WAGES REGULATIONS PROPOSALS.
PROPOSALS ONLY-To be posted until 3rd January, 1968.
Further notice will be given if a Wages Regulations Order is made giving effect
to the proposals set out hereiunder.
WAGES COUNCIL ORDER, No. 1 of 1967.
THE AGRICULTURAL WORKERS WAGES COUNCIL.
The Agricultural Wages Council hereby gives notice of its intention to
submit to the Administrator proposals for fixing the Statutory minimum
remuneration and holidays' with pay specified in the Schedule below.
The Wages Council will consider any written representation with respect
to these proposals sent to it within 14 days from 19th day of December, 1967.
Any such representation should be signed by the person making the same (giving
his or her address) and sent to the Secretary of the Wages Council. Copies
of the proposals can also be obtained from the Secretary of the Wages Council.
It is desirable that persons making objections should state the precise
grounds of their objection.

SCHEDULE
MINIMUM REMUNERATION FOR TIME WORK
1. The Minimum remuneration to be paid to the workers to whom this
Order applies, employed on time-work, shall be as follows:-
Men . $1.90 per day for a day of 8 hours
Women . $1.55 per day for a day of 8 hours
MINIMUM REMUNERATION FOR OVERTIME
2. Whenever a worker to whom this Order applies, employed on time-work
works with the consent of his employer for more than eight hours on any
ordinary day lie shall be paid (except as is hereinafter provided) for every
hour or part thereof time and a half, and for all work done on Sundays and
Public Holidays, double time: Provided that this does not apply to stockmen,
grooms and workers employed on shift system but whose total earnings must
not be less than the daily minimum wage when such earnings are divided by
the number of days worked in the period whether paid on a weekly, fortnightly
or monthly basis.
Watchmen employed under this Order shall not receive less than the
daily minimum wage when such earnings are divided by the number of hours
actually worked in the period whether paid on a weekly, fortnightly or monthly
basis.
MINIMUM REMUNERATION FOR PIECE WORK AND TASK WORK
The minimum remuneration to be paid to workers, to whom this Order
applies, when employed on piece-work, or task-work shall be as follows:-
Digging arrowroot: 41 cents per basket measuring 28" in diameter and
filled to a height of 14".
Digging peanuts: 28 cents per kerosene tin filled to the height of the
tin.
3 cents per lb. (No deduction for moisture).

Provided that where a worker is employed on any piece-work or task-work
the employer shall be deemed to pay wages at less than the minimum wage
unless he shows that the rate for the period of 8 hours was not less than the
minimum wage for a day.
HOLIDAYS WITH PAY
3. Every worker to whom this Order applies shall be entitled to holidays
with pay as' follows:-
(1) 7 days holidays with pay for 201 days and over worked
(2) 6 days holidays with pay for 176-200 days worked
(3) 5 days holidays with pay for 151-175 days worked
(4) 4 days holidays' with pay for 126-150 days worked
(5) 3 days holidays with pay for 100-125 days worked.

and with the advice and consent of the Legislative Council of
Saint Vincent, and by the authority of the same as follows:-

Majesty the Queen, Her Heirs and Successors for the year
ending on the thirty-first day of December, one thousand nine

out of the General Revenue of the Colony and other funds of
the Colony for the said year and to be applied and expended in

AN ORDINANCE further to amend the Post Office Ordinance,
Chapter 134.

Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the Legislative Council of
Saint Vincent, and by the authority of the same as follows:-
1. This Ordinance may be cited as the Post Office (Amend- Short title.
inent) Ordinance, 1967, and shall be read as one with the Post
Office Ordiniiinc'. (hereinafter referred to as the principal Cap. 131.
Ordinance) and all amendments thereto.
2. Section 22 of the principal Ordinance is amended by- Addition of
new paragraph
(a) inserting the following paragraph after paragraph to section 22 of
(q) :- principal
"(r) All matters relating to the use and custody Ordinance.

"< (b) renumbering paragraph (r) as paragraph (s).

Addition of 3. After section 39 of the principal Ordinance, the fol-
new section to lowing section shall be inserted:-

Ordinance. Licence to 40. (1) The Postmaster may grant licences

at any place in Saint Vincent on such terms
and conditions (including the payment of fees)
as may be set out in the licence.
(2) The Postmaster may cancel a licence
granted under this section if any of the terms
and conditions thereof or if any regulation
made under this Ordinance in relation to postal
franking machines is contravened.
(3) Any person using a postal franking
machine without having a licence in force
therefore shall be liable, on summary conviction,
to a fine not exceeding five hundred dollars,
and in case of a continuing offence to a further
fine of one hundred dollars for each day during
which the offence continues.

