TREASURY BILLS
ISSUE NO. 4.
Tenders are invited for the issue of St. Vincent Government Treasury
Bills which will be made to the amount of one million, seven hundred thousand
dollars ($1,700,000).
These Bills will be in denominations of $500, $1,000, $5,000, $10,000, $50,000,
$100,000 and will be payable at par ninety one days after the date of issue.
'They will be issued on Tuesday 18th September, and will be payable on Tuesday
18th December, 1973.
Each tender must be for an amount of not less than $1,000, and must specify
the amount which will be given for every one hundred dollars of the amount
tendered.
Applications forms are available at the Treasury and the Commereial
Banks, and when completed should be forwarded to the Financial Secretary,
Ministry of Finance in sealed envelopes addressed:

FOR
A LOAN OF $4 MILLION
Part of a loan of $6 Millin

PRICE OF ISSUE 98 per cent
The Government of St. Vincent invites applications for St. Vincent 8 % Development Bonds as stated above.
The Bonds will be issued under the General Local Loan Ordinance 1962 (No. 11 of 1962). The list of applications.
will be open at 10 a.m. on Friday 31st August and will remain open until the full amount of the issue is sub-
scribed or until further notice.
PURPOSES
The proceeds of the issue will be applied to such Development projects as may be approved by the Govern-
ment.
REDEMPTION OF BONDS -SINKING FUND AND SECURITY
The Bonds will be repayable at par not later than 1st September 1988, but the Government of St. Vincent will
have the option of redeeming the bonds in whole or in part, by drawings or otherwise, at par on or at any time
after 1st September 1987 on giving six months' notice by advertisement in the "Gazette" and one local newspaper
circulating in St. Vincent.
A Sinking Fund will be formed for the redemption of the Bonds, and half yearly contributions to the Fund,will
be at the rate of not less than one per cent per annum; the fund contributions will be taken on or before the
1st September, 1974. These contributions may be increased and will only be discontinued, if and when the value of
the Fund is sufficient with further accumulations of interest to ensure the repayment of the Bonds at the final date.
The Bonds are secured on the general revenues and assets of St. Vincent.
DENOMINATIONS
The Bonds will be of the denominations of $100, $500, $2,500 and $5,000 East Caribbean Currency.
Every Bond and coupon and the right to receive the principal and interest represented thereby will be trans-
ferable by delivery.
INTEREST
Interest will be payable half yearly by bearer coupons (attached to the Bonds) on 1st September and 1st
March of each year. Coupons will be negotiable on demand at the Treasury, St. Vincent or at other Revenue
Offices in the territory.
The principal and interest thereon will not be subjected to any taxes, duties or levies of the Government of
St. Vincent.
PUBLIC DEBT
The Public Debt of St. Vincent as at 31st December 1971 was $6,105,077.
The nominal value of Sinking Funds at the same date was $687.268.

OF A CAFETERIA IN THE
TERMINAL BUILDING
ARNOS VALE AIRPORT-ST. VINCENT-.
Tenders are invited and will be re-
ceived for the operation of a Cafeteria
in the Terminal Building, Arnos Vale,
St. Vincent, for a period of two (2)
years.
2. The successful tenderer will be
required to serve liquor, refreshments
and light hot meals on the premises,

COMMONWEALTH SCHOLARSHIP AND
FELLOWSHIP PLAN:
POST-GRADUATE SCHOLARSHIP IN
TROPICAL AGRICULTURE; 1974:
TRINIDAD & TOBAGO.
The Government of Trinidad and
'Tobago has invited St. Vincent to nomi-
nate a suitably qualified graduate for
the award of a Commonwealth Scholar-
ship in Tropical Agriculture.
2. The Scholarship is tenable from
O-tober 1974, at the University of the
West Indies, St. Augustine, Trinidad.
The award will be for two years in the
first instance.
3. The scholarship covers expenses
for travel, living and study. Family
allowances are payable, provided that
the scholar's family accompany him to
Trinidad and that his wife is not em-
ployed. No passages are provided for
dependents, however.
4. Applicants should not have
reached their 35th birthday by 1st
October, 1974. Preference will be
given to candidates between 22 and 28
years of age.
5. The successful candidate will be
required to sign a Bond, with sureties,
to return to St. Vincent for a specified
period, on completion of his studies.
6. Applications, on Form T1, should
be submitted to the Chief Personnel
Officer for attention of Training Offi-
cer by 31st October 1973. The names
and addresses of three referees, two of
them persons under whom the candi-
date has worked or studied, should be
submitted with the application forms.
Copies or certificates and/or diplomas

