the Water Reserve Lands of the Mamoon Water Supply by unauthorised persons,
and all matters appertaining thereto;
AND WHEREAS it is desirable for those purposes that a Commission should be
issued under the provisions-of the Commissions of Enquiry Ordinance (Cap. 160) :
Now KNow YE THAT I, WALTER FLEMING COUTTS, Administrator as
aforesaid, reposing full confidence in your zeal, discretion and ability do appoint
you the said Robert Milton Cato, John Manning Cave and Thomas Brereton to be
the Commission under the said Ordinance to make diligent enquiries into, and
report upon, all facts relating to the encroachment on the Water Reserve Lands of
the Mamoon Water Supply by unauthorised persons, and all matters appertaining
thereto, and in particular-
(a) to ascertain what person or persons, if any,.gave permission to clear the
said lands or any part thereof and if the authority Igiven by such person
or persons was valid;
(b) to ascertain what payments, if any, were made in respect of the said
lands or any part thereof and by Whom, to whom, and for what purposes,
such payments were made;
(c) to consider the possible effect of such encroachment on the health of
the commliffity a'hKfd ake refo~nrienldations.
AND I FURiHER DIRECT that the said enquiry shall be made at the Legislative
Council Chamber at the Court House ii Kingstown at 10.00 o'clock in the forenoon
on Friday the 5th day of March, 1954, and on such other days and at such other
places as you the Commissioners aforesaid shall deem proper and necessary and
that you shall make such report and recommnehdatiohs in the premises as may to
you seem fit, with all convenient speed :

the said Commission to attend the meetings and generally to perform such duties

ANNOUNCEMENT.
BRITISH GUIANA.
Following is the text of Secretary of
State's announcement in the House of
Commons on 8th February, 1954:-
"I want to tell the House some-
thing of our plans for further econo-
mic development in British Guiana.
We have been preparing such plans
for some time but could make no real
progress under the former Buiiish
Guiana Government. Now, however,
we are getting to grips with the mat-
ter. The Governor has set up the
Economic Council recommended by
the Waddington Commission a n d
while I have been in Nigeria he has
been over here explaining his pro-
posals for immediate development
and discussing how they are to be
financed.
We cannot yet estimate exactly
what the development plans of the
Colony for the next five years will
involve but the cost is likely to be
not less than 15,000.000. The de-
tails are being worked out in British
Guiana and in this work the report
of the International Bank Mission is
proving a gzeat help. We and the
British Guiana Govern ment are deep-
ly grateful to the Bink for this help.
The Governor and I want to get
ahead as fast as is practicable and he
has produced detailed proposals for
the next two years costing some
9,000,000. This includes:-
(1) rather more than 3,000.000
for transport,communications
and other public works to re-
construct and expand roads,
railways, ports, and tele-
phones ;
(2) over 2, million pounds for
agriculture and forestry to
carry out research major
drainage and irrigation
schemes which were recently
reviewed on the spot by Mr.
LACEY my adviser on the
subject and land settlement
for small farmers on lines

BROWN after his recent visit ;
(3) 2J million pounds for social
development in clI ud ing a
housing programme of
2,000,000 in addition to ex-
penditure of over million
pounds from sugar funds to
speed up the replacement of
antiquated accommodation on
the sugar estates known as
ranges; and lastly about
1,000,000 for agricultural
and industrial credits to be
administered by a credit cor-
poration, the Chairman De-
signate of which has already
arrived in British Guiana.
This is an ambitious progrnime
and there will he shortages to be
faced-of materials, skilled staff and
artisans and Fo on-which may slow
down the rate at which the pro-
gramme can be carried out.
But Her Majesty's Government are
determined that's much as is practica-
ble should be done as soon as practi-
cable and that worth-while develop-
ment shall not be h(ld up for lack of
money. As a first step, therefore,
Her Majesty's Government h;iie de-
cided to make available a further
grant of 3,125,000 from Colonial
Development and Welfare funds and
to provide facilities for up, to
3,417,000 extra loans to be raised as
required in London. With the money
already available for development
this will make up the estimated
9,000,000 required. We shall watch
the position carefully and will decide
later how exactly to provide further
finance for the plan when we see how
the schemes progress and what the
Colony needs."

territory who desires that his ship shall

accompany documents. The Controller, however, exercises the right to arrange
for samples to be drawn and analysed on his behalf.
Shipping documents must include date of shipment of all flour and in the case
of the "Enriched Flour must also indicate that it is enriched, and "Vitamin
Enriched Flour must be stencilled on each bag.
Shipment must be made during the second half of March, 1954.
The Controller of Supplies does not bind himself to purchase flour at the
lowest or any offer.

INCOME TAX NOTICE.
TO THE GENERAL PUBLIC.
Every person concerned, not I.eiing a
Government Oiffcer, is hereby reminded
that the latest dtte for the submission
of Income Tax Returns for assessment
in the year 1954 is the 31st March, and
that failure to give notice of charge-
ability is an offence against the Income
Tax Ordinance, rendering tile person
concerned liable on conviction to a fine
not exceeding FOUR HUNDRED AND
EIGHTY DOLLARS.
2. EVERY PERSON whose income,
accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding yar,,
exceeded the statutory limit of $480 is
required to siibmit a return in the pre-
scribed form, notwithstanding that on
account of approved deductions no tax
may eventually be chargeable, and parti-
cnlar attention is directed to the fact
that the term "income" is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are being made to send
blank return forms to such persons. It
is to be clearly understood, however,
that a p-rson is not exonerated jrom the
statutory liability to n:ake a return even
though tlat person maiy not have re-
crived a blaiik form, which may be
obtained, on application, at the Revenue
Offices at Georgetow n, Barrouallie,
Bequia and Union Island, or, in the
other districts from the Police Station
situate therein. Thlse Forms may also
be obtained from thie Income Tax Office,
Kingstown, where 'iny person requiring
information in connection therewith is
invited to enquire.
4. The form, correctly completed,
should be accompanied by all necessary
supporting statements. Specimens of
the form of account required from small
traders and froin occupiers or cultivators
of land will be supplied on request.

1. Short title. These By-Laws may be cited as the Chateaubelair Town
Board (Cemetery) By-Laws, 1954.
2. Schedule of fees for interments, allotments, memorials, etc.
The following sums shall be paid to the Chateaubelair Town Board prior to any
interment, allottnent of ground, or erection of any memorial, enclosure or cross :-
For the-
(a) burial of the body of a person whose age at the time of death
exceeds 10 years ..... ...... ...... ...... ..... ...... ...... -48
(b) burial of the body of a person whose age at the time of death
is 10 years or under ...... ...... ... ...... ...... ...... .... 30
(c) allotment of ground (4 ft X 6 ft) for the exclusive right of

S (d) right to erect a memorial of material other than wood on

WHEREAS by section 7 of the Bank Holidays Ordinance, Cap. 161, it is enacted
that it shall be lawful for the Governor in Council from time to time, Dy
Proclamation in the Gazette, to appoint a special day to be observed as a Bank
Holiday throughout the Colony:
Now THEREFORE I do, with the advice of the Executive Council, and pursuant to
the authority in me vested by the said Ordinance, hereby appoint Tuesday, the
2nd day of March 1954, to be observed as a Bank Holiday throughout the Colony.
GIVEN under my hand and the Public Seal of the Island of Saint Vincent at
the Government Office in the said Island this 12th day of February in
the year of Our Lord One Thousand Nine Hundred and Fifty-four and in
the Third Year of the Reign of Her Majesty Queen Elizabeth the Second.
