rience in the running and maintenance
of crushing plants producing aggregate
from 4" down.
They should also have experience in
the control of concrete mixers for the
making of building blocks and culverts.
They must be able to supervise the set-
ting and fixing of reinforcement for the
making of concrete culverts.
It is expected that applicants will be
able to keep cost accounts for the various
products and return monthly reports to
the Chief Technical Officer, Public
Works Department, Ministry of Com-
munications, Works and Labour on the
production and cost of the various pro-
ducts made.

Applications are invited from suitably
qualified persons for the award of
scholarships tenable in New Zealand, un-
der the Commonwealth Education
Scheme's Mutual Aid Programme, for
the academic year commencing in
March 1971.

Two nominations may be made by St.
Vincent. Successful applicants are re-
quired to sign an undertaking to return
to St. Vincent at the end of their stu-
dies.

POLICE NOTICE
THE OWNERS OF PUBLIC
SERVICE VEHICLES, GOODS
VEHICLES AND TRAILERS.
(H., H.T., & T. PLATES)
The attention of persons who own the
types of vehicles mentioned above is
drawn to the provisions contained in
Regulation 20 and 21 and all amend-
ments thereto of the Motor Vehicles and
Road Traffic Regulations 1959, whereby
no licence may be issued or renewed for
such vehicles unless the Inspector certi-
fies that the vehicle complies with all the
provisions of the Ordinance and of
these Regulations.
The Inspector of Motor Vehicles
will be available at Police Headquarters
daily from 9.00 a.m. to 3.00 p.m. except
on Sunday and Public Holidays, to en-
sure that all the abovementioned classes
of vehicles are inspected and are road
worthy before July, 3.1, 1970.
Regulation 20 (6) requires that these
vehicles are examined twice annually,
that is before the 30th day of June and
31st day of December in each year.
WARNING
Vehicles which have not been pre-
sented for inspection or if presented
have not passed the examination by 31st
July 1970, will be taken off the road.

NOTICE IS HEREBY GIVEN for
general information that Mr. Paul Wil-
son of Ashton Union Island of the State
of St. Vincent intends to apply to a
Judge in Chambers for an order for the
registration of his Marriage on the
Marriage Register of the State of St.
Vincent. On the 26th November 1946
the said Paul Wilson was married to
Sylvia Hutchinson of Ashton Union
Island at the Anglican Church at Union
Island in the parish of the Grenadines
of the territory of St. Vincent.

NOTICE
KINGSTOWN BOARD
A competitive examination for the
award of four scholarships, for two girls,
and two boys, tenable at a recognized
Secondary school, will be held at the
Boys' Grammar School on Friday 3rd
July, 1970, beginning at 9:00 a.m.
2. Each Candidate must:-
(a) Have been less than twelve years
of age on 31st July, 1970.
(b) be a native of the State or child
of a native;
(c) have been residing in Kingstown
or within half a mile of the boun-
daries thereof during three years
previous to 31st July, 1970.
(d) be a pupil of a private or public
school in the State;
(e) produce a certificate of good be-
haviour from the Head Teacher
of such school.
3. No Candidate shall be awarded a
Scholarship who obtains less than one-
third of the maximum of marks in each
subject and less than one half of the
total marks in the Examination.
4. Candidates will be examined in
English, (including Comprehension)
and Arithmetic, and will be given an
Intelligence Test.
5. The Scholarships are awarded for
a period of five years, provided the
Scholars' attendance, conduct and pro-
gress as shown by the term reports are
considered satisfactory.
6. Applications, accompanied by
Birth or Baptismal certificates must
reach the Office of the Kingstown Board,
Paul's Lot, not later than Friday, 26th
June, 1970.

