to import at any time any articles it
may require not withstanding such sup-
ply is contracted for locally.
The attention of parties tendering is
particularly directed to the "conditions
of contract'" inserted at the end of this
notice which will be binding on them.
CONDITIONS OF CONTRACT.
1. The contract to be from 1st
January, to 31st December, 1968.
2. The Contractor undertakes to de-
liver at his own expense into the Stores
of Institutions the articles placed oppo-
site his name at the price stated, on
such days, at such times, and in such
quantities as may be stated on the re-
quisition of the Head of the Depart-
ment or Officer in Charge.
3. Every article supplied must be of
a sound, good quality, and no article
is to be substituted for the one requisi-
tioned for without the consent of the
requisitioning officer first being obtained.
4. Any articles considered by the
Head of Department or Officer in
Charge to be of inferior quality may be
rejected by himn, and shall be immedi-
ately removed and replaced by the Con-
tractor at his own expense without any
allowance being made to him for such
articles.
5. If the rejected articles are not
removed within 9 hours from the time
notice shall have been given to the
Contractor, they will be returned to,
and at the expense of the Contractor;
provided that if the Contractor gives
such explanations as may be satisfac-
tory to the Administrator, the expense
of such return shall not be charged.
6. Should the Contractor neglect or
refuse to replace rejected articles con-
tracted for at the time stated in the
requisition, the Head of Department
or Officer in Charge, shall be at liberty
to purchase the said articles from other
persons; and the difference between the
price paid for such articles and the
contract price shall be deducted from
the next payment made to the Contrac-
tor.
7. The Head of Department or Offi-
cer in Charge may, if he should deem
it necessary, purchase articles of perish-
able food such as bread, meat, etc., at
once to replace rejected articles.
8. All fresh meat contracted for
must be slaughtered in the Slaughter-
house in Kingstown.
9. If the Contractor should persist
in such irregularities as stated in para-
graph 6, the Administrator shall have
the power to terminate the contract im-
mediately or at such time as may ap-
pear to him proper and convenient.
10. The Contract may be termin-
ated at any time by one month's notice
being given either by the Contractor to
the Administrator or by the Adminis.

MOTOR VEHICLE TYRES.
Tenders are invited for the re-capping
of Motor Vehicle Tyres for the use of
the Government of St. Vincent for the
year 1968.
2. The Tyres to be recapped will be
of the sizes 600 x 16, 640 x 15, 700 x 20,
750 x 16, 750 x 20, 825 x 20 and
900 x 16 and the charges for re-capping
each size of tyre must be stated in the
Tender.
3. Tenders, which will be received
up to 3.00 p.m. on Thursday, 7th
December, 1967, must be sealed and
addressed to the Chairman of the Ten-

Tenders are invited for supplying and
making khaki uniforms for Government
Messengers, Customs Guards, Preven-
tive Guards, Port Guards and Signal
Men for the period 1st January to 31st
December, 1968.
2. The Khaki used must be of the
same shade and texture for each uni-
form, and samples should be submitted
with the tender.
3. Uniforms consist of long trousers
and short sleeved shirts with two flap
pockets and shoulder straps, and the re-

TEXT OF A RELEASE FROM
MINISTRY FOR SOCIAL SERVICES.
The Executive Council has advised
His Honour the Administrator to set up
a Commission of Inquiry under the
Commissions of Inquiry Ordinance,
Cap. 160 of the Laws of Saint Vincent
to inquire into the Administration and
day to day operations of Her Majesty's
Prisons in Saint Vincent. Further par-
ticulars of this enquiry shall be pub-
lished at a later date.

EUROPEAN HUMAN RIGHTS
CONVENTION.
I1 is notified for general information
that, following consultation with this
Government, two declarations have now
been made by the United Kingdom
Government to the Council of Europe,
accepting the right of the European
Commission of Human Rights to receive
individual petitions in respect of St.
Vincent, and accepting the compulsory
jurisdiction of the European Court of
Human Rights in respect of matters
arising from the application of the
European Human Rights Convention to
this Territory.

