COMPETITION FO. AN EMBLEM
FOR THE CAiIBBLAN COMMUNITY..
The CARIFTA Council of Ministers.
has decided to extend the closing date
for submission of entries to thie compe-
tition for an embehn for the Caribbean
Community. Accordingly, the Carib-
bean Community Secretariat re-
announes the Public Competition for
the award of a cash prize to the person,
who must be a national of the Common-
wealth Caribberan, submitting the most
suitable design of an emblem for the
Caribbean Community. An additional
cash prize will be offered for the entry
adjudged to be the next most suitable
submission.
2. On 1st August, 1973, Barbados,
Guyana, Jamaica and Trinidad and
Tobago became members of the Carib-
bean Community. It is expected that
the Leeward and Windward Islands,
Belize and possibly the Bahamas will
become members of the Community in
1974.
3. The competition will be governed
by the following conditions:
(i) the emblem should above all be

STAFF VACANCY
PRO-REGISTRAR, CARIBBEAN EXAM-
INATIONS COUNCIL
The Caribbean Examinations Council
(a Body formed and financed by the
Governments of the Commonwealth
Caribbean) invites applications for the
post of Pro-Registrar to be based in the
Administrative and Operational Centre
for the Western Zone, located in
Jamaica.
Applications from persons already
employed in the Public Services in the
Region will also be considered.
The Council's task is to introduce a
new system of Examinations designed
for the special needs of the area. This
includes the responsibility of develop-
ing syllabuses, conducting examinations
and awarding Certificates and Diplomas
on the results of the examinations con-
ducted throughout the area, including
examinations conducted at the request
of any of the Member Governments.
The Pro-Registrar will be deputy to
the Registrar. He will be directly res-
ponsible for the conduct of operations
relating to the Western Zone. He will
work closely with the Registrar, the
School Examinations Committee of the
Council and the National Committees
established in the Participating Coun-
tries in the Western Zone. With the
ReJistrar he will be responsible to the
Administrative and Finance Committee
of the Council, and through the Chair-
man of the Council, to the full Council
itself.
Salary and Allowances based on quali-
fications and experience will be as
follows:
Salary J $ 9,000-$10,000
or
EC $21,600-$24,000
Allowances-Housing ...... J $2,000 or
EC $4,800 per annum
E-prttninment ...... J $ 750 or
EC $1,800 per annum
The officer may be recruited on con-
t,,'at, or on secondment from one of the
Governments of the Region. An officer
appointed on contract will receive a 20%
gratuity of basic salary. Passages for
the officer and family up to a maxi-
mum of J $1,250 or EC $3,000 and
freight and other expenses for personal
and household effects, not exceeding
J $833.33 or EC $2,000, are payable to
an officer recruited overseas. The con-
tract will be for a period of three years
in the first instance, subject to review
and possibly renewal.

Applicants must possess appropriate
academic and/or professional qualifica-
tions. A knowledge of West Jndian
education systems and examination pro-
cedures would be an asset, but the suc-
cessful applicant must be prepared to
undergo further training as required.
The post will require tact, diplomacy,
organisational ability, experience in
examinations administration, and a will-
ingness to travel among the various
territories served by the Council.

portion of land at Lower Bay, Bequia, in the Parish of the Grenadines for
a public purpose.
NOTICE OF ACQUISITION
(FIRST PUBLICATION.)
WHEREAS it is enacted by Section 3 of the Land Acquisition Ordinance
1946 (No. 22 of 1946) that if the Governor considers that any land should be
acquired for a public purpose he may cause a declaration to that effect to be
made.
AND WHEREAS it was considered by the Governor that the undermentioned
parcel of land should be acquired for a public purpose, to wit, a right of way
to the beach.
AND WHEREAS by declaration published in the Gazette on the 30th October,
1973 and 6th November, 1973 it was declared that the said parcel of land at
Lower Bay Bequia in the Parish of the Grenadines, the property of ESTELLE
SIMMONS et al measuring 853 square feet was required for a public purpose
and should vest absolutely in the Crown upon the Second Publication of the
said Declaration to that effect in the Gazette:
AND WHEREAS it was further declared and notified that a plan of the said
land bearing the number GR 2/62 and prepared by CLIFFORD E. R. WILLIAMS
Licensed Land Surveyor was lodged for inspection at all reasonable hours at
the Lands and Surveys Department of Kingstown in the State of St. Vincent
on the 20th day of November, 1972.
Now THis Is To REQUIRE all persons interested to render to the Authorised
Officer at the said Lands and Surveys Department within thirty days of the
issue of this notice a statement in writing signed by them or their Attorneys
or Agents setting forth the amounts and full particulars of their claim for
compensation in respect of their interest in the land here-in-before described
distinguishing the amounts under separate heads and showing how the amount
claimed under each head is calculated.

The work is due to commence in Pauls
Lot area on 3rd December, 1973, and as
a result the following un-named streets
will be closed to Vehicular Traffic from
the date above mentioned and until fur-
tther notice:-

C.D.C. gate and the street junc-
tion near to Corny Padmore's
parlour West of the Prison.
(2) The street running from the junc-
tion of the street West of the
