GOVERNMENT OWNED MOTOR VEHICLES
Tenders are invited for the Insurance
of Government owned Motor Vehicles
from the 29th May 1972 to 30th May
1973.
This invitation for tenders replaces
the notices on this subject which ap-
peared in the Government Gazette and
in the local press during the months of
March and April, 1972.
The number of vehicles for which in-
surance is required is approximately one
hundred and thirty (130) and tenders
should include quotations for insurance
against-
(a) Third Party Risks only
(b) Third Party Fire and Theft.
The list of vehicles and insurable
value of each may be obtained on re-
quest from the Accountant General.
Sealed tenders addressed to the Chair-
man, Central Supplies Tenders Board,
Ministry of Finance, Kingstown and(
distinctly marked on the envelope
"Tenders for the Insurance of Govern-
ment Owned Motor Vehicles" will be
received up to 12 noon on Saturday the
20th May, 1972.
The Government does not bind itself
to accept the lowest or any tender and
reserves the power of accepting any part
of a tender.

THE GAMBLING, LOTTERIES AND.
BETTING ORDINANCE 1968
It is promulgated for the informa-
tion of the general public that appli-
cations for the grant of Betting
Licence or a Permit to carry on such
business as is mentioned in paras. (a)
and (b) of Sub-section 1 of Section 30
of The Gambling, Lotteries and Bet-
ting Ordinance 1968 or a Permit to,
operate a Pinball Machine under Sec-
tion 15 of the said Ordinance or
Pinball Machine Licence will be con-
sidered on 22nd June, 1972, at Police
Headquarters at 4.30 p.m.
Applications addressed to the Chair-
man must reach the Authority not
later than Saturday 3rd June, 1972.
Any person who desires to object to
the grant by the Authority of any
particular Permit or Licence should:

THE GAMBLING, LOTTERIES AND
BETTING ORDINANCE 1968
Persons desirous of making applica-
tion to carry on the following:-
(a) business of receiving or negoti-
ating bets or conducting betting
operation, or,
(b) by way of business in any man-
ner to receive or negotiate bets
or conduct such operations, or
(c) to operate a Pin Ball Machine
are requested to note that it is neces-
sary to obtain:
(a) a permit, and
(b) a licence
Application should be made on Form
1, and it will be necessary for the
applicant to state in the application
the following information:-
(a) date of birth,
(b) office and usual place of resi-
dence
(c) place of residence during the
past 5 years
(d) that during the 12 months pre-
ceding the date of the applica-
tion, he has not been refused
the grant or renewal of such
a permit, and
(e) two references as to character.
It should further be noted that in
making an application for a licence,
the applicant should state:-
(a) that he is the holder of a per-
mit, and
(b) submit a plan, sufficient to show
the lay-out and location of the
said premises and the means of
access thereto.
In addition, the applicant should
comply with the following:-
(a) send copy of application to ap-
propriate Police Officer,
(b) publish in the newspaper circu-
lating in Saint Vincent, a notice
of the application, not later
than twenty-eight days before
the hearing of any such appli-
cation,
(c) send copy of newspaper con-
taining publication to the Auth-
ority not later than seven days
after advertisement.
Persons wishing to object to the
grant of a permit in respect of any
premises should send to the Authority
two copies of the grounds of objection,
not later than ten days after publica-
tion of advertisement.
Forms of application may be obtain-
at the Inland Revenue Office or Police
Headquarters.

PETITION
The Petition of Emmanuel Fatima Adams of Upper Edinboro Kingstown,
Saint Vincent, whose name is subscribed.
1. Your Petitioner was a candidate at the above election.
2. Your Petitioner states that the election was holden on the 7th day of April
1972 when the First Respondent, Randolph B. RUSSELL and Your Petitioner
Emmanuel Fatima ADAMS were candidate at the said election for the said
constituency and the second Respondent, Felix Alexander CUFFY, the Return-
ing Officer, has returned Randolph B. Russell as being duly elected.
3. Your Petitioner says that:
(a) On the 7th day of April 1972 at Polling Division No. 8 at Mr. George
Daisey's building at Pauls lot in the constituency of East Kingstown in the
parish of Saint George in the Associated State of Saint Vincent the presid-
ing officer Mrs. Sylvia Stoddard did fail at the time of the preliminary
count to give full opportunity to those present to examine each ballot paper
as required by Section 47 (1) (F) of the Legislative Council Elections Ordin-
ance.
(b) On the 7th day of April 1972 at Polling Division No. 10 at the Girl
Guide's Hut at Kingstown Park in the aforesaid constituency, parish and State,
the presiding officer, Mr. Edgar Branch did commit a breach of Section 44 (3)
and (4) of the said Ordinance in that whilst assisting a blind elector namely,
Inez Stapleton in her request to vote, he did at the time of marking her said
ballot paper fail to mark the said paper in the presence of the poll clerk and/or
the sworn agents of the said candidate.
(c) That at the final count at the Court House at Kingstown aforesaid
the ballot box for Polling Division No. 5, when opened by the Second Respon-
dent, the said Felix Alexander Cuffy, Returning Officer, was found to contain,
contrary to the said Ordinance, only four empty envelopes and did not contain
any of the ballots cast or any of the other things or documents required to
be placed in the said box by Section 47 (10) of the said Ordinance.

