Any delivery charge should be stated
on the Tender separate from the actual
price of the commodity.
The Government does not bind itself
to accept the lowest or any tender, and
reserves the power of accepting any
part of a tender.
Nothing in any contract which may
he entered into will be considered as
affecting the right of the Government
t1) import at anv time any articles it
may require not withstanding such sup-
ply is contracted for locally.
The attention of parties tendering is
particularly directed to the "conditions
of contract" inserted at the end of this
notice which will be binding on them.

CONDITIONS OF CONTRACT.
1. The contract to be from 1st
January, to 31st December, 1968.
2. The Contractor undertakes to de-
liver at his own expense into the Stores
of Institutions the articles placed oppo-
site his name at the price stated, on
such days, at such times, and in such
quantities as may be stated on the re-
quisition of the Head of the Depart-
ment or Officer in Charge.
3. Every article supplied must be of
a sound, good quality, and no article
is to be substituted for the one requisi-
tioned for without the consent of the
requisitioning officer first being obtained.
4. Any articles considered by the
Head ofl Department or Officer in
Charge to be of inferior quality may be
rejected by him, and shall be immedi-
ately removed and replaced by the Con-
tractor at his own expense without any
;illovance being made to him for such
articles.
5. If the rejected articles are not
removed within 9 hours from the time
totice shall have been given to the
Contractor, they will be returned to,
and at the expense of the Contractor;
provided that if the Contractor gives
such explanations as may be satisfac-
tory to the Administrator, the expense
of such return shall not be charged.
6. Should the Contractor neglect or
refuse to replace rejected articles con-
tracted for at the time stated in the
requisition, the Head of Department
or Officer in Charge, shall be at liberty
to purchase the said articles from other
persons; and the difference between the
price paid for such articles and the
contract price shall be deducted from
the next payment made to the Contrac-
tor.
7. The Head of Department or Offi-
cer in Charge may, if he should deem
it necessary, purchase articles of perish-
able food such as bread, meat. etc., at
once to replace rejected articles.
8. All fresh meat contracted for
must be slaughtered in the Slaughter-
house in Kingstown.
9. If the Contractor should persist
in such irregularities as stated in para-
graph 6, the Administrator shall have
the power to terminate the contract im-
mediately or at such time as may ap-
pear to him proper and convenient.
10. The Contract may be termin-
ated at any time by one month's notice
being given either by the Contractor to
the Administrator or by the Adminis-
trator to the Contractor.

Food Yeast Biscuits to the Education
Department during the year 1968.
The estimated requirements have been
placed at 1,350 tins per annum and the
supplier must guarantee to supply 450
tins at the beginning of each term and
to deliver same in good condition at
Primary Schools on the mainland and
Grenadines as directed by the Education
Officer.
Any delivery charge should be stated
in the Tender separate from the actual

9(0 x 16 and the charges for re-capping

1. It is enacted by Ordinance 22 of
1935 that
"No person shall print or publish
or cause to be printed or published
any Newspaper unless there has been
filed nwith and registered at the office
of the Registrar a statutory declara-
tion . "
2. That the statutory declaration
shall 1,, made and signed by every per-
son, (:- publisher of the newspaper to
which i relates and shall set forth:-
(a) The correct title or name of the
newspaper.
(b) Tihe true description of the house
or building wherein the news-
paper is intended to be printed
and also of the house or building
wherein it is intended to be pub-
lished, and
(c) The true names and places of
abode of every person who is in-
tended to be proprietor, printer
of the newspaper.
3. "Newspaper" includes every pa-
per or pamphlet containing any public
news, intelligence or report of any oc-
currence or any remarks or observations

thereon or upon any political matter,
published for sale, distribution or other
purpose in parts' or numbers at inter-

printed matter containing only or prin-
cipally bona fide advertisements.
4. All persons therefore who are now
printing or publishing Newspapers or
who intend to print or to publish news-
papers are enjoined to pay special at-
tention to the above mentioned Ordin-
ance and to act upon it as the penalty
for printing, publishing, selling or dis-
tributing newspaper in contravention of
the Ordinance is a fine not exceeding
ninety-six dollars ($96.00).

with the advice of Our Privy Council, by Proclamation to call in coins of any
denomination:
And Whereas it now appears to Us desirable to call in the coins specified
in Schedule 1 from the territories specified in Schedule 2:
Now, therefore, by and with the advice of Our Privy Council and in pursu-
ance of section eleven of the Coinage Act 1870 and of all other powers enabling