The declarations are made for an
initial period ending on 13th January,
1969 so as to coincide with the terminal
date of the three year period for which
these provisions were accepted for the

AN ORDINANCE to provide for lengthening the term of
office of all members of the Kingstown Board by one year
and to hold elections under the Kingstown Board Ordin-
ance (Cap. 209 as amended), thereafter in the usual
manner.
[ 21st November, 1967. ]
Be it enacted by the Queen's Most Excellent Majesty, by
and with the advice and consent of the Legislative Council of
Saint Vincent, and by the authority of the same as follows:-
1. This Ordinance shall be cited as the Kingstown Board Short title and
(Elections) Ordinance, 1967, and except where the context interpretation.
otherwise requires, expressions used in this Ordinance have
respectively the same meanings as in the Kingstown Board Cap. 209.
Ordinance and all amendments thereto (hereinafter referred
to as the principal Ordinance).
2. Notwithstanding anything contained in the Kings-
town Board (1966 Elections) Ordinance (No. 17 of 1966)
(hereinafter referred to in this section as the Ordinance) the
members of the Kingstown Board elected pursuant to section
4 of the Ordinance shall continue in office for three years from

3. Notwithstanding the provisions of any law to the
contrary-
(a) The members of the Kingstown Board who should
retire in December, 1967 shall continue in office
for one year and retire in December, 1968 as if
1968 was their third year in office and shall be
eligible for re-election under the provisions of the
principal Ordinance if qualified to be elected to
the Board; and
(b) The members of the Kingstown Board who should
retire in December, 1968 shall continue in office
for one year and retire in December, 1969 as if
1969 was their third year in office, and shall be
eligible for re-election under the provisions of
the principal Ordinance if qualified to be elected
to the Board.
4. Until and after each of the 3 elections held under the
provisions of this Ordinance, the Board as constituted by law
immediately prior to the coming into operation of this Ordin-
ance shall, subject to this Ordinance, continue to function and
to act in all matters as if this Ordinance had not been passed.

ance.

Be it enacted by the Queen's Most Excellent Majesty, by

1. This Ordinance may be cited as the Money Lending
(Amendment) Ordinance, 1967, and shall be read ,as one with
the Money Lending Ordinance (hereinafter referred to as the
principal Ordinance) and all amendments thereto.
2. The Schedule to the principal Ordinance is hereby re--
pealed and replaced with the following:-

THE JUDICIAL AND LEGAL SERVICES COMMISSON REGULATIONS.
(Gazetted 21st November, 1967). ..
By virtue and in exercise of the powers vested in it by sub-section (2)
of section 19 of the West Indies Associated States Supreme Court Order 1967
the Judicial and Legal Services Commission hereby makes the following
Regulations.
1. Short title. These Regulations may be cited as the Judicial and Legal
Services Commission Regulations 1967.
2. Interpretation. In these regulations unless the context otherwise
requires-
"Court of Appeal" means the Court of Appeal established by the
Courts Order;
"the Commission" means the Judicial and Legal Services Commis-
sion established by section 18 of the Courts Order;
"Courts Order" means the West Indies Associated States Supreme
Court Order 1967;
"member" means member of the Commission;
"High Court" means the High Court of Justice established under
the Courts Order;
"public office" means any office of emolument in the public service;
"public officer" means the holder of any public office and includes
any person appointed to act in any such office;
"the public service" means the service of the Crown in a civil
capacity in respect of the Government of any of the States to
which the Courts Order applies;
"regulation" means one of these regulations;
"State" has the meaning ascribed to it by section 2 of the Courts
Order.