1. Short title. These Regulations may be cited as the Si.ies (Control)
(Prices) (Replacement) Regulations-, 1967.
2. Interpretation. In these Regulations-
AREA "A" means the town of Kingstown.
AREA "B" means all other places throughout the Colony other than
those mentioned in Areas "A" and "C".
AREA "C" means all places within the boundaries commencing at the
mouth of the Richmond River thence along the river to its source
and the parish boundary thence Northward along the central range
and parish boundary to the watershed between the Owia River
and the Acayau River thence along this ridge to the source of the
Acayau River and along this river to the sea thence along -the coast
to the point of commencement; also La Pompe and Paget Farm
in Bequia and the remainder of the St. Vincent Grenadines.
3. Maximum prices. From and after the coming into force of these
Regulations the prices set out in the Schedule to these Regulations shall be the
maximum selling prices at which the articles described in the said Schedule
may be sold in the area mentioned in the said Schedule.
4. Offences and Penalties, (1) Any person who sells or offers or

1. Short title. These Regulations may be cited as the Supplies (Controll
(Fuels Prices) Regulations, 1967.
2. Interpretation. In these Regulations-
Area "A" means all places served by ,a fuel delivery truck.
Area "B" means all places not served by a-fuel delivery truck.
3. Maximum prices. From and after the coming into force of these
Regulations the prices set out in the Schedule to these Regulations shall be
the maximum selling prices at which the article described in the said Sched-
ule may be sold in the area mentioned in the said Schedule.
4. Qffences and Penalties. (1) Any person who sells or offers or
attempts or agrees to sell or. offer the article described in the Schedule to
these Regulations at a Tprice higher than, the maximum price permitted by
these Regulations,, shall be guilty of an offence and shall be liable on sum-
inary conviction to a fine hot exceeding $190.00 or on a second or subsequent
eonyietion to a fine not exceeding $250.00.
o (2) For the purposes of this regulation a person shall be deemed to sell
or offer or attempt or agree to sell as the case may be whether or not such
sale or offer or attempt or agreement to sell he effected by him personally or
through an agent or employee.
5. Revocation. The Supplies (Control) (Kerosene Prices) Regulations,
1967 (S.R. & O. 1967, No. 31) are hereby revoked.

1. Short title. These Regulations nav be cit6 Es th-'Customs (Amend-
ment) Regulations, 1967, and shall be tead as one with ,treRegulations made
by the Administrator in Council under section 120 o efAhe-nstoms Ordinance
and gazetted on the 29th day of January, 1929. ( +er.eya r referred to as the
principal Regulations) and all amendments thereto.
2. Regulation 6 of principal Regulations amended. Paragraph (a) of
regulation 6 of the principal Regulations as revoked and replaced by the
Customs (Amendment) Regulations, 1959 (S.R. & 0. 1959, No. 40) is hereby
revoked and replaced as follows:-
(a) For every hour or part of an hour between the hours of
6.00 a.m. and 8.00 a.m. and 4.00 p.m. and 9.00 p.m. on
Monday, Tuesdays, Wednesdays', Thursdays and Fridays
and between the hours of 6.00 a.m. and 8.00 a.m. and
12 noon and 9.00 p.m. on Saturdays .. .. .. $1.20.
3. Commencement. These Regulations shall come into force on the 1st
day of January, 1968.

ORAL ANSWERS TO QUESTIONS
1. lion. R. F. MARKSMAN (W\est St. George) asked the Minister for Conmumni-
cations & Works when was the last time lie visited the following roads in
West St. George: The Dauphi.new/Gomea road, the Ashburton road, the
ll(lair Land Settlement road and the Fenton road.
The Minister replied: The roads referred to were visited twice in
October and once already during the current month.
Supplementary Question:
Hon. R. F. Marksman (West St. George) asked: Is the Minister
satisfied with the condition of the roads as he saw them.
The Minister replied: I am certainly not satisfied with the condition
of the roads throughout the territory-not only in West St. George.
2. lIon. R. F. MARKSMAN (West St. George) asked the Minister for Communi-
eations & Works what is the reason for the delay in removing landslides
months old from the Belair Land Settlement road and the Dauphine/Gomea
road.
The Minister replied : The Ministry for Communications and Works
has been engaged since 8th September 1967 in clearing landslides through-
out the whole Territory.
Because of the limited funds at its disposal, priority is being given
to making as many roads as possible passable, and this is the situation il the
West St. George District.
3. Hon. R. F. MARKSMAN (West St. George) asked the Minister for Communi-
catio s & Works when the necessary repairs and reconstruction of roads
in the West St. George area will be done.
The Minister replied: Road Maintenance has been and is still being
carried out in all Districts up to the present time.
Government has recognized the need for reconstruction of many roads in
the Territory, but has concentrated so far on the highways. Reconstruction
of other roads will be undertaken as and when funds become available and
according to priorities.
Supplmentary Question:
lion. R. F. Marksman (West St. Georgo) asked : Would the Minister
consider that the very bad roa-'ls in West St. George s,';;uld be on the
priority list which he has spoken about or would he continue victimization.
The Minister replied: That is; in the hands of the experts and I am
sure that priority would be given to all roads in St. Vincent.
4. Hon. E. T. JosHUA (Central Windward) asked the Chief Minister and
Minister of Finance whether Government will seek to establish the
"Accounts Conmmittee" system in the Legislative Council as soon as possible
in order to check in detail the expenditure of public funds.
The Chief Minister & Minister of Finance Replied: Government is
concerned that in spite of the many financial irregularities over the last
ten years, the previous Goverment has never seen it fit to establish an
"Accounts Committee."
This Government will seek to do so as soon as possible.