COMMONWEALTH SCHOLARSHIP AND
FELLOWSHIP PLAN AWARDS TO THE
UNITED KINGDOM AND CANADA
1973/74.
The Governments of the United
and Canada have invited nominations
from St. Vincent of suitably qualified
men and women, for the award of
Commonwealth Scholarships tenable at
Universities in the United Kingdom and
Canada. Awards will be available in
the academic year commencing Septem-
ber 1974.
2. Commonwealth Scholarships are
available primarily for advanced study
or research and are open to graduates
of recognized universities.
3. Post graduate awards in medicine
are available under the United King-
dom Commonwealth Medical Award
Scheme.
4. Under special circumstances, and
where a particular undergraduate pro-
gramme is not available in the area,
applications for undergraduate award
may be considered. Vincentians may
therefore apply for undergraduate
courses in the following fields:
Agricultural Engineering
Drama
Food Chemistry

The minimum requirement is three
'A' Levels, preferably with A-C
grades. No E grades will be accepted.
5. Applicants should not have
reached their 35th birthday by 1st
October, 1974 although in special cir-
cumstances this age limit may be
raised. Preference will in any case be
given to candidates between 22 and 28
years of age.
6. Awards will normally be made
for a period of two academic years, un-
less the course requirement demands
less. Medical awards are made for one
year in the first instance but may be
extended up to a maximum of three
years where the United Kingdom Com-
mission considers it appropriate.
7. Each scholarship covers expenses
for travel, living and study. A mar-
riage allowance is payable in the
United Kingdom and Canada, provided
the Scholar's spouse has accompanied
him/her and is not on scholarship or in
paid employment. Two-thirds of the
spouse's return fare is payable to
Canadian Commonwealth Scholars.
No provision is made for any depend-
ants' passages to the United Kingdom.
8. Successful candidates will be re-
quired to sign a Bond, with sureties to
return to St. Vincent on completion of
their studies for a specific period.
Applications, on Form T1 should be
submitted to the Chief Personnel Offi-
cer for attention of Training Officer,
by 31st October, 1973. The names and
addresses of three referees, two of
whom should be persons under whom
the candidate has studied or worked,
should be submitted with the applica-
tion forms. Copies of certificates or
diplomas should also be attached.

The Extra-Mural Department of the
University of the West Indies has an-
nounced its (Twelfth) four-month
course in the Principles and Practice
of Social Work, to be held at the Social
*Welfare Training Centre, U. W. I:,
Mona, Jamaica from January 7th tc
April 26th 1974.
2. The course is designed to meet
the needs of persons working in the
broad field of social welfare-either as
professional or voluntary workers in
recognized agencies-who have had at
least three years' experience but no.
professional training.
3. The University, through the
assistance of UNICEF, will be offering
n number of scholarships for the course.
These awards cover return passages,
subsistence allowance, course fees and
other related expenses.

PROFESSIONAL ENGINEERING
SERVICES PREQUALIFICATION FOR
ADDITIONS TO A DEEP WATER
PORT IN KINGSTOWN, ST. VINCENT.
The Government of St. Vincent in-
vites the submission of pre-qualification
data from interested consulting engin-
eering firms in connection with the
proposed construction of additions to
the existing deep water port facility
located in Kingstown harbour St. Vin-
-cent.
Scope of engineering work includes
the design of the additional structures
and preparation of appropriate engin-
eering drawings and specifications, as
wcll as all other contract drawings re-
quired for construction tender of the
project, and also supervision and in-
spection of construction.
The project calls for the construction
of a 90-foot long by 40-foot wide exten-
sion of the existing 900-foot long off-
shore marginal concrete wharf at its
eastern end; the construction of a
detached mooring dolphin off the west-
ern end of the wharf; re-fendering of
the schooner wharf on the inside of the
extension arm of the existing wharf;
the construction of a transit shed exten-
sion 220 feet by 50 feet wide along the
seaward side of the existing transit shed
so as to double its width; the con-
strwtion of an equipment service garage
50 feet by 40 feet wide; and minor
ancillarv works. Total estimated cost
is about US$400,000 including engineer-
ing and supervision.
Consideration will be limited to firms
or joint-ventures of firms whose regular
place of business is in:
(a) the United States
(b) Regional member countries of
the Caribbean Development Bank
(CDB) i.e. Jamaica, Trinidad &
Tobago, Bahamas, Guyana, Bar-
bados, Antigua, British Hon-
duras, Dominica, Grenada, St.
Kitts-Nevis-Anguilla. St. Lucia,
St. Vincent, Montserrat, British
Virgin Islands, Cayman Islands,
Turks & Caicos Islands.
(c) Non-Regional member countries
of CDB i.e. Canada and the
United Kingdom.
Financing of the project is expected
to be made by the Government of St.
Vincent and by the Caribbean Develop-

SERVICES FOR FFEEDER ROADS
PROJECT-ST. VINCENT
The Government of St. Vincent
through the Ministry of Communica-
tions and Works, invites the submission
of pre-qualification data from in-
terested consulting engineering firms
in connection with the proposed con-
struction of Feeder Roads in St.
Vincent.

