NOTICE OF ACQUISITION
(SECOND PUBLICATION.)
WHEREAS it is enacted by Section 3 of the Land Acquisition Ordinance
1946 (No. 22 of 1946) that if the Governor considers that any land should be
acquired for a public purpose he may cause a declaration to that effect to
be made:
AND WHEREAS it was considered by the Governor that the undernientioned
parcel of land should be acquired for a public purpose, to wit, the establishment
of a Junior High School thereon:
AND WHEREAS by declaration published in the Gazette on the 11th and
18th January 1972 it was declared that the said parcel of land at New Adelphi
in the parish of Charlotte being lots 5 and 6 measuring altogether 10 Acres
3 roods 10 poles and bounded as shown on Plan C173 was required for a public
purpose and should vest absolutely in the Crown upon the 2nd Publication
of the said Declaration to that effect in the Gazette:
AND WHEREAS it was further declared and notified that a plan of the said
land bearing the number C173 and prepared by A. B. A. Spence Licensed Land
Surveyor was lodged for inspection at all reasonable hours at the Lands and
Surveys Department of Kingstown in the State of St. Vincent on the 18th
day of Januay, 1972:
Now THIS Is To REQUIRE all persons interested to render to the Authorised
Officer at the said Lands and Surveys Department within thirty days of the
issue of this notice a statement in writing signed by them or their Attorneys
or Agents setting forth the amounts and full particulars of their claim for
compensation in respect of their interest in the land here-in-before described
distinguishing the amounts under separate heads and showing how the amount
claimed under each head is calculated.

(b) air passages for themselves and
families and ocean freight for

fects to Guyana;
(ii) Membership of the Secretariat's.
Pension Scheme is compulsory for per-
manent staff;
(iii) Members of the Staff of the See-
retariat are not required to pay income
tax to the Government of Guyana.

Applications are invited for courses
of study at the St. Vincent Technical
College, for the 1972-73 session com-
mencing on September 11, 1972.
FULL TIME COURSES
Departments of Engineering and

These courses are designed for the
training of Junior Supervisors or Fore-
men in the various trades in industry.
The training will consist of full-time
courses of two years duration.
The courses will be of a general na-
ture covering the fields of:-

Entry Qualifications
Applicants for the GENERAL TECHNI-
CAL COURSES should have:
Completed a full. secondary education
course and have a t least three G.C.E.
'0' Level passes or equivalent, includ-
ing English, Mathematics and one Sci-
ence subject. Applicants who have
completed a full secondary education to
'O0' Level standard, but who do not have
the above academic qualifications will be
required to pass an entrance examina-
tion.
The fee for each course is $90 per
term payable in advance.
Department of Commerce
(a) Secretarial Course
This is a full time.course of one ,year's
duration provided for the training of
Shorthand Typists.

must have completed a full secondary
school education and possess at least a
G.C.E. '0' Level certificate in English
Language or its equivalent.
Applicants who have completed a full