The Minister for Education and Social Services made the following
Statement:
LABORATORY AT KINGSTOWN GENERAL HOSPITAL
One year ago on the 24th November, two prominent Rochester (New
York, U.S.A.) citizens, Dr. William MaeEllvan and Mr. Stanley Nowroeki
lost their lives upon returning home from a mission of mercy and friendship
to St. Vincent. They had flown ]-:;'t of a $50,000 gift of medicines and
supplies from the citizens of Rot-ester and several U.S.A. firms to St.
Vincent when on the last lap of their return they encountered a severe
storm which caused their small private craft to crash in the hills of Penn-
sylvania. It was only natural that their fellow citizens of Rochester re-
sponded to this heart-breaking tragedy by deciding to establish an
appropriate memorial in honour of these noble men.
In view of th,' nature of their mission and the subsequent awareness
of the dire need for diagnostic laboratory services at our General Hospital,
consideration has been given to the donation of a fully equipped medical
laboratory to, this territory as a fitting memorial. it is quite evident that
having a proper laboratory in our hospital, rapid diagnosis can be obtained
which will result in the alleviation of much suffering and the saving of
lives.
On Monday 13th November Dr. Leo Cravitz, a top-ranking Laboratory
Consultant and Doctor of Public Health at the Rochester General Hospital,
flew into St. Vincent to hold discussions with Government and Medical
Staff in order to work out the details for establishing this Memorial Labora-
tory. In the meantime the people of Rochester have incorporated an appro-
priate Foundation to which funds can be donated. The citizens of Rochester
are famed for their philanthropy and interest in world-health programmes,
so that no difficulty is envisaged in raising the funds necessary to meet the
cost of the laboratory. In fact, certain amounts have already been donated
but on the 24th November, the anniversary date of the tragedy, a fund-
raising drive will be embarked upon employing the media of television,
radio and press. The success of this endeavour is further assured by the
fact that it has the full support of the families' of Dr. MacEilvan and Mr.
Nowrocki and is spearheaded by their colleagues and friends, notably Drs.
McDonald and Farrel, Mr. Alan Ilickock noted Industrialist and Philan-
thropist, and Mr. Tom Decker, prominent in radio and television circles.
The name of Mr. John IIous pr is actively associated with this' project
since it was at his holiday resort on Young Island that his Rochester guests
and other professional and sympathetic persons were brought in direct
contact with our people and their urgent needs and shortages in specialized
areas of health care. Mr. Houser continues to display a keen interest in
helping to bring this project to fruition and has actively assisted in main-
taining the necessary liaison relationship.
In order to maintain efficient utilization of the laboratory and to
provide a continuing programme of cooperation between St Vincent and
Rochester, it is contemplated that a Training Scheme will be developed
whereby local laboratory technicians will be trained at the Rochester Gen-
eral Hospital and be further supported by interim visits of laboratory
specialists from Rochester. In addition, it is hoped that further exploration
may result in an exchange of medical personnel and that certain medical
and surgical specialists will be en urgedgd to take brief tours of duty, in
St. Vincent. It is also envisaged that advanced medical students and
residents could obtain worthwhile experience and research opportunity in
particular endemic tropical diseases so that mutual attractive programmes
could be developed. Such schemes would guarantee that the sacrifice of
life by these two noble Rochesterians will indeed not have been in vain.
Therefore be it known that the Government and people of St. Vincent
are deeply grateful to all who have a hand in this project and to the people
of Rochester who are prepared to make the Memorial Laboratory a reality
in the very near future. This Government pledges that it will do everything
in its power to help expedite the establishment of the laboratory and the
further development of a programme of mutual cooperation and friendship
between our two communities.