3. Oath of Office. The members of the Commission other than the Chair-
man shall upon appointment take an oath or make an affirmation before the
Chief Justice in the form in the Schedule to these regulations. The Secretary
to the Commission shall take an oath or make an affirmation before the Chief
Justice in the form approved by the Chief Justice.
4. Procedure and meetings. (1) The headquarters of the Commission
shall be situated in Grenada.
(2) The Commission shall meet as often as may be necessary for the
purpose of performing its functions and such meetings shall be held at such
places and at such times as the Chairman shall determine.
(3) The Chairman if present shall preside at meetings of the Commission
and in the absence of the Chairman from any meeting the members present
shall elect one of their members to-preside at that meeting.
(4) All decisions at a meeting -of the Commission shall be by a majority
of the votes of the members present and'voting.
(5) The Chairman shall have an original vote, and in the event of an
equality of votes he shall have as well a casting vote.
5. Decisions other than at a meeting. (1) Notwithstanding the pro-
visions of regulation 4 decisions may also be made by the Commission without
a meeting upon circulation of the relevant papers among the members. Mem-
bers may notify their opinion on the matter or question in writing or by
cable or by telephone. If in any such case a difference of opinion arises
among the members or any member so requires, the matter or question shall
be reserved for discussion at a meeting.
(2) Decisions made under this regulation shall be brought up for noting
at the next meeting of the Commission.
6. Record of meetings and decisions. (1) Minutes shall be taken of all
decisions arrived at at a meeting or noted under regulation 5 and after circu-
lation thereof shall be duly confirmed at the subsequent meeting.
(2) Any member who dissents from a decision may require that his
dissent and reasons for dissenting be recorded in the minutes.
7. Consultation with other persons. The Commission in considering
any matter or question may consult with any such public officer or other per-
son as the Commission may consider it proper and desirable so to do and may
request any public officer to attend and give evidence on oath before it and
to produce any official documents relating to such matter or question.
8. Principles of selection. For the purpose of exercising its functions
in relation to appointments, whether substantive or acting, to any offices, the
Commission shall (without prejudice to its right to consider the application
of any person whether or not already in the public service) consider the claims
of all public officers eligible for appointment or promotion, may interview
candidates, for such appointments, and shall in respect of each candidate
consider, amongst others, the following matters-
(a) his qualifications;
(b) his general fitness;
(c) any previous employment of the candidate in the public service
or in private practice;
(d) previous public service or private practice in territories other
than those to which the Courts Order applies.
9. Revocation. The Judicial and Legal Services Commission Regula-
tions, 1961 are hereby revoked.

1. Short title. These Regulation\ \uay, be cited,.as A he Export (Sea
Foods) Regulations. E --e
2. Interpretation. In these Regulations-
(a) "Sea Foods" include fresh fish, turtle, lobster, conchs, whelks, sea
eggs and oyster;
(b) "Territory" means Saint Vincent and its dependencies, and all British
waters adjacent thereto.
3. Prohibition. No person shall take out of this Territdry sea foods to
a quantity of more than 500 lbs. on any occasion except under the authority
of a licence granted on that behalf by the Controller of Supplies.
4. Commencement. These Regulations shall come into effect on the
7th day of November, 1967.
Made by the Administrator in Council under, section 3 of the Supplies
Control Ordinance, 1954 (No. 10 of 1954) this 31st day of October, 1967.

