The following Commission appointing the Honourable O. R. KELSICK, D.F.C.,
Assistant Administrator and Establishment Officer, to administer the Government
of St. Vincent in certain event, is published hereunder for general information :-

BY VIRTUE of the power and authority in me vested by Letters Patent under
the Great Seal of the Realm bearing date at Westminster the twenty-seventh day
of August, One thousand nine hundred and fifty-one and in the Fifteenth year of
the Reign of His Majesty King George the Sixth, I do by this my Commission under
the Public Seal of the Island of Saint Vincent, appoint you the said OSMUND

RANDOLPH KELSICK, to administer during Her Majesty's pleasure the
Government of the Island of Saint Vincent and its Dependencies, with all the
powers, rights, privileges and advantages, to the said office belonging or
appertaining, whenever and so long as the office of Administrator is vacant, or His
Honour WALTER FLEMING COUTTS, Esquire, Companion of the Most
Distinguished Order of Saint Michael and Saint George, Member of the Most
Excellent Order of the British Empire, Administrator of Saint Vincent, is incapable
of discharging the duties of Administration or is absent from the said Island of
Saint Vincent and its Dependencies.
II. And I do in such event hereby authorise, empower and command you to
exercise and perform in respect of the said Island of Saint Vincent and its
Dependencies, all and singular the powers and directions contained in the Letters
Patent already recited, or in any other Letters Patent adding to, amending or
substituted for the same, according to such Orders and Instructions as the
Administrator of Saint Vincent hath already received or may hereafter receive
from Her Majesty or from the Governor, and subject to any general or special
instructions which the Governor may from time to time think fit to .address to you
for your guidance, and the laws of the said Island of Saint Vincent.
III. And I do direct that you the said OSMUND RANDOLPH KELSICK shall
not continue to administer the Government after the Administrator or some other
person having a prior right to administer the same, has notified that he has
resumed the administration, or is about to assume it.
IV. And I do hereby command all and singular Her Majesty's Officers, all the
inhabitants of the said Island of Saint Vincent and its Dependencies, and all others
whom it may concern, to take due notice hereof, and to be obedient, aiding and
assisting you the said OSMUND RANDOLPH KELSICK in the execution of this my
Commission and the powers and authorities therein referred to.
GIVEN under my hand and the Public Seal of the Island of Saint Vincent, at
the Government House, in the said Island, this Eighteenth day of
February, One thousand nine hundred and fifty-four, and in the Third

VACANT POST.
VACANCY FOR AN ART MASTER
AT THE QUEEN'S COLLEGE FOR BOYS,
BRITISH GUIANA.
Applications are invited from suitably
qualified candidates for appointment to
a post of Art Master, Queen's College,
which will shortly become vacant.
2. The salary of the post is in the
scale $3,000 x $120 $3,600 x $144-
$4,320 x $240-$4,800 per annum and
a temporary cost-of-living allowance of
$240 per annum is also payable.
3. Candidates should possess at least
the Art Teachers' Diploma (England) or
its equivalent, awarded after a course of
4-5 years at a recognized Art qclhool in
the British Commonwealth. Candidates
must have had several years' teaching
experience in a Secondary School.
4. The person selected must be pre-
pared to tale ;in active interest in the
school games-cricket, football, hockey ,
-and in some of the other extra-mural
activities e.g. dramatic iind debating
societies, science club, Cadet Corps,
Scouts.
5. The appointment will be pension-
able, subject to satisfact!ry service
luring a probationary period of two
years, and the plerrso,' selected will lie
subject to the Colonial Regulations and
to local General Ordeis and instructions
in force for the time being in so far as
they are applicable. He will also be
eligible for vacation leave at the rate of
five days for ?ach completed month of
resident sei vice up to a maximum of six
months, subject to the completion of a
minimum tour of service of two years.
The officer will be eligible for assisted
passages for himself (and, if he is
married, for his wife) when granted
leave of absence, subject to the provis-
ion of funds annually by the Legislative
Council and to the requirements of the
Public Officers Leave (Passages) Regu-
lations, 1952.
6. Applications should be submitted
to the Principal of Queen's College,
British Guiana, not later than the 15th
March, 1954, giving full details of the
officer's experience and qualifications,
together with copies of testimonials and
a recent photograph of the candidate.

IMPORTATION OF ANIMALS INTO
BARBADOS.
The following notices issued by the
Government of Barbados are published
for general information :-
The owner, captain, or person in
charge, of any vessel or ship arriving in
Carlisle Bay from a port in another
territory who desires that his ship shall
enter the Bridgetown careenage is here-
by warned that as from 1st January,
1954, no such vessel or ship will be per-
nitted to enter the said careenage if
there is on board such ship any animal
in respect of which an import permit
has not been obtained from the Director
of Agriculture.
No animal may be imported into the
Island unless a permit has been obtained
from the Director of Agriculture to
import such animal. Any person desir-
ing to import an animal should accord-
ingly apply to the Director of Agricul-
ture for an import permit before initiat-
ing import arrangements. No import
permit is valid nuless signed by the
Director of Agriculture or the Veterin-
ary Officer. The con editions under
which an animal may be imported will
be stated on the import permit issued in
respect of such animal, and permission
to land the animal will not be granted if
the importer has failed to comply with
the specified conditions.

that the term "income" is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are being made to send
blank return forms to such persons. It
is to be clearly understood, however,
that a person is not exonerated from the
statutory liability to make a return even
though that person may not have re-
ceived a blank form, which may be
obtained, on application, at the Revenue
Offices at Georgetown, Barrouallie,
Bequia and Union Island, or, in the
other districts from the Police Station
situate therein. These Forms may also
be obtained from the Income Tax Office,
Kingstown, where any person requiring
information in connection therewith is
invited to enquire.
4. The form, correctly completely,
should be accompanied by all necessary
supporting statements. Specimens of
the form of account required from small
traders and from occupiers or cultivators
of land will be supplied on request.
