WHEREAS it is enacted by Section 3 of the Land Acquisition Ordinance
1946 (No. 22 of 1946) that if the Governor considers that any land should be
acquired for a public purpose he may cause a declaration to that effect to
be made:
AND WHEREAS it is considered by the Governor that the undermentioned
parcel of land should be acquired for a public purpose, to wit, the establishment
of a Government Housing Scheme.
Now IT Is HEREBY DECLARED by His Excellency, the Governor acting in
accordance with the advice of the Cabinet of Saint Vincent that upon the
2nd Publication of this Declaration in the Gazette all that parcel of land at
Cumberland in the Parish of St. Patrick belonging to James Edwin Steers and
Karen Lee Steers, Edwin Elias Miller and Preston Lupher Lindenberg admeas-
uring 2 acres, 32 poles, shall vest absolutely in the Crown.
AND IT Is HEREBY FURTHER DECLARED AND NOTIFIED that a Plan bearing
the number P126 showing the above mentioned parcel of land has been prepared
by Cuthbert Bazil, Licensed Land Surveyor and lodged on the 25th September
1971, at the Lands and Surveys Department of Kingstown in St. Vincent and
can be inspected at all' reasonable hours at the said Department.

1. Short -tile. This Order may be cited as the Aid to Pionecor Indus-
tries (Production of 'Camera Copy' sheet) Order 1972.
2. Declaration. The establishment, maintenance and operation in Saint
Vincent of plant for the production of sheets of directly photographic cold
type known as "Camera Copy" is hereby declared to be a pioneer industry for
the purposes of the Aid to Pioneer Industries Ordinance, 1952, (No. 5 of
1952) and sheets of directly photographic cold type known as "Camera Copy"
are hereby declared to be a pioneer product for the said purposes.
Made by the Governor under section 3 (1) of the Aid to Pioneer Indus-
tries Ordinance, 1952 (No. 5 of 1952) this day of 1972.

ENGINEER
Applications are invited from suitably
qualified persons for the post of Chem-
ical/ Industrial Engineer in the Com-
monwealth Caribbean Regional Secreta-
riat.
The duties of the post arc:
i) To examine and advise on the-
technical aspects of projects in-
eluding
-the selection of plant and equip-
ment;
-the evaluation and adaption of
alternative processes to suit lo-
cal conditions aiid raw material
inputs;

Quali fica' ions
Tlie qualifications for the post are:
i) An Ilonours Degre in Chemical
Engineering, but an Honours
Degree in Mechanical Engineering
will also be considered; and
ii) Post-Graduate training in Econo-
mics, Business Management or In-
dustrial Engineering is essential.
Working experience in the field will be
a distinct advantage.
Salary and Allowances
The salary of the post is G$11,718 x
$651-.$14.322 per annum. In addition
the hold, r will be paid a house allowance
of G03,255 per annum.
Persons recruited from outside Guy-
ana will be paid settlement grants at
the following rates:
G$520.80 for himself
G$434.00 for his wife
G$217.00 for each eligible child over
12 years
G$103.50 for each eligible child from
5 to 12 years
G$217.00 for each eligible approved
dependent up to a maximum of two
dependents.
General Informajion a1nd Conditions
(i) For a person recruited from out-
side of Guyana
(a) economy class air passage by
the most direct route to Guy-
ana will be provided for him-
self, wife, a maximum of three
unmarried and dependent
children below thl age of 18
years and a maximum of two
other approved dependents;
(b) ocean freight charges on ship-
ping personal and household
effects up to twenty tons
ship's measurement (800 cu-
bic feet) plus a car will be
paid.
(ii) Membership of the Commonwealth
Caribbean Regional Secretariat
Pension Scheme is compulsory ex-
cept where an officer is seconded
from the public service of a Mecm-
her Government in which case the
Secretariat will contribute to his
pension plan with that Govern-
ment.
(iii) Secretariat staff members are not
required to pay income tax to the
Government of Guyana.
(iv) The appointment will be subject
to passing a physical fitness test
an to slch regulations, rules, or-
ders and instructions as exist now
and as may be introduced from
time to time.

companied by a curriculum vitac and
state the names of two referees and the
earliest date at which the applicant
would be able to assume duties. Appli-

