(1) (b)
of the Pensions Ordinance, 1948, (No. 16 of 1948).

POST OFFICE (AMENDMENT) REGULATIONS.
S(Gazetted 13th April, 1954).
1. Short title. These Regulations may be cited as the Post Office
(Amendment) Regulations, 1954, and shall be read as one with the Post Office
Regulations, 1938, (hereinafter referred to as the principal Regulations) and all
amendments thereto.
2. Regulation 320 of principal Regulations revoked and
replaced. Regulation 320 of the principal Regulations is hereby revoked and
replaced as follows :
"320. (1) If any stamps which are still valid for the payment of postage
or stamp duties, axe forwarded to the Postmaster with a request for exchange,
such stamps shall tb returned to the sender with a statement that such
exchange is not permissible.
(2) If any stamps which have been invalidated for use for postal or
stamp duty purposes, are returned to the Postmaster with a request that they
be exchanged for stamps which are in current use, the Postmaster shall
re-purchase such stamps at a discount in his discretion but not exceeding
15 per centum thereon, in exchange for stamps in current use.

(Cap. 134) this 2nd day of April, 1954.

SUGAR INDUSTRY (REHABILITATION AD PRICE
STABILISATION) REGULATIONS.
(Gazetted 13th April, 1954).
1. Short title. These Regulations may be cited as the Sugar Industry
(Rehabilitation and Price Stabilisation) (Amendment) Regulations, 1954, and
shall be read as one with the Sugar Industry (Rehabilitation and Price
Stabilisation) Regulations, 1950, (S.R. & O. 1950, No. 41) (hereinafter referred to as
the principal Regulations).
2. Regulation 14 of principal Regulations amended. Regulation
14 of the principal Regulations is hereby amended by the deletion of the words
throeoe months appearing in the second line thereof and the substitution therefo"
of the word year ".
3. Regulation 20 of principal Regulations amended. Regulation
20'of the principal Regulations is hereby amended by the deletion of the word
"Committee" appearing in the fourth line thereof and the substitution therefore
of the word Secretary ".

THE BARROUALLIE TOWN BOARD (MARKET)
(BY-LAWS).
(Gazetted 13th April, 1954.)
1. Short Title. These By-Laws may be cited as the Barrouallie Town
Board (Market) By-Laws, 1954.
2. Interpretation. In these By-Laws-
"Ordinance means the Small Town Regulation Ordinance, Cap 211 and all
amendments thereto.
"public place" means any public way, yard or.room in which any public
duty is performed and to which the public have a right of access either
with or without payment of a fee.
produce includes anything whether live or dead produced in the course of
agriculture.
MARKET.
3. Opening and closing of market. The market established in' the
Town shall be open to the Public from 6.00 a.m. to 6.00 p.m. except on Sundays,
Bank Holidays and days proclaimed Public Holidays when it shall be open from
S 6.00 a.m. to 9.00 a.m. or at such other times as may be permitted by the Board.
4. Sale of fish and meat. No person shall expose for sale in any street
or in any public place in the town or within one mile from the limits thereof other
than in the market, or other place approved by the Board any meat, fish.
whalemeat or turtle: Provided that nothing herein contained shall extend to
prevent any person from disposing of any tinned meat or salted fish in any shop
or in the course of any auction of general effects.
5. Slaughtering animals. (1) No person shall slaughter or cause to
be slaughtered any animal for the purpose of selling the carcass thereof within the
town or within one mile from the limits thereof elsewhere than in the market and
S by a butcher duly licensed by the Board.
/ (2) Every person who desires to have an animal slaughtered in the market
shall, before such animal is slaughtered, pay to the Clerk the slaughterhouse dues
in respect thereof as are specified in the First Schedule hereto.
(3) Every animal to be slaughtered shall first be inspected by the Sanitary
SInspector or in his absence by the Clerk and passed as fit for human, consumption.
S (4) No animal shall be slaughtered in the market before the hour of 5.00 a.m.