The scope of engineering work in-
cludes engineering surveys, the pre-
paration of the appropriate drawings
and specifications, as well as all con-
tract documents required for con-
struction tender of the project,
supervision and inspection of con-
struction, and issuance of payment
certificates.
The proposed calls for the con-
struction and improvement of 261/4
miles of Feeder Roads. Approximately
14 miles involve the cutting of new
roads. It is intended that the roads
follow the existing tracks in order that
deviation and land acquisition be kept
to the minimum.

MINIMUM REMUNERATION FOR OVERTIME
2. Whenever a worker to whom this Order applies, employed on time
work, works with the consent of his employer for more than eight hours on
any ordinary day he shall be paid (except as is hereinafter provided) for
every hour or part thereof time and a half, and for all work done on Sundays
and Public Holidays, double time: Provided that this does not apply to stock-
men, grooms, and workers employed on the shift system but whose total earn-
ings must not be less than the daily minimum wage when such earnings are
divided by the number of days worked in the period whether paid on a weekly,
forthnightly or monthly basis.
MINIMUM REMUNERATION FOR WATCHMEN
3. Watchmen employed under this Order shall not receive less than the
daily minimum wage when such earnings are divided by the number of hours
actually worked in the period whether paid on a weekly, forthnightly of
monthly basis.
MINIMUM REMUNERATION FOR PIECE WORK AND TASK WORK.
4. The minimum remuneration to be paid to workers to whom this Order
applies, when employed on piece work, or task work, shall be as follows:
Digging Arrowroot: 65 per basket measuring 28" in diameter and filled
Digging Peanuts: to a height of 14";
40 per kerosene tin filled to the height of the tin;
Picking Cotton: 4 per lb. (No deduction for moisture).
Provided that where a worker is employedon any piece work or task
work the employer shall be deemed to pay wages at less than the minimum
wage unless he shows that the rate for a period of 8 hours was not less than
the minimum wage for a day:

HOLIDAYS WITH PAY
5. Every worker to whom this Order applies shall be entitled to holidays
with pay as follows:-
1. 8 days holiday with pay for 176 days and over worked
2. 7 days holiday with pay for 151-175 days worked
3. 6 days holiday with pay for 126-150 days worked
4. 5 days holiday with pay for 100-125 days worked.

SCHEDULE
WAGE RATES:
1. (a) The minimum rate of wages to be paid to domestic workers shall
be as follows:-

Provided that persons working for the first time as domestics or persons
without adequate references shall be paid on probation for a period of 6 months
and shall be paid the minimum rate as follows:-

(b) Any domestic servant employed on a day to day basis shall be paid at
the minimum rate of $3.00 for an eight-hour day or part thereof, without meals.
HOURS OF WORK
2. (a) The week shall be considered as beginning on Monday morning
and ending on Sunday evening.
(b) Hours of work shall not exced ten in the dpy:
Provided that for persons supplied with living quarters the hours of work shall
not exceed eleven in any day.
(c) During the hours of work, breaks of two hours shall be allowed which
shall include one hour for meals.
(d) Whenever it is necessary to keep a domestic worker at work on special
occasions for any period in excess of the stipulated number of hours, the
employer shall be required to give this extra time off to her on another day of
the week.
WEEKLY REST PERIOD
3. Every domestic worker shall be granted one free afternoon in each
week, and in addition two free Sundays in each month.
HOLIDAYS WITH PAY:
4. (a) Every domestic worker shall be entitled to one week's Holiday
with full pay after 12 months continuous service with one employer and two
weeks holiday with full pay for every subsequent period of 12 months. This
holiday shall be given within one month of its becoming due, but at the request
of either party it may be deferred to a later date.
(b) Every domestic worker shall, in addition to the above, be entitled to
one week's sick leave with full pay on production of a medical certificate before
the third day of absence from work through illness should she become ill after
the completion of 6 months continuous service with one employer.

