VACANT POST-PRICE CONTROL
INSPECTOR
MINISTRY OF TRADE, AGRICULTURE
AND GRENADINES AFFAIRS.

Applications are invited from suit-
ably qualified persons for appointment
to the post of Price Control Inspector,
Ministry of Trade, Agriculture and
Grenadines Affairs.
The post is non-pensionable and
carries a salary in the scale V26-21
$3600 X $240 $4800. Transport
allowance is payable in accordance
with local regulations.
The Price Control Inspector will be
required to keep an island-wide check
on prices to ensure that they conform
with the maximum prices set by
Government. He will work in close
touch with officers of the Price Control
Section of the Ministry and will be
required to perform such other duties
as may be assigned to him from time to
time.
Experience in the mercantile field
and possession of certificates of the
General Certificate of Education at
Ordinary Level will be of advantage:
Applications supported by two recent
testimonials should be sent to the
Chief Personnel Officer to reach him
not later than 27th August, 1973.

NOTICES.


PROFESSIONAL ENGINEERING
SERVICES PREQUALIFICATION FOR
ADDITIONS TO A DEEP WATER
PORT IN KINGSTOWN, ST. VINCENT.

The Government of St. Vincent in-
vites the submission of pre-qualification
data from interested consulting engin-
eering firms in connection with the
proposed construction of additions to
the existing deep water port facility
located in Kingstown harbour St. Vin-
cent.
Scope of engineering work includes
the design of the additional structures
and preparation of appropriate engin-
eering drawings and specifications, as
well as all other contract drawings re-
quired for construction tender of the
project, and also supervision and in-
spection of construction.
The project calls for the construction
of a 90-foot long by 40-foot wide exten-
sion of the existing 900-foot long off-
shore marginal concrete wharf at its
eastern end; the construction of a
detached mooring dolphin off the west-
ern end of the wharf; re-fendering of
the schooner wharf on the inside of the
extension arm of the existing wharf;
the construction of a transit shed exten-
sion 220 feet by 50 feet wide along the
seaward side of the existing transit shed
so as to double its width; the con-
struction of an equipment service garage
50 feet by 40 feet wide; and minor
ancillary works. Total estimated cost
is about US$400,000 including engineer-
ing and supervision.
Consideration will be limited to firms
or joint-ventures of firms whose regular
place of business is in:
(a) the United States
(b) Regional member countries of
the Caribbean Development Bank
(CDB) i.e. Jamaica, Trinidad &
Tobago, Bahamas, Guyana, Bar-
bados, Antigua, British Hon-
duras, Dominica, Grenada, St.
Kitts-Nevis-Anguilla. St. Lucia,
St. Vincent, Montserrat, British
Virgin Islands, Cayman Islands,
Turks & Caicos Islands.
(c) Non-Regional member countries
of CDB i.e. Canada and the
United Kingdom.
Financing of the project is expected
to be made by the Government of St.
Vincent and by the Caribbean Develop-
ment Bank.


Qualification information submitted
for consideration should stress similar
types of work performed and location
thereof. Consulting firms, whether act-
ing singly or in joint-ventures should
each submit an executed copy of a form
which may be obtained from the Office
of the Chief Technical Officer, Ministry
of Communications and Works, Kings-
town, St. Vincent, West Indies, or from
the Caribbean Development Bank Treas-
ury Building, Bridgetown, Barbados,
W.I.
Prequalification information must be
received not later than 28th September,
1973, in the Office of the Minister of
Communications and Works, Kingstown,
St. Vincent, with a copy being sent to
the Caribbean Development Bank in
Barbados W.I.
In evaluating the data presented, an
important consideration will be the
firms' or joint-ventures first hand know-
ledge of the site and working conditions
in the region.

AN ACT to make provision for raising a loan for the
development of Saint Vincent.

[ 21st August, 1973 ]
Be it enacted by the Queen's Most Excellent Majesty,
by and with the advice and consent of the House of Assembly
of Saint Vincent and by the authority of the same as follows:-

1. This Act may be cited as the Saint Vincent Develop- Short title.
ment Loan Act, 1973.


2. (1) The Governor is hereby authorised to raise a loan
of an amount sufficient to produce as nearly as may be the
sum of*Six Million Dollars and such further sum as may be
necessary to defray the expenses of the issue.
(2) The loan hereby authorised or any part of it
may be raised in Saint Vincent under the provisions of the
General Local Loan Ordinance, 1962.