LICENSING OF COASTING VESSELS REGULATIONS, 1970.
(Gazetted 16th June, 1970).
1. Short tile. These Regulations may be cited as the Licensing of
Coasting Vessels Regulations, 1970.
2. Interpretation. In these Regulations "Coasting Vessel" has the mean-
ing assigned in the Port Officers Ordinance, 1969.
3. Coasting Vessels to be Licensed. The Port Officer may issue licences
for the keeping and use of Coasting Vessels under these Regulations.
4. Fees chargeable for Licences. Licences for Coasting Vessels shall
run from the first day of January, until the thirty-first day of December in
each year, and a licence fee calculated at the rate of thirty-six cents per ton
shall be chargeable in respect of each Coasting Vessel.
5. Payment of fees. Licence fees shall be paid to the Port Officer who
shall be responsible for payment of the same into the Consolidated Fund.
6. Offence. If any Coasting Vessel is kept or used without there being
in force in relation to such keeping or use a licence issued under these Regu-
lations the owner, charterer or person in control shall be guilty of an offence.
7. Power of seizure and detention. The Port Officer shall personally
or by any agent or agents in that behalf duly authorised by writing under
his hand, seize and detain any Coasting Vessel for the keeping and use of
which during the current year a licence does not appear to have been ob-
tained under these Regulations and shall, unless satisfied that a licence
under these Regulations was in force in relation to the said vessel the said
vessel at the time of such seizure, dispose of the same on the direction of
a Magistrate, which direction may be obtained on application made to such
Magistrate. Any person being aggrieved by the seizure of such vessel may
apply to a Magistrate for its restoration and by the Port Officer which shall
he lodged at ttie Office of the Mavistrate. The Magistrate shall make such
order as may appear to be just, including any order for costs including costs
of seizure and retention. Any vessel seized in accordance with this regula-
tion which remains unclaimed for a period of three months shall become the

property of the Government of Saint Vincent and shall be disposed of by
the Port Officer at the direction of the Financial Secretary. Where any
monetary penalty is imposed in respect of such Vessels, the Court shall order
its de mention until the penalty has been paid.
8. Name to be painted. The name of a Coasting Vessel shall be painted
on the port and starboard bows of the vessel in letters between one-and-a-half
and two-and-a-half inches high in such colour as may be conspicuously dis-
cernible and the owner-charter or person in control of a coasting vessel on
which the name is not printed in the manner requested by these Regulations
shall be guilty of an offence.
Made by the Governor under section 12(1) (e) of the Port Officers Ordin-
ance, (Cap. 198) this 5th day of June 1970.

THE PUBLIC SERVICE COMMISSION (AMENDMENT NO. 2)
REGULATIONS, 1970.
(Gazetted 16th June, 1970).
Made by the Public Service Commission, with the consent of the Premier
under the provisions of section 77 (13) of the Constitution set out in Schedule
2 of the Saint Vincent Constitution Order, 1969.
1. Short title. These Regulations may be cited as the Public Service
Commission (Amendment No. 2) Regulations, 1970, and shall be read as one
with the Public Service Commission Regulations, 1969, (S.R. & 0. 1969, No. 48)
(hereinafter referred to as the principal Regulations) and all amendments
thereto.
2. Principal Regulations amended. The principal Regulations are here-
by amended by:-
(i) deleting the words "Secretary" means Secretary to the "Com-
mission" appearing in the last line of regulation 2;
(ii) revoking regulation 5(1) and renumbering regulations 5(2), 5(3)
and 5(4) as regulations 5(1), 5(2) and 5(3);
(iii) deleting the figure "6" appearing after the word "Regulation" in
the first line of regulation 6 and substituting therefore the figure
"5";
(iv) deleting the figure "7" appearing in the third line of regulation
7 and substituting there re ''6";
(v) deleting the designerever it appears in regu-
lations 7, 14, 18, 2j9~27 paragraphs 3 and 15 of

