feet long.
The "Flamingo" is anchored at the
Carenage and may be inspected daily
except Sunday, between the hours of
9.00 a.m. and 12.00 noon. The demon-
stration boat could be seen at the Quar-
ry". Interested persons should contact
the Ministry of Agriculture, Trade and
Tourism.

TELECOMMUNICATIONS TRAINING COURSE
EINDHOVEN, NETHERLANDS.
SEPTEMBER, 1970
Thie Government of the Netherlands,
through the intermediary of the Philips
International Institute of Technological
Studies, is offering training courses in
the fields of telecommunication and ad-
jacent techniques.
2. The Fellowships are for one year
in the first instance; gifted students may
be invited to remain for another Semes-
ter, preparing for the Degree of Master
of Electronic Engineering.
3. The Institute will bear accommo-
dation and living expenses; travel ex-
penses and a cost of living allowance
are also available on request.
4. Applications, from university gra-
duates or persons with diplomas in this
field, should be submitted to the Chief
Personnel Officer, Service Commissions
Department, for attention of Training
Officer, by Monday May 11th, 1970. Ap-
plicants in St. Vincent should use Form

PUBLIC SERVICE EXAMINATIONS
Two examinations for Public Ser-
vants take place during the first week
of May 1970.
2. On Saturday May 2nd from 9.00
-10.00 a.m. Clerical Assistants with
'0' Level English take an examination
in Arithmetic at the St. Vincent Teach-
ers' College. Applicants to the Market-
ing Board also share this examination,
which is followed by a test in English
for the Marketing Board applicants only.
3. Twenty two Clerical Assistants
and twelve applicants to the Marketing
Board are involved.
4. The Clerical Officer's Promotion
Examination will be held on Tuesday
.and Thursday, May 5th and 7th, at the
Boys' Grammar School. Eighteen Cleri-

nies of London are offering six interna-
tional Fellowships in Medicine, for one
year's research and study in any special-
ist field.
2. The Fellowships, each worth
1,500 plus return air fare, are tenable
in the United Kingdom only. Doctors
should hold a professional qualification
registrable in Britain and should have
had at least two years' general clinical
experience since registration.

SCHOLARSHIPS:
NEW ZEALAND
Applications are invited from suitably
qualified persons for the award of schol-
arships under the Commonwealth
Scholarship and Fellowship Plan, ten-
able from March 1971, at Universities in
New Zealand.
Awards are primarily available, in
any field, for post-graduate study or re-
search but applications will also be con-
sidered from persons without a degree
who wish to take a course of study not
offered by the University of the West
Indies.
Applications for undergraduate study
may therefore be submitted in the fol-
lowing fields:
Architecture (professional), Music &
Fine Arts, Philosophy, Psychology,
Dental Public Health (Dip.) Op-
tometry (Dip.)
Awards, covering travel, living and
study expenses, will normally be for two
academic years, but may be extended as
required. Only in exceptional eircum-
stances will applications be considered
from candidates over 35 years of -age.
No provision is included for the travel
expenses of any dependants, but a mar-
riage allowance is payable to a married
scholar whose wife is not in paid em-
ployment.
Two nominations may be made by St.
Vincent. Successful applicants are Te-

WAGES REGULATION PROPOSALS

Further notice will be given if a Wages Regulation Order is made giving
effect to the proposals set out hereunder.
THE INDUSTRIAL WORKERS; WAGES COUNCIL
WAGES COUNCIL ORDER, NO. 4 OF 1970
The Industrial Workers Wages Council hereby gives notice of its intention to
submit to Cabinet proposals for fixing the Statutory minimum remuneration
and holidays with pay specified in the Schedule below.
The Wages Council will consider any written representation with respect
to these proposals sent to it within 14 days from the 5th day of May 1970.
Any such representation should be signed by the persons making the same
(giving his or her address) and sent to the Secretary of the Wages Council.
Copies of the proposals can also be obtained from the Secretary of the
Wages Council.
It is desirable that persons making objections should state the precise
grounds for their objections.

SCHEDULE
1. MINIMUM REMUNERATION FOR TIME WORK
The minimum remuneration to be paid to workers to whom this Order
applies, employed on time work, shall be as follows:-
Workers in Industrial Undertakings set out in paragraph (a), (b), (c)
and (d) of the Schedule to Wages Council (Industrial Undertakings Order,
1955 (S.R. & 0. 1958, No. 25)-
MEN ...... $4.00 per day for a day of 8 hours
WOMEN ...... $3.00 per day for a day of 8 hours
Provided that persons employed in the work specified in section (e) of
the Note of Convenience to this Order shall be paid a minimum of:-
MEN ...... $2.40 per day for a day of 8 hours
...... $1.90 per day for a day of 8 hours

