POST OF BAILIFF
HIGH COURT, ST. VINCENT.
Applications are invited from suitably
qualified persons for the vacant post of
Bailiff, High Court of Justice, St. Vin-
cent. i -i
Priority will be given to applicants
with a good knowledge of the towns and
villages of St. Vincent and familiarity
with High Court procedure or other re-
lated experience.
Salary is in the scale $2,520 x $180-
$3,600 x $240-$4,800, point of entry to
which will be determined by qualifica-
tions and experience.
The successful applicant will be re-
quired to keep a car for the perform-
ance of his duties. Travelling allowance
is in accordance with local regulations.
Written applications giving particu-
lars of past appointments, 'experience
and qualifications together with two re-
cent testimonials must be submitted not
later than 15th April, 1973 to the Chief
Personnel Officer, Service Commissions
Department, Kingstown.

CONSULTANT SERVICES FOR DESIGN
OF VIGIE AIRPORT TERMINAL '
BUILDING-CASTRIES, ST. LUCIA.
The Government of St. Lucia through
the Ministry of Communications and
Works invites the submission of un-
priced proposals from interested con-
sulting firms in connection with the
proposed construction of terminal build-
ing at- Vigie, Castries, St. Lucia. Scope
of this work includes the design of the
facilities, preparation of appropriate
drawings and specifications, and con-
tract documents required for construc-
tion of the project, and also supervision
and inspection of construction.
The proposed project calls for the
construction of a new terminal building
of approximatelyl5,000 sq. ft., including
all passenger handling facilities. -The
existing control tower will be renovated.
The cost of the project is approximately
$645,000.00
.Proposals submitted for consideration-
should stress similar types of work per-
formed and locations thereof. Consult-
inng'firms, whether acting singly or in
joint ventures should each submit an
executed copy of a form which may be
obtained from the office of the Chief
Engineer, Ministry of Communications
and Works, Castries, St. Lucia, West In-
dies or from the Caribbean Development
Bank, Treasury Building, Bridgetown,
Barbados, West Indies.
Proposals should indicate the services
which will be provided by the Consult-
ants and time needed to prepare final
designs and contract documents.
A preliminary design approved by
the Government of St. Lucia is available
at the office of the Ministry of Commun-
ications and Works, and this design must
form the basis of the final' design.

VACANT POST OF WARDEN,
KINGSTOWN TOWN BOARp
Applications are -invited for the
vacant post of Warden, Kingstown Town
Board.
Applicants, for the post should have
had at.leastifive (5) years experience in
a senior administrative capacity and
should have a sound knowledge- of ac-
counting procedures. Experience: in
building and road construction will be
an advantage, but is not necessarily a
condition of appointment.
The Warden shall perform such duties'
as are imposed udjon him bythe Kings-
town Board Aet or any other law in force
in St. Vincent. His duties shall include:
(a) performance of the duties of
senior administrative officer -of
the Town Board Office;
(b) preparation of Revenue and Ex-
penditure Estimates and- Final
Accounts ensuring that all pro-
jects -are done within the ap-
proved Budget of the Board;
(c) supervision -of projects under-.
taken by th& Board;
(d) attendance of meetings of the
Board and responsibility for the
compilation of Minutes of Meet-
ings;
(e) supervision of-all elections to the
Board;
(f) responsibility for the proper oper-
ation of- the Kingstown Market;
(g) ,any other duties, not inconsistent
with the post, that the Board may
require him to perform.

Salary of the post is $9,240 p.a. and
a commuted Travelling, Allowance of
$816.00 p.m. is payable, provided a suit-
able means of transport is maintained.

The post which is pensionable carries

depend on 'qualification and experience.

