UNIFORMS FOR POSTMEN
Tenders are invited for supplying
and making Uniforms for Postmen for
the year ending 31st December, 1970.
The Uniforms consist of long brown
Terylene Trousers and beige cotton
shirts, long sleeves with two (2) flap
pockets and shoulder straps, and the re-
quirements are for approximately twen-
ty (20) postmen. Samples should be
submitted with the Tender.
Tenders which will be received up to
3 p.m. on Monday 27th April, 1970 must
be sealed and addressed to the Chairman,
Tenders Board, Ministry of Finance,
Kingstown and distinctly marked on the
envelope "Tenders for the supply of
Postmen Uniforms ".
The Government does not bind itself
to accept the lowest or any Tender, and
reserves the power of accepting any part
of a Tender.

TENDERS FOR INSURANCE OF
GOVERNMENT OWNED VEHICLES
It is hereby notified for general in-
formation that the closing date for
tenders for Insurance of Government
owned vehicles has been extended to
3.00 p.m. on Wednesday, 15th April.
The period for insurance of the vehi-
cles will be from 30th April, 1970 to
30th April, 1971, instead of from 1st
April, 1970 to 31st March, 1971, as
previously stated.

VACANT POST
VACANT POST OF EDUCATION OFFICER
1. Applications are invited from
suitably qualified persons for appoint-
ment to the above post, which is perma-
nent and pensionable and is subject to
medical fitness.
2. The salary of the post is in the
scale $4,884 x $180-$5,604 x $240-
$6,984.
3. The duties of the post will in-
clude:-
(a) School Inspection;
(b) Organisation and direction of
curriculum projects, including
the production of teachers'
guides, notes, etc., covering the
syllabuses step by step, and the
training of serving teachers based
on the curricula that are being
developed.
4. Qualifications:
Applicants should have:-
(a) A good secondary educa-
tion ;
(b) Pedagogical qualifications
and experience in the educa-
tion field;
(c) Satisfactory records of ser-
vice.
5. Applications should include copies
of two ((2) testimonials and a Curricu-
lum Vitae and should be forwarded not
later than 20th April, 1970 to:-

CLERICAL OFFICERS' PROMOTION COURSE
1. The final sessions of the Clerical
Officers' Promotion Course were held
on Tuesday March 31st, in the Assembly
Hall of the Boys' Grammar School.
2. Mr. C. A. P. St. Hill, the Univer-
sity's Tutor in Public Administration
(Windwards), flew in from St. Lucia to
direct the Review and Evaluation Ses-
sion, to which all lecturers and panel
members were invited. This was fol-
lowed by an informal "get-together."
3. The Clerical Officers' Promotion
Course, which was opened on Monday
March 2nd by the Hon. Premier, Mr. R.
Milton Cato, ran for four weeks, with
classes at the Girls' High School Com-
mercial Room conducted by the Public
Administration Tutor and Senior Gov-
ernmnent Officials.
4. Lectures on the Supervisory Process
were given during the first week by Mr.
C .A. P. St. Hill, M.Se., U.W.I. Tutor
for the Windwards in Public Adminis-
tration.
5. During the next three weeks the
students contributed to Panel Discus-
sions on such subjects as the Organisa-
tion, Structure and Functions of Statu-
tory Bodies, Local Committees, Town
Boards and Village Councils; then con-
sidered the relationships between various
agencies concerned with the Machinery
of Government; looked into the Proce-
dures and Problems of Technical Min-
istries; and studied the Development
goals of the State.
6. In all, it was a month of lively and
thoughtful discussion, which should
prove beneficial, not only to the particu-
lar Clerical Officers who attended, but
to the St. Vincent Civil Service in gen-
eral. It is therefore with deep sincerity
that the Government of St. Vincent re-
cords its appreciation of the assistance
given by Mr. St. Hill on this and on
similar In-Service Training Courses.
7. The Clerical Officers' Promotion
Course was St. Vincent's third step in
the recently instituted Ford Foundation
Project-an In-Service Training Pro-
gramme throughout the Windwards and
Leewards, of co-operation between the
University, the Ford Foundation and
the Governments of the region.