academic qualifications will be required
to write an entrance examination.
Fees
The fee for the course is $90 per
term, payable in advance.
(b) Clerical Course
This is a full-time course of one year's
duration, provided for the training of
Clerk/Typists.
Entry Qualifications
Applicants for the Clerical Course
must be at least fifteen years of age and
possess a Primary School Leaving Cer-
tificate. Applicants who have completed
a full primary education course, but who
do not have a Primary School Leaving
Certificate will be required to write an
entrance examination.
Fees.
The fee for the course is $60 per term,
payable in advance.
DEPARTMENT OF HOTEL TRADES
Hotel Receptionists/Clerks Course.
This is a full-time course of one year's
duration provided for the training of
Hotel Receptionists or Clerks. Included
in the course will be such subjects as
Hotel Organisation, Type-writing, Book-
keeping and Office Practice.
Entry Qualifications
Applicants for the Hotel Reception-
ists/Clerks course must be at least fif-
teen years of age and possess a Primary
School Leaving Certificate. Applicants
who have completed a full Primary
Education Course, but do not have a
Primary School Leaving Certificate will
be required to write an entrance exam-
ination.
Fees.
The fee for the course is $60 per term,
payable in advance.
Waiters, Bartenders, Bell-boys and
Room-maids Course.
These are-Block Release courses each
of three months duration offered to
school-leavers and other young persons
wishing to enter the hotel industry as
waiters, bartenders, bell-boys and room-
maids. The courses will provide a prac-
tical introduction to the trade as well
as offer instruction in related vocational
studies. ,. t
Entry Qualifications
No special entry qualifications are re-
quired for these courses, but applicants
must be at least fifteen years of age and
have completed a Primary School Edu-
cation.
Fees.
The fees for each course is $15.
EVENING COURSES.
(a) Commercial Courses
Commercial courses requiring atten-
dance at the College for two evenings
each week, will be offered to persons em-
ployed in commercial and business or-
ganisations, who wish to increase their
proficiency in the office skills. Individual
courses will be provided in the special-
ised subjects of Book-keeping, Short-
hand, Typewriting and Commercial
Arithmetic.
Fees.
The fee for each course is $15 per
term, payable in advance.
(b) Engineering, Building and
Hotel Trades Courses.
Courses requiring attendance for
two evenings each week will be offered
to persons already employed in the fol-
lowing fields, and who wish to upgrade
their proficiency:
(a) Machine Shop practice, Welding
Forging and sheet metal work.
(b) Motor Vehicle, Mechanics' work,
repair and maintenance of En-
gines.
(c) Electrical Installation work, Elec-
trical wiring, basic servicing of
electrical equipment.
(d) Repair, maintenance and servic-
ing of air-conditioning and re-
frigeration equipment. Installa-
tion of Plant.
(e) Carpentry and Joinery, Masonry
and Concrete Practice, Plumbing
and Pipe-fitting.
(f) Drawing
(g) Hotel Trades.
The scope and content of the courses
will be decided on after discussions with
applicants.
The fee for each course is $15.

Government proposes to consider ap-
plications for the provision of improved
transport of mail and passengers in the
Grenadines, both in respect of the
Northern and the Southern Grenadines
services.
An Advisory Committee on Shipping
will be established, which will guide
Government, in assessing proposals for
improvement of these services.

nine hundred and seventy-two upon certain services in
excess of the Appropriation Law relating to the year one
thousand, nine hundred and seventy-two.

WHEREAS the sum of money granted by the Appropria-
tion Act 1972 for the services of the year ending on the thirty-
first day of December, one thousand, nine hundred and seventy-
two is insufficient to meet the demands of such services.
BE IT ENACTED by the Queen's Most Excellent Majesty,
by and with the advice and consent of the House of Assembly
of St. Vincent, and by authority of the same as follows:-

2. There shall be and there is hereby granted to Her
Majesty, Her Heirs and Successors for the year ending on the

AN ACT to repeal the Export Duties Ordinance, 1933.
[ 25th July, 1972. ]
Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the House of Assembly of
Saint Vincent, and by the authority of the same as follows:--
1. This Act may be cited as the Export Duties (Repeal) Short title.
Act, 1972.
2. The Export Duties Ordinance, 1933 is hereby repealed.
3. This Act shall have retrospective effect from the 1st
day of January 1972, but the said retrospective effect shall be
without prejudice to the legality of anything done under or
in accordance with the Export Duties Ordinance, 1933 afore-
said at any time before the publication hereof in the Gazette,
save and except that the Minister of Finance may cause re-
funds to be made of any monies paid as export duty in respect
of goods exported on or after the 1st day of January, 1972.