CONFIRMATION OF MINUTES:
Minutes of the Sitting held on 21st September, 1967 copies of which had
been previously circulated were taken as read and were confirmed.
ORAL ANSWERS TO QUESTIONS:
1. Hon. E. T. Joshua (Central Windward) asked the Minister for Communi-
cations' & Works if he can now say what is the delay in the lighting
of the island of Bequia after arrangements had already been made
to carry out this project and a site chosen,
The Minister replied:
There is no delay in the lighting of the island of Bequia. The previous
site chosen by the last Government, as recorded in Plan No. GR113 at the
Lands and Surveys Department, was forty feet from one school and
seventy feet from another school. This site between two schools was unsuit-
able to people of Bequia. A new site in Oear has been acquired recently.
The St. Vincent Electricity Services are working on the project and
it is expected that it will be completed on schedule.
2. Hon. E. T. Joshua (Central Windward) asked the Minister for Communi-
cations & Works what is now the delay in proceeding with the instal-
ment of the New Telephone Service.
The Minister replied:
There is no delay in proceeding with this installation of the New
Telephone System as Messrs. Cable & Wireless' Ltd. have already com-
menced work on the project.
3. Hon. E. T. Joshua (Central Windward) asked the Minister for Communi-
cations & Works if he is aware that North Windward has all its feeder
roads to the gardens and produce areas destroyed and that the only.
means of livelihood of the people are their food gardens, and whether as
a matter of urgency he will state when it is intended to clear the debris
and/or repair these roads to make them passable so that crops can be
reaped.
The Minister replied:
Government is not aware that any part of this territory has been
abandoned.
The Minister for Communications and Works, 'Hon. Chief Minister/
Minister of Finance, other Ministers of Government and officials paid
visits to the areas in which storm damage occurred following the heavy
rains of September 8th, and Government is therefore aware of what damage
was done. The Ministry for Communications & Works ensured that all
roads were passable by September 12th, and clearing and reconstruction
work is being carried on island-wide with the limited funds and equipment
,at the disposal of Government.
4. Hon. Mrs. I. I. Joshua (North Windward) asked the Chief Minister and
Minister of Finance what is the cost to Government of the hire, lease
or purchase of the house on the estate of W. J. Abbott now occupied
as a police station; and if the house was acquired for a public purpose
in any form will lie please state the cost of this property to govern-
ment.
The Chief Minister replied:
The house on the estate in question was made available to Government
without cost through the public spiritedness of the owners.
It is being used as a Police Station in the interest of law and order
and for the protection of the residents of the district.

1. The Post Office (Amendment) Bill was introduced and read a first time.
2. The Supplenmentary Appropriation (1967, No. 2) Bill was introduced and
read a first time.

Minister for Social Services rose in his place and asked that the second
reading be postponed.

6. The Honourable Member for Central Windward moved:
WHEREAS the New Legislative Council was opened on the 26th
day of June 1967 after the election 19th May 1967.
AND WHEREAS the Throne Speech was read by the Administrator
as the policy of the Government.
AND WHEREAS on Thursday 29th June there was the Budget
Sessions and Appropriation for the year 1967.
AND WHEREAS the two meetings raised different subjects viz.
(i) the policy of the present Government in power, and (ii) the
revenue and expenditure for the year 1967.
AND WHEREAS the Chief Minister/Minister of Finance made a
statement to the Honourable Legislature on the 26th June that a
date would be arranged between himself and the Leader of the Opposi-
tion for the debate of the "Gracious Speech from the Throne".
AND WHEREAS during the Budget debate the Honourable Speaker
restricted the debate to the Budget as outlined by the Chief Minister
and ruled out of order the Leader of the Opposition and other members
of the Opposition referring to the Throne Speech or any part thereof.
AND WHEREAS on the 21st of September, 1967 in a session of the
Legislative Council a question was asked by the Leader of the
Opposition and an answer given by the Chief Minister that he has
now abandoned the idea of the Throne Speech debate.
BE IT RESOLVED that the following points in the Speech are hereby
moved for debate:
(a) the reference made to Statehood for St. Vincent
(b) the reference made to development and a plan
(c) the Tourist Industry and incentive appertaining thereto.
The motion was seconded by the Honourable R. F, Marksman.

The Honourable E. T. Joshua commenced his debate on the motion.

and that Thursday the 16th day of November be named for the debate.

7. Upon the order being read, the Honourable Member for Central Windward
requested that the following motion be withdrawn:
BE IT RESOLVED that persons nominated under the recently created
amendment ordinance to the parent ordinance 17/1951 to local boards
and district councils who have bhen convicted of burglary should resign
from such local bodies immediately.
BE IT FURTHER RESOLVED that looking at the shortcomings of local
government still in its infancy, that government spare the pain of
embarrassment to itself or to any person or persons of such character,
by calling upon them to resign.
The Honofirable Member informed the House, and the Chief Minister
confirmed the information, that they had agreed to hold discussions on
the subject on Wednesday morning at the Chief Minister's Office.