IN THE MATTER OF THE ACQUISITION by the Governor of a certain
parcel of land at Greathead, Arnos Vale.
DECLARATION OF ACQUISITION OF LAND
(SECOND PUBLICATION.)
WHEREAS it is enacted by Section 3 of the Land Acquisition Ordinance
1946 (No. 22 of 1946) that if the Governor considers that any land should be
acquired for a public purpose he may cause a declaration to that effect to. be
made:
AND WHEREAS it is considered by the Governor that the undermentioned
parcel of land should be acquired for a public purpose, to wit, the protection
of the fishing industry.
Now IT Is HEREBY DECLARED by His Excellency the Governor, acting in
accordance with the advice of the Cabinet of Saint Vincent that upon the
Second Publication of this Declaration in the Gazette all that parcel of land
at Greathead, Arnos Vale, in the Parish of St. George the property of Lloyd
Francis measuring 6,577 square feet in area and bounded on the North by a
Stream, South by lands of Gordon Wallace and remaining lands of Lloyd
Francis, East by lands of Shell Antilles Ltd. and West by the Seashore shall
vest absolutely in the Crown.
AND IT Is HEREBY FURTHER DECLARED AND NOTIFIED that a Plan bearing
the Number G7/61 showing the above mentioned parcel of land has been
prepared by KARL E. V. JOHNx, Licensed Land Surveyor and lodged on the
23rd day of March, 1970, at the Lands and Surveys Department of Kingstown
in Saint Vincent and can be inspected at all reasonable hours at the said Depart-
ment.

ADVERTISEMENT OF APPLICATION FOR
REGISTRATION OF U.K. PATENT
NO. 1,129,575.
In accordance with the requirement of
section 3 of the Registration of the
United Kingdom Patents Ordinance
Notice is hereby given that an applica-
tion was made on the 6th day of March,
1970, by BUCKMAN LABORATORIES
INC.; a corporation organised and ex-
isting under the laws of the State of
Tennessee, United States of America,
through Robert Milton Cato, Esq., for
the registration of a Patent in respect
of an invention in relation to novel or-
ganic thiocyanates, their preparation,
and their use in controlling fungal
growth. More particularly, the products
of this invention are useful in combating
fungi in industrial and agricultural pro-
cesses and products.: "HETEROCY-
CLIC THIOCYANATES".
Any person may at any time within
TWO MONTHS from date of such ad-
vertisement give notice to the Registrar
of opposition to the issue of a certificate
of registration upon any of the grounds
prescribed by section 27 of the Patents
Ordinance (Cap. 155) for opposition to
the grant of Letter Patent.
The relevant sub-section of section
27 of the Patents Ordinance referred to
above reads thus:
"27 (1) Any person may at any time
within two months from the date of the
adveritsement of the acceptance of a
complete specification, give notice at the
Registry of Patents of opposition to the
grant of the Patent, on the ground of
the applicant having obtained the inven-
tion from him, or from a person of whom
he is the legal representative, or on the
ground that the invention has been pa-
tented in the Colony, on an application
of prior date, but on no other ground."

AN ACT to amend the Port Officers Ordinance, Cap. 198.

Be it enacted by the Queen's Most Excellent Majesty, by and
with the advice and consent of the House of Assembly of Saint
Vincent, and by the authority of the same as follows:-
1. (1) This Act may be cited as the Port Officers (Amend- Short title and
ment) Act, 1970, and shall be read as one with the Port Officers commencement

(2) This Act shall come into operation on the day on
which the Port Officers (Amendment) Ordinance, 1969, comes
into operation by proclamation.
2. Section 12 of the principal Ordinance is hereby repealed Section 12 of

Power 12. (1) The Governor may, from time to time, make, re-iled and

regulations. (a) for the guidance of the Port Officers in the
performance of their duties;
(b) for the navigation, anchorage of, and dis-
charge of ballast, refuse, fuel and oil by, and
all other matters relating to ships and boats
in any port;

(c) for the general regulation and government of
the ports;
(d) for the control of' persons in the Ports, the
issue of work permits, badges anad licences to
persons working in the ports and areas ad-
jacent thereto and the fixing and collection of
fees in that behalf which said fees shall be
paid into the Consolidated Fund;
(e) for the licensing of Coasting Vessels and the fix-
ing and collection of fees in that behalf which
said fees shall be paid into the Consolidated
Fund.
(2) Any person found guilty of an offence against
any of the regulations made under sub-section (1)
of this section shall be guilty of an offence against this
Ordinance.
