VACANT POSTS OF CADET PUBLIC HEALTH
INSPECTORS
Applications are invited from persons
(male or female) willing to serve as
Cadet Public Health Inspectors in the
Medical Department, Ministry of Edu-
cation and Health, St. Vincent. Two
vacancies at present exist.
Applicants should be between the
ages of eighteen (18) years and twenty-
five (25) years, and in possession of the
General Certificate of Education, with
at least three subjects at '0' Level, in-
cluding English Language, Health Sci-
ence will be an advantage.
The Cadet will be under the direct
control and supervision of the Public
Health Superintendent. The post is
non-pensionable. There will be an op-
portunity for further training leading
to the Certificate of the Royal Society
for the promotion of Health.
Salary 'ill be paid at the rate of
$1,800 per annum, in the scale V39-20
($1.800 x $120-$2,520 x $180-$3,600
x $240-$4,800) with incremental credit
as follows:-
1 increment fcr each pass at '0'
Level in the subjects listed below
2 increments for each pass at 'A'
Level in a subject or closely related
subject for which incremental cre-
dit at '0' Level has already been
granted.
Subjets: English Literature, Techni-
cal Drawing, Mathematics, Physics,
Chemistry, General Science.
Applications with copies of Birth and
Educational Certificates and two recent
testimonials, one of which should, if
possible, be from the Headmaster of the
School last attended by the applicant,
should be submitted to the Chief Per-
sonnel Officer, Service Commission De-
partment, Kingstown, not later than
24th February, 1971.

qualified persons for the post of Head-
mistress, Girls' High School, Ministry
of Education & Health, St. Vincent.
2. Appointment will either be on a
permanent pensionable basis or on -con-

tract. In the ease of the former the ap,
pointee may be required to serve a pro-
bationary period of up to two (2 years.
In the ease of the latter, the appoint-
ment will be for (3) years in the first
instance, with the option of renewal, on
agreement by both parties. In both
cases the appointee will be required to
be passed medically fit.
3. The salary of the post is $9,720
per annum (fixed). For the contractual
appointment, a gratuity of 25% of sal-
ary is payable on the successful comple-
tion of the contract.
4. Applicants should possess a de-
gree from a recognized University plus
a sound knowledge of the administration
of a secondary school. Post graduate
qualifications, such as Diploma in Edu-
cation, and/or previous experience as
a Principal of a Secondary School would
be an advantage. In any event the ap-
plicant must have had at least five (5)
years' teaching experience in a second-
;axy school.
5. The Headmistress will be respon-
sible for the organisation of classes; the
general control and supervision of in-
struction and discipline of the school;
safe and accurate keeping of records,
the care of school building and premises,
school facilities and equipment. She may
also be assigned to undertake such other
related duties as may be assigned to her
from time to time by the Permanent Sec-
rotary. Ministry of Education & Health
through the Chief Education Officer.
6. The person appointed will be sub-
ject to the Public Service Commission
Regulations, the Civil Service Orders,
the Financial and Store Rules, to all
Ordinances and Subsidiary Legislation
in fore in the State, and to all taxation
imposed by local enactments.
7. Quarters are not provided.
8. Applications, giving full particu-
lars, qualifications and experience, and
accompanied by three (3) Testimonials,
.should be addressed to the Chief Person-
nel Ofioer, Service Commissions Depart-
ment, Kingstown, St. Vincent to reach
him not later than the 2nd March, 1971.

INCOME TAX NOTICE
TO THE GENERAL PUBLIC
Every person, not being an employ-
ed person, is hereby reminded that
the latest date for the submission of
Income Tax Returns for assessment
in the year 1971 is the 31st March,
1971, and that failure to give notice
of chargeability is an offence against
the Income Tax Ordinance rendering
the person concerned liable on sum-
mary conviction to a penalty not ex-
ceeding ONE THOUSAND DOLLARS
and in default of payment to imprison-
ment with or without hard labour for
a term not exceeding four months, and
after judgement has been given for
that penalty to a further penalty of
fifty dollars for every day during
which the refusal, failure or neglect
to render any document continues.
2. EVERY PERSON whose income
accruing in, derived from the Colony
or elsewhere and whether received in
the Colony or not for the preceding
year, exceeded the statutory limit of
$600.00 is required to submit a return
in the prescribed form notwithstand-
ing that on account of approved de-
ductions no tax may eventually be
chargeable, and particular attention is
directed to the fact that the term
"income" is deemed to include not
only money but also allowances in
kind.
3. Efforts are being made to send
forms to such persons. It is to be
clearly understood, however, that the
Income Tax Department is under no
obligation to send a return form to
anyone and that a person is not exon-
erated from the statutory liability of
making a return even though a form
may not have been received from the
Department. Forms may be obtained,
on application, at the Revenue Offices
at Georgetown, Barrouallie, Bequia

and Union Island, or in any other
district from the Police Station sit-
uate therein or from the Income Tax
.Department, Kingstown, where any
person requiring information in con-
nection therewith is invited to enquire.
4. The form correctly completed
should be accompanied by all neces-
sary statements. Specimens of the
form of account required from small
traders and from occupiers or culti-
vators of land will be supplied on

SECTION 37."
It is hereby notified that Warrants
will be issued to the Bailiffs for the
several districts for the recovery of all
outstanding taxes, together with the
fines due thereon, which after the 31st
day of January, 1971, still remain un-
paid. .
Taxpayers are kindly asked to have
their arrears of Land and House Tax
settled promptly, as this publication
shall be a sufficient notice to all de-
faulters.

PRESS RELEASE
TRAINING
News has been received that two
Vincentians have been granted training
*waxds as from January 1971. They
are: Mr. Raymond McArthur Dougan
.and Mr. Ardon Daisley, Headteacher
of Gomea School.
Mr. Dougan has been granted a one-
year attachment .in Site Engineering,
under the Industrial Training Scheme
administered by the Ministry of Over-
:qp -Development, Mr. Dougan's prac-
tical training, financed by British Tech-
nical Assistance, began on January
11th, with George Wimpey & Co. Ltd.,
London. Mr. Dougan went to Britain
on his own and completed the Higher
National Diploma in 1970. He will re-
turn to work in St. Vincent.
Mr. Ardon Daisley, who registered at
the Cave Hill Campus of the University
of the West Indies in September 1970,
has been granted an award under the
West Indies Scholarship Scheme, as
from January term 1971. Mr. Daisley
is studying for a General Arts Degree.

proved the use of a dual gasoline filling
pump to Messrs. Lorne Wilbur and
J. D. Punnett at Cane Grove for the
storage of Petroleum Products.
The amount stored at any one time