1. Short title. This Order may be cited as the Labour Commissioner
(Collection of Statistics) Order, 1967.
2. Collection of Statistics by Labour Commissioner. The Labour Com-
missioner is hereby directed to collect, prepare and publish statistics relating
to the following matters:-
(a) the number of persons employed or unemployed generally and in all
trades, occupations and industries;
(b) the rates of wages payable to workers in all forms of employment
whether such workers are permanent, temporary or casual workers;
(c) the number of women, children and young persons in all forms and
categories of employment;
(d) the hours of work in different categories of employment of all
persons;
(e) the number of apprentices, indentt .`^ otherwise, their rates of

ORAL ANSWERS TO QUESTIONS
1. Hon. R. F. MARKSMIAN (West St. George) asked the Minister for Trade,
Production, Labour & Tourism if he will take steps to implement the
Wages Council award now lying in abeyance having regard for the
increased cost of living of the workers and underprivileged people of
the Colony; anil whether there is any intention (with regard for the
foregoing) to put into motion a new minimum rate with an increase
for the Workers.
The Minister for Trade, Production, Labour & Tourism replied:
This Goverument is anxious to streamline wages relating to the
cost of living. The Ministry of Labour awaits nominations to the
various councils from the relevant organizations. No awards have
been left outstanding and all commitments in respect to awards have
been met.

lion. R. F. Marksman (West St. George) asked: When was the last
Wages Council meeting held!
The Minister replied: I will require Notice of that question.
2. Hon. E. T. JosHUA (Central Windward)' asked the Chief Minister and
Minister of Finance how many years must elapse for citizens convicted
of shopbreaking, receiving or burglary in the Assizes before being
nominated by the Administrator-in-Council; and. if the answer is
X years will the Minister please state whether nominations recently
made under a new law which passed the Legislative Council include
such persons; and if such persons are found to be included in nomi-
nations, will he further state whether they satisfy the number of years
that he named.-
The Chief Minister and Minister of Finance replied:
Nominations to local Boards and Councils are governed by Ordin-
ance No. 17 of 1951. No restrictions are placed in this Ordinance on
persons convicted of the offences mentioned.
3. Hon. E. T. JOSHUA (Central Windward) asked the Chief Minister and
Minister of Finance whether his statement to the Honourable Legisla-
ture made on the 28th June, 1967 pertaining to the debate on the
Gracious Speech from the Throne, still stands, or whether the idea
of a debate is now abandoned.
The Chief Minister & Minister of Finance replied :
It had been suggested that a date be set for a debate on0 the Throne
Speech but as Honourable Members dealt exhaustively with the various
subjects raised during the course of the Budget debate, the necessity
for debating the Throne Speelch does not appear to arise.
Hon. Members are however free to introduce for debate any sub
ject which they deem to be fit.

the fundamental policy of the Government..
The Chief Minister replied : The answer is in the affirmative.
4. Hon. E. T. JosHUA (Central Windward) asked the Chief Minister and
Minister of Finance whether payment was made to the Honourable
Speaker while still residing in Dominica and working there as a
Magistrate and at the same time paid as Speaker of the Legislative
Council. If the Speaker was so paid by whose authority was he paid.
The Chief Minister and Minister of Finance replied:
No payment has been made to the Speaker of the Legislative
Council for any period prior to his resignation from the Service of
the Dominica Government.

and "value" at line 1; substitute a fullstop for the comma after
the word "profit" at line 5 and delete the words "such annual

of any house situated oni such land as assessed under the Land
and House Tax Ordinance;".
Clause 24: Delete sub-elause (2) and renumber sub-clause (3) to read