INCOME TAX NOTICE
TO THE GENERAL PUBLIC
Every person, not being an employ-
ed person, is hereby reminded that the
latest date for the submission of Inconme
Tax Returns for assessment in the year
1972 is the 31st March, 1972, and that
failure to give notice of chargeability
is an offence against the Income Tax
Ordinance rendering the person con-
cerned liable on summary conviction to
a penalty not exceeding ONE THOU-
SAND DOLLARS and in default of
payment to imprisonment with or
without hard labour for a term not
exceeding four months, and after
judgement has been given for that
penalty to a further penalty of fifty
dollars for every day during which
the refusal, failure or neglect to ren-
der any document continues.
2. EVERY PERSON whose income
accruing in, derived from the State or
elsewhere and whether received in the
State or not for the preceding year,
exceeded the statutory limit of $600.00
is required to submit a return in the
prescribed form notwithstanding that
on account of approved deductions no
tax may eventually be chargeable, and
particular attention is directed to the
fact that the term "income" is deemed
to include not only money but also
allowances in kind.
3. Efforts are being made to send
forms to such persons. It is to be
clearly understood, however, that the
Income Tax Department is under no
obligation to send a return form to
anyone and that a person is not exon-
erated from the statutory liability of
making a return even though a form
may not have been received from the
Department. Forms may be obtained,
on application, at the Revenue Offices
at Georgetown, Barrouallie, Beonia
and Union Island, or in any other
district from the Police Station situ-
ate therein or from the Income Tax
Department, Kingstown, where any
person requiring information in con-
nection therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all neces-
sary statements. Specimens of the
form of account required from small
traders and from occupiers or cultivf-
tors of land will be supplied on request.

GENERAL ELECTIONS
The attention of the general public is
drawn to Section 57-Sub. Sections (1)
(2) and (3) of Ordinance No. 13 of
1951 in respect of sale of intoxicating
Liquors.
(1) No intoxicating Liquor shall be
sold, offered for sale or given away, at
any premises to which a Licence issued
under the Liquor Licences Ordinance
applies at any time between the opening
and the closing of the poll on Polling
Day.

(2) No intoxicating liquor shall be
supplied to any person at any premises
to which a licence issued under the Reg-
istration of Clubs Ordinance applies, at
any time between the opening and the

of the provisions of either of tlO two
preceding sub-sections shall be liable on
summary conviction to a fine of five hun-
dred dollars or to imprisonment of six
months.

GENERAL ELECTIONS
7TH APRIL, 1972
The attention of +he general public is
drawn to Section 71 Sub. Section (1)
(2) and (3) of Ordinance No. 13 of
1951.
(1) Subject to the provisions of sub-
section (2) of this section during the
hours when the poll is open upon elec-
tion day, no persons shall assemble or
congregate within one hundred yards
of any building in which is situate any
polling station.
(2) This section shall not apply:-
(a) to any electors who are waiting
to poll their votes at such poll-
ing station and who obey any
instructions which be given
by the Presiding Officer or any
Constable for purpose of form-
ing a queue with other electors
also waiting, or
(b) to any person who may under
the provisions of the Ordinance
lawfully enter or remain in
such polling station.
(3) Every person who contravenes or
fails to comply with any of the provi-
sions of this section shall be guilty of an
offence against this section and shall be
liable on summary conviction therefore
to a fine of two hundred and forty dol-
lars or to imprisonment for six months
or to both such fine and imprisonment.

THE HOUSE OF ASSEMBLY (ELECTIONS) ORDINANCE.
(SECTION 21)
NOTICE OF NOMINATION.
His Excellency the Governor having issued his writs for the Election of
Members of the House of Assembly for all the Constituencies of the State, the
Returning Officers of the said Constituencies will on the 20th day of March,
1972, between the hours of 9.00 a.m. and noon at the places hereinafter mentioned
proceed to the nomination, and if there is no opposition, to the election of mem-
bers for the said constituencies.
Forms of nomination papers may be obtained at the Office of the Returning
Officers between the hours of 9.00 a.m. and 4 p.m. daily except on Saturdays
when the Offices will be closed at 12.00 noon (Sundays also excepted).
Every nomination paper must be signed by any six or more electors quali-
fied to vote in the Constituency for which a candidate is seeking election, and
be handed to the Returning Officer between the said hours of 9.00 a.m. and
noon.
No nomination papers shall be valid or acted upon by the Returning Officer
unless it is accompanied by-
(a) the consent in writing of the person therein nominated
(b) a deposit of one hundred and twenty dollars in cash, and
(c) the required statutory declaration; form 26 or 26A.
In the event of the election being contested, the Poll will take place between
the hours of 7.00 a.m. and 5.00 p.m. on Friday the 7th day of April, 1972.
