signed to Grenada.

with effect from 16th October, 1970.
At the expiration of his leave Mr. Jus-
tice GLASGOW will resume as Puisne

and Anguilla.
Hon. J. D. B. RENWICK, Attorney
General, St. Lucia, will continue to act
as Puisne Judge assigned to St. Christo-
pher, Nevis and Anguilla until Mr. Jus-
tice GLASGOW resumes.

Applications:
Applications are invited from suitably
qualified persons for the post of Fore-
man, Central Housing and Planning
Authority, Ministry of Housing, Local
Government and Community Develop-
ment.
Salary:
The post is pensionable and carries a
salary scale of $2,400-$2,500 x $180-
$2,880.
Duties of the Post:
The successful applicant will be re-
quired to supervise development work
on all schemes of the Authority and
such other duties that may be assigned
to him from time to time by the Secre-
tary and Technical Officer of the Au-
thority.
Qualifications:
Applicants should have a knowledge
of Building Construction. Applications
in the applicant's own handwriting to-
gether with two references should be
sent to the Chief Personnel Officer, Ser-
vice Commissions Department, Kings-
town, to reach him not later than 2nd
November, 1970.

COMMONWEALTH SCHOLARSHIP AND
FELLOWSHIP PLAN : 1971 :
TRINIDAD AND TOBAGO POSTGRADUATE
SCHOLARSHIP IN TROPICAL AGRICULTURE.
The government of Trinidad and
Tobago is again offering under the Com-
monwealth Scholarship and Fellowship
Plan one Postgraduate Scholarship in
Tropical Agriculture tenable at the ITUni-
versity of the West Indies, St. Augus-
tine, Trinidad from October, 1971.
The Scholarship is for two academic
years' with the possibility of its being
extended if the candidate's work at-
tains such a standard that he is recom-
mended by the University authorities to
study for the Ph.D. degree.
Applicants must be Commonwealth
citizens or British protected persons nor-
mnally resident in the nominating coun-
try. They must already have a first de-
gree or equivalent qualification in Agri-
culture from a recognized University at
the time of application and must not be
more than 35 years of age on 1st Octo-
ber, 1971.
Candidates seeking nomination from
St. Vincent should submit their applica-
tions on Form TI to the Chief Personnel
Officer, Service Commissions Depart-
ment, for attention of the training Offi-
cer, by 13th November, 1970.
Successful candidates will be required
to sign a bond with sureties to return
to serve in St. Vincent for a specified
period.

COMMONWEALTH TEkCIlER TRAINING
BURSARY SCHEME, 1971/1972
Applications are invited from suitably
qualified teachers for Commonwealth
Teacher Training Bursaries in the fol-
lowing fields:-
Physical Education (male)
Music (strings or choral)
Art
Teaching of Mathematics.
The courses above cater for experi-
enced teachers. Bursaries cover tuition,
books and apparatus; provide for ac-
commodation, warm clothing and pocket
money at approved rates; and will be
available at institutions in the United
Kingdom for the academic year com-
mencing September-October, 1971.
Applications are also invited from
teachers in the technical field, to pursue
courses which may be arranged in:
Automobile Engineering
Electrical Engineering
Refrigeration and Air Conditioning
The normal qualification is the Interme-
diate Certificate of the City and Guilds
Of London Institute (or its equivalent) ;
but it may be possible to make special
arrangements for teachers whose quali-
fications are not up to this level. Dura-
tion: 2-4 years.
Applicants for Commonwealth Teach-
er Training Bursaries should be between
the ages of 23 and 45 on 1st October
1971. Successful candidates must sign
an undertaking to return to work in St.
Vincent on completion of their studies.
Applications, giving full particulars,
should lie submitted through the Head
of Department, and Permanent Secre-
tary, Ministry of Education and Health,
to reach the Chief Personnel Officer for
attention of the Training Officer not
later than Wednesday, October 28th,
1970.

THE GAMBLING, LOTTERIES AND
BETTING ORDINANCE 1968
It is promulgated for the information
of the general public that applications.
for the grant of Betting Licence or a
Permit to carry on such business as is
mentioned in paras. (a) and (b) of Sub-
section 1 of Section 30 of The Gambling,
Lotteries and Betting Ordinance 1968 or
a Permit to operate a Pinball Machine
under Section 15 of the said Ordinance-
or Pinball Machine Licence will be con-
sidered on 15th December, 1970 at Police
Headquarters at 4.30 p.m.
Applications addressed to the Chair-
man must reach the Authority not later
than Monday, 23rd November, 1970.
Any person who desires to object to
the grant by the Authority of any par-
ticular Permit or Licence should send to
the Authority before the 23rd November,
1970 two copies of a brief statement in
writing of the grounds of his objection..