DRAFT PROPOSALS
SCHEDULE
1. MINIMUM REMUNERATION FOR TIME WORK.
The minimum remuneration to be paid to workers to whom this Order
applies, employed on time work, shall be as follows:
Workers in Industrial Undertakings set out in paragraphs (a), (b), (c)
and (d) of the Schedule to the Wages Council (Industrial Undertakings) Order,
1958 (S.R. & 0. 1958, No. 25) :-
MEN -$5.25 per day for a day of 8 hours
WOMEN -$3.90 per day for a day of 8 hours
Provided that persons sDecified in paragraph (c) of the Schedule to the
Wages Council (Industrial Undertakings) Order, 1958, who are employed in
-cleaning and clearing road side drains and trimming grass verges and roadside
embankments and removing litter caused by such clearing operations and any
other unskilled workers specified in that paragraph shall be paid a minimum
of:-
MEN -$4.00 per day for a day of 8 hours
WOMEN -$3.00 per day for a day of 8 hours
2. MINIMUM REMUNERATION FOR OVERTIME
Whenever a worker to whom this Order applies, employed on time work,
works with the consent of his employer, for more than 8 hours on an ordinary
day or on a Public Holiday, he shall be paid (except as hereinafter provided)
for every hour or part thereof, time and a half, and for all work done on any
PUBLIC HOLIDAY or Sunday double time.
Provided that this does not apply to workers employed on the shift system
but whose earnings shall not be less than the daily minimum wage when such
,earnings are divided by the number of days worked in the period, whether paid
,on a weekly, fortnightly or monthly basis.
3. MINIMUM REMUNERATION FOR WATCHMEN
Any watchmen employed in Industrial Undertakings set out in paragraphs
(a), (b), (c) and (d) of the Wages Council (Industrial Undertakings) Order,
1958, shall be paid $5.25 per shift of 12 hours.
Provided that this schedule shall not be construed as entitling watchmen
to be paid overtime rates for watching on Sundays or Public Holidays.
4. REST PERIOD
Every watchman to whom this Order applies, shall be granted one free
night with full pay per fortnight.
5. MINIMUM REMUNERATION FOR PIECE WORK AND TASK
WORK
The minimum remuneration to be paid to workers to whom this Order
,applies, when employed on piece work for a period of 8 hours shall not be less
than the daily minimum wage.
HOLIDAYS WITH PAY
Ev'ry worker to whom this Order applies shall be entitled to holidays with
-pay as follows:-
(a) 14 working days holiday with pay for 201 days and over worked;
(b) 12 working days holiday with pay for 176-200 days worked;
(c) 10 working days holiday with pay for 151-175 days worked;

A worker shall, in addition to the above, be entitled to 7 days sick leave
with full pay on the production of a Medical Certificate, should he become ill

WORKERS TO WHOM THIS ORDER APPLIES AS PROVIDED BY
THE WAGES COUNCIL (INDUSTRIAL UNDERTAKINGS)
ORDER, 1958.
Any worker employed by any person, firm, association, company, corporation
or undertaking (not including workers to whom the Wages Council (Agricul-
tural) Order 1956 and the Wages Council (Port Workers) Order, 1957) apply)
engaged in connection with the following industrial undertakings:-
(a) Mines, quarries and other works for the extraction of mineral from
the earth.
(b) Industries in which articles are manufactured, altered, cleaned, re-
paired, ornamented, finished, adapted for sale, broken up, demolished or in
which materials are transformed, including ship-building and the generation,
transformation and transmission of electricity and motive power of any kind.
(c) Construction, reconstruction, maintenance, repair, alteration or de-
molition of any building, harbour dock, pier, canal, inland waterway, road,
tunnel, bridge, viaduct, sewer, drain, well, telegraphic or telephonic installation,
electrical undertaking, waterwork or other work of construction as well as the
preparation for or laying of the formation of any such work or structure.
(d) Transport of passengers or goods (including agricultural produce and
fertilizers) by road or waterway, (but excluding transport by hand and inter-
island transport).
N.B. This NOTE does not form part of this Order, but is merely added
for convenience.