2. MINIMUM REMUNERATION FOR OVERTIME.
Whenever a worker to whom this Order applies, employed on time work,
works with the consent of his employer, for more than 8 hours on any ordinary
day or on a Public Holiday, he shall be paid (except as is bhereinafter provided)
for every hour or part thereof, time and a half, and for all work done on any
PUBLIC HOLIDAY and Sunday, double time. Provided that this does not
apply to workers employed on the shift system but whose earnings shall not
be less than the daily minimum wage when such earnings are divided by the
number of days worked in the period, whether paid on a weekly, fortnightly
or monthly basis.
3. MINIMUM REMUNERATION FOR WATCHMEN.
Any watchman employed in Industrial undertakings set ont in paragraphs
(a), (b), (c) and (d) of the Wages Council (Industrial Undertakings) Order,
1958, shall be paid $4.00 per shift of 12 hours.
Provided that watchmen shall not he required to work overtime, nor shall
they be entitled to be paid overtime rates for working on Sundays or public
holidays.
4. REST PERIOD.
Every watchman to whom this Order applies, shall be granted one free
night with full pay per fortnight.
5. MINIMUM REMUNERATION FOR PIECE WORK AND TASK WORK
The minimum remuneration to be paid to workers to whom this Order
applies, when employed on piece work for a period of 8 hours shall not be less
than the daily minimum wage.
6. HOLIDAYS WITH PAY
Every worker to whom this Order applies shall be entitled to holidays with
full pay as follows:
(a) 14 working days holiday with pay for 201 days and over worked;
(b) 12 working days holiday with pay for 176-200 days worked;
(c) 10 working days holiday with pay for 151-175 days worked;
(d) 8 working days holiday with pay for 126-150 days worked; and
(e) 6 working days holiday with pay for 100-125 days worked.
Provided that a worker shall, in addition to the above, be entitled to 7 days
sick leave with full pay on the production of a Medical Certificate, should he
become ill after the completion of 200 days worked.
Provided further that a worker shall not be entitled to more than 14 days
holiday with pay after 3,65 consecutive days worked.
Provided further still that a worker shall not be entitled to more than
7 days sick leave with pay after 365 consecutive days worked.
NOTE
WORKERS TO WHOM THIS ORDER. APPLIES AS PROVIDED BY THE
WAGES COUNCIL (INDUSTRIAL UNDERTAKINGS) ORDER, 1958
Any worker (< m.1,.- 1 by any person, firm, association, company, corporation
or undertaking (not including workers to whom the Wages Council (Agricul-
tural) Order 1956, and the Wages Council (Port Workers) Order, 1957) apply
engaged in connection with the following industrial undertakings
(a) Mines, quarries and other works for the extraction of mineral from
the earth.
(b) Industries in which articles are manufactured, altered, cleaned,
ornamented, finished, adapted for sale, broken up, demolished or in which
materials are transformed, including ship-building, and the preparation, trans-
formation and transmission of electricity and motive power of any kind.
(c) Construction, reconstruction, maintenance, repair, alteration or demo-
lition of any building, harbour dock, pier, canal, inland waterway, road, tunnel,

bridge, viaduct, sewer, drain, well, telegraphic, or telephonic installation, elec-
trical undertaking, waterwork or-other work of construction as well as the
preparation for or laying of the foundation of any such work or structure.
(d) Transport of passengers or goods (including agricultural produce and
fertilizers) by road or waterway, (but excluding transport by hand and inter-
island transport).

MAGISTRATES (SITTINGS, OF COURTS) (AMENDMENT) ORDER.
(Gazetted 5th May. 1970).
1. Short Title. This order may be cited as the Magistrates (Sittings of
Courts) (Amendment) Order, 1970, and shall be read as one with the Magis-
trates (Sittings of Courts) Order, 1968 (S.R. & 0. 1968, No. 32) (hereinafter
referred to as the principal Order).
2. Paragraph 4 of Principal Order Amended, Paragraph 4 of the princi-.
pal Order is hereby amended by deleting the word "First" in sub-paragraph
(e) thereof and substituting therefore the word "Fourth".
Made by the Governor under Section 30 of the Magistrates Ordinance
(Cap. 12) this 28th day of April, 1970.

1. Short title. These Regulations may be cited as the Importation of
Goods Regulation, 1970.
2. Prohibition. No goods listed in the Schedule hereto may be imported
into Saint Vincent except under the authority of a licence granted in that
behalf by the Controller of Supplies.
3. Revocation. The Importation of goods (Amendment) Regulations
1968 (S.R. & 0. 1968, No. 68) are hereby revoked.

MARKETING BOARD (SPECIFIED PRODUCE) ORDER
(Gazetted 5th May, 1970).
1. Short title. This Order may be cited as the Marketing Board (Speci-
fied Produce) Order, 1970.
2. Declaration. The produce listed in the Schedule to this Order being
produce of St. Vincent, are hereby declared to be specified produce within the
meaning and for the arposes of the Marketing Board Ordinance, 1959(No. 4
of 1959).
3. Commencement. This Order shall come into operation on publication
in the Gazette.
