NOTICE OF ISSUE OF WARRANTS
TO LEVY RATES
It is hereby notified for the attention
of all persons liable for the payment of
rates and taxes under the Kingstown
Board Act that if the rates and taxes
payable remain unpaid after the thirti-
eth day of June, the Warden shall issue,
not later than the thirty-first day of
July, warrants under his hand to any
person whom he may employ as bailiff
for the recovery thereof.

PRACTICAL INDUSTRIAL TRAINING, U.K.
Applications are invited from suitably
qualified persons to undergo training in
Britain by practical attachments to in-
dustrial firms. Preference will be given
to applications from Vincentians now
in Britain, provided they are willing to
return to serve in St. Vincent for a spe-
cified period.
2. Training at craft level is not pro-
vided. The following five categories are
acceptable:
a) University graduates who require
practical training to complement
their academic work.
b) *Higher National Diploma students
who require practical training as
part of a "sandwich course."
c) Technologists and technicians re-
quiring special training-three years'
experience necessary.
d) Qualified technical teachers or in-
structors requiring practical train-
ing.
e) Supervisors with at least three
years supervisory experience.
Qualifications for Higher National
Diploma Course are:
G.C.E. in five appropriate sub-
jects including one at Ad-
vanced Level.
Qualifications for Council for Na-
tional Academic Award:
G.C.E. in five subjects, including
two appropriate subjects at
Advanced Level.
3. Applications from Vincentians in
Britain should be submitted, on Form
IT/I, to the Eastern Caribbean Commis-
sion for onward transmission to ODM,
by July 20th, 1970.
4. Applications from Vincentians at

TRAINING IN RADIOGRAPHY U.W.I.
Applications are invited from suitably
qualified persons, not less than 18 years
of age, for training in Radiography at
the University Hospital of the West In-
dies, Mona, Jamaica. The Course, com-
mencing October 1970, lasts for 2 years
and leads to the Part I and Part II Ex-
aminations for the Membership of the
Society of Radiographers (M.S.R.) Di-
ploma.
Academic requirements are:
(a) G.C.E. '0' Level in 4 subjects
including the following:-

English Language or Literature
Any Science subject
(b) G.C.E. '0' Level in 5 subjects

YACHTS LICENCE ACT, 1970.
The attention of Masters and or
Owners of Yachts plying for hire in the
territorial waters of Saint Vincent is
hereby drawn to the provisions of Act
No. 20 of 1970.
This Act provides inter alia for the
payment of a licence fee either on an
annual or on a per visit basis and for

the issuance of a certificate of compli-
ance in respect of any such yacht.
Any owner, charterer, hirer, or the
master or other person in command or
control of a yacht is therefore requested

LICENSING OF COASTING
VESSELS REGULATIONS, 1970
The attention of Masters and Owners
of Coasting Vessels is drawn to the re-
quirement that licences for the keeping
and use of such Vessels under Statutory
Rules and Orders No. 35, of 1970 are
now being issued by the Port Office and
that a licence fee is chargeable in re-
spect of each Coasting Vessel.
Masters and or Owners of Coasting
Vessels are therefore requested to have
their licences taken out before the 6th
day of July, 1970.

TREASURY NOTICE
It is hereby notified for the informa-
tion of all Government pensioners that
there is a change in the method of pay-
ing pension as from June 1970, as a re-
sult of which there will be no need any
longer for pensioners to complete the
usual monthly pension form.
Instead, pensioners will be required
to submit at six-monthly intervals, that
is, in the month of June and December
each year, a life certificate in the ap-
proved form, copies of which may be ob-
tained from the Treasury on request.
However, efforts will be made to at-
tach the form of certificate to the pay
cheque for the month preceding that in
which it must be submitted.

