COMMONWEALTH SCHOLARSHIP AND
FELLOWSHIP PLAN: 1971:
TRINIDAD AND TOBAGO POSTGRADUATE
SCHOLARSHIP IN TROPICAL AGRICULTURE.
The government of Trinidad and
Tobago is again offering under the Com-
monwealth Scholarship and Fellowship
Plan one Postgraduate Scholarship in
Tropical Agriculture tenable at the Uni-
versity of the West Indies, St. Augus-
tine, 'Trinidad from October, 1971.
The Scholarship is for two academic
years' with the possibility of its being
extended if the candidate's work at-
tains such a standard that he is recom-
mended by the University authorities to
study for the Ph.D. degree.
Applicants must be Commonwealth
citizens or British protected persons nor-
mally resident in the nominating coun-
try. They must already have a first de-
gree or equivalent qualification in Agri-
culture from a recognized University at
the time of application and must not be
more than 35 years of age on 1st Octo-
ber, 1971.
Candidates seeking nomination from
St. Vincent should submit their applica-
tions on Form T1 to the Chief Personnel
Officer, Service Commissions Depart-
ment, for attention of the training Offi-
cer, by 13th November, 1970.
Successful candidates will be required
to sign a bond with sureties to return
to serve in St. Vincent for a specified
period.

TRAINING
Mr. C. A. P. ST. HILL, U.W.I. Tutor
in Public Administration for the Wind-
wards, visited St. Vincent from October
30th to November 3rd.
While here, Mr. ST. HILL held discus-
sions on Training in the Public Service
with the Chairman of the P;S.C., the
Chief Personnel Officer and the Finan-
cial Secretary; he also planned, with the
Training Officer, changes in the In-Ser-
vice Training Programme, to introduce
some of the new techniques and ideas
gained from the recent Training Officer's
Development Course in Trinidad.
On Tuesday morning, Mr. ST. HILL
made a courtesy call on His Excellency
the Governor, Mr. RUPERT G. JOHN.

Course for Meteorological Assistants.
The Course, which began in August,
ended on October 30th. It was con-
ducted at the Caribbean Meteorological
Institute's Training Centre at Husbands,
St. James.
This is the first part of Mr.
ALEXANDER'S training, which is to be
continued in 1971 with the Air Traffic
Control Course in Trinidad.

Mr. WALLACE DEAR, Economist, Plan-
ning Unit, left St. Vincent over the
weekend for Jamaica, where is now a
participant on the Project Preparation
and Evaluation Course at the Social
Action Centre, Kingston.
The Course, which is jointly sponsored
by the Government of Jamaica and the
Economic Development Institute of the
World Bank, lasts for four weeks.

Any delivery charge should be stated
on the Tender separate from the actual
price of the commodity.
The Government does not bind itself
to accept the lowest or a'nly tender, and
reserves the power of accepting any
part of a tender. Nothing in any con-
tract which may be entered into will be
consideredd as affecting the right of the
Government to import at any time any
articles it may require not withstand-
ing such supply is contracted for
locally.
The attention of parties tendering is
particularly directed to the "conditions
of contract" inserted at the end of this
notice, which will be binding on them.
CONDITIONS OF CONTRACT
1. The Co'itract to be fo-m 1st Jan-
uary to 31st December, 1971.
2. The Contractor undertakes to de-
liver at his own expense into the stores
of Institutions the articles placed oppo-
site his own name at the price stated,
on such days, at such times, and i'n such
quantities as may be '.tated on the
requisition of the Head of Department
or Officer in Charge.
3. Every article supplied must be of
a sound, good quality and no article
is to be substituted for the one requisi-
tio'ned for without the consent of the
requisitioning officer first being ob-
tained.
4. Any articles considered by the
Head of Department or officer in charge
to be of inferior quality may be re-
jected by him, and shall be immediately
removed and replaced by the Codrtrae.

5. If the rejected articles are not
removed within 9 hours from the time
notice shall have been given to the
Contractor, they will be returned to,
and at the expense of the Contractor;
provided that if the Contractor give
such explanations as may be satisfac-
tory to the Minister of Finance, the
*expense of such return shall h'nt be
charged.
6. Should the Contractor neglect or
refuse to replace rejected articles con-
tracted for at the time stated in the
I equisition, the Head of Department or
'Officer in Charge shall be at liberty to
purchase the said articles from other
person's; and the difference between the
-price paid for such articles and the
contract price shall be deducted from
the next payment made to the Contrac-
tor.
7. The Head of Department or Offi-
cer in Charge may, if he should deem it
necessary, purchase articles of perish-
able food such as bread, meat, etc., at
once to replace rejected articles.
8. All fresh meat contracted for
must be slaughtered in the Slaughter
house i',, Kingstown.
9. If the Contractor should persist
in such irregularities as stated in para-
graph 6, the Minister of Finance shall
have the power to terminate the con-
tract immediately or at such time as
*may appear to him proper and con-
venie'ndt.
10. The Contract may be termin-
ated at any time by one month's notice
'being given either by the Contractor to
the Minister of Fi'nnce or by the Min-
ister of Finance to the Contractor.