WAGES REGULATION PROPOSALS
SCHEDULE
MINIMUM REMUNERATION OF SHOP ASSISTANTS
1. The minimum rate of remuneration to be paid to the assistant shall
be as follows;:
A. Sales Clerks
(a) Males $115.00 per month or $26.50 per week
(b) Females $100.00 per month or $23.00 per week
Provided that the minimum remuneration to be paid to the sales clerks
under 18 years and over the age of 14 years shall be seventy-five per centum
of the above.
Provided further that sales clerks of 18 years of age and over who have
been employed for the first time as a clerk shall be paid for the first six months
seventy-five per centum of the above rate and thereafter the above minimum
rates shall be paid.
B. Other Categories
(a) Cash Boys and Checker-Out Boys $18.06 per week
(b) Office Boys $16.00 .
(c) Office messenger $20.00 ,
(d) Packers preparing goods for sale and in the $20.00 ,, ,,
(e) store room, and Cleaners
Porters $25.00 .
(f) Watchmen $25.00 .
"Sales Clerk" means any person engaged in selling any goods or articles
to members of the public and includes cashiers and persons employed at Gas
Stations.
"Cash Boy" means any person under 18 years of age taking goods and
cash to the cashier from the sales clerks to be paid for by the customer.
"Checker-out Boy" means any person under 18 years of age engaged in
packaging goods at a counter for customers.
"Office Boy" means any person under 18 years of age performing the
duties of messenger in the office of a shop.
"Office Messenger" means any person over 18 years of age performing the
duties of messenger in the office of a shop.
"Packer" means any person working in the store weighing and parcelling
goods and packing goods in the display shelves in a sales room and persons
engaged in assorting and packing goods in the store room and delivering goods
to the sales clerks.
"Cleaner" means any person working on the premises of a shop and per-
forming the duties of a cleaner.
"Porter" means any person transporting goods to or from a shop or place
of business or on the premises of a business.
"Watchmen" means persons employed to watch shops or offices during
holidays or at nights.

C. Office clerks
(a) Male $135.00 per month
(b) Female $110.00 per month
Provided that the minimum remuneration to be paid to all office clerks
under the age of 18 years and over the age of 14 years shall be seventy-five
per centum of the above rates.

Provided further that office clerks 18 years and over who have been em-
ployed for the first time as an office clerk sha!l be paid for the first six months
not less than eighty per centum of the above rate and thereafter the above
minimum rate shall apply.
"Office Clerk" means a book-keeper, a typist or any person employed in a
shipping, commission, estate or insurance office.
2. OVERTIME WAGES
(1) Every person employed:-
(a) in or about the business of any shop-
(i) on a Public Holiday; or
(ii) during any period in excess of eight hours including one
hour for meals on any day; or
(iii) during a period of natural disaster
(b) in or about the business of an Airport Shop-
(i) on Sundays; or
(ii) ea1rier than eight o'clock in the morning or later than four
o'clock in the evening of any day.
(e) in or about the business of any shop other than an Airport Shop
or Pharmacy-
(i) during any period in excess of forty-four hours in any week;
or
(ii) later than four o'clock in the afternoon on any day during
the Christmas shopping season
,shall be entitled to be paid overtime for the period during which he is employed.
(2) The hourly rates of overtime shall be:-
(a) in respect of employment-
(i) in any shop outside the prescribed hours of business during
the period of a natural disaster; or
(ii) in any shop other than an Airport Shop or Pharmacy during
the period in excess of eight hours in any day, or later than
four o'clock in the afternoon on any day during the Christ-
mas Shopping season; or
(iii) in an Airport Shop earlier than eight o'clock in the morning
or later than four o'c'ock in the afternoon on any day;
one and one-half times the hourly eqivahnt of the normal wages payable to
the person so employed during the week in which he was so employed;
(b) in respect of employment in any shop on a Public Holiday,
twice the hourly equivalent of the normal wages payable to the
person so employed.
(c) in respect of employment-
(i) in an Airport Shop during any period in excess of eight
hours in any day; or
(ii) in any shop in any circumstanees specified !n sub-paragraph
(1) of this paragraph other than circumstances in respect
of which overtime rates are specified in (a) and (b) of this
sub-paragraph (2)
twice the hourly equivalent of the normal wages payable to the person, so
employed during the week in which he was so employed.

(3) Where normal.wages are not payable to any person during any
week in which he is so entitled to be paid overtime wages under
this Order, the-,-fer-the- purpose of calculating such overtime
wages:-
(a) The last normal wages payable to him before he became' entitled
. to such overtime wages;,or
(b) if normal wages were never payable to him, or if it is impracti-
cable to use the normal wages prescribed in (a) of this sub-
paragraph (3) as a basis for calculating such overtime wages
the normal wages payable during that week to any person
working in the same category as himself either in the same shop
or in any other shop in the district, village or town;
shall be deemed to be the normal wages payable to him during that week.
HOLIDAYS WITH PAY
3. (a) Every Shop Assistant shall, in addition to Public' Holidays; be'
entitled to not less than fourteen working days holiday in every year, with
full pay, after the completion of one year's service. If during the course of
.-the-second year er.any. subsequent year. of employment, the services of a shop
assistant should be terminated, he shall be paid for the proportional part of
the holiday due at the time of the termination.