4. The contribution to the sinking fund required by
section 13 of the general Local Loan Ordinance, 1962, shall
commence iL respect of any issue under this Act not later
than one year after the date from which the interest on such
issue shall commence to run.

5. The principal sum which shall be payable to the
holder of a debenture issued under the General Local Loan
Ordinance, 1962, for the purposes of the loan authorised by
this Act and the interest payable to the holder on the principal
sum aforesaid shall not be subject to any taxes, duty or levies
of the Government of Saint Vincent.

bean Development Bank by the Government and by certain
statulory authorities and for matters .onmneeted therewith.

Be it enacted by ihe Queen's Most Excellent Majesty, by
and with the advice and consent of the House of Assembiy of
Saint Vincent, and by the authority of the same as follows:-

1. This Act may be cited as the Loans (Caribbean Develop- Shorl title.
ment Bank) Act, 1970'.


2. In this Act -
"Bank" means the Caribbean Development Bank;
"Miinister" means the Minister responsible for Finance;
"Statutory authority" means any body established
directly by statute and exercising powers vested in
such body by law for a public purpose.

3. (1) Subject to the provisions of this Act, the Govern-
ment may in such manner and on such terms and subject to
S,.. 4such conditions as may be agreed between the Government and

7. (1) The Government un y in such manner and on such
to terms aind subject to stuhll conditions as may be agreed between
it and tlhe Bank-
(a) guarantee the discharge by a statutory authority
of its obligations under any agreement which may
be entered into by the statutory authority with the
Bank in respect of any borrowing authorised by
subsection (1) of section 5 or under any bond,
promissory note or other instrument issued
pursuant to any such agreement; and

(b) undertake such other obligations as may be agreed
between the Government and the Bank in rela-
tion to or pursuant, to any such agreement, bond,
promissory note or instrument.

(2) Any guarantee or undertaking given under this
section slial be given in writing in the name of the Government
and it and any endorsement of any bond, promissory note or
other instrument of any guarantee, given under this section may
be signed on behalf of the Government by the Minister or by
any person authorized thereto in writing by the Minister.

(3) As soon as possible after a guarantee or under-
takinlg is given under this section, the Minister shall cause to be
laid before the House of Assembly a statement of the guarantee
or und.,rtaking.


8. So long as the governmentt shall continue liable under
any guarantee or other undertaking given in exercise of the
powers conferred by subsection (1) of section 7 in respect of
any borrowing by a statutory authority shall not, except with
the consent of the Minister, exercise any other power to borrow
possessed by it.

9. (1) Where it is mnad, to appear to the Minister that
there is reasonable cause to believe-
(a) that a statutory authority is likely to fail or be
unable to discharge any of its obligations under
any agreement concluded by it with the Bank or
under any bond, promissory note or other instru-
ment issued pursuant to aiy such agreement; and

(b) that the Government is or may become liable under
any guarantee or other undertaking given in exer-
cise of the powers conferred by subsection (1) of
section 7 in respect of such obligation,
the Minister may by order give or authorise any other pers m
to give such directions to the statutory authority as lie or such
other person may from time to time Ihink neitessarv or desirable
to ensure that satisfactory arrangements are made by the
authority to enable it duly to discharge its obligations under
such agreement, bond, promissory note or instrument or under
this Act.

(2) The statutory authority shall notwithstanding any
provision contained in any other statue comply with any direc-
tions given by or under such order.

(3) Nothing in the provisions of this section shall
affect or derogate from any other power conferred by law on
the Minister or any public officer in respect of the statutory
authority.

(4) Where any sum becomes payable by the Govern-
ment pursuant to a guarantee or undertaking given in exercise
of the powers conferred by section 7, that sum shall be charged
on the Consolidated Fund of the Go(vernment and the Minister
shall direct payment to issue out of the Consolidated Fund
accordingly.

10. (1) If any sum is paid out of the Consolidated Fund Statutory