(vii) deleting the words "The Secretary will inform the Establishment
Officer of appointments authorised by the Commission .and of the
initial rate of salary approved" appearing in lines five, six and
seven of regulation 16 and replacing them with the following:-
"The Chief Personnel Officer will inform the appropriate Per-
manent Secretary and/Head of Department of appointments
authorised by the Conmmission and of the initial rate of salary
approved";
(viii) deleting the figures "20" appearing in line 4 of regulation 22(1)
and substituting therefore the figures "19";
(ix) (a) inserting the words, "in the case of an officer on first appoint-
ment" at the beginning of sub-paragraph (c) of paragraph
(2) of regulation 28;
(b) inserting the words "in the case of an officer promoted on
probation from a non-pensionable to a pensionable post" at
the beginning of sub-paragraph (d) of regulation 28;
(c) substituting the following for paragraph (6) of regulation
28:-
(6) Notwithstanding any other provisions of this regulation
or the provisions of any other of these Regulations, in
the case of an officer on first appointment, the appoint-
ment of an officer made in accordance with paragraph
(1) of this regulation or with any similar regulation
previously in force may at any time during the period
of probation and without any reason being given, be ter-
ninated by the Coninmission and the service of an officer
promoted on probation may, at any time, be terminated
for any of the reasons stated in sub-paragraphs IV to
VIII of'paragraph (b) of regulation 31;
(x) adding the following new section 28A immediately after regula-
tion 28:-
"Probation 28A. (1) This regulation applies to any officer
-on promo- promoted from one pensionable office to another pen-
tioniro1b sionable office who is required by the Commission tb
office to serve for a fixed probationary period.

(2) If the probationary 'period is for two
years, at the end of the first six months, and again
after a period of twelve months, the 'Permanent Sec-
retary or Head of the D.-pairtn.iit shall submit to the
Chief Personnel Officer a report-on-- the officer pro-
moted on probation;. One month before the end of

the probationary period, the Permanent Secretary or
Head of Department shall submit a further report
and a recommendation-
(a) that the officer be confirmed in the ap-
pointment; or
(b) that the probationary period be extend-
ed; or
(c) that the officer revert to his former post
or status;
(3) If the probationary period is for one
year, at the end of the first six months the Permanent
Secretary or Head of Department shall submit to the
Chief Personnel Officer a report on the officer pro-
moted on probation. One month before the end of
the probationary period the Permanent Secretary or
Head of Department shall submit a further report
and a recommendation-
(a) that the officer be confirmed in the ap-
pointment ; or
(b) that the probationary period be extend-
ed; or
(c) that the officer revert to his former post
or status;
(4) Before any recommendation is made for
the extension of the period on probation of an officer
or for his reversion to his former post or status the
Permanent Secretary or Head of Department shall
inform the officer of his recommendations and of the
specific reasons therefore and he shall invite the officer
to submit any representations he may wish to make;
(5) If, after consideration of the final report
of the Permanent Secretary or Head of Department,
the Commission is satisfied that the service of the
officer on probation has been satisfactory the Com-
mission shall confirm him in his appointment with
effect from the date of appointment;
(6) If the Commission is not satisfied that
the service of an officer on probation has been satis-
factory, the Commission may extend the period of
probation for a further period;
i s (7) Notwithstanding any other provisions of
this regulation or the provisions of any other of these
Regulations, the service of an officer to whom this

regulation applies may at any time, be terminated
for any of the reasons stated in sub-paragraphs IV
to VII of paragraph (b) of regulation 31;
(xi) deleting the words "Establishment Officer" wherever they appear
in regulations 32 and 52 and FORMS I and II of the ANNEX
to the Second Schedule and replacing them with the words "Chief
Personnel Officer";
(xii) deleting the word "officer" appearing at the end of the first line
of paragraph (3) of Regulation 44; -
(xiii) deleting the figures "40" at the end of the third line of regulation
51 (1) and substituting therefore the figures "39";
(xiv) deleting the words "Secretary for the information of the Com-
mission" whcih appear in the eigth and ninth lines of regulation
52(3) and replacing them with the words "Commission for its
information";
(xv) deleting the words "to the Secretary" appearing in the eighth
line of regulation 52 (4);
(xvi) (a) inserting after the words "and the" appearing in the sixth
line of paragraph (h) of regulation 53 (2) the words "same
steps shall be taken as those prescribed by"; and
(b) deleting the figures "37" appearing in the sixth line of para-
graph (m) of regulation 53(2) and substituting therefore the
figures "36";
(xvii) adding the following words to regulation 56:-
"Provided further that this regulation shall not apply to
any decision of the Commission to terminate an appointment
on probation";
(xviii) inserting the words "FIRST SCHEDULE" between regulation
62 and FORM I so that FORM I shall be the FIRST SCHEDULE;
(xix) deleting the signs, word and figures "(Regulations 54 (5) & 61"
immediately below the heading "SECOND SCHEDULE" on page
202 and substituting therefore the signs, word and figures "Regu-
lations 53 (5) and 60)";
(xx) (a) inserting the word "Commission" after the words "Public
Service" appearing in the first line of the sixth paragraph
of Part I of FORM I of the ANNEX to the principal Regu-
lations;
(b) inserting the figures "69" after the figures "19" appearing
in the second line of the sixth paragraph of Part I of the
said FORM I; and

