APPOINTMENT AND DECLARATION OF MUSTIQUE AS
PORT OF ENTRY
Under the provisions of Section 122 of Cap. 183 of the Laws of St. Vincent,
1926, the Governor hereby appoints and declares as a port of entry for the
purposes of the Customs Laws of St. Vincent, as from the 1st day of April,
1973, all that portion of Britannia Bay in the Island of Mustique extending
from the point south of Lambs Bay and west of Lovell's Village southward to
the point where trig station G/MU/29 is erected, that is, at the point where
a sand bank (sometimes submerged) joins Ellis Island to the mainland of
Mustique.

STATUTORY RULES AND ORDERS,
1973, No. 11.
QUEEN'S WAREHOUSE RULES
(Gazetted 30th March, 1973).
1. Short title. These rules may be cited as the Queen's Warehouse
Rules 1973.
2. Interpretation. In these Rules 'Comptroller' means the Comptroller
of Customs and Excise.
3. Hours of opening. Queen's Warehouse shall only be opened for the
delivery and receipt of goods between the hours of 8.00 a.m. to 12.00 noon and
1.00 p.m. to 4.00 p.m. on each working day except Saturdays when the hours
shall be 8.00 a.m. to 12.00 noon
Provided that the Comptroller may in special circumstances extend the
hours of opening.
4. Free Storage period. Goods lodged in a Queen's Warehouse shall be
allowed to remain therein free of rent for a period of five days not including
the date of final discharge of cargo from the importing ship:
Provided that in ascertaining such free period of storage, no account shall
be taken of Sundays, Public Holidays and Half-Holidays:
Provided further that no free period of storage shall be allowed for goods
transferred from a Transit Shed for want of entry or delivery.
5. Rent to be charged after free period of storage or on deposit of goods
transferred from a Transit Shed. All goods not removed from a Queen's
Warehouse or Queen's Warehouse area within the period specified in Rule 4
and all goods transferred from a Transit Shed shall be charged with rent at the
rates set out in the Schedule to these Rules and no such goods shall be delivered
S by the Comptroller until such rent has been paid.

6. Perishable Goods. (1) Perishable goods due for transfer from a
Transit Shed to a Queen's Warehouse for want of entry or delivery and which
are not permitted to be deposited therein shall be sold or otherwise disposed
of by the Comptroller after 48 hours notice in writing has been given to the
owner or consignee.
(2 Any goods of a perishable nature lodged in a Queen's Warehouse
or Queen's Warehouse area which are condemned by the Sanitary Authority
as unfit for human consumption sihall be removed and destroyed by the
Comptroller at the expense of the owner or consignee of such goods within
48 hours of such condemnation and after notice of such condemnation has
been given by the Comptroller to such owner or consignee.
(3) Any goods deposited in a Queen's Warehouse or Queen's Warehouse
area which are found to be injurious to other goods so deposited may be sold
or otherwise disposed of by the Comptroller after 48 hours notice in writing
has been given to the owner or consignee of such injurious goods and upon the
failure of such owner or consignee to remove such injurious goods within the
stipulated period.
(4) When the Comptroller sells any such perishable or injurious goods
he shall apply the proceeds of sale, in so far as they suffice, to the payment of
the Customs duties, if any, in respect of such goods, and to the payment of ware-
house rent, and the expenses of sale and of any other services in relation to the
said goods, and shall pay the surplus, if any, to the owner or consignee.
7. Method of ascertaining amount of Rent. The following principles
shall apply in ascertaining the amount of rent to be paid for the storage of
goods:
(a) Charges shall be made for not less than one calendar month.

(c) To ascertain the cubic contents of packages of irregular shapes for
the purpose of determining the amount of rent to be paid, their
greatest length, breadth and depth shall be taken, and packages less
than one cubic shall be charged as one cubic foot.
(d) In ascertaining the amount of rent payable on any one consignment
of goods, the aggregate of the cubic contents or weights shall be
applied.
8. Expenses. All expenses of storing, packing, moving and locating of
goods in a Warehouse and of removal therefrom shall be borne by the party
depositing the goods.
9. Goods not permitted to be deposited in a Queen's Warehouse. The
following goods shall not be permitted to be deposited in a Queen's
Warehouse:-
(1) (a) All goods which are required by Law to be duty paid on the
first importation thereof;
(b) All goods which in the opinion of the Comptroller may be injurious
to other goods stored in a warehouse and goods which may
create a nuisance if stored therein;
(c) Wheaten flour, cornmeal and animal feed;
(2) The provisions of Rule 6 shall also apply in the case of goods specified
in sub-section (1) of this Rule.
10. Commencement. These Rules shall come into force on the 2nd day
of April, 1973.
11. Revocation. The following Rules are hereby revoked:-
(a) The Customs Warehouse Rules 1958 (S. R. & 0. No. 24 of 1958).
(b) The Customs Warehouse (Amendment) Rules 1959 (S. R. & 0. No. 9
of 1959).
(c) The Customs Warehouse (Amendment) Rules 1962 (S. R. & 0. No. 19
of 1962).