(d) As a result of the matters alleged in 3 (c) hereof, the said Returning
Officer adjourned the said final count to a time and place to be fixed but did
fail thereafter to comply with the provisions of S:ction 50 of the said Ordinance.
(e) Further and/or alternatively at the said final and/or adjourned final
count the said Returning Officer was in breach of the said Ordinance in that
he failed properly and/or validly or legally to ascertain the votes cast for each
candidate and/or in that he did irregularly or improperly admit to the said
final or adjourned final count votes which were not found in the said ballot
box referred to under 3 hereof and/or which were not placed therein as required
by Section 47 (10) of the said Ordinance
(f) That at the said final count on the 8th day of April 1972 the following
irregularities were found in respect of the following matters:
(i) Ballot box No. 4 concerning Polling Division No. 4 was not found
sealed nor was the keyhole thereto found sealed and this condition existed
prior to and up to the time of the opening of the said box by the said Returning
Officer.
(ii) Ballot box No. 9 concerning Polling Division No. 9 was not found
sealed andi this condition existed prior to and up to the time of the opening
of the said box by the said Returning Officer.
(iii) Ballot box No. 2 concerning Polling Division No. 2 was not found
sealed- and this condition existed prior to and up to the time of the opening
of the said box by the said Returning Officer.
(g) The said Returning Officer did on the 8th day of April 1972 commit
a breach of Section 47 (6) of the said Ordinance in that he failed to record
objections made by the candidate's -agent.
'WHEREFORE Your Petitioner prays:
(1) That it may be determined that the said Randolph B. Russell was not
duly elected or returned and -that his election an4 return were and ,are wholly
null and void and the said election was void

The Petition of Emery Winston Robertson of Cane Garden Kingstown
Saint Vincent whose. name is subscribed .
1. Your Petitioner, Emery Winston Robertson, was a candidate at the
abovenamed Election.
2.. Your Petitioner states that the Election was holden. on the 7th, April
1972' when Hudson Kemuel Tannis and your Petitioner Emery Winiston Robert-
son' were Candidates at the said election for the West Kingstown. Constituency
and the Returning Officer John Saunders had returned Hudson Keniuel Tannis
as duly elected.
3. Your Petitioner further states that before and during the said election
'the said Hutdson Kenitzel Tannisi'was by himself and by his agents guilty of
the currupt practices of bribery, treating, undue influence and of aiding abet-
ting and counselling the commission of election offences.
(i) Contrary to Section 60 of the Legislative Council (Election) Ordin-
ance 1951, hereinafter referred to as the Ordinance several,ppsters
and ensigns bearing the symbol of the said Hudson Kemuef Tan'nts,
the Star. together with the .wprds "Vote for ,the Star',' were stuck
on .the'Central Housig 'and Planiing Workshop which' as Polling
SSttion 'No. 4 of the said ('t.istitu -.-y where 225 persons voted and
Qn -Polling. Station, No. 5 where. 187 persons yoted and Pplling Station
.. 5A where 169 person s, vbted, an'd on P0ll6 'statioi Nr'. 6A where
-190 pers.-ii.s o)ted and 'the' Syimbil, 'of the' Star, of th'e said Hudson
Kemuel Tamnis were stick' up anid dsplay'd .and the words "Dont
vote, don't vote P.P.P. but vote Labour wer, Writt6h.'
(ii) That Contrary to Section 4 of the Ordinance Leroy Leach of New
Montrose Grace Fraser of Lodge Village and Cecilia Jack of New
Montrose and others all of the West Kingstown Constituency voted
while they were not qualified to exercise such right and in spite of
objections raised by agents of the said Emery Winston Robertson.
(iii) That Contrary to Section 70 of the Ordinance Alfred Mandeville of
New Montrose, the authorised Agent of the said Hudson Kemuel
Tannis, left the Polling Division No. 6A several times and communi-
cated with Gale Deshong of Villa and H. B. Crichton of Frenches and
others and disclosed the names and number of persons who voted in
Polling Division No. 6A.

(iv) That contrary to Section 44 (3) of the Ordinance persons were al-
lowed and/or permitted to vote for others, i.e. Lionel Richardson of
Upper Edinboro voted for Wilhelmina French a voter not incapaci-
tated by blindness also Amy Hazlewood of Upper Edinboro voted for
Eileen Brereton a voter not incapacitated by blindness.
(v) That at Polling Division Nos. 5 and 5A that persons other that Hudson
Kemuel Tannis were permitted and/or allowed to relieve the duly
appointed Agent of the said Hudson Kemuel Tannis.
5. And your Petitioner further stated that Hudson Kemuel Tannis was
by his agent Henderson Huggins guilty of illegal practice in reference to such
election in that the said Agent exhibited and carried about on his car on the
said 7th April 1972 in various part of the said Constituency ensigns of the
Star the symbol of the said Hudson Kemuel Tannis
6. AND Your Petitioner further states that such general intimidation
undue influence and irregularities prevailed during the said election as would
by common law render such election void.
7. By reason of the matters hereinbefore set out the said Hudson Kemuel
Tannis was and is incapacitated from serving in the House of Assembly for
the said Constituency of West Kingstown and the said election and return
of the said Hudson Kemuel Tannis were and are void.
WHEREFORE Your Petitioner prays
(i) That is may be determined that the said Hudson Kemuel Tannis was
not duly elected and that his election and return are wholly null and
void.
(ii) That the said Hudson Kemuel Tannis or such other person as the
Court may think fit be ordered to pay the cost of this Petition to your
Petitioner.