(c) deleting the word "General" appearing in the second line of
the said FORM I and substituting therefore the words "Civil
Service";
(xxi) deleting the words "Auditor General" where they appear in the
heading of FORM II of the ANNEX to the SECOND SCHEDULE
and replacing them with the words "Director of Audit";
(xxii) deleting the words, abbreviations and stops "Sextuplicate: to
Secretary, P.S.C." where they appear under the heading of
FORMS I and II of the ANNEX to the SECOND SCHEDULE;
(xxiii) (a) inserting the figures "69" immediately after the figures "19"
appearing in the second line of condition (c) of the form of
Letter of Appointment of a Temporary Employee appearing
in FORM II of the ANNEX to the principal Regulations.
(b) deleting the word "General" appearing in the third line of
condition (c) of the form of Letter of Appointment of a Tem-
porary Employee appearing in FORM II of the ANNEX to
the principal Regulations and substituting therefore the
words "Civil Service".

PORT OFFICERS ORDINANCE (LICENSING) REGULATIONS, 1970.
(Gazetted 16th June, 1970).
1. Short title. These Regulations may be cited as the Port Officers
Ordinance (Licensing) Regulations, 1970.
2. Licences required for performances of certain work. No porter,
stevedore or ships-chandler shall in any port area perform or offer or agree
to perform any work or service unless licensed in that behalf by the Port
Officer. Licences may be issued by the Port Officer upon application and
payment of a fee of one dollar which shall be paid into the Consolidated
Fund. All licences under these Regulations shall expire on the thirty-first
day of December in each year.
3. Badges to be worn by persons licensed. Every licensed porter,
stevedore or ships-chandler shall be entitled to be issued by the Port Officer
with a badge and shall wear such badge on all occasions when in the port
area. Failure to wear such badge or parting with possession of such badge
shall be guilty of an offence.
4. Forfeiture of licences. Any porter, stevedore or ships-chandler who
is convicted of any offence of dishonesty or is convicted of any offence com-
mitted within the port area, or is without reasonable excuse in breach of
Regulation 3 hereof, may on the order of the Port Officer forfeit his licence
issued under these Regulations. In the event of such 'forfeiture, the relevant
badge shall be surrendered to the Port Officer a-nd ihe licence fee
shall be repayable. -,,

6. Definitions. For the purpose of these Regulations-
(a) a stevedore is a person who undertakes the landing or loading
of goods or the clearing or forwarding of baggage;
a sh'p-chandler is a dealer in marine or other stores or articles;
a porter is- a person who for fee or reward offers his services in
ca trying goods, wares, merchandise or baggage;
(d) port area means any area designated as a port area by order made
by the Governor under these Regulations and includes Kings-
town Wharf, Kigstown Harbour and the Port of Kingstown as
defined in Regulation 2 of the Port Officers (Harbour) Regula-
tions, 1964.
The term stevedore, ships-chandlers or porter shall not include a full time
employee of any person licensed in that behalf.
7. Forms of badges. Badges shall be designed to be worn upon the lapel
of the coat or upon the clothing and shall be issued in respect of each licensing
period in a form to be determined by the Port Officer.