AN ACT to amend the Income Tax Ordinance, 1967.
[ 25th July, 1972. ]
Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the House of Assembly of
Saint Vincent, and by the authority of the same as follows:-
1. This Act shall be cited as the Income Tax (Amend-
ment) Act 1972, and shall be read as one with the Income
Tax Ordinance, 1967, (hereinafter referred to as the principal
Ordinance) and all amendments thereto.
2. Section 3 of the principal Ordinance is hereby amend-
ed by deleting paragraph (c) thereof.
3. Section 5 of the principal Ordinance is hereby amend-
ed-
(a) in paragraph (k) by substituting a comma
for the semi-colon after the word "employer", and adding
the words and punctuation "but this exception shall not
apply where the gratuity is payable to an employee at
the end of a period of permanent and pensionable ser-
vice".;

(b) by inserting immediately after the proviso
which follows paragraph (t) the following new para-
graphs:-
(u) The first one hundred dollars of the total
sum received by an individual as interest on savings in
any bank in the State of Saint Vincent;
(v) Gains or profits of any minister of religion
or other person in holy orders derived from his office in
the service of any religious body approved for this pur-
pose by the Governor and any pension so derived payable
to such person or to the widow, child or dependent of any
such person.
Section 8 of 4. Section 8 of principal Ordinance is hereby amended
principal as follows:

amended. (a) by substituting for paragraph (c) thereof
the following:
(c) any sum expended for repair of premises,
plant or machinery employed in acquiring the
income, or for the renewal, repair or alteration
of any implement, utensil or article so employed;
(b) by substituting for paragraph (e) thereof
the following:
(e) rates and taxes on land or buildings occu-
pied by such person during the basic year for
the purpose of acquiring the income;
(c) by substituting for paragraph (h) thereof
the following:-
(h) annuities or other annual payments which
were expenses wholly and exclusively incurred
during the basic year by such person in the
production- of the income and whether payable
within or out of Saint Vincent, either as a charge
on any property of the person paying the same
by virtue of any deed or will or otherwise or as
a reservation thereout or as personal debt or
obligation by virtue of any. contract: Provided
that no voluntary allowance or payments of any
description shall be deducted.
(d) by re-lettering paragraph (1) thereof as
paragraph (m) and by substituting for para-
graph (1) thereof the following:-

(1) Sums paid by such person during the basic
year by way of interest upon money borrowed by
him, where the Comptroller is satisfied that the
interest was paid on capital employed in acquir-
ing land and improvements thereon used by or
on- behalf of the owner for the purpose of resi-
dence.
5. Section 29 of the principal Ordinance is hereby
amended as follows:-
by deleting the word "six" appearing immedi-
ately before the words "hundred dollars" at the
end of sub-section (1) and substituting therefore
the word "eight".
6. Section 30 of the principal Ordinance is hereby
amended as follows:-
by deleting the word "four" appearing immedi-
ately before the words "hundred dollars" at the
end thereof and substituting therefore the word
"six".
7. Section 32 of the principal Ordinance is hereby
amended as follows:-
(a) by deleting -the word "two" appearing
immediately before the words "hundred dollars"
in paragraph (a) and substituting the word
"three";
(b) by deleting the word "two" appearing
immediately before the words "hundred dollars"
in paragraph (b) and substituting the word
"three".
8. Section 33 of the principal Ordinance is hereby
amended by deleting the words "one hundred and twenty-five"
appearing before the word "dollars" in paragraph (a) and
substituting therefore the words "two hundred".
9. The principal Ordinance is hereby amended by the
addition immediately after section 35 of the following new
section:-

Income Tax (Amendment)

satisfaction of the Comptroller to have been paid
by such person in the year preceding the year of
Assessment as a donation to the funds of any body
of persons or trust listed in the Third Schedule to
this Ordinance, and the Governor may by Order
amend that Schedule by adding thereto or removing
therefrom any body of persons or trust:
Provided that no deduction shall be allowed
under this section where any such donation qualifies
for relief under section 35 of this Ordinance:
Provided further that no deduction shall be
allowed under this section where the aggregate
amount of the donations made by any person in any
one calendar year to all bodies of persons and trusts
listed in the Third Schedule is less than fifty dol-
lars.

10. The principal Ordinance is hereby amended by the
addition immediately after the Second Schedule of the follow-
ing Schedule:-

11. This Act shall have effect as if it came into operation
on the 1st day of January 1972 and shall apply to any assessment
or payment of tax in respect of income of the basic year 1971.