PUBLIC TELEPHONES (AMENDMENT) REGULATIONS.
(Gazetted 10th April, 1973.)
1. Short title, These Regulations may be cited as the Public Telephones
(Amendment) Regulations, 1973, and shall be read as one with the Public
Telephones Regulations, 1969, as contained in the Schedule to the Public Tele-
phones Ordinance, 1969, (No. 1 of 1969) (hereinafter referred to as the
principal Regulations) and all amendments thereto.
2. Regulation 5 Amended. Regulation 5 of the principal Regulations is
hereby amended as follows:-
(a) by deleting the word "quarter" appearing in paragraph (1) and
substituting therefore the word "month".
(b) by revoking and replacing paragraph (2) with the following:-
(2) If a subscriber fails to pay any rental fee deposit or other charge
for telephone service (including International Telephone Service) as
required under these Regulations the company may without prejudice
to any other right or remedy, without notice, wholly or in part suspend
telephone service provided by means of all or any of the subscriber's
installations and if it shall think fit so to do disconnect all or any such
installations frpm the Telephone Exchange.
(c)' by inserting a new paragraph (4) as follows:-
(4) The Company may from time to time require the payment of a
deposit of such amount as it thinks necessary by way of security for
the payment of the rental or other charges payable or to become
payable by the subscriber and the subscriber shall pay such deposit
within such time as the Company may require. The Company may
retain such deposit so long as the installation continues to be pro-
vided for the subscriber. A deposit paid and held under this Para-
graph shall not reduce the subscriber's responsibility under Paragraph
5 (1) and except at the discretion of the Company the sum so held as
I7n.
a deposit may be used as payment iii.respect of any charge or fee until
service is terminated whether -by notice or summarily. In the event
of the final amount demanded by the Company upon termination of
service being less than the amount of deposit the amount by which
the deposit exceeds the sum demanded shall be repaid to the
subscriber.
3. Regulation 7 amended. Regulation 7 of the principal Regulations is
hereby amended by deleting the words "the appropriate rental" appearing in
the second line thereof and substituting therefore the words "all sums due
under these Regulations".
4. Paragraph (3) of Regulation 9 revoked. Paragraph (3) of Regula-
tion 9 is hereby revoked.

nance, 1969, (No. 1 of 1969) this 3rd day of April, 1973.

CINEMATOGRAPH (AMENDMENT) REGULATIONS.

1. Short title. These Regulations may be cited as the Cinematograph
(Amendment) Regulations, 1973, and shall be read as one with the Cinemato-
graph Regulations, 1933 (hereinafter referred to as the' principal Regulations)
and all amendments thereto.
2. Regulation 1 amended. Regulation 1 of the principal Regulations is
hereby amended by deleting paragraph (a) thereof and substituting therefore
the following:-
(a) The word "building" shall be deemed to mean any premises,
structure or land used for the exhibition of cinematograph films.

tograph Ordinance, Cap. 169, this 3rd day of April, 1973.

AID TO PIONEER INDUSTRIES (ST. VINCENT ART AND.
PRINTING STUDIOS) (FABRIC PRINTING AND MANUFACTURE
OF OTHER ART AND CRAFT PRODUCTS) ORDER.
(Gazetted 10th April, 1973.)
WHEREAS on the 20th day of February, 1973, by Statutory Rule and
Order No. 4 of 1973, the establishment, maintenance and operation in Saint
Vincent of a factory for Fabric Printing and for the production of other Art
and Craft Products was declared to be a pioneer industry for the purposes of
the Aid to Pioneer Industries Ordinance, 1952 (No. 5 of 1952), and printed
fabric was declared to be a pioneer product for the said purposes.
NOW, THEREFORE, in exercise of the power conferred upon him by
subsection (1) of Section 4 of the Aid to Pioneer Industries Ordinance, 1952,
the Governor has made the following Order:-
1. Short title. This Order may be cited as the Aid to Pioneer Industries
(St. Vincent Art and Printing Studios) (Fabric Printing and Manufacture of
other Art and Craft Products) Order, 1973.
2. Declaration. The St. Vincent Art and Printing Studios is hereby
declared to be a pioneer manufacturer in relation to the production of Printed
Fabric and other art and craft products so produced at the pioneer factory to
be established at Buccament Valley.
3. Construction Day. Construction Day was the 1st day of Novem-
ber, 1972.
4. Production Day. Production Day shall be the 1st day of October,
