TENDER FOR FLOUR.
Commission Agents are requested to submit to the Controller of Supplies, St.
Vincent, B.W.I., not later than 12 noon on Saturday, 6th February, 1954, quotations
c.i.f. St. Vincent, B.W.I., including Agents' Commission, for :
3,000 cotton bags of 100 lb. each "E" Grade Flour, and
2,000 cotton bags of 100 lb. each Enriched "E Grade Flour.
The E Grade Flour must be milled solely from Canadian Hard Spring Wheat
not lower in grade than No. 3 Northern and must be of the following minimum

The name of the miller, analysis of the flour, the enrichment standard and
the brand name should be stated in the tender. Chemist's certificate showing
analysis of the flour, and enrichment standard, and duly notarised must
accompany documents. The Controller, however, exercises the right to arrange
for samples to be drawn and analysed on his behalf.
Shipping documents must include date of shipment of all flour and in the case
of the "Enriched" Flour must also indicate that it is enriched, and "Vitamin
Enriched Flour must be stencilled on each bag.
Shipment must be made during the first half of March, 1954.
The Controller of Supplies does not bind himself to purchase flour at the
lowest or any offer.

BANANA PLANTS.
Persons who desire to purchase plants
from sources other than through the
Banana Growers Association of St. Vin-
cent should be on their guard against
fraudulent substitution of plaiting ma-
terial of the Lacatan variety. It is
known that plants similar in apljeaiance
to Lacatan exist but which do not bear
fruit acceptable to the ti;ide. Plants
imported from sources other than
through the Association should be in-
spected and certified by the Agricultural
Department in the island from which
importation is made.
Plants imported into St. Vincent by
the Association for distribution are in-
spected and certified by the Agricultural
Department of Dominica before being
exported.

INCOME TAX NOTICES.
TO THE GENERAL PUBLIC.
Every person concerned, not being a
Government Officer, is hereby reminded
that the latest date for the submission
of Income Tax Returns for assessment
in the year 1954 is the 31st March, and
that failure to give notice of charge-
ability is an offence against the Income
Tax Ordinance, rendering the person
concerned liable on conviction to a fine
not exceeding FOUR HUNDRED AND
EIGHTY DOLLARS.
2. EVERY PERSON whose income,
accruing in, derived from the Colony or
elsewhere and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $480 is
required to submit a return in the pre-
scribed form, notwithstanding that on
account ot approved deductions no tax
may eventually be chargeable, and parti-
cular attention is directed to the fact
that the term income" is deemed to
include not only money but also allow-
ances in kind.
3. Efforts are being made to send
blank return forms to such persons. It
is to be clearly understood, however,
that a person is not exonerated from the
statutory liability to make a return even
though that person may not have re-
ceived a blank form, which may be
obtained, on application, at the Revenue
Offices at Georgetown, Barrouallie,
Bequia and Union Island, or, in the
other districts from the Police Station

the provisions of this Ordin-
ance."