the words "within" and "years" at line 9.
Clause 54 (b) : Delete the following words and brackets between the
words "accounts" and "and" at lines 1 and 2: "(including a
balance sheet at the terminal date of such accounts) ".
Clause 68(1) : Delete the words "in point of law" at lines 2 and 3
between the words "erroneous" and "may"; and substitute the
words "High Court of the West Indies Associated States
Supreme Court" for the words "Supreme Court of the Windward
Islands and Leeward Islands'" at line 5.
Clause 69: Amend the marginal note to read "Appeal to Court of
Appeal", and substitute the words High Court of the West Indies
Associated States Supreme Court to the Court of Appeal of the
West Indies Associated States Supreme Court" for the words
"Supreme Court oi C'e Windward Islands and Leeward Islands"
at lines 2 and 3.
12. The Minister for Trade, Production, Labour & Tourism moved:
(i) WHEREAS by an issue of a series of two mortgage debentures of
even date namely the 10th day of June, 1947 and. recorded in the Registry
of Saint Vincent numbered 198 and 199 of 1947 respectively the sum of
TEN THOUSAND POUNDS (10,000) each was loaned to the LAND
SETTLEMENT AND DEVELOPMENT BOARD (hereinafter referred
to as "the BOARD") by FREDERICK AUGUSTINE CASSON with
interest thereon until payment thereof at the rate of 3 10s. Od. per
centum per annum by equal half-yearly payments on the 1st day of Novem-
ber and the 1st day of April in every year:
(ii) AND WHEREAS by transfer dated the 16th day of July, 1947, and
recorded in the Registry of 6,aint Vincent and numbered 256 of 1947
(hereinafter referred to as the Transfer) the said mortgage debentures
were sold by the said FREDERICK AUGUSTINE CASSON to BAR-
CLAYS OVERSEAS DEVELOPMENT CORPORATION LIMITED
(hereinafter referred to as "t1' CORPORATION") subject to the con-
ditions therein contained:
(iii) AND WHEREAS by AGREEMENT made between the BOARD
and the CORPORATION dated the 14th day of May, 1948 and recorded
in the Registry of Saint Vinec :t and numbered 180 of 1948 (hereinafter
referred to as the Agreement) it was agreed that the date of payment of
the said mortgage debentures should be the 1st day of October, 1966 and
and that all interest on the said mortgage debentures should be paid by
equal half-yearly payments on the 1st day of April and the 1st day of
October in every year at the rate stated in the said mortgage debentures,
that is to say, at the rate of 3 10s. Od. per centum per annum:
(iv) AND WHEREAS as appears by Memorandum of Release dated the
24th day of February, 1967 and recoi ded in the Registry of Saint Vincent
and numbered 204 of 1967 all sums due under the aforesaid mortgage
debenture No. 198 of 1947 were fully paid on the 1st day of October, 1966
and the BOARD was released from- all the conditions contained therein in
the Transfer and in the Agreement and the real and personal property and
assets of the BOARD were releam d from an .charge thereunder:
(v) AND WHEREAS at the request of the BOARD the CORPORA-
TION have undertaken to enter into an Agreement with the BOARD that
the principal sum of TEN THOUSAND POUNDS (10,000) on the
aforesaid mortgage debenture :\'o. 199 of 1947 be repaid by the
BOARD to the CORPORATIUN on the 1st day of November, 1971 and
that in consideration thereof and until payment of the said sum the
BOARD shall pay to the CORPORATION with effect from the 1st day
of November, 1966 interest thereon at the rate of 7 10s. Od. per centum
per annum by equal half-yearly payments on the 1st day of May and the
1st day of November in every year the first payment of interest as afore-
said to be made on the 1st day of May, 1967.
(vi) AND WHEREAS by StAion 10 of the Land Settlement and De-
velopment Ordinance, 1945 (No. 10 of 1945) it is provided that "The
BOARD may, with the consent of the Legislative Council borrow money
for the carrying out of its purposes and may charge in any manner any
property of the Board of every nature and kind whatsoever and all the
funds and all the revenues of the board, present and future, with the
repayment of money borrowed for such purposes."
(vii) BE IT RESOLVED that this Council hereby grants to the LAND
SETTLEMENT AND DEVELOPMENT BOARD its consent to enter
into an agreement with the CORPORATION on the terms and conditions
specified in the Fifth Preamble hereinbefore appearing.

13. Resumption of debate on the following motion [Hon. Member for Cen-
tral Windward] :
WHEREAS the Government Land Settlement and Development
Estates were acquired by ordinance about the year 1945 by the then
Government of the day led by George A. Me Intosh for the development
of Saint Vincent and the people of the Leeward coast in particular.
AND WHEREAS the estates were purchased on a debenture stock
system supported by the Colonial Office until such time as they were
redeemed by th" people of Saint Vincent by tile working of the said
estates.
AND WHEREAS over the past 22 years the name Land Settlement
remained a misnomer and tl' working of the estates were mainly con-
ducted in prejudice of the former intention towards the people.
AND WHEREAS it is understood that active stens are now being
taken to hand over the lands of the estates to Colonial Development Cor-
poration at this stage of this Territory's constitutional change to per-
petuate colonialism and to keep the people for whom development was
intended currently in colonial domination so that estate plantation rule
be passed from one set of colonial masters to another.
AND WHEREAS it was only within recent times that opportunity
afforded Government to amend the Ordinance so that the Minister of
Lands could be able to have a say in the final destiny in the said Land
Settlement Estates and to see that the people get some recompense for a
venture intended for St. Vincent and its development.
BE IT RESOLVED that Government dispose of parts of the Richmond
estates to the people of the area for development of crops enunciated in
the Throne Speech and Budget Speech reciting Government's policy and
because of the Agricultural Co-operative Bank to be set up adequate
funds would be at their disposal to assist the said people in earning a
living and to take part in the development of their own country.
BE IT STILL FURTHER, RESOLVED that lands for a housing scheme
as was intended over the years be established at Richmond to house the
people of the area.
