BY virtue of the power and authority vested in me by the SAINT VINCENT
(CONSTITUTION) ORDER IN COUNCIL, 1959, 1 do by this Commission under the
Public Seal of the Island of SAINT VINCENT appoint you the said NOLAN OSWALD
JACOBS, Acting Attorney General, Saint Vincent, to be my Deputy within the said
SAINT VINCENT from oni or about the 14th day of November, One thousand nine
hundred and sixty-seven and until further orders, and in that capacity should
the necessity arise for so doing, to exercise, perform and execute for and on
behalf of the Administrator of SAINT VINCENT during the period recited, but
no longer, all things that belong to the office of Administrator of SAINT VINCENT
according to the tenor of the SAINT VINCENT (CONSTITUTION) ORDER IN COUN-
cIL, 1959, already recited or in other Orders in Council adding to, amending or
substituting for the same, and subject to the Royal Instructions and other
Instructions passed under the Royal Sign Manual and Signet to the Adminis-
trator of the said SAINT VINCENT.
II. AND I Do HEREBY DIRECT that you the said NOLAN OSWALD JACOBS
shall not continue to act as Administrator's Deputy after the Administrator
has arrived at the mainland of SAINT VINCENT or some other Officer having
prior right to so act or to administer the Government of SAINT VINCENT has
notified that he is about to assume it.
III. AND, I Do HEREBY REQUIRE and command all and singular Her
Majesty's Officers, Civil, Military, Naval, Air and Otherwise, and all others
the inhabitants of the said SAINT VINCENT and all others whom it may concern
to take due notice thereof and to give their ready obedience accordingly.

The Govermnent does not bind itself
to accept the lowest or any tender, and
reserves the power of accepting any
part of a tender.
Nothing in any contract which may
he entered into will be considered as
affecting the right of the Government
to import at any time any articles it
may require not withstanding such sup-
ply is contracted for locally.
The attention of parties tendering is
particularly directed to the "conditions
of contract inserted at the end of this
notice which will be binding on them.
CONDITIONS OF CONTRACT.
1. The contract to be from 1st
January, to 31st December, 1968.
2. The Contractor undertakes to de-
liver at his own expense into the Stores
of Institutions the articles placed oppo-
site his name at the price stated, on
such days, at such times, and in such
quantities as may be stated on the re-
quisition of the Head of the Depart-
mnent or Officer in Charge.
3. Every article supplied must be of
a sound, good quality, and no article

is to be substituted for the one requisi-
tioned for without the consent of the
requisitioning officer first being obtained.
4. Any articles considered by the
Head of- Department or Officer in
Charge to be of inferior quality may be
rejected by him, and shall be immedi-
ately removed and replaced by the Con-
tractor at his own expense without any
allowance being made to him for such
articles.
5. If the rejected articles are not
removed within 9 hours from the time
notice shall have been given to the
Contractor, they will be returned to,
and at the expense of the Contractor;
provided that if the Contractor gives
such explanations as may be satisfac-
tory to the Administrator, the expense
of such return shall not be charged.
6. Should the Contractor neglect or
refuse to replace rejected articles con-
tracted for at the time stated in the
requisition, the Head of Department
or Officer in Charge, shall be at liberty
to purchase the said articles from other
persons; and the difference between the
price paid for such articles and the
contract price shall be deducted from
the next payment made to the Contrac-
tor.
7. The Head of Department or Offi-
cer in Charge may, if he should deem
it necessary, purchase articles of perish-
able food such as bread, meat. etc., at
once to replace rejected articles.
8. All fresh meat contracted for
must be slaughtered in the Slaughter-
house in Kingstown.
9. If the Contractor should persist
in such irregularities as stated in para-
graph 6, the Administrator shall have
the power to terminate the contract im-
mediately or at such time as may ap-
pear to him proper and convenient.
10. The Contract may be termin-
ated at any time by one month's notice
being given either by the Contractor to
the Administrator or by the Adminis-
trator to the Contractor.

TENDERS FO:: SUPPLY OF FOOD YEAST
BISCUITS.
Tenders are hereby invited and will
be received up to 3.00 p.m. on Thursday,
7th Dccrember, 1967 for the supply of
Food Yeast Biscuits to the Education
Department during the year 1968.
The estimated requirements have been
placed at 1,350 tins per annum and the
supplier must guarantee to supply 450
tins at the beginning of each term and
to deliver same in good condition at
Primary Schools on the mainland and
Grenadines as directed by the Education
Officer.
Any delivery charge should be stated
in the Tender separate from the actual

TENDERS FOR THE RE-CAPPING OF
MOTOR VEHICLE TYRES.
Tenders are invited for the re-capping
of Motor Vehicle Tyres for the use of
the Government of St. Vincent for the
year 1968.
2. The Tyres to be recapped will be
of the sizes 600 x 16, 640 x 15, 700 x 20,
750 x 16, 750 x 20, 825 x 20 and
900 x 16 and the charges for re-capping
each size of tyre must be stated in the
Tender.
3. Tenders, which will be received
up to 3.00 p.m. on Thursday, 7th
December, 1967, must be sealed and
addressed to the Chairman of the Ten-
ders Board, Ministry of Finance,
Kingstown, and distinctly marked on
the envelope, "Tenders for re-capping
of Motor Vehicle Tyres".

Tenders' are invited for supplying and
making khaki uniforms for Government
Messengers, Customs Guards, Preven-
tive Guards, Port Guards and Signal
Men for the period 1st January to 31st
December, 1968.
2. The Khaki used must be of the
same shade and texture for each uni-
form, and samples should be submitted
with the tender.
3. Uniforms consist of long trousers
and short sleeved shirts with two flap

conveyance of public officers during
1968.

1952.

POLICE NOTICE.
THE OWNERS OF PUBLIC
SERVICE VEHICLES, GOODS
VEHICLES AND TRAILERS
(IT., II.T., & T. PLATES).
The attention of persons who own the
types of vehicles mentioned above is
drawn to the provisions contained in
Regulations 20 and 21 and all amend-
ments thereto of the Motor Vehicles and
Road Traffic Regulations 1959, whereby
no licence may be issued or renewed for
such vehicles unless the Inspector certi-
fies that the vehicle complies with all the
provisions of the Ordinance and of these
Regulations.
The Inspector of Motor Vehicles will
be available at Police Headquarters
daily from 9.00 a.m. to 3.00 p.m. except
on Sunday and Public Holidays, to en-
sure that all the above mentioned classes
of vehicles are inspected and are road-
worthy before January 31st, 1968.
Regulation 20 (6) requires that these
vehicles are examined twice annually,
that is before the 30th day of June and
the 31st day of December, in each year.
WARNING.
Vehicles which have not been pre-
sented. for inspection or if presented
have not passed the examination by 31st
January, 1968 will be taken off the road.

x 120-$2,640 per annum. A transport