TENDERS FOR THE SUPPLY OF FOOD YEAST
BISCUITS.
Tenders are hereby invited and will
be received up to 3 p.m. on Friday 27th
November, 1970, for the supply of Food
Yeast Biscuits to the Education Depart-
ment during the year 1971.
The estimated requirements have
been placed at 1,350 tilis per annum
-and the supplier must guarantee to
supply 450 tins at the beginning of
each term and to deliver same in good
condition at Primary Schools on the
mianland and Grenadines as directed
by the Chief Education Officer.
Any delivery charge should be stated
in the Tender separate from the actual
Price of the commodity.
Te'nders are to be addressed to the
Chairman, Tenders Board, Ministry of
Finance and the envelope sealed and
marked "Tenders for the Supply of
Food Yeast Biscuits."

MOTOR CAR SERVICE.
Sealed tenders are i'Mvited for the
provision of Motor Car Service for the
conveyance of public officers during
1971.
The Tenders submitted should con-
tain particluars of the charges pro-
posed to be made for waiting.
The Contract will be terminated by
one month's notice on either side, and
the person to whom the Contract is
awarded will be required to enter in
a bond with the Government for the
satisfactory performance of the Con-
tract.
Tenders close at 3 p.m. on Friday
27th November, 1970, and should be

TENDERS FOR THE SUPPLY OF UNIFORMS.
Tenders are invited for supplying
and making khaki uniforms for Gov-
ernment Messengers, Forest Guards and
Rangers, Port Guards, Preventive Offi-
cers, Customs Guards, and Attendants
at the Institutions for the period 1st Jan-
uary to 31st December, 1971.
2. The khaki used must be of the
same shade and texture for each uni-
form, and samples should be submitted
with the Tender.
3. Uniforms consist of long trousers
and short sleeved shirts with two flap
pockets and shoulder straps and the
requirements are for approximately 100
officers.
4. Tenders which will be received up
to 3 p.m. on Friday the 27th November,
1970, must be sealed and addressed to
the Chairman, Tenders Board, Ministry
of Finance, Kingstown and distinctly

THE GAMBLING, LOTTERIES AND
BETTING ORDINANCE 1968
It is promulgated for the information
of the general public that applications
for the grant of Betting Licence or a
Permit to carry on such business as is
mentioned in paras. (a) and (b) of Sub-
section 1 of Section 30 of The Gambling,
Lotteries and Betting Ordinance 1968 or
a Permit to operate a Pinball Machine
under Section 15 of the said Ordinance
or Pinball Machine Licence will be con-
sidered on 15th December, 1970 at Police
Headquarters at 4.30 p.m.
Applications addressed to the Chair-
man must'reach the Authority not later
than Monday, 23rd November, 1970.
Any person who desires to object to
the grant by the Authority of any par-
ticular Permit or Licence should send to
the Authority before the '23rd November,
1970 two copies of a brief statement in
writing of the grounds oL his objection.

BETTING ORDINANCE 1968
Persons desirous of making applica-
tion to carry on the following:
(a) business of receivbng or negotiat-
ing bets or conducting betting
operations, or
(b) by way of business in any man-
ner to receive or negotiate bets or
conduct such operations, or
(c) to operate a Pin Ball Machine
are requested to note that it is necessary
to obtain-
(a) a permit, and
(b) a licence
Application should be made on Form
1, and it will be necessary for the ap-
plicant to state in the application the
following information:
(a) date of birth,
(b) office and usual place of resi-
dence,
(c) place of residence during the past
five years,
(d) that during the 12 months pre-
ceding the date of the applica-
tion, he has not been refused the
grant or renewal of such a per-
mit, and
(e) two references as to character.
It should further be noted that in
making an application for a licence, the
applicant should state-
(a) that he is the holder of a permit,
and
(b) submit a plan, sufficient to show
the lay out and location, of the
said. premises and the means of
access thereto.
In addition, the applicant should com-
ply with the following:
(a) send copy of application to ap-
propriate police officer,
(b) publish in the newspaper circu-
lating in Saint Vincent, a notice
of the making of the application,
not later than twenty-eight days
before the hearing of any such
application,

(c) send copy of newspaper contain-
ing publication to the Authority
not later than seven days after
advertisement.
Persons wishing to object to the grant
of a permit in respect of any premises
should send to the Authority two copies
of the grounds of objection, not later
than ten days after publication of ad-
vertisement.
Forms of application may be obtained
at the Inland Revenue Office or Police
Headquarters.