6. Butchers, slaughtermen and fish vendors. (1) No person shall
butcher or slaughter animals or sell fish in the market unless he produces a
medical certificate of fitness and pays to the Clerk the licence fee prescribed in
the Second Schedule to these By-laws.
(2) Medical certificates.and licences shall expire on the 30th June and 31st
December in each year.
7. Ticket dues. (1) No person shall sell, offer for sale or expose for the
purpose of sale, any produce in the Town or within one mile from the limits
thereof, elsewhere than in the market, or until after such produce has been brought
to the market and the market dues referred to in the Fourth Schedule hereto have
been paid in respect thereof : Provided, however, that this By-law shall not apply
to a person selling or disposing of any such produce at his residence, shop or store.
(2) Every person disposing of produce in the Town or within one mile of the
limits thereof, except at his own residence, shop or store, shall produce his market
ticket in respect thereof to any agent of the Board immediately on being requested
to do so.
(3) It shall be the duty of every vendor to make the required payment to the
Warden before any article is sold.
8. Meat Market. The stalls in the market set apart for the purpose of
selling meat shall be used exclusively for the sale of meat and shall be hired half-
yearly to such persons as the Board may approve on applications made in writing
for the half years ending 30th June and 31st December, respectively, at the rate,
specified in ,the Second Schedule to these By-Laws.
9. Butcher to wear clean apparel. Every butcher shall keep his stall
clean and shall wear an apron and shall provide himself with clean towels and
shall keep his scales, weights and other appliances in a clean and sanitary
condition.
10. Fish. Boats bringing fresh or corned fish intended for sale in the
Town shall, on arrival, be beached only on that portion of the sea frontage
reserved for that purpose.
11. Fish to be weighed. All catches of fish, before being offered for sale
shall be brought to the fish shed for purpose of ascertaining the dues payable
thereon in accordance with the Third Schedule to these By-laws which dues shall
be paid to the Clerk or other officer authorised by the Board to receive the same.
12. Sale of fish. All such fish shall be sold on counters provided in the.
fish shed for that purpose.
13. Weighing of articles. All articles or things sold in the Market shall
be properly weighed, and in all cases of dispute with respect to the weight thereof,
the seller, if required to do so by a prospective purchaser, shall cause such 'article
or thing to be weighed in the presence of the Clerk or other Officer appointed by
the Board.
14. Preservation of order. Every person resorting to the market as
buyer, seller or otherwise shall at all times comply with reasonable directions of
the Clerk or other Officer responsible for the maintenance of order in the Market
or for the due observance of any By-laws of the Board.
15. Ejectment of offenders from market. The Clerk may without
using more force than is necessary in the circumstances eject or cause to be
ejected any person contravening these By-laws provided that such ejectment shall
not be a bar to any subsequent criminal proceedings.
16. Dogs prohibited. No person shall bring a dog, or permit any dog to
follow him into or remain with him in the market, and it shall be lawful for the
Clerk to eject or cause to be ejected any dog found therein.
17. Articles to be sold in places provided for the purpose,
No person resorting to the market for the sale of any articles, shall place such
articles in any part of the market other than the place set apart for that purpose.
18. Articles left at owner's risk. Articles left in the market shall be
left at the sole risk of the person or persons leaving the same.
19. Miscellaneous offences. No person shall-
(a) sit or lie on any counter, table or stand in the market;
(b) throw any dirt, filth, rubbish or litter in the market;
(c) loiter in or about the market;
(d) remain in the market during the hours in which the market is not open
to the public.
(e) light any fire in the market or cook therein, except in such parts thereof
and under such conditions as may from time to time be permitted by the
Warden.
(f) place or keep the hide of any animal in any part of the market other
than the place set apart by the Warden from time to time for the
purpose.
PENALTIES.
20. Penalty. Any person guilty of an offence against these By-laws
shall be liable on summary conviction to a fine not exceeding fifty dollars or to
imprisonment for a period not exceeding three months or in the case of a
-continuing offence to a fine not exceeding ten dollars for each day during which
the offence continues.

Legislative Council (Elections) Ordinance, 1951 (No. 13 of 1951), I, WALTER
FLEMING COUTTS, the Officer for the time being administering the Government
of the Colony of Saint Vincent, Do HEREBY APPOINT the year 6ne thousand nine
hundred and fifty-four to be a year in which lists of electors shall be compiled in
each electoral district of all persons entitled under the provisions of the said
Ordinance to vote at the election of a member of the Legislative Council for such
district.
GIVEN under my hand and the Public Seal of the Colony of Saint Vincent, at
Government House in the said Colony, this 13th day of April, 1954 and in
the third year of the Reign of Her Majesty Queen Elizabeth the Second.
