HOUSE OF ASSEMBLY
OPENING OF A NEW SESSION AND
PRESENTATION OF THE BUDGET
The first meeting of the new Session
of the House of Assembly will be held
at the Assembly Chamber on Thursday
28th January, 1971 at 9.00 a.m. when
His Excellency the Governor will de-
liver the Speech from the Throne and
formally open the new Session.
The presentation of the 1971 Budget
will follow the opening of the new ses-
sion, when the Honourable Premier and
Minister of Finance will deliver his
Budget address.
A cordial invitation is extended to the
general public to attend both functions
subject to the following arrangements
for seating and standing accommoda-
tion.
The general public is hereby notified
that approximately 300 chairs will be
available in the Assembly Chamber pro-
per for the accommodation of Members
of the Kingstown Town Board, the
Chairmen of small Town Boards, and
Village Councils, Senior Civil Servants,
the Clergy, other persons prominent in
the life of the community, and the gen-
eral public. Special seating accommo-
dation will be arranged for the wives of
Members of the House.
Unfortunately, there will only be
limited standing space available.

2. Each contractor will be required
to construct the number of concrete
block houses listed above; each house to
be 19' x 19', with two bedrooms, cum-
living and dining room and kitchen all
on one concrete floor. Each contractorr
will be required to provide all labour at
his own cost with materials to be sup-
plied by the Ministry of Housing, Local
Government and Community Develop-
ment.
3. Tenders should be addressed to
the Chairman, Tenders Board, c/o Min-
istry of Finance, Kingstown, in sealed
envelopes distinctly marked "Tenders
for the construction of houses."
4. Government does not bind itself
to accept the lowest or any tender.

INCOME TAX NOTICE
TO ALL EMPLOYED PERSONS
Every person deriving income from
*any employment or by way of pension
is hereby reminded that the latest date
for the submission of Income Tax
Returns for assessment in the year
1971 is the 31st January, 1971, and
that failure to give notice of charge-
ability is an offence aganist the In-
-come Tax Ordinance, rendering the
person concerned liable on conviction
to a fine not exceeding ONE THOUS-
AND DOLLARS and in default of
payment to imprisonment with or with-
out hard labour for a term not exceed-
ing four months, and after judgement
has been given for that penalty to
a further penalty of fifty dollars for
*every day during which the refusal,
failing or neglect to render any docu-
ment continues.
2. EVERY PERSON whose income
accruing in, derived from the Colony or
else where and whether received in the
Colony or not for the preceding year,
exceeded the statutory limit of $600.00
is required to submit a return on the
prescribed form notwithstanding that
on account of approved deductions no
tax may eventually be chargeable, and
particular attention is directed to the
fact that the term "income" is deemed
to include not only money but also
allowances in kind.
3. Efforts are being made to send
forms to such nersons through their
Employers or Heads of Departments
(in the case of Government Employ-
ees). It is to be clearly understood,
however, that the Income Tax Depart-
ment is under no obligation to send
a return to anyone and that a person
is not exonerated from the statutory
liability of making a return even
though a form may not have been
received from the Department. Forms
may be Obtained, on application at
fhe Revenue Office at Georgetowni,
Barrouallie, Bequia and Union Island,
or in any other district from the Police
Station situated therein, or from the
Income Tax Office, Kingstown, where
any person requiring information in
connection therewith is invited to
enquire.
4. Where officers are in receipt of
income other than salaries the form
should include particulars thereof and
should be accompanied by the neces-
sary supporting statements.

AID TO PIONEER INDUSTRIES ORDINANCE, 1952,
NOTICE.
In accordance with the provisions of sub-section (2) of Section 3 of the
Aid to Pioneer Industries Ordinance, 1952, notice is hereby given that sub-
ject to the consideration of any objections which may be received by him
pursuant to this Notice, the Governor proposes under sub-section (1) of section
3 of the said Ordinance to make an Order in the form set out in the Schedule
hereto.
2. Any person who objects to the making of such Order is hereby in-
vited to give notice in writing of his objection and of the grounds on which
he relies in support thereof, to the Secretary to the Cabinet on or before the
27th day of January 1971.

SCHEDULE.
AID TO PIONEER INDUSTRIES (BREWING OF BEER,
ALE, STOUT and MALT) ORDER.
1. Short title. This Order may be cited as the Aid to Pioneer Industries
(Brewing of Beer, Ale, Stout and Malt) Order, 1970.
2. Declaration. The establishment, maintenance and operation in Saint
Vincent of a Brewery for the brewing of Beer, Ale. Stout and Malt, is hereby
declared to be a pioneer industry for the purposes of the Aid to Pioneer Indus-
tries Ordinance, 1952, and Beer, Ale, Stout, and Malt so brewed or manu-
factured are hereby declared to be pioneer products for the said purpose.
Made by the Governor under section 3 (1) of the Aid to Pioneer Industries
Ordinance, 1952 (No. 5 of 1952) this d;ay of 1970.