1970, No. 39.
CENTRAL WATER AUTHORITY (COMPENSATION AND TRANSFER
OF PERSONNEL) REGULATIONS, 1970
(Gazetted 7th July, 1970).
1. Short title. These Regulations may be cited as the Central Water
Authority (Compensation and Transfer of Personnel) Regulations, 1970.
2. Abolition of Offices or posts. The offices or posts listed in the first
Schedule to these Regulations and held by the persons whose names are listed
in that Schedule are declared to have been abolished with effect from the 1st
day of January, 1970.
3. Persons deemed to be in temporary employment of Authority.
Every person whose name is listed in the First Schedule shall be deemed to
be in the temporary employment of the Central Water Authority until he makes
his election in accordance with Regulation 4 hereof or until the expiration of
the time provided therein for such election whichever is earlier.
4. Election to be made. Not later than the 31st day of July, 1970,
every person whose name is listed in the First Schedule to these Regulations
shall deliver at the office of the Chief Personnel Officer a notice in writing of
his election either to receive compensation in accordance with these Regulations
or to accept employment with the Central Water Authority on the terms set
out in the Second Schedule to these Regulations.
5. Eligibility for Compensation. Every o-ff.r or employee who elects
to receive compensation in accordance Nili;. R-gulatiql 4 shall be granted pension

7. Transfer. All persons who elect in accordance with Regulation 4
to accept employment with the Central Water Authority shall be deemed to
have been transferred to the service of that Authority with effect from the 1st
day of January, 1970. The terms and conditions of employment of such persons
under the Central Water Authority shall be as set out in the Second Schedule
to these Regulations.
8. Application of Regulation 25 of Pensions Regulations, 1948. For
the purpose of Regulation 5 of these Regulations in respect of any person whose
name is listed in the First Schedule, who is not an Officer for the purposes of
the Pensions Ordinance, 1948, or to whom the provisions of that Ordinance have
not been applied by or under any other law, the provisions of Regulation 25 of
the Pensions Regulations, 1948, shall be deemed to apply.

SECOND SCHEDULE. (Reg. 4)
1. SALARY:
The salary of the person transferred shall not be less than that received
by him at the date of the secondment.
2. DUTIES :
The duties of the person transferred shall be determined by the Central
Water Authority (hereinafter referred to as the Authority) and shall in-
clude all such suitable duties as the Authority might call upon the person
transferred to perform. The person transferred shall reside in such place
and occupy himself in such manner as the Authority through its duly
Authorised officers shall direct and the person transferred shall not without
the express permission of the Authority engage or be concerned in trade
or in private professional practice, but shall devote the whole of his time
and attention to the service of the Authority. The person transferred shall
conform to all general orders or directions issued to him by the Authority.
3. DISMISSAL :
The Authority shall have power in case of misconduct, irregularity or
neglect of duty to suspend from duty, and after full enquiry to dismiss
the person transferred. The Authority shall have the right to require the
person to retire from his appointment on grounds similar to those on which
the appropriate Service Commission may do so in relation to a public officer.
4. PENSION RIGHTS:
(i) The pension rights of the person transferred will be preserved.
For the purposes of the Pensions Ordinance, 1948, the pensionable emolu-
ments of the person transferred shall be the pensionable emolument received
by him at the date of the transfer. The provisions of the pensions legislation
applicable to the person transferred at the commencement of the transfer
will continue to apply with such amendments as the case may be as may
be made by Parliament or the Governor from time to time during the
period of his employment with the Authority subsequent to the transfer.
(ii) The Authority shall pay to the Government annually in arrears
such contributions as the Government shall require not exceeding 25% of
the salary payable to the person transferred at the date of his transfer in
order to preserve his pension rights.

5. LEAVE OF ABSENCE:
The person transferred shall not be entitled as of right to any leave
of absence, but shall be eligible for such leave and passage privileges from
time to time applicable to officers of similar status in the Civil Service.
Made by the Governor under Section 13 of the Central Water Authority
Ordinance, 1969 (Ordinance No. 10 of 1969) this 30th day of June, 1970.