THE GAMBLING, LOTTERIES AND
BETTING ORDINANCE 1968
Persons desirous of making applica-
tion to carry on the following:
(a) business of receiving or negotiat-
ing bets or conducting betting
operations, or
(b) by way of business in any man-
ner to receive or negotiate bets or
conduct such operations, or
(c) to operate a Pin Ball Machine
are requested to note that it is necessary
to obtain-
(a) a permit, and
(b) a licence
Application should be made on Form
1. and it will be necessary for the ap-
plicant to state in the application the
following information:
(a) date of birth,
(b) office and usual place of resi-
dence,
(c) place of residence during the past
five years,
(d) that during the 12 months pre-
ceding the date of the applica-
tion, he has not been refused the
grant or renewal of such a per-
mit, and
(e) two references as to character.
It should further be noted that in
making an application for a licence, the
applicant should state-
(a) that he is the holder of a permit,
and
(b) submit a plan, sufficient to show
the lay out and location of the
said premises and the means of
access thereto.
In addition, the applicant should com-
ply with the following:
(a) send copy of application to ap-
propriate police officer,
(b) publish in the newspaper circu-
lating in Saint Vincent, a notice
of the making of the application,
not later than twenty-eight days
before the hearing of any such
application,
(c) send copy of newspaper contain-
ing publication to the Authority
not later than seven days after
advertisement.
Persons wishing to object to the grant
of a permit in respect of any premises
should send to the Authority two copies
of the grounds of objection, not later
than ten days after publication of ad-
vertisement.
Forms of application may be obtained
,t the Inland Revenue Office or Police
Headquarters.

BY THE AUTHORITY OF THE LAND AND HOUSE TAX ORDINANCE.
It is notified for general information that payments of Land and House
tax in respect of the current year will be received at the Tax Office (P.W.D.
Compound) Kingstown, and at the Revenue Offices at Georgetown, Barrouallie,
Bequia and Union Island during the period 1st November to 31st December,
1970, and at Sandy Bay, Colonarie, Biabou, Mesopotamia, Layou and Chateau-
belair on the dates listed hereunder:-
Sandy Bay -Friday 27th November.
Colonarie -Every Thursday during the months November to Decem-
ber, except 24th and 31st December.
Mesopotamia -Friday 6th, 13th, 20th November and 4th, 11th, 18th De-
cember.
Biabou
Layou
-Tuesday 8th, 15th, 29th December.
-Monday 9th and 23rd November and Tuesday 8th and 29th
December.
Chateaubelair -Friday 6th, 13th, 27th November and 4th 11th, and Tues-
day 22nd December.
It is further notified that the Land and House Tax Bailiffs will be in attend-
ance at the outdistricts on the above dates.

Taxpayers are reminded that 1970 taxes are payable in accordance with the
"Provisional Collection of Taxes (General Variation) Order", S.R. & 0.
No. 7/70, which reads as follows:-
3. (1). There shall be raised, levied, collected and paid into the Con-
solidated Fund on all lands included in the Tax Rolls prepared under the
authority of this Ordinance for the places herein mentioned the following
taxes:-
(a) For every block of land in Saint Vincent (exclusive of the Grena-
dines) the tax shall be One dollar per acre for the first ten acres
or part thereof, two dollars per acre for the next ninety acres or
part thereof, four dollars per acre for the next four hundred acres
or part thereof, and six dollars per acre or fractional part of an
acre in excess of five hundred acres;
(b) Fifty cents per acre or fractional part of an acre up to ten acres
in any one block and one dollar per acre or fractional part of an
acre in excess of ten acres in any one block in all areas in Bequia,
Union Island, Mustique, Petit St. Vincent and Prune Island;
(c) Forty cents per acre or fractional part of an acre up to ten acres
in any one block and eighty cents per acre or fractional part of an
acre in excess of ten acres in any one block in all areas in Canouan.
(d) Twenty cents per acre or fractional part of an acre up to ten
acres in any one block and forty cents per acre or fractional part
of an acre in excess of ten acres in any one block, in all areas in
the islands of Mayreau, Balliceaux, Battawia, Petit Nevis, Savanne
and Ile-a-quatre.
(2) There shall be raised, levied and paid into the Consolidated Fund
on all houses in the islands of St. Vincent, Union Island, Mustique, Canouan,
Mayreau, Petit St. Vincent, Balliceaux, Battawia, Petit Nevis, Savanne,
lle-a-Quatre and Primune Island included in the Tax Rolls prepared under
the authority of this Ordinance, the following taxes:-
Houses of an assessed Annual Rental.
Not exceeding $25.00 $1.00 per house.
Over $25.00 but not exceeding $30.00 ...... $1.40 per house.
Over $30.00 but not exceeding $35.00 ...... $1.80 per house.
Over $35.00 but not exceeding $45.00 ...... $2.30 per house.
Over $45.00 but not exceeding $50.00 ...... $2.80 per house.
Over $50.00 but not exceeding $60.00 ...... $4.00 per house.
Over $60.00 but not exceeding $75.00 ...... $6.00 per house.
Over $75.00 15 per cent of Assessed Annual Rental.
